1.0 INTRODUCTION:

1.1 The 87th Meeting of the Bridge & Structures Standards Committee was
held at Srinagar on 29th & 30th September 2023. The following members

during Inaugural session of 87th BSC meeting on 29.09.2023 as special
invitee.

BSC meeting as observer.

2.0 INAUGURAL SESSION ON 29.09.2023:

87th Bridge & Structures Standard Committee (BSC) Meeting commenced

on 29th September, 2023 in the Conference hall at ORH, Northern Railway,
Srinagar.

2.1 PCE/Northern Railway welcomed Member (Infra), Railway Board (RB)

and all the Members of the BSC and other participants at the outset. He
expressed his sincere thanks to Board & BSC members for giving
Northern Railway an opportunity to host the 87th BSC meeting.

2.2 PED/Infra-II, RDSO and Member Secretary of BSC extended thanks

and congratulated the Northern Railway for organizing the 87th BSC
meeting at very short notice. He expressed special thanks to
Member(Infra), RB for his kind presence.

In his inaugural address, he mentioned that BSC is a long standing

forum, started in 1925 to discuss & resolve the technical issues related
with Bridges & Structure of Indian Railways as Bridge Sub Committee.
Highlighting the importance of the forum, he mentioned that earlier the
corrections in Codes/Manual/Drawing etc. were used to done through
BSC only. If, urgency demanded in between, Extra Ordinary Meetings
were also organized. He mentioned that a total 86 Nos. Regular
Meetings of BSC and 17 Nos. Extra Ordinary Meetings have been held
so far.

This time 17 Nos. new agenda items, 8 Nos. old agenda items and 3
Nos. non agenda items have been included for discussion.

2.3 DG, IRICEN and Chairman of BSC expressed his gratitude for the team
of Northern Railway for very nice arrangements for the BSC meeting.
He welcomed Member(Infra), RB and Members of BSC and other
participants.

He emphasized that RDSO standard drawings should be used as far as

possible in field. EPC contracts should be so drafted that RDSO standard
drawing are used for bridge superstructure.

He advised that Limited height subways (LHS) in New Line and Gauge
Conversion Projects should have provision of doubling. The substructure of
important bridges should also be constructed for double line.

He has also emphasized that bridges should be planned for loading anticipated
during its life time of 75 to 100 years.

He hoped for fruitful discussion.

2.4 Member(Infra) in his inaugural address highlighted the importance of

posts of Chief Bridge Engineers. He told that Bridge is the most
important structure of Civil Engineering, and so are the Bridge
Engineers. They should take pride in being CBEs handling the intricate
infrastructural matters.

He advised that bridge should be constructed keeping the futuristic

requirements in mind as these are constructed for 75 to 100 of years
and are very-very difficult to replace.

He strongly directed to maintain the professional integrity and ethics. He

also advocated minimum tenure of 3-4 years for CBEs so that core
competence is developed.

He also highlighted the ‘own your bridge’ scheme under which each
HOD has to be assigned few bridges for inspections.

He advised to use standard RDSO spans and too many configurations

of spans should be avoided.

All non RDSO standard spans for Railway Bridges should be provided
by Railways to RDSO with design calculations and proof check details.
A repository of all such drawings will facilitate all Railway for its use
without re-approval.

Launching of bridge girders should be given more importance. The

launching schemes should be standardized. Proof checking of
launching schemes should be only through reputed & experienced
institutions.

4D BrIM database has to be created.

Compilation of failures is required for learning & course correction

purpose. Such failure compilation module should be created in BMS.
The failures compilation should cover global cases also.

Finally, he highlighted the importance of field visits and advised all

CBEs to send their officials to visit Chenab & Anji Bridges and
Ballastless track (BLT) construction for learning of iconic structures/
latest technology.

He wished a success to the BSC Meeting.

3.0 DISCUSSION ON AGENDA ITEMS:

3.1 Total 17 Nos. new items (Item No. 1100 to 1116), 8 Nos. old items (item
No. 1047, 1076, 1082, 1093, 1095, 1096, 1097 & 1099) and 3 Nos. Non
Agenda item were discussed by committee.

3.2 03 nos. items discussed and dropped.

3.3 10 nos. items discussed, concluded and recommended for closure.

3.4 12 nos. items discussed and decided for onward study/ discussion.

4.0 PRESENTATIONS:

4.1 A presentation was given on Chenab Bridge by CBE/NR.

4.2 A presentation was given on Anji Bridge by CAO/C/USBRL.

4.3 A presentation was given on “Use of stainless steel structural member for
sustainable solution to railway infrastructure” by M/s Jindal Stainless Steel.

4.4 A presentation was given on “Structural health monitoring and digital

twining of Railway Infrastructure” by M/s KDM Engineering.

4.5 A presentation was given on “Elimination of site welding and drilling of

holes in structural members of steel bridge for secondary connections
(Inspection path way, modular FOB) by innovative clamping methodology”
by M/s Lindapter.

4.6 A presentation was given on “Infra solutions offered by M/s JSW Group viz
steel, Cement, Paints etc.” by M/s JSW.

4.7 A presentation was given on “Booted block system for ballastless track” by
M/s Pandrol Rahee.

4.8 A presentation was given on “Delkor System” by M/s PPMPPL-Avadh (JV).

4.9 A presentation was given on “Rheda 2000 BLT System” by M/s PCM- Rail
One.

5.0 CLOSING SESSION OF 87th BSC MEETING ON 30.09.2023:

5.1 DG, IRICEN addressed the gathering and expressed satisfaction at the
discussions held during BSC. He appreciated hard work put in by RDSO
in preparing the items and by NR during the meeting. He thanked the BSC
for decisions involving futuristic vision.

5.2 PED/Infra-II/RDSO, addressed the gathering and expressed satisfaction

over the in depth analysis & discussion held during BSC. He thanked
Board, all CBEs, IRICEN and all the presenters. He expressed his
gratitude towards DG/IRICEN for guiding all through the meeting. He also
thanked PCE/NR, CE/TMC/NR, CBE/NR, CWM/Br. Workshop Jalandhar
and FZR Divisional team lead by Sr. DEN/C for hosting a successful BSC
along with logistics.
