1.0.0 INTENT OF SPECIFICATION
The specification is intended to cover design, manufacture, assembly, testing at manufacturer's
works, supply & delivery, properly packed for transport FOR site of one (1) no. 250 KVA Diesel
Generator Set complete with all accessories and Relay, Metering & AMF Panel, as well as providing
necessary assistance during erection testing & commissioning at site, up to satisfactory & trouble-
free operation / handing over to the Owner.
The equipment shall be fully compliant with the following special requirement:
CPCB-IV Complied : CPCB-IV compliance refers to adhering to the emission standards
set forth by the Central Pollution Control Board. These standards
dictate the permissible levels of pollutants emitted by DG Sets
and aim to control air pollution caused by diesel generators.
Noise, Emission & Smoke limits : As per latest Amendment of Environment (Protection) Act
1986
Noise level : Less than 75 db (A) at a distance of 1M from Acoustic enclosure
Enclosure : Acoustic enclosure with Residential Silencer
Service : Indoor
Site Condition : The DG Sets and its auxiliaries shall be designed for smooth,
efficient and trouble free operation in tropical humid climate
having relative humidity of 88% and maximum ambient
temperature of 45°C. However, the maximum ambient
temperature and the maximum relative humidity are not likely
to occur simultaneously.
2.0.0 SCOPE OF WORK
The DG Sets shall be supplied as well as installed for Emergency power supply (for Emergency
Panel) of LUBE BLENDING PLANT at PAHARPUR, KOLKATA, WESTBENGAL.
2.1.0 SCOPE OF SUPPLY
2.1.1 One (1) no. 250 KVA 415V, 3 phase, 50Hz Diesel Generator sets complete with Control Panel for
protection, metering & operation of LT switch gear and all accessories as specified. Control Panel
for the 250 KVA Diesel Generating Set shall also be so designed as to enable the set to start
automatically on complete failure of mains supply. Again on restoration of mains supply, the load
is automatically transferred back.
2.1.2 Bidder shall furnish list of recommended spares for two (2) years’ operation of each set.
2.1.3 Bidder shall furnish a list of special tools and tackles required for operation of each set.
2.1.4 Bidder shall submit drawings, documents and manuals, as specified in details elsewhere in this
specification.

2.2.0 SCOPE OF SERVICES
Scope of services shall include but not limited to the following:
(i) Receiving, unloading and storage at site.
(ii) Loading and transportation to the place of installation.
(iii) Unloading at the place of installation.
(iv) Assembling of loose components and positioning on the foundation.
(v) Leveling, alignment and grouting.
(vi) Erection, hook-up / connection of all auxiliary systems and accessories.
(vii) Piping, cabling, grounding etc. as required for the complete system.
(viii) Obtaining statutory approvals from Pollution Control Board, Electrical Inspector / CEA etc.
as required for operation of the set.
(ix) Pre-commissioning testing and no-load trial run.
(x) Commissioning, load trial run for eight (8) hours continuously, including supply of fuel,
lubricants and consumables as required.
(xi) Handing over.
3.0.0 REFERENCE STANDARDS
3.1.0 The design, manufacture and testing of the equipment covered by this standard shall comply with
the latest issue of the following codes and other relevant Indian Standard specifications, unless
specified otherwise elsewhere in the Technical Specification.
i) BS 649 – Diesel Engine for General Purpose
ii) IS – 10000 – Methods of test for internal combustion engine
iii) ASME codes
iv) IS 4722 – Rotating Electrical Machines
3.2.0 Equipment designed and manufactured to other national standards shall be acceptable provided
they are in no way inferior to the above mentioned standards.
3.3.0 The design and operation features of the equipment offered shall also comply with the provisions
of latest issue of the Indian Electricity Rules, Environment (Protection) Act 1986 and other
statutory requirements. The supplier shall, wherever necessary, make suitable modification in
the equipment to comply with the above.
4.0.0 TECHNICAL REQUIREMENT
4.1.0 DIESEL ENGINE
a) Type : The Diesel Engine shall be suitable for generating set application developing
specified BHP at 1500 RPM under NTP conditions of BS: 5514 or equivalent in IS, water

cooled, turbocharged with after coolers, powered by four (4) / six (6) strokes, multi cylinder
with engine performance requirement as specified below. The engine shall be of heavy duty
type suitable for cold starting.
b) Nominal Output : To match with, alternator 250 KVA at 0.8 pf (lagging) i.e., 200 KW.
c) Revolution : 1500 rpm (maximum)
d) Starting System : 24V battery operated electric motor starting. Starting system
shall be capable of three successive starts (also ref. cl. no. 4.1.5)
e) Fuel : High speed diesel oil
f) Governor : Electronic governor of class A1, as per ISO 3046/ BS 5514
with actuator shall be provided as per standard design of
manufacturer. Governor shall be a self-contained unit capable
of monitoring and control of speed.
g) Aspiration System : Turbocharged, after cooler type
h) Cooling System : Water cooled with radiator and fan
i) Lubrication System : Necessary priming pump for the lube oil circuit as per
recommendation of manufacturer shall be installed, to keep
bearings primed. This pump shall be normally automatically
operative on AC/DC supply available with the set
4.1.1 The governing system of the diesel engine shall satisfy the following requirements:
• Steady state speed regulation shall be adjustable between 0 to 5% manually
• Steady state speed regulation once fixed, shall not vary beyond +0.5%.
• Transient speed regulation shall not exceed 4.5% of rated speed. Momentary under speed
and over speed shall not exceed 2% and 8% respectively.
• Recovery time shall be within 3 seconds.
4.1.2 A mechanical over speed trip devise shall be provided to operate at 110% of rated speed.
4.1.3 For fuel oil of the engine, one (1) day tank to hold minimum eight (8) hours oil requirement for
full load running of the engine along with fuel oil filter, level indicator and float switch shall be
provided. The fuel system of the engine shall be complete with suction line, fuel filters, fuel pump,
governor, manifold, injectors etc. as required.
4.1.4 The engine shall be supplied complete with flexible coupling, guard, as well as outlet exhaust pipe
with silencer.

4.1.5 ‘Black start’ of the set will be required; hence, suitably rated lead acid sealed maintenance free
batteries (for each set) capable for ten consecutive starts, along with charger (with float and
boost charging provision) shall be included. Control/monitoring /annunciation requirement will
also be made from this DC voltage.
4.1.6 Instrument Control Panel shall be furnished for the engine, which shall comprise the following :
• Starting switch with key
• Water temp. gauge
• Hour meter with rpm indicator
• Lube oil pressure gauge
• Starting push buttons
• Other items as considered necessary by manufacturer
One (1) Speedometer shall be provided for the set.
The Instrument Control Panel shall preferably be mounted on the Diesel Generator skid.
Otherwise it may be of separately pedestal / floor mounted type.

4.2.1 The generator set shall be able to withstand a three phase short circuit at its terminal for three
(3) seconds without any injury to the machines. This shall be suitable for transient load changes
and high motor starting current.

4.2.2 Anti-condensation Heater suitable for 240V, 1 phase, 50Hz supply, shall be provided along with
the generator. Heater shall be automatically cut off when the set is started.
4.2.3 Cable glands and lugs, suitable for termination of Customer’s cable to the generator shall also be
supplied.
4.2.4 The generator shall be provided with Control Panel for protection, metering and operation of the
set, as per details given below.
4.3.0 CONTROL PANEL
4.3.1 The Control Panels shall be free standing, floor mounted, metal clad cubicle type in construction,
to form a compact assembly in dust / damp and vermin proof type, equivalent to IP-52 as per IS :
2147. The thickness of sheet steel members shall not be less than 2 / 1.6 mm for cold rolled steel.
Suitable reinforcement shall be provided, wherever necessary. The base plate shall not be less
than 3mm thickness.
4.3.2 The Control Panel for the DG Sets shall house the following devices for control, protection and
metering of the set, but not limited to meet the start-stop and operational requirements:
(i) One no of adequate rating of, 4-pole ACB / MCCB (With Micro processor release) with push
buttons, indication lamps etc. as required, for the set. ACB / MCCB will have trip coil suitable
for operation at 110VAC/ DC or 24V DC.
(ii) The manufacturer shall provide all the protective devices required for the safe operation of
the Diesel Generator set. This shall include the following protections as a minimum, and of
approved type / make:
• IDMTL over current relay (51)
• Earth fault relay (51N)
• Over / under voltage relay (27/59)
• Over / under frequency relay (81)
• Negative sequence relay (46)
All protective relays shall be of AREVA /GE make only. Alternatively suitable controller shall
be provided, incorporating all the above protection features.
iii) Start-Stop Operation
The DG set shall be automatically started when the normal power supply fails. A time delay
contact, adjustable from 1 to 10 seconds, shall indicate the starting of the Diesel Generator.
The set shall be automatically stopped when the normal power supply restores. A time
delay contact, adjustable from 1 to 10 seconds, shall indicate the stopping of the Diesel
Generator.
Suitable provision for manual by-pass shall be kept, to disable the system.

Bidder shall submit along with the offer a complete scheme showing implementation of the
functional requirement of AMF specified as above.
The control panel for 250 KVA DG set shall also have facility for manual start-stop, with one (1)
Auto-Manual selector switch (lockable type).
4.3.3 Control panels shall house one (1) annunciation module with following annunciation facia :
• Lube oil pressure low
• Cooling temperature high
• Engine tripped due to over-speed
• Generator tripped due to electrical faults
• Low oil level in fuel oil service tank
• Engine failure to start
• Other items as felt necessary by the manufacturer
One (1) set of Acknowledge, Reset & Test push buttons for annunciation system.
4.3.4 Current Transformer
Two (2) core, cast resin current transformers shall be supplied for the protection and metering
circuit of the generator, having accuracy class as follows:
core 1 : Class 5P20 for Protection
core 2 : Class 1.0 and ISF < 5 for Metering
4.3.5 Voltage Transformer
Three (3) nos. single pole cast resin voltage transformers shall be supplied as per following

Starting battery shall be furnished along with the set, as per following particulars :

4.3.8 Battery Charger

4.4.0 BASE FRAME
(i) The DG set complete with its accessories shall be mounted on a common base frame.
(ii) In case the manufacturer recommends vibration isolators for the installation of the
equipment, the same shall be included in their scope, in required quantities.
(iii) Two (2) nos. grounding pad shall be provided on the base frame for termination of 50 x 6
mm. G.I. flats for earthing.

6.0.0 TESTS
6.1.0 SHOP TESTS
The DG set shall be subject to shop tests in accordance with relevant standards to prove the design
and general qualities as below:-
i) Routine test as per relevant IS and BS.
ii) Operational test.
iii) Fuel oil consumption test.
6.2.0 TEST WITNESS
Tests shall be witnessed by approved third party Inspection agency before despatch and
inspection charges shall be borne by contractor.
6.3.0 TEST CERTIFICATES
Test reports of all the tests carried out at the works, duly certified by TPIA shall be furnished in
six (6) copies for approval of Owner/Consultant.
The materials shall be dispatched from works only after receipt of Owner's written approval of
the test reports.
7.0.0 DRAWINGS, DATA AND MANUALS
Drawings, Data and Manuals shall be submitted in duplicate with the bid and in quantities and
procedures as specified elsewhere in the tender document for approval and subsequent
distribution after the issue of Letter of Intent.

8.0.0 SPARES
Item wise unit prices for spare parts shall be offered along with main equipment with
recommended quantity for two (2) years satisfactory and trouble free operation.
9.0.0 PACKING
9.1.0 The materials shall be property packed before dispatch to avoid damage during transport, storage
and handling.
9.2.0 A sign to indicate the upright position of the equipment shall be clearly marked during transport
and storage. Also proper arrangement shall be provided to handle the equipment.
10.0.0 ERECTION, TESTING AND COMMISSIONING
10.1.0 The Contractor shall carry out erection, testing and commissioning of the diesel generator set
with automatic voltage regulator (AVR) and auto mains failure panel (AMF). The DG set shall be
installed on AVM pads. Erection of fuel tank and its structural support if any, fuel oil piping etc.
shall be carried out by the contractor.
The complete work shall be carried out as per manufacturer’s manuals, drawings etc.
10.2.0 Building and DG Set foundation, cable / pipe trench etc. shall be arranged by Owner. However
necessary drawing, load details etc. for the same shall be furnished by the contractor. Minor civil
work required to complete the erection, shall be carried out by Contractor, at no extra cost.
10.3.0 All control cable wiring and power cabling from the generator set to the control panel/switchgear
shall be done by the contractor. Necessary power and control cables, cable glands, cable end lugs,
PVC numbering ferrules, tapes etc. shall be supplied and installed by the contractor. All relay
setting in the control panel shall be done by Contractor.
10.4.0 The generator set, control panel, as well as the neutral of the generator shall be effectively
earthed. The earthing electrodes, charcoal, 50x6mm G.I. strips, suitable copper earthing
conductors and neutral earthing cable for the generator shall be supplied and installed by the
contractor as per relevant IS code of practice.
10.5.0 The exhaust pipe shall be of required height to comply with the norms of pollution control board
and suitable structural support for the same shall be provided by the Contractor. All civil and
structural materials, including paints, consumable etc. required for the work shall be supplied,
fabricated and installed by the contractor.

The exhaust piping within the room and up to approachable height shall be fully insulated with
mineral wool insulation, chicken wire mesh and aluminium sheet cladding.
10.6.0 The Generator and its control panel shall be tested for satisfactory performance as per the
Instruction of manufacturer and the direction of Owner. Full load trial shall be conducted by
Contractor for eight (8) hours, including supply of fuel, lubricants and consumables as required..
Load for testing shall be arranged by Contractor.
