Kochi Metro Rail Ltd (KMRL), Invites quotation for Supply, Installation,
Testing and Commissioning of decorative cast iron street light poles including LED
luminaries at the premises of Jawaharlal Nehru Stadium (JLN), Kochi. The quotation
shall be addressed and submitted to Additional General Manager (Power &
Traction),Kochi Metro Rail Limited ,6th Floor Revenue Tower, Park Avenue ,Kochi - 682
011,on or before 12.10.2015 at 15.00 hrs and will be opened at 15.30 hrs in the same
day. Late submission of quotations will not be considered.

Scope of Work: -
The scope of work under this contract shall include the supply and erection of 20
street light poles including luminaries, Testing and Commissioning of street light
system including:-
• Supply, laying ,Testing and Commissioning of cables
• Mounting of street light fittings on the pole
• Trenchless boring for road crossing
• Supply and providing of cable straight through joint and end termination etc
• Earthing
• Concreting works for foundation and other structures
• And other associated works
Scope of work shall also include the following:-
• Dismantling of any type of poles, cables and wires which obstruct the
erection of street light poles and laying of cables
• Earth work excavation including road cutting and restoration
• Erection of street light poles including foundation and extension
• Obtaining the clearance of Electrical Inspectorate, Kerala, PTCC
clearance and other clearance as required and submit the same to this
office.
• De mobilization ,clearing of all temporary works after completion of work
• Any other item of work as may be required to be carried out for completing
the work under this contract in all respects in accordance with the
provisions of the contract and/or to ensure the safety of installation during
and after execution
• Handing over the commissioned system to the concerned agency (GCDA)
and submission of receipt of the same to this office

Special Conditions
1. Bid processing fee of Rs 1500/-shall be remitted in the form of Demand Draft
in favour of Kochi Metro Rail Limited, payable at Kochi.
2. The Bidder shall furnish, as part of his Bid, a Bid security/Earnest Money
Deposit for the amount as shown in the table of Invitation for Bid (IFB) for this
work. This bid security should be drawn in favour of KMRL payable at
Kochi and should be in the form of DD. Bank Guarantee from
Nationalized/Schedule banks shall also be accepted.
3. Performance Security.
Within 14 days of receipt of the Letter of Acceptance/Work order, the
successful Bidder shall deliver to the Employer a Performance Security for an
amount equivalent to 20% of the Contract price. On final selection, the
selected bidder will be required to furnish performance security in form of
Bank guarantee or DD or Fixed Deposit Receipt with a lien in favour of KMRL.
The validity of the same should be the completion period + 60 days.
4. Time of Completion
The successful bidder shall complete the Works within Three months
including achieving the passing of the Test on completion
5. Delay damages
If the contractor fails to comply with sub clause - 4, the contractor shall pay
delay damages to the Employer for this default.
Delay damages for each day of delay - 0.07 % of the contract price
Maximum amount of delay damages - 10% of total contract Price
6. The Bidder, at the Bidder’s own responsibility and risk is encouraged to visit
and examine the Site of Works and its surroundings and obtain all information
that may be necessary for preparing the Bid and entering into a contract for
execution of the Works. The costs of visiting the Site shall be borne by the
bidder.
a. Failure of the successful Bidder to comply with the requirements of
Sub-Clause 3 shall constitute sufficient ground for cancellation of the
award and forfeiture of the Earnest Money Deposit. After cancelling,
steps will be initiated to award the work to next lowest bidder.
7. Mode of Payment: 80% of material cost as furnished in the BOQ by the
contractor shall be released after supply and inspection by KMRL officials.
50% of the balance payment shall be released after successful installation
and inspection by KMRL officials. The final payment shall be released after
successful commissioning of the work. All payment will be made only to the
designated bank account in India of the payee through electronic fund
transfer.
8.
The rates quoted by the Contractor should be inclusive of all taxes and
duties.
9. The warranty of materials from the supplier shall be extended to the end user.
10. Defect liability period would be 3 months. Any defect on account of
manufacture of materials or poor workmanship shall be on contractor’s
account and the contractor is liable to rectify it to the satisfaction of KMRL.
11. Dispute Resolution.
All disputes shall be settled in a court of law having jurisdiction at Kochi.
12. The work shall be carried out as per the directions and under the supervision
of and in stages desired by authorized representatives of KMRL.
13. Contractor shall have to provide all safety appliances to their works Electrical
safety, while working at height at his own cost and follow all regulation and all
statutory provisions also covering the working areas etc. in force .He shall be
liable to incur all the expenses in consequence thereof and KMRL is in no way
responsible for any damages arising out of this work contract. All
compensation to the contractor’s employees against accidental injury or death
during the course of work, will be the responsibility of the contractor, including
for working at heights. The contractor shall be responsible for all implications
under the labour laws and Acts of Kerala State and Central Government
(Including fire insurance), and KMRL shall be fully indemnified from all liability,
statutory or otherwise.
14. Delayed Bids (received after due time of submission of bid, but before
opening) or late Bids (received after opening of the Tender ) shall not be
considered under any circumstances
15. KMRL reserves the right to accept or reject any or all proposals without
assigning any reasons, No Bidder shall have any cause of action or claim
against the KMRL for rejection of his proposal.
16. Bidder can visit the site before quoting on any working day during working
hours.
17. The rate quoted shall be unconditional and rate shall be written in words and
figures. In case of a discrepancy between the rates in words and the figures,
the rate in words shall prevail.
18. If any non-scheduled items (Material / labour) are used, the rate will be fixed
on mutually agreed terms and conditions.
19. Applicable taxes and duties will be deducted as per extant rules.
20. Loading ,unloading and leading of materials shall be arranged by the
contractor
21. The drawings/sketches for the purpose of obtaining sanction from authorities
are in the scope of the contractor
