based integrated framework based on the outcomes defined for each specialty subject. Among other specific
constituents, it shall comprise the following, namely:-
(a) theoretical knowledge and applied concepts;
(b) practical, clinical, community and management related skills pertaining to the specialty subject;
(c) completion of dissertation work;
(d) publication or submission of a research article in a peer- reviewed scientific journal or presentation
of the paper in the National Conference of the concerned society;
(e) soft skills and attributes including interpersonal and communication skills;
(f) advanced knowledge of Research Methodology, Medical Ethics and Medicolegal aspects; and
(g) conceptual understanding or integrated approach towards management of diseases in specialty
areas.
5. Eligibility criteria for admission.- The eligibility for admission to D.M. (Homoeopathy) course shall be the
following, namely: -
(i) No candidate shall be admitted to D.M. (Homoeopathy) course unless he possesses the degree of:-
(a) MD in Homoeopathy included in the Schedule or Medical qualification recognition list under the
provisions of the NCH Act, or erstwhile CCH Act;
(b) He is a Post-Graduate in Homoeopathy from any stream who has completed dissertation in the
desired super specialty area and has published research of that specialty in an indexed and peer-
reviewed journal as an author;
Or
He has at least 3 years of Post-MD Professional experience or of any fellowship program in the
relevant specialty from a recognized institution, and a Research publication in the intended area of
specialization and research interests in an indexed and peer-reviewed journal as an author or co-
author;
(c) Has qualified All India Homoeopathy Superspecialty Entrance Test;
(d) The candidate has registered himself with the State Board or Council/National Commission for
Homoeopathy, as the case may be;
(e) Feeder Post Graduation Qualification for Superspecialty Courses are listed below:(Table 1)

(b) The candidates belonging to the Scheduled Castes, the Scheduled Tribes and the Other
Backward Classes obtain a minimum 40 percent marks;
(c) The candidates with the disability, as specified under the Rights of Persons with
Disabilities Act, 2016 (49 of 2016) obtain minimum 45 percent marks, in case of General
category, and minimum 40 percent marks in case of the Scheduled Castes, the Scheduled
Tribes and the Other Backward Classes shall be considered for admission;
(d) Provided further that when sufficient number of candidates in the respective categories
fail to secure minimum marks in the All India Super specialty Entrance Test as specified
above, held for any academic year for admission to super specialty courses, the
Commission may, in consultation with the Central Government, lower the marks
required for admission to super specialty course for candidates belonging to respective

category and marks so lowered by the Commission shall be applicable for that academic
year only;
(vii) The counselling for all admissions to the super specialty course for seats under all India quota as well as
for all Homoeopathy educational institutions established by the Central Government shall be conducted
by the counselling authority designated by the Central Government;
(viii) The admission shall be made as per sub-regulation (ii) of regulation 5;
(ix) Any admission done by any other manner other than the manner specified in these regulations shall not
be approved, and any institution found admitting the students in contravention of the provisions of
regulation 5 of these regulations shall be denied permission for taking admission in the subsequent
academic year;
(x) The authority or medical institution which grants admission to any student in contravention of the
provisions of these regulations shall be dealt with in the manner specified under regulation 14 of the Act;
(xi) The medical institutions must submit the list of all admitted students in the format decided by the
Commission on or before six p.m. on the cut-off date for admission decided by it from time to time;
(xii) The medical institutions shall also provide the list of the admitted students who have been allotted seats
through the counseling authority;
(xiii) The candidate who fails to obtain the minimum eligibility marks as referred to under regulation (5), shall
not be admitted to the superspecialty course in the said academic year;
(xiv) The medical institution shall send the final list of admitted students to the Commission within one month
of closure of admissions and the Commission shall verify the medical institution to ensure compliance
with the provisions of the regulations at any time.
6. Courses of study.– (i) Subjects of specialization for Homoeopathy superspecialty degree course shall be the
following, namely: -
(a) DM (Hom) Medical Oncology
(b) DM (Hom) Clinical Rheumatology
(c) DM (Hom) Pediatric Psychiatry
(d) DM (Hom) Pulmonary Medicine
(e) DM (Hom) Clinical Immunology
(f) DM (Hom) Endocrinology
(ii) The course should be regular, full-time and for a duration of three years;
(iii) The student shall be regular and will be resident during three years of residency on the campus and shall
be given training as per the provisions of regulations. Provided that a student shall complete the course of
D.M. (Homoeopathy) in a Superspecialty subject within a duration of a maximum of six years from the
date of his admission;
(iv) Each programme shall be divided into three parts comprising of twelve months each in D.M.
(Homoeopathy) Part-I, D.M. (Homoeopathy) Part-II and D.M. (Homoeopathy) Part-III respectively;
(v) The course shall be as follows:-
(a) Integrated Applied Homoeopathy (Applied integration of Clinical Medicine, Organon of
Medicine, Materia Medica and Repertory to formulate diagnostic, prognostic and advanced
homoeopathic treatment plan including ancillary care);
(b) Recent advances and their adoption in Homoeopathy;
(c) Advanced Research Methodology and Biostatistics in superspecialty subjects;
(d) Case studies and prescribing analysis.
7. Pattern of training.– (i) The period of training for obtaining Homoeopathy Doctorate degree in super specialty
subject shall be three complete years including the period of examination;
(ii) The super specialty students shall be called Superspecialty Resident (SSR)-1 in D.M. (Homoeopathy)
Part-I, Superspecialty Resident (SSR)-2 in D.M. (Homoeopathy) Part-II, and Superspecialty Resident
(SSR)-3 in D.M. (Homoeopathy) Part-III in all specialty subjects of super specialty courses in
Homoeopathy;
(iii) During the super specialty course, the emphasis shall be mainly on clinical training and less on didactic
lectures;

(iv) The students should take part in seminars, group discussions, clinical meetings and journal club
meetings;
(v) The student shall be required to write a dissertation based upon an Interventional
Clinical/Experimental Trial before appearing in the final examination;
(vi) The student shall submit a report on a 3-month Clinical Audit/Epidemiological Observational Project
and deliver a presentation before appearing in the final examination;
(vii) The student shall be given graded responsibility on the hospital campus in the management and
treatment of patients entrusted to his/her care as per duty roster;
(viii) The student shall participate in Undergraduate/Postgraduate training program as Tutor/Trainer (a
minimum of 150 hours in three years);
(ix) The students shall complete the laboratory or clinical work, diagnostic procedures for acquiring
competency in the respective subject specialty, duly authenticated by the supervisor/guide as per the
guidelines;
(x) Every student shall maintain a dynamic e-Log Book (separately Part-I, Part-II and Part-III) for D.M.
(Homoeopathy) and record his participation in the training programme conducted by the Department
such as journal reviews, clinical presentations, seminars, laboratory work, etc.;
(xi) A student pursuing D.M. (Homoeopathy) Course shall study in the Department of the institution
concerned for the entire period as a regular student. No student is permitted to work in any laboratory
or college or industry or pharmacy, while pursuing the Homoeopathy super specialty degree
programme. No student shall join any other regular degree program in any other University in India
or Abroad during the period of Homoeopathy super specialty degree course;
(xii) The University Grants Commission approved Certificate or Diploma courses through open distance
learning or online mode may be allowed for post- graduate students for improving various skills with
permission of the Head of the institute without disturbing the work or duties assigned for D.M.
(Homoeopathy) course;
(xiii) Each academic year shall be taken as a unit for the purpose of calculating attendance;
(xiv) A student who has secured a minimum of Eighty percent (80%) of attendance each year and shows
satisfactory progress, shall be permitted to appear at D.M. (Homoeopathy) Final examination;
(xv) Every student shall mandatorily attend symposia, seminars, conferences, journal club meetings and
lectures during each year as prescribed by the Department or college or University and not remain
absent without any valid reasons and prior permission of the Head of the Institute;
(xvi) Any student who fails to complete the course in the manner stated above shall not be permitted to
appear at the University examinations. A certificate to this effect shall be sent to University by the
Principal of the concerned college.
8. Synopsis and dissertation.– (i) Every student shall submit to the competent authority of the University in the
prescribed proforma given at Annexure, a synopsis containing particulars of proposed research study within a
period of six months from the date of commencement of the course or before the date notified by the University.
The synopsis shall be submitted through the Guide, Head of Department of concerned specialty and counter
signed by the Head of the institution;
(ii) In case of rejection of synopsis, the student has to resubmit the synopsis to the University concerned
through his Guide, in any case within 60 days after the rejection;
(iii) The synopsis and protocol of the proposed study must be registered with clinical trials registry of India
after obtaining ethical approval from Institutional ethical committee;
(iv) Every super specialty student shall write a dissertation about his research study in the format specified
by the University, under the supervision of his Guide, and submit it to the University;
(v) The dissertation shall be submitted to the guide at least three months before the time fixed for submitting
it to the University. The guide or supervisor shall certify that the contents of the dissertation are the
original work of the candidate and have not been submitted to any other University for the award of any
degree or diploma;
(vi) Every student pursuing D.M. (Homoeopathy) degree course is required to submit six printed copies of
dissertation or as required by the concerned University and soft copies, embodying his own original
research study conducted during the study period to the University for approval, not later than six
months prior to holding of D.M. (Homoeopathy) Part-III examination;

(vii) The written text of dissertation shall not be less than 100 pages, excluding references, tables, figures
and annexures. A bound copy of the dissertation shall be certified by the guide and Co-guide (if any),
Head of the Department and Head of the Institution;
(viii) A student shall not indulge in plagiarism and follow the Copyright Act, 1957(14 of 1957) as amended
from time to time, and give an undertaking in writing for the same;
(ix) The student shall write a research paper (or more than one) based on his dissertation and submit it to a
peer- reviewed indexed scientific journal as well as present the same in National level seminar.
9. Eligibility for super specialty guide or examiner.– The following provisions shall remain in force up to six
years from the date of notification of these regulations or till the first batch of superspecialty completes the
course, and the previous guides shall continue as well.
(i) A person shall possess the following qualifications and experience for being eligible to become a guide
or examiner, namely: -
(a) D.M. (Homoeopathy) included in the Medical qualification recognition list of the National
Commission for Homoeopathy Act, 2020 (15 of 2020);
(b) A teacher in a homoeopathy medical institution who is in post of Professor in concerned
specialty subject after obtaining super specialty degree in concerned subject: Provided that
teachers who are already approved as super specialty guide shall continue to remain super
specialty guide;
(c) In the newly instituted super specialty subjects, the criteria shall be as follows:
For Guide – Guide, who is a superspecialist in the concerned subject, shall be from the
superspecialty hospital under MoU with the concerned institution.
For Co-guide - Professors with 5 years’ experience as Guide for MD course shall be eligible
for becoming superspecialty co-guide or examiner;
(d) Provided also that the guide or supervisor of a superspecialty shall remain the guide or
supervisor for that specialty only and he cannot become guide or supervisor for more than one
specialty subject;
(ii) Educational qualification and experience for selection of Co-guide superspecialty degree qualification
in the specialty subject as stated in clause (i) or seven/ten years teaching in a college recognized by the
National Commission for Homoeopathy;
(iii) The guide or supervisor of super specialty students of that institution shall be available full-time for the
institutions;
(iv) The subject wise guide list shall be approved by the University concerned.
10. Student guide ratio.– The student–guide ratio shall be 2:1.
11. Migration.– Under no circumstances, migration or transfer of student undergoing Homoeopathy super specialty
degree course from one college to other shall be permitted by any University or Authority.
12. Scheme of assessment.– (i) The assessment for each programme shall be formative and summative. The details
of the formative assessment shall be worked out separately for each specialty in the framework of competency-
based assessment framework. A record of these would be maintained and due weightage may be accorded to
these;
(ii) Schedule of assessment shall be as follows:
(a) The Examination for Part-I, Part-II, and Part-III consists of theory and clinical/practical and
viva voce;
(b) Theory: The theory examination (both formative and summative) may be of descriptive answer
of a question type, Multiple Choice Question (MCQ) type or mix of both types. Theory
examination for summative examination shall be of three theory papers. The theory examination
shall be held well in advance before the clinical and practical examination;
(c) Clinical/Practical and viva voce: Clinical/practical examination shall include Objective
Structured Clinical Examination (OSCE);
(d) Clinical examination for the subjects in clinical sciences shall be conducted to test the
knowledge and competence of the candidates for undertaking independent work as a
consultant/specialist/teacher, for which candidates shall be examined for three cases;

(e) Practical examinations may consist of carrying out special investigative techniques for
diagnosis and therapy. DM Hom. candidates shall also be examined in interventional
procedures. Viva voce examination shall be comprehensive enough to test the candidate’s
overall knowledge and competence about the subject, diagnostic and investigative procedures,
therapeutic technique and other aspects of the specialty;
(iii) Guidelines for examination shall be as follows, namely:-
(b) Every year, minimum marks required for passing the examination shall be forty percent*
(Table below) in theory component in each subject separately with aggregate of fifty percent
in total, while fifty percent in practical or clinical component (that include practical, clinical,
Viva-voce) separately in each subject; (Table 2)

(e) dissertation to be presented in front of the examiners and viva-voce along with presentation
shall constitute five percent of the total practical marks;
(f) four examiners shall jointly assess the knowledge of each student by recommending the
result to the University. Average marks of four examiners shall be considered for assessment
of the student;
(g) the University shall conduct the examination for unsuccessful students within six months
from declaration of the results;
(h) the University shall conduct not more than two examinations in a year, for any subject, with
an interval of not less than six months between the two examinations;
(i) D.M. (Homoeopathy) Part-I examination is to be held twelve months after completing SSR-
1 for one-year duration;
(j) a student not passing examination in a subject of D.M. (Homoeopathy) Part-I course shall
re-appear in that subject but only one chance to re-appear in that subject of examination shall
be allowed to keep term, failing which he has to re-appear in examination in all the subjects
(in all parts) of D.M. (Homoeopathy) Part-I course;
(k) D.M. (Homoeopathy) Part-II examination is to be held in twelve months after completing
SSR-2 of one-year duration;
(l) a student not passing examination in a subject of D.M. (Homoeopathy) Part-II course shall
not be allowed to keep his term, and has to successfully complete D.M. (Homoeopathy) Part-
II prior to admission in D.M. (Homoeopathy) Part-III course;
(m) the students, after successfully passing out D.M. (Homoeopathy) Part-I and Part-II course
examinations, shall be eligible to appear for D.M. (Homoeopathy) Part-III examination;
(n) results declared by the University shall be displayed as marks obtained in theory or practical
or clinical or Viva-Voce examination as well as dissertation assessment separately.
(iv) Valuation of examination papers shall be as follows, namely:-
(a) All the teachers at the other colleges of the concerned University or other Universities, who are
eligible to be Super specialty Guide/examiner as per regulation (9), can perform the valuation
of the answer scripts in the concerned subject;
(b) All the answer scripts shall be subjected to two valuations by the University concerned. The
average of the total marks awarded by the two valuators for the paper, which is rounded off to
the nearest integer (whole number), shall be considered for computation of the results. All the
answer scripts, where the difference between two valuations is 15% and more of the total marks
prescribed for the paper, shall be subjected to third valuation. The average of the best two total
marks, awarded by the three evaluators for the paper, rounded off to the nearest integer (whole
number), shall be considered for final computation of the results;
(c) After the computation and declaration of the results, under no circumstances, revaluation is
permitted. All the Health Universities/Institutions imparting super specialty courses shall
implement digital valuation;
(v) Every candidate seeking permission to appear for D.M. (Homoeopathy) Part-I of the examination shall
submit application to the University with the following documents, namely: -
(a) a Certificate from the Principal or Head of the institution or department (where course is imparted)
about the completion of the course of studies in the subjects in which the candidate seeks admission
to the examination;
(b) a Certificate from the Guide regarding submission of synopsis within the time specified in these
regulations;
(c) a certificate of having required residency/fellowship in a Homoeopathic hospital as an essential
part of the Part-I examination;
(d) a certificate from guide for initiation of 3-month Clinical Audit/Epidemiological Observational
Project;
(e) minimum eighty percent attendance is required to become eligible for appearing in D.M.
(Homoeopathy) examination;

(f) no super specialty student shall be permitted to appear in the examination wit hout completing the
mandatory coursework and internal assessment as per the regulation;
(vi) Every candidate seeking permission to appear for D.M. (Homoeopathy) Part-II examination shall submit
application to the University with the following documents, namely: -
(a) a marksheet or result showing that the student has passed D.M. (Homoeopathy) Part-I examinations;
(b) a certificate from the Principal or Head of the Institution or College (where course is imparted)
about the completion of the course of studies in the subject in which the candidate seeks admission
to the examination;
(c) a certificate of having required residency/fellowship in a Homoeopathic hospital as an essential
part of the Part-II examination;
(d) minimum eighty percent. attendance of super specialty student to become eligible for appearing in
D.M. (Homoeopathy) Part-II examination;
(e) no super specialty student shall be permitted to appear in the examination without completing the
mandator y coursewor k and internal assessment as per the regulation;
(vii)Every candidate seeking permission to appear for D.M. (Homoeopathy) Part-III examination shall submit
application to the University with the following documents, namely: -
(a) a marksheet or result showing that the student has passed D.M. (Homoeopathy) Part-II
examinations;
(b) a certificate from the guide in support of submission of the dissertation and accepted by the guide
within the time specified in these regulations;
(c) a certificate of having required residency/fellowship in a Homoeopathic hospital as an essential
part of the Part-III examination;
(d) a certificate from the guide in support of submission of the 3-month Clinical Audit/Epidemiological
Observational Project and accepted by the guide within the time specified in these regulations;
(e) a certificate from the guide in support of submission of the certificate of publication and
presentation of observational study accepted by the guide within the time specified in these
regulations;
(f) a certificate from the Principal or Head of the Institution or College (where course is imparted)
about the completion of the course of studies in the subject in which the candidate seeks permission
to appear for the examination;
(g) minimum eighty percent. attendance of super specialty student to become eligible for appearing in
D.M. (Homoeopathy) Part-III examination;
(h) no super specialty student shall be permitted to appear in the examination without completing the
mandator y course work and internal assessment as per this regulation.
(viii) For the examiners, the following conditions shall be taken into consideration, namely:-
(a) the criteria for examiners shall be the same as in the super specialty guide;
(b) there shall be two internal examiners, one from the same college while one from the other college
of the state; and
(c) at least fifty percent. of the examiners shall be external examiners.
13. Common mandatory course work.– As prescribed in the Homoeopathy Education Board, NCH shall be
completed and supporting documents must be submitted to the Head of the Institution.
14. Sanction and Penalty.– On the recommendations of Homoeopathy Education Board, on non-compliance or
omission of the regulations by an Institution, the National Commission for Homoeopathy shall act as per
provision of Section 37 (1) of NCH act and initiate action or impose penalty in accordance with the provisions
of clause (f) of sub-section (1) of Section 28 of NCH act.
15. Amendments and Saving Clause.– (i) Provision to Amend the Homoeopathy Super Specialty- Doctorate of
Medicine in Homoeopathy Regulations -2025: National Commission for Homoeopathy is empowered to make
any addition, deletion, substitution or any other amendment to Homoeopathy Super Specialty- Doctorate of
Medicine in Homoeopathy Regulations -2025, as and when required. The Homoeopathy Education Board is
empowered to issue advisories and clarifications as and when required;
(ii) Saving Clause: Notwithstanding anything contained in these Regulations, any actions made under the
“Homoeopathy Super Specialty- Doctorate of Medicine in Homoeopathy Regulations, 2025” or the

“The Opening of a New or Higher Course of Study or Training (including D.M. Course of Study or
Training) and Increase of Admission Capacity in any course of Study or Training (including a D.M.
course of Study or Training) Regulations, 2025” or the recommendation of the Commission prior to
that, shall be protected.
16. Starting of new super specialty courses in homoeopathy and maintenance of minimum essential standards of
super specialty medical education.– (i) Application Processing Fees: The application of starting a new super
specialty subject shall be submitted to the President, MARBH, accompanied with processing fees of Rupees
Five Lakhs per subject, by way of Demand draft or online payment payable to National Commission for
Homoeopathy, New Delhi;
(ii) Permission and Recognition
(a) No Medical Institution shall start any super specialty course of Homoeopathy, unless granted
permission by Medical Assessment and Rating Board for Homoeopathy under NCH;
(b) Without prejudice to sub-section (I) above, permission to start the super specialty course in a
medical college/institution running the super specialty course and determination of number of
seats to be permitted shall be as per the regulation;
(iii) Increase of Seats Procedures, methods and criteria for increase of seats will be the same as specified in the
regulation. Provided an increase of seats so granted in already recognized (accredited) super specialty
courses shall be deemed to be recognized superspecialty seats for the purpose of registration of the students.
17. Minimum Essential Standards.– The institution shall satisfy the conditions pertaining to but not limited to
physical infrastructure, teaching staff, clinical material and hospital as detailed in the following regulation for
super specialty medical education.

(ii) Conditions for the superspecialty Homoeopathic Medical Institutions. – In addition to the
minimum essential standards for graduate degree and post graduate degree as mentioned in the
National Commission for Homoeopathy (Minimum Essential Standards for Homoeopathic
Colleges and Attached Hospitals) Regulations, 2024, and (Homoeopathy Post-Graduate Degree
Course- Doctor of Medicine in Homoeopathy) Regulations, 2024, the following requirements shall
be mandatory for the super specialty homoeopathic institutions, namely :-
(a) A recognized Homoeopathic College shall be treated as super specialty center which
meets all the specified minimum requirements, norms, and standards for conducting
Bachelor of Homoeopathy & Doctor of Medicine in Homoeopathy degree course and
has been running Doctor of Medicine in Homoeopathy degree course successfully for
five consecutive years;
(b) Every such medical institution or teaching hospital shall have a Department of the
specialty concerned and shall also have additional facilities as specified in these
regulations;
(c) The annual intake capacity for superspecialty courses shall be maximum 6 seats. First
permission shall be granted for a maximum of 3 seats in a specialty subject. A medical
institution may apply for an increase in the intake capacity for superspecialty courses,
only after completing the first batch of superspecialty course;
(iii) Requirement of hospital shall be as specified in the National Commission for Homoeopathy
(Minimum Essential Standards for Homoeopathic Colleges and Attached Hospitals) Regulations,
2024, and (Homoeopathy Post-Graduate Degree Course- Doctor of Medicine in Homoeopathy)
Regulations, 2024, along with the following additional requirements, namely: -
(a) Out-patient Department with minimum of four hundred patients on an average per day
during the last three calendar years in the hospital of the medical institution running
Doctor of Medicine in Homoeopathy course;
(b) 05 beds shall be earmarked per student for each clinical subject of specialty, in addition
to the beds required for Doctor of Medicine in Homoeopathy course in its teaching
(collegiate) Homoeopathic Hospital, with a minimum 50% bed occupancy;
(c) the said attendance in the Out-patient Department and In-patient Department of the
attached Homoeopathic Hospital must be available on the day when an application is
moved by the medical institution authorities seeking recognition or approval from
National Commission for Homoeopathy;
(d) hospital should be providing services at least 3 years in the area of Specialty before
applying for the permission;
(e) hospital should have required diagnostic services as specified in MES of undergraduate
and post graduate program;
(f) in addition to the required diagnostics services for undergraduate and post graduate
program specified in MES Hospital should have necessary diagnostics in the premises
required for super specialty services applied for;
(g) NABH accreditation shall be mandatory for Institutions. Preference shall be given to
NABL Accredited Institutions;
(h) institutions having MoU with super specialty conventional medicine Institutions and
other AYUSH streams is desirable;

research institutions with at least 10 years standing, with a specified budget for the

(b) Recognized super specialty qualifications shall be obtained before the age of forty- five
years for the appointment of teaching staff. Provided that this age criteria of forty-five
years shall not be applicable to the existing staff appointed prior to notification of these
regulations;
(c) Teaching experience counted shall be in a recognized Homoeopathic Medical College or
Medical Institution;
(vii) Teaching Staff.- Additional Manpower Requirement (Academic Faculty - Regular) and Additional
Manpower Requirement (Academic/Clinical Faculty - Guest) under each superspecialty (Ref.
Annexure II);
(viii) Non-Teaching Staff.– Additional Manpower Requirement (Non-Teaching/Paramedical) under
each superspecialty (Ref. Annexure II);
(ix) Support/Multi-tasking Staff. – Additional Manpower Requirement (Support staff) under each
superspecialty (Ref. Annexure II).
