‭Brief History:‬
‭The‬ ‭subject‬ ‭work‬ ‭was‬ ‭sanctioned‬ ‭in‬‭FY‬‭2010-11‬‭under‬‭the‬‭USSOR‬
‭of‬ ‭1996‬ ‭for‬ ‭the‬ ‭cost‬ ‭of‬ ‭2.5‬ ‭Cr,‬ ‭of‬ ‭which‬ ‭the‬ ‭civil‬ ‭engg‬ ‭share‬ ‭stood‬ ‭at‬
‭1.55Cr.‬ ‭The‬ ‭Detailed‬ ‭Estimate‬ ‭thereafter,‬ ‭was‬ ‭prepared‬ ‭on‬ ‭the‬ ‭basis‬ ‭of‬
‭USSOR‬‭2010,‬‭which‬‭came‬‭into‬‭force‬‭in‬‭2010.‬‭This‬‭led‬‭to‬‭escalation‬‭of‬‭the‬
‭rates‬‭and‬‭consequent‬‭reduction‬‭in‬‭scope‬‭of‬‭work.‬‭Due‬‭to‬‭the‬‭unforeseen‬
‭circumstances‬ ‭brought‬ ‭about‬ ‭by‬ ‭the‬ ‭COVID-19‬ ‭pandemic,‬ ‭the‬ ‭work‬ ‭was‬
‭short-closed‬ ‭in‬ ‭2020.‬ ‭At‬ ‭the‬ ‭time‬ ‭of‬ ‭its‬ ‭short-closure,‬ ‭the‬ ‭financial‬
‭progress‬ ‭of‬ ‭the‬ ‭work‬ ‭stood‬ ‭at‬ ‭approximately‬ ‭at‬ ‭70%.‬ ‭Physically,‬ ‭the‬
‭structure‬ ‭of‬ ‭training‬ ‭school‬ ‭and‬ ‭foundation‬ ‭for‬ ‭hostel‬ ‭could‬ ‭only‬ ‭be‬
‭completed.‬
‭For‬ ‭completion,‬ ‭a‬ ‭revised‬ ‭estimate‬ ‭was‬ ‭mooted.‬ ‭However,‬ ‭a‬
‭combined‬ ‭upwards‬ ‭estimate‬ ‭revision‬ ‭of‬ ‭all‬ ‭departments‬ ‭now‬ ‭stands‬ ‭at‬
‭6.85‬ ‭Cr.,‬ ‭of‬ ‭which‬ ‭the‬ ‭civil‬ ‭engg‬ ‭share‬ ‭is‬ ‭4.31‬ ‭Cr.‬ ‭(as‬ ‭per‬ ‭referenced‬
‭letter) It is submitted that rates are now estimated based on DSR-2021.‬

I‭n‬ ‭the‬ ‭light‬ ‭of‬ ‭above,‬ ‭it‬ ‭is‬ ‭requested‬ ‭that‬ ‭a‬ ‭new‬ ‭work‬ ‭for‬ ‭Balance‬ ‭work‬ ‭of‬
‭Jalandhar‬‭City-training‬‭school‬‭&‬‭hostel‬‭for‬‭Diesel‬‭Multiple‬‭Unit‬‭Staff‬‭may‬‭please‬‭be‬
‭proposed‬ ‭in‬ ‭appropriate‬ ‭Head‬ ‭and‬ ‭sub-estimates‬ ‭with‬ ‭all‬ ‭concerned‬ ‭departments‬
‭may be called.‬
