Specialised PMOs
As PMOs mature, they will become more
specialised. Developing a roadmap that
incorporates new core skills such as sustainability
in projects, safeguarding projects in the digital age,
and the continued rise of change management will
make PMOs invaluable to their Customer Base.

Continued Evolution of PMOs
More organizations and leaders will learn and
understand the potential value that PMOs
produce, and therefore support PMOs growing
beyond simple project and program management
functions. You'll see more PMOs be rebranded as
Value Management Offices (VMOs), Strategic
Realization Offices (SROs), etc.

Strategic Intelligence (SI) as a
Key Driver of Technology
Beyond AI
With concepts like Digital Twin, organizations will
require strategic capabilities to fully harness the
potential of AI. Strategic Intelligence (SI) will propel
Digital Twin technology, enabling organizations to
simulate project scenarios, track progress, manage
resources, and monitor performance metrics in real
time. Digital Twin technology will help identify
risks, optimize strategies before implementation,
and bridge the gap between strategic goals and
value delivery.

AI and Data-Driven Decision
Making
The use of AI and data analytics will become more
prevalent in PMOs. PMOs will leverage AI to gain
insights, speed up processes, and provide more
accurate predictions. This trend will drive data-
driven decision-making, helping PMOs to optimize
resource allocation, predict risks, and improve
project outcomes.

Increase in PMOaaS
In 2025 PMOs will utilize outsource partners more
than in the past. Just as organizations have done
with payroll, software, infrastructure and more,
PMO Leaders will seek the flexibility and scalability
PMOaaS (PMO as a Service) provides to be more
efficient and adaptable to meet company
expectations.

PMOs Advancing Strategic
Goals
A key trend for PMOs in 2025 is shifting focus from
simply completing tasks on time and within
budget to driving measurable business outcomes.
Success isn’t about checking boxes; it’s about
ensuring every project directly advances strategic
goals. PMOs that embrace this shift will move from
being seen as support functions to becoming
critical strategy partners, delivering value the
organization can’t live without.

PMOs Supporting the CEO's
Vision
Modern PMO teams understand and support the
CEO's vision by driving a project portfolio execution
focused on value delivery. The way of working
makes no distinction anymore—fluency in the
project and agile practices are table stakes. PMOs
need to support the project and agile professionals
in selecting the best-fitting approach and then
ensure integration and collaboration across teams
and the executive team.

Management Institute

PMOs Using Blockchain &
Tokenization
In 2025, PMOs will leverage blockchain and
tokenization to ensure transparency, traceability,
and secure automation in project management
processes.

Prioritizing Growth of PMO
Teams
The release of the PMO Competency Framework
highlighted unexpected behaviours and
challenges in addressing skills gaps, while offering
PMO professionals a chance to self-assess. By
integrating self-assessment with clearer career
progression, organisations are prioritising the
growth of PMO teams and retaining top talent
through professional development. Structured
career paths and skill development empower
individuals and elevate the PMO's strategic value to
drive organisational success.

Twofold Role of PMOs in AI
In 2025, the PMO’s role in AI will be twofold:
enabling its responsible use while policing misuse
—especially in stakeholder engagement. The rules
are still evolving, so it’s going to be an interesting
challenge!

Power Skills Take Centre
Stage
Technical skills get you in the door, but power skills
—like emotional intelligence, adaptability, and
conflict resolution—set great Project Managers
apart. In remote, multicultural teams, being a
taskmaster isn’t enough. Can you inspire teams,
align stakeholders, and foster trust? As projects
grow more diverse and distributed, emotional
intelligence isn’t optional—it’s essential. And yes,
Project Sponsors, this applies to you too!

PMOs & Role Realization
PMOs are finally realizing their central role in
driving the cadence of value delivery.

Michael Hannan
Founder, Fortezza Consulting LLC
#23
Prioritising Customer-
Centricity
PMOs in 2025 will prioritise customer-centricity,
aligning project outcomes with multiple
stakeholder needs to deliver value efficiently - as
defined in my book 'Projects: Methods: Outcomes'.

Peter Taylor
VP Global PMO & Methodology, Dayforce

PMOs & Agentic AI
This does not mean all PMOs should / will be able
to adopt agentic AI. There is a path to follow,
starting from having a clear view of the needs of
your organization and how could they be best
covered. And once that's clear, from a tech
perspective go step by step, you should not jump
into agentic AI if you are not even familiar with
automation and Gen AI.

PMOs Demonstrating Value
In recent years the key trends for PMO have
involved the emergence of AI and the need to
demonstrate value. I think this will continue, but
they will be linked. As more organizations adopt AI,
which will get cheaper and more powerful;
leadership will be tempted to replace humans
wherever the machine can do 80% of their task. So
the trend will show all levels of PMO seeking to
demonstrate value in order to advance or even just
protect their position.

"Agile PMOs"
As PMOs gain traction and more organizations look
to implement a PMO, this will be *added on to*
already existing attempts to ‘implement Agile’,
resulting in a proliferation of the ‘Agile PMO’.

Trevor K. Nelson
Owner, Nelson Project Group
#27
Increase in "Unconventional"
PMO Leaders
More organizations will realize the need for PMOs
and will entrust their budding stars (not necessarily
from deep project management background) to
set them up. This in turn will result in more PMO
leaders with more strategy, functional, and/or
consulting experience.
