1. INTRODUCTION
This proposal is being submitted to M/s ELCOT Ltd, ELCOSEZ – Vishwanathapuram,
Hosur, Tamil Nadu for conducting Environmental Impact Assessment (EIA) study, EMP,
Terms of Reference (ToR), EIA Report and obtaining Environmental Clearance (EC) under
violation category from SEAC-SEIAA, Tamil Nadu for the ELCOSEZ -IT Park of about 70.60
Hacs located ELCOSEZ, Vishwanathapuram, Hosur district, Tamil Nadu.

5. SCOPE OF WORK

M/s. ELCOT’s ELCOSEZ-IT Park located at Vishwanathapuram, Hosur district, Tamil


Nadu has already been initiated before obtaining EC from SEIAA, Tamil Nadu for the
plot area about 70.60 Hacs it is considered as violation as per the EIA Notification 2006
and its amendments.

It falls under the below mentioned Category ‘B’ under the sector “Industrial estates/
parks/ complexes/ areas, export processing Zones (EPZs), Special Economic Zones
(SEZs), Biotech Parks, Leather Complexes”. Hence, it requires EIA study and the EC
needs to be obtained under the following category.

Hence we wish to inform you that as per the latest Notification from Ministry of
Environment, Forest and Climate Change (MoEF&CC), New Delhi, Government of India,
dated 14th March, 2017 S.O. 804(E) to deal Violation cases under EIA Notification 2006.
An Assessment of ecological damage, remediation plan and natural and community
resource augmentation plan and it shall be prepared as an independent chapter in the
Environment Impact Assessment report.

The detailed scope of work for EIA study, EMP, Terms of Reference (ToR), EIA Report and
obtaining Environmental Clearance (EC) under violation category from SEAC-SEIAA,
Tamil Nadu as

 Initial site inspection for collection of preliminary information/data related to Environmental


Clearance.
 To prepare EC application in revised Form-1 as per MoEFCC Notification under violation
category
 Formulation of suggested terms of reference and other relevant documents as Required for
Environmental Clearance on the basis of Pre-Feasibility Report.
 Submission of EC application along with Form-1 and other relevant documents at the office of
statutory authority.
 Terms of Reference for the project on assessment of ecological damage, remediation plan and
natural and community resource augmentation plan if any (or) as per the existing SOP.
 To prepare the documents as required for circulation to the members of State Expert
Appraisal Committee (SEAC), SEIAA, Tamil Nadu.
 To deliver the presentation before Expert Appraisal Committee for finalization of TOR at SEIAA,
Tamil Nadu.
 To coordinate at SEAC (State Expert Appraisal Committee) for processing of file as required for
issue of prescribed Terms of Reference (TOR).
 Field visit and Environmental monitoring for collection of Baseline data as per the Prescribed
Terms of Reference for preparation of EIA/EMP Report covering compilation, analysis and
interpretation of the baseline data.
 Preparation of draft EIA/EMP Report in compliance to prescribed TOR and Requirements of
SEIAA, Tamil Nadu.
 Submission draft EIA/EMP Report to the SEAC for processing of the same at PCB for conducting
Public Hearing.
 To coordinate with PCB to obtain the proceedings and preparation of final EIA-EMP report
 To coordinate at SEIAA/SEAC for processing of the documents and enlisting of the Project for
EC presentation.
 Preparation of EC Presentation and other relevant documents such as salient Features of the
project.
 To assist the project proponent in circulation of documents to the members of State Expert
Appraisal Committee (SEAC), Tamil Nadu as required before the presentation for
Environmental Clearance.
 To deliver the final EC presentation before the Expert Appraisal Committee, SEIAA for
Environmental Clearance.
 Addressing the technical queries raised if any and defending the contents of EIA for granting EC
from SEAC-SEIAA, T.N.
 To coordinate at SEAC-SEIAA, Tamil Nadu for granting and issue of Environmental Clearance.
 Follow up with SEAC-SEIAA, Tamil Nadu for granting and issue of Environmental Clearance.
 Obtaining EC from SEAC-SEIAA, Tamil Nadu.

6. PROPOSED EIA METHODOLOGY

EIA Methodology
Issue Covered item
ABC will include a baseline study as a part of the EIA methodology. The
baseline study will mainly focus on Air, Noise, Water, Land, Socio-Economic
and Biological Components of the environment.
The existing status of ambient air quality will be monitored within impacted
region (10 km from the periphery) of the proposed project site.
Monitoring the site-specific micro - meteorological data, viz. wind speed and
direction, humidity, ambient temperature, rainfall etc.,
Monitoring the present status of noise levels within the impact zone;
Baseline Studies
Baseline status of water quality and quantity;
Geography, physiographic, regional geology and structure of the project area
will be collected from the secondary sources;
Collection of available information on both terrestrial and aquatic flora and
fauna, including rare and endangered species in the project area;
Noise analysis will be carried out for 6 locations and noise mapping will be
done;
Collection of socio-economic data; and
The baseline aspects (such as soil, groundwater etc.,) will also be described
based on existing data, literature and any other secondary source.
Air Emissions
Brief qualitative analysis of expected emissions (i.e. dust, vehicular emission)
for both construction and operational phase of the project. Impact analysis
Air pollution
will be based on compliance evaluation using national and international
emission threshold limit values and Best Available Techniques (BAT) with
regards to the closest sensitive receptors.
Evaluation of Noise
For actual and future noise analysis, the major noise sources and sensitive
receivers to the new Infrastructure development project site and adjacent
Noise areas will be identified for both construction and operation phases of the
project. Noise levels will be assessed using typical noise generation factors
and compared with standards. In cases where the aforementioned standards
are exceeded, mitigation measures will be proposed.
Risks to Soil and Groundwater
A qualitative analysis of potential impacts will include:
Analysis of potential impacts due to contamination by construction activities;
Potential areas or procedures where accidental releases of hazardous
Soil and materials may endanger soil and groundwater quality;
Groundwater Analysis of pollution containment measures;
Analysis of potential impacts due to de-watering; and
Assessment of actual risk of accidental releases.
We will also incorporate in the assessment the results of any soil and
groundwater baseline investigations.

Wastewater generation
Estimation of wastewater production (mainly sewage and cooling water) in
Wastewater terms of quantity and quality by applying effluent factors (water balance);
Quality Effluent compliance evaluation based on national and international emission
threshold limit values for discharge to sewage system.
Analysis of potential wastewater recycling or reuse.
Waste generation
Estimation of waste generation in terms of quantity and quality by applying
waste factors (Contractor, literature) for both construction and operation
phases;
Analysis of waste production in relation to waste management principles
(prevention, re-use, recycle, treatment and disposal).
Waste handling
Solid Waste
Classification of waste into recyclable and hazardous categories, and analysis
Generation
of whether envisaged waste handling and storage is compliant with
international best practice (BAT).
Final waste treatment & disposal
Analysis of best practices for disposal and treatment of waste streams (e.g.
recycling, correct landfills, etc.);
General analysis of disposal waste versus capacity of non-hazardous and
hazardous waste facilities in the region.
Direct Loss of flora and fauna, and/or habitat
Establish impact by determining what flora, fauna or habitat will or could be

Analysis of potential indirect impacts due to project externalities (i.e.
atmospheric, noise emissions and waste)

Consumption of electricity and heat/cooling;

Evaluation according to water minimization management principles.
Health impacts inside & outside the site will be elaborated on in this section
of the socio-economic assessment (air & noise chapters will also dealt with
health related standards). The analysis will use the results of air quality and
noise assessments and related standards to make inferences concerning
health related impacts from the construction and operational phases of the

To assess impacts for quality of life, ABC will qualitatively assess any positive
or negative impacts that the project will have regarding the access of local
residents to entertainment, education and recreational activities. Nuisance
impacts from noise and waste management will also be revisited with respect
to local residents and visitors to the new development.

 Statutory Charges or any processing fees to be paid to regulatory authorities has to be borne
by M/s. ELCOT Ltd.
 Conducting Public Hearing and other necessary related arrangements, other allied
activities/expenses are under M/s. ELCOT Ltd.
 ABC Techno Labs will provide only technical assistance during Public Hearing on
Environmental aspects only.
 Any additional studies from external institutes, agencies (if any) if recommended by SEAC
Committee/PCB charges will be borne by M/s. ELCOT Ltd.
