1. National Institute of Disaster Management (NIDM) in collaboration with


National Fire Service College (NFSC), Nagpur conducted an online training
programme on “Fire & Emergency Prevention in the Public Buildings:
Hospitals and Health Facilities” on 25 th to 27th August 2021.

2. The objectives of the training programme were to:


 To understand the purpose, uses and gaps Fire & emergency safety
measures as circulated in various Acts, Rules & Regulations, Code and
Standards for Public Buildings.
 To explore the Fire Safety Related Challenges Faced by Existing public
buildings- with special reference to the health facilities.
 To address the key fire and emergency issues in the case of India.
 To discuss Fire Safety Guidelines, Fire & Emergency Prevention
Measures.

3. Background –
Fire is a serious threat to the individual and property of any organization.
Fires cause numerous injuries, deaths and losses of assets in organizations
each year. The public buildings including hospitals, schools/educational
institutes, industries, shopping malls, market places and hotels are more
vulnerable to fire and losses of lives and property are also higher. Losses from
fires are preventable by applying basic fire prevention principles and being
prepared for emergencies.

As the growth in global population drives towards greater urbanization, more


people are living in higher density, high-rise developments containing
numerous uses and occupancy types. At the same time, our urban areas are
encroaching on wild land spaces, creating increased areas of risk for wild
land-urban and semi-urban interface fires. In the highly populated developing
country like India, the risk is very high.

A study on “195-nation analysis by Global Diseases Burden” published during


December 2019 in the BMJ Injury Prevention journal, UK indicates that every
fifth fire in the world is in India. The study indicates that around 9 million

fire incidents and 1.2 lakh deaths were recorded across the globe in 2017.
Out of that, India recorded 1.6 million fire incidents and 27,027 fire-related
deaths. In fact, the study highlights that every fifth fire-related death in the
world in 2017 took place in India. The study also highlights that children
(under 5 years) and adults (above 60) are the biggest fire victims — a trend
seen in urban India as well.

Various notable fire incidents in past such as School fire incident in


Kumbakonam, Tamil Nadu in 2004, IOC Depot in Jaipur in 2009, AMRI
Hospital at Kolkata in 2011, Maharashtra Mantralaya in 2012, Lok Nayak
Bhawan in New Delhi in 2017, Arpit Hotel in New Delhi in 2019, Commercial
Centre fire in Surat in 2019 and fire incidents in factories in New Delhi
highlighted the need to take effective measures for fire prevention in urban
areas.

Fire prevention should be our first priority, as it is the primary strategy for
fire safety to reduce the fire incidents; however, mitigation measures for rapid
detection, raising the alarm, containment and suppression must also be put
in place, in addition to reliable measures to rapidly evacuate personnel and
others. Regular inspections in schools, factories, hotels, hospitals, business
centres and High-Rise Building and implementation of Fire Safety norms
given in National Building Code (NBC) of India could help us to reduce such
incidences. There is a massive need to train the children and adults in fire
safety measures. Mock-drills in schools, institutions and high-rise buildings
during regular intervals are must.

For fire prevention, it requires the highest level of systematic planning and
preparedness at the managerial level, including proper procedures and
continuous training. Effective management practices require the development
and implementation of policies and procedures to protect personnel and
property by preventing and/or dealing with fires and preparing for
emergencies. It is important to have adequate infrastructure to support fire
safety systems and provide the necessary resources to fight fires.

The Government of India, Ministry of Home Affairs had circulated the Model
Fire Force Bill in 1958. On the basis of this, around 24 States/UTs have
enacted their Fire Service Act and framed the Rules. Fire Service role has
changed dramatically in the last few years. At present Fire Service is being
utilized not only in responding to fire incidents but also for responding the
local emergencies such as building collapse, search and rescue, nuclear-
biological disasters and train/road accidents. Apart from response, fire

prevention and mitigation assume more importance considering the


increasing nos. of fire incidents day-by-day especially in urban areas. It has
been said that "when the experts panic, they call the fire department."
Considering the change in role of “Fire Service”, this Ministry has modified the
Model Fire Force Bill, 1958 to include Fire Prevention & life safety regulations,
enforcement of fire protection measures as per latest National Building Code
of India and Disaster Management. The Ministry of Home Affairs has prepared
a new bill titled as “Model Bill for the Maintenance of a Fire & Emergency
Services for the State” in 2019 with the request to enact/amend the State Fire
Service Act/Rules accordingly. This will allow States to implement the latest
safety measures in mitigating the fire & emergency hazards.

The some of the major issues in ensuring fire & emergency safety are as
follows:
 Negligence and disregard for appropriate safety measures, including fire
safety, at any level of responsibility is likely to directly add risk to lives,
assets and programme delivery.
 Many of the public buildings in India including schools, markets, health
centres and heritage are old building structures. These precincts have
poor electric wiring, lack of fire safety equipment, poor circulation
systems, encroachments which makes them vulnerable to short circuit
and fire.
 New and emerging technologies pose electrical and other challenges
that could initiate fires in ways that have never been seen before. New
Building materials and systems are regularly introduced into the
marketplace and need assessment relative to their fire performance.
Another challenge is the growing attention to Building envelope
performance – including thermal performance, air leakage,
permeability, water infiltration, etc. In some areas, this is even driven
by changes to local codes and regulation.
 Lack of awareness and skills about using fire safety equipment and
plans of users and staffs play a major role. It increases the vulnerability
of the people.

4. Fire and Emergency Safety Issues in Hospitals

The Pan American Health Organization (PAHO) and the World Health
Organization (WHO) have defined a ‘safe hospital’ as one that “will not collapse
in disasters, killing patients and staff; can continue to function and provide
its services as a critical community facility when it is most needed; and
organized, with contingency plans in place and health workforce trained to

keep the network operational”. To be safe, hospitals need to be designed for


every eventuality. At the heart of it lies poor hospital design and lack of policy
implementation. There is lack of awareness of safety at the national and the
state level when such policies are planned.

A study on fire incidents in major hospitals of India indicates that about 35


major fire incidents were reported during the last decade (2010-2020). The
most common cause of fire was due to electrical short circuit out of which
78% with air conditioners being the most common source. Functional fire
fighting systems were reported in 19 incidents. Fires originated at or near
intensive care units (ICU’s) in 10 instances. 72.72% accidents occurred at
night (8:01 p.m. to 7:59 a.m.). Casualties were reported in 39% of the fire
accidents.

Recently, another fire accident occurred in Patel Welfare Hospital, a


designated COVID-19 facility, in Bharuch city, Gujarat, caused deaths of 18
people, including two healthcare workers and 16 patients.

Hospitals need to prioritize periodic testing of fire fighting systems and regular
training of staff on their use. Judicious placement of electrical equipment
combined with oxygen monitoring devices in intensive care areas should also
be prioritized. Storage of flammable materials and placement of central gas
supply points should be away from the vicinity of patient care areas and
always in conjunction with robust fire detection and control methods.
Hospitals should adhere to their planned capacity.

5. Scope of the Training:


•The training programme will intensify the knowledge of the disaster
management authorities, fire professionals and health professionals about the
issues and needs in the field of fire and emergency safety and prevention
measures in the public buildings with specific reference to the hospitals/
health facilities.
•The training will guide the audience in understanding the importance of fire
safety policy and measures to prevent disasters & emergency scenarios. Also
learning from the past incidents and case studies will pave the way in future
practice.
•This training programme will be under the supervision for experts who
understand and manage the importance of fire guidelines, plans and policies
to practices in future.

6. Organization Brief:

i. National Fire Service College (NFSC), Nagpur, Government of India

National Fire Service College (NFSC) was established in 1956 and it is one of
the allied organizations of Disaster Management Division under the
functioning of Director General (Fire Services, Civil Defence & Home Guards),
Ministry of Home Affairs, Government of India with the aim of providing
training to the fire officers of the country in advanced techniques of firefighting
& rescue and creating uniformity in the fire service organizations and their
management across the country.

In India, situated right in the heart of the great historic city of Nagpur,
National Fire Service College owes its existence to organize advanced training
of Fire Officers rendering valuable technical training and provide knowledge
to higher levels of echelons in the Country. Slowly gaining importance, a need
was felt to bring the area of Firefighting into more scientific basis and the
vision of Prof M.G. Pradhan, the Commandant/First Director of the present
college, felt that there should be a uniformity in the fire service organizations
and their management across the country. Every Six Months of period, NFSC
trains 30 Divisional officers, 45 number of Station officers & Instructors, more
than 240 sub-officers at Regional Training Centers in order to support the
State Fire Services and Central Organizations by rendering valuable technical
training and provide knowledge to higher levels of echelons.

Slowly gaining importance, a need was felt to bring the area of Firefighting
into more scientific basis and the vision of Prof. S.K. Ghosh, Director felt that
there should be a college devoted entirely to all technical aspects of firefighting
brings the discipline of Fire engineering. With this aim, NFSC has introduced
a Bachelor of Fire Engineering program of 3 and half years duration as post
B.Sc. in 1978 affiliated to the Rashtrasant Tukadoji Maharaj Nagpur
University (RTMNU) with an aim to generate technically competent fire
engineers for the numerous fire hazard prone organizations of the country.
This 3 and half years B.E (Fire Engineering) program has continued from 1978
to 2004 and discontinued due to lack of in fracture.

This was further strengthened by the Government of India in 2010 when an


up-gradation scheme was approved and implemented with full-fledged
facilities and groomed to world class facilities at National Fire Service College.

With this up gradation, the NFSC has planned to run 27 fire prevention &
protection courses and again introduced a Bachelor of Fire Engineering
programme in 2015, affiliated to the Rashtrasant Tukadoji Maharaj Nagpur
University (RTMNU) as per the norms of the All Indian Council for Technical
Education (AICTE) with an aim to generate technically competent fire
engineers for the numerous fire hazard prone organizations of the country.
The students/trainees of this college will be undergone the rigorous physical
training sessions and practical demonstrations as defined in academic and
training curriculum prescribed by the RTMNU and AICTE.

The National Fire Service College is only institution offering a B.E. (Fire
Engineering) under the Ministry of Home Affairs, Government of India.
National Fire Service College is only one of its kind in the Country and perhaps
in the whole of Asia.

The buildings of the new NFSC campus have all been styled to take into
account future requirements and would be the best in the country. With
changing technological front, NFSC keep updating laboratories,
infrastructure, computers, and machinery from time to time.

ii. National Institute of Disaster Management (NIDM), Ministry of


Home Affairs, Government of India

The National Institute of Disaster Management (NIDM) was constituted under


an Act of Parliament with a vision to play the role of a premier institute for
capacity development in India and the region. The efforts in this direction that
began with the formation of the National Centre for Disaster Management
(NCDM) in 1995 gained impetus with its redesignation as the National
Institute of Disaster Management (NIDM) for training and capacity
development. Under the Disaster Management Act 2005, NIDM has been
assigned nodal responsibilities for human resource development, capacity
building, training, research, documentation and policy advocacy in the field
of disaster management.

Both as a national Centre and then as the national Institute, NIDM has
performed a crucial role in bringing disaster risk reduction to the forefront of
the national agenda. The Institute believes that disaster risk reduction is
possible only through promotion of a "Culture of Prevention" involving all
stakeholders. The Institute works through strategic partnerships with various
ministries and departments of the central, state and local governments,
academic, research and technical organizations in India and abroad and other
bi-lateral and multi-lateral international agencies.

NIDM is proud to have a multi-disciplinary core team of professionals working


in various aspects of disaster management. In its endeavour to facilitate
training and capacity development, the Institute has state-of-the-art facilities
like class rooms, seminar hall and video-conferencing facilities etc. The
Institute has a well-stocked library exclusively on the theme of disaster
management and mitigation. The Institute provides training in face-to-face,
on-line and self-learning mode as well as satellite based training. In-house
and off-campus face-to-face training to the officials of the state governments
is provided free of charge including modest boarding and lodging facilities.

NIDM provides Capacity Building support to various National and State level
agencies in the field of Disaster Management & Disaster Risk Reduction. The
Institute's vision is to create a Disaster Resilient India by building the capacity
at all levels for disaster prevention and preparedness.

8. DAY 1:

The program was initiated by Dr. Garima Aggarwal, Senior Consultant (RID),
NIDM, who welcomed the dignitaries and participants and gave an overview of
the training program. She set the context of the program by sharing that various
notable fire incidents in past such as Uphar Fire in 1997, School fire incident in
Kumbakonam, in 2004, IOC Depot in Jaipur in 2009, AMRI Hospital at Kolkata
in 2011, Maharashtra Mantralaya in 2012, Arpit Hotel tragedy in Delhi &
Commercial Centre fire in Surat in 2019, fire accidents in factories in New Delhi
and Covid hospital in Gujarat are noteworthy examples which highlight the need
to take effective measures for fire prevention in public buildings. She indicated
as public buildings have high population density as well as full of electrical and
mechanical infrastructure, the need of fire prevention in these buildings is very
high. She had given a brief introduction for each day, also shared her experience
and observations from her works. She had also introduced all the expert
dignitaries of the program. She indicated that this module for training would be
one of its own kind which will bring expertise available not only in the area of
fire & emergency safety but also experts from infrastructure related institutions
to discuss the vulnerabilities and issues associated with the public buildings.
She had moderated the session and involved the speakers and participants in
interactive discussions.

Keynote Address:
Keynote Address had been delivered by Maj. General M.K. Bindal, Executive
Director, NIDM. He mentioned about the need of the fire safety due to the
rapid growth in building construction and urbanization. He also added the
issues like violation of guidelines, lack of awareness of the fire safety, use of
residential buildings as commercial spaces with the examples of commercial
building fire attacks in Delhi and Surat. He talked about the three major
reasons of fire attacks in buildings, those are electric short circuit, LPG
Gas/Gas stoves, and Human negligence.

Inaugural Address:
Inaugural Address had been delivered by Mr. Taj Hassan, IPS, Director
General, Office of the DG(FS, CD & HG), MHA, GoI. He shared his long
experience heading the fire units in Andaman. He mentioned the major
reasons of fire attacks in Andaman are using wood as building material. He
added that the major problem of recue is the poor resources available in the
fire stations. He has also mentioned the issues of accessibility to the older
areas of Delhi in case of fire. He added the importance of awareness and
training programs for fire safety.

Address:
Prof. Chandan Ghosh made remarks on the importance of the fire and
emergency prevention. He described the importance of the training
programme, he added different new and upcoming technologies which are
available in the market for fire safety measures and mock drill purposes.

Eminent Speaker for Session 1:


Lecture:
Dr. D.K Shami, Fire Advisor, Director, NFSC, Nagpur,MHA, GoI, delivered
lecture on Fire and Emergency related Concerns in Public Buildings –
Challenges and Lessons learnt. He briefed about the gaps in implementing by-
laws and guidelines for the hospitals and health facilities. He also talked from
a fireman perspective, difficulties faced in the past incidents, violation of rules
by the hospitals. He stated that there are more than 10 guidelines on fire
safety but we need to take care of local byelaws and regulations while planning
for fire prevention. However, the issue is implementation of fire prevention
measures. He discussed about importance of fire auditing in ensuring
maintenance of the buildings and also indicated need to having an emergency
plan for hospital.

9. DAY 2:
Welcome and Introductory Remarks with continuations of yesterday's sessions
by Dr. Garima Aggarwal, Senior Consultant (Resilient Infrastructure), NIDM
(Convenor). She had briefed about the previous day’s session along with the key
notes and learnings from the last two presentation. She also briefed about the
detail schedule of day 2. She moderated the day 2 program and question &
answer session with an interactive discussion. She highlighted that although
most of the cases of fire are due to short circuits and low maintenance of the
buildings, very interestingly it was identified with support of data that in many
cases the cause of ignition of fire in hospitals is due to cooking/ kitchen related
negligence. She stated that Hospitals are life line buildings which has high
population density i.e. too vulnerable population (the diseased, dependents, old,
pregnant women, infants, toddlers and children) which would require support
to evacuate. These buildings do have the best and the costliest infrastructure for
life safety, so the loss of infrastructure of a hospital is irreparable in the country
like India where we always talk about shortage of medical resources in the
villages, towns and cities.

Prof. Chandan Ghosh, Head Resilient Infrastructure Division, NIDM made

presented the importance of fire alarms, use of machine learning, AI, IoT devices
and emergency alert systems. He added the importance of structural safety,
mock drills, precautions for multi-hazard impacts e.g. fire attacks due to
earthquakes. He shared a video presentation on ‘comparison of Post fire
assessment in sprinklered room and non-sprinklered room’.

Eminent Speaker for Session 3:

Lecture:
Mr. Debpriya Biswas, Addl. Director General (Retd), West Bengal Fire
Services, delivered lecture on 'Guidelines on fire & emergency safety in
Hospitals & Healthcare Providers with reference to a Case Study'. He briefed
about his professional experience over last three decades including the case
of AMRI Hospital, West Bengal fire attack in 2009 in detail. He mentioned
major reason of the fire attack are due to structural safety and placement of
non-structural elements, use of flammable elements for the interior, lack of
design knowledge, lack of networking, absence of an operational Hospital
Disaster Management Plan, limited access to the hospital, no action plan from
hospital side and lack of awareness. He also added important of hospital
disaster management plan, ‘what we need to do’ and the learnings from his
experience.

Lecture:
Ms. Keerthi D'Souza, Managing Director of life Giver professional service
delivered lecture on 'Emergency preparedness and response in Hospitals
through ISO 45001:2018 - International Standard for Occupational Health
and Safety Management System.' She had highlighted the requirement of
emergency preparedness from the design and construction level. Also
mentioned the infrastructure need, awareness plan. She had mentioned
perspective of the economy, social and environmental impact of poor
preparedness. She talked about the document called ‘Occupational safety and
health in public health emergencies: A manual for protecting health workers
and responders’, was released in 2018 by ILO. She briefed the ‘Occupational
health and safety management system (OH&SMS) – ISO 45001:2018’ in
details from management perspective.

10. DAY 3:

earthquake. He also mentioned the importance about hospital recovery,
reconstruction stages with the example of Kolkata hospital fire attack. He

Eminent Speaker for Session 5:

Lecture:
Mr. Manish Modh, Fire professional, Directorate of Fire Prevention Service,
Gujarat, delivered lecture on ‘Fire & Emergency Prevention Measures in
Hospitals’. He briefed healthcare facilities challenges, the role of fire
professional in the fire site, the causes of Covid hospital fires, the risks and
challenges faced by the firemen in the Covid hospital fire attack cases in
Gujrat. He has also shared the major focus of plans of his team to handle the
Covid hospital fires. He mentioned their objective towards fire prevention
which is about awareness, training program and mock drills. He added the
importance of updating database for each hospital to prevent risk. He also
concluded with the case studies of successful operations in the covid hospital
fires with no causalities.

Lecture:
Dr. Lallu Joseph, Secretary General, CAHO Associate GS & Quality Manager,
CMC Vellore delivered lecture on ' Hospital Disaster Management Plan and
organizing a mock drill in a Hospital.' She presented the steps of preparing a
hospital management plan and on how to conduct a mock drill in the hospital.
She also explained the steps of the emergency preparedness. She mentioned
the locational risk for the hospitals with risk score table. She shared the
document of fire emergency plans with detailed explanation of each level of
the same. She concluded with the detail description of the processes of whole
mock drill operation and after exercises.

11. Valedictory Session

Dr. Garima Aggarwal summed up the three days training program. She
indicated that each learning session had detailed discussions and question
answer session between speakers and participants for all three days. She
highlighted the need of implementation of fire prevention norms, standards
and international standards for the hospitals in place. There is a need to
protect the vulnerable section of a hospital i.e. patients, manpower and health
infrastructure. She emphasized that hospitals should be in working condition
when they are needed the most, so importance of DM plan & regular mock
drill is must. She also presented key take aways from the training program.

12. Key Takeaway:

 There is a need to strengthen the institutional system to implement the


fire prevention norms, standards and international standards for the
hospitals in place. Local byelaws and regulations should be taken care of
while planning for fire prevention. Fire auditing in ensuring maintenance
of the building is essential.

 Hospitals are life line buildings which has high population density i.e. too
vulnerable population (the diseased, dependents, old, pregnant women,
infants, toddlers and children) which would require support to evacuate.

 Health related buildings do have the best and the costliest infrastructure
for life safety, so the loss of infrastructure of a hospital is irreparable in the
country like India where we always talk about shortage of medical
resources in the villages, towns and cities. We need to ensure the safety of
structural aspects of the hospital building as well as non-structural
elements like architectural elements, electrical equipment, oxygen related
equipment as well.

 About 52 % fire in hospitals are due to cooking equipment and electrical


negligence. New risks added in the hospitals due to use of hand sanitizers
and oxygen plants, increasing loads of electrical equipment like ACs.

 For hospitals, preparation of hospital Emergency Management plan cannot


be ignored. There is a need to train the staff on regular basis. Mock drills
and table top exercises for conducting mass evacuation is another
important aspect of it.

 Fire prevention is the need of hour. We have limited resources for response,
which are overstressed due to negligence and lack of adoption of
preparedness & mitigation measures. We need to build culture of fire
prevention.

16. Annexure II :Experts’ Bio:

Major General M. K. Bindal:


Major General M. K. Bindal is presently the Executive
Director, National Institute of Disaster Management. He was
commissioned into the Corps of Army Air Defence in
December 1985. An alumnus of the National Defence
Academy, Major General M. K. Bindal is a graduate of the
Defence Services Staff College and has attended the
prestigious Higher Command Course at the Army War College
besides excelling in all other career courses in the army. He
holds a master’s degree in Defence and Strategic Studies as
well as Masters of Philosophy in Defence and Management Studies. During his
more than three decades of service he has held important command and staff
assignments. Having held all echelons of command within an Air Defence
Regiment in diverse theatres, he commanded an Air Defence Regiment and an
Air Defence Brigade in the Kashmir region against the backdrop of counter
insurgency operations. He was General Officer Commanding of a sensitive Sub
Area in the North East. He has been on the staff of a Mountain Brigade deployed
in counter insurgency ops and in High Altitude area, an Armoured Division
deployed in the plains, a Desert Corps and in a Corps HQ in High Altitude Areas.
He has also been posted as Deputy Director General in Directorate of Army Air
Defence where he was dealing with operations, Training, Air Defence Control &
Reporting and Air Intelligence issues. Major General M. K. Bindal served as the
Provost Marshall in the United Nations Mission in Mozambique where he was
deeply involved in the liquidation of the mission. He has been the Director, Centre
for United Nations Peacekeeping (CUNPK) New Delhi. For three years he was also
the Secretary of the International Association of Peacekeeping Training Centres.

Mr. Taj Hassan:


Mr. Taj Hassan, IPS, Director General, Office of the DG(FS,
CD & HG), MHA, GoI , he is a 1987 batch IPS officer, was
already handling a key assignment in the national capital as
a Special Commissioner (Crime). He will now handle the
additional charge with the assistance of the present
spokesperson, Deputy Commissioner of Police (Crime
Branch) Rajan Bhagat.

Prof. Chandan Ghosh:


Chandan Ghosh, a Civil Engineering graduate (1985) of
Bengal Engineering College (now IIEST), Masters in Civil
Engg (1987) from Jadavpur University, PhD from IIT Kanpur
(1992) and Dr. Engg. (2004) from Ibaraki University, Japan,
has been serving NIDM, MHA, GoI since July 2006 as
Professor & Head, Resilient Infrastructure Division. He
served faculty of Civil Engg at IIT-BHU (1990-2000), did
postdoctoral research in Japan and was on Deputation to IIT
Jammu from Sept 2019 to December 2020, where he served
as Dean of Student Welfare. Prof. Ghosh works in the areas of earthquake
Geotechnology, Reinforced Earth, Seismic Microzonation, Ground improvement
techniques, Geosynthetics and Bio-engineering measures for sustainable
developments. He has devoted more than 30 years of his career in UG & PG
teaching, research guidance, development of teaching tools & training module for
engineers, architects, town planners. He has published more than 135 papers in
reputed journals, conference proceedings. As recognition to his seminal
contributions, received Leonard prize for the best doctoral thesis in 1993, CIDC-
Vishwakarma Awards-2013, IGS-Shri H.C. Verma Golden Jubilee Award-2013,
Lifetime achievement award-2019 (Indian Geotechnical Society-Delhi Chapter).

Dr. Devendra Kumar Shami:


Dr. Devendra Kumar Shami, Fire Adviser, DG FS, CD & HG &
Director NFSC, Ministry of Home Affairs is the recipients of
President’s Fire Service Medal for Meritorious Services in 1999
and President’s Fire Service Medal for Distinguished Services
in 2006. He has 38 years in Industrial, State and Central Fire
Services including Advisory role in Government of India. He is
Chairmen and Member of BIS Committees, Member of OISD
Standing Committee, Member Secretary of Standing Fire
Advisory Committee, Examiner and paper setter for B. E. Fire Engineering, B. Sc
Fire, Advance Diploma etc., Chairmen of Expert Committee constituted by
Ministry of Labour for framing Standards on Occupational Safety, Health&
Working Condition Code 2020 , Member of Committee constituted by Ministry of
Power on Safety Audit of Thermal Power Plant as per order of NGT. He published
many technical papers and theme papers were published in National,
International Journals and seminars.

He is an alumnus of National Fire Service College, Ministry of
Home Affairs, Government of India. Joined Goa Fire &
Emergency Services in 1986 and presently is the Director of
Fire and Emergency Services, Government of Goa since
August 2006. Is having 35 years of professional experience in
Fire Prevention, Fire Extinction and Training. Is the Ex- officio
In- Charge of Goa State Disaster Response Force. He is a
Graduate in Arts and holding a Post Graduate Diploma in
Disaster Management. Is an Associate Member of Institution
of Fire Engineers (India) and Graduate Member of the Institution of Fire
Engineers (U.K.) and (India). He has undergone Incident Command Training for
South Asian Association for Regional Co-operation (SAARC) Countries held at
Colombo, Sri Lanka. He has undergone Training of Instructors (TFI) Course from
Asian Disaster Preparedness Centre, Thailand in Nagpur, India. He is a Guest
Faculty member of the National Fire Service College, Nagpur. He is Ex-officio
Member of Standing Fire Advisory Council (SFAC), Ministry of Home Affairs, New
Delhi, India. Awards and Recognitions: He is the recipient of President Fire
Service Medal for Meritorious Service, Government of India presented in
December 2014. He is a Recipient of Chief Minister Gallantry Medal, Goa State
in August 2014. He is a Recipient of Appreciation Letter and DG’s Silver Disc
from Director General, National Disaster Response Force (NDRF), Ministry of
Home Affairs, New Delhi. He is the led of the Search and Rescue Team in January
2001 in Earthquake affected area of Bhuj, Gujarat & was awarded

Medal from Ministry of Home Affairs, Government of India in 1998 in a Station
Officer and Instructor’s Course at National Fire Service College, Nagpur. He is an
active in the Social and Charitable activities of Rotary International since 1998.
He was the President of Rotary Club of Panaji Mid-Town for the Rotary year 2009-
2010. He is also the recipient of Rotary International Avenues of Service Citation
for Individual Rotarian in 2014.

He has 45 years of rich experience in the different fields
of fire safety management. He Retired Additional Director
General West Bengal Fire and Emergency Services.
February 2008 to October 2012. Ex OSD to the Govt. Of
West Bengal, Department of Fire and Emergency
Services., he worked as advisor to the Govt, November
2012 to October 2014. Consultant Member; Safety Cell,
PWD Govt. of West Bengal, Responsible for Fire Safety of
Govt Structures having height more than 15mts which includes, Hospital,
Auditorium, Multi-storeyed office building, Guest House etc. He was
Responsible for Planning, Designing and commissioning of different Fire
Safety System Since January 2016. He was Consultant – Advisor (Fire &
Safety) AMRI Group of Hospital. Looking after the health Fire safety of the
entire four units. He was Consultant Auditor for State Bank of India, Bengal
Circle and awarded the work of Fire Safety Audit for Currency Chest branch,
High value branches Since April 2015 to December 2015. He is Hon. Secretary
of Institution of Fire Engineers (UK); work for the cause of up liftment of fire
and safety engineering through class, lectures seminars etc. , conduct regular
examinations in the March of every year. He is a Member, Bureau of Indian
standard; Member, NDMA constituted for Strengthening Fire Services in the
country (Govt. Of India); Member, Standing Fire Advisory Council, Apex body
of Ministry of Home Affairs, Government of India (SFAC) and Member of the
building committee constituted by Govt. of West Bengal for restructuring
building rules of Kolkata Municipal Corporation.

Ms. Keerthi D'Souza:


Keerthi is passionate about her sustainability journey, and
instrumental in connecting business with institutions and
community. Almost two decades back, she started career
as a HSE consultant, then became a Lead assessor with
CII-ITC for Sustainability award, and advisor to CAHO on
HSE Initiatives. Sustainability Assessments for awards
have been conducted at Mahindra Resorts, Mahindra Life
Spaces, TATA Steel, Vedanta Group, ACC cement, JSW
Steel, JSW Cement, Sterlite cables, Sterlite Copper etc. United Nations
recognized her through UN Hero Certificate in 2019 for her initiative to take
up environment conservation message on the occasion of World Environment
Day with one of the Asia’s largest apartment community in Chennai. The

Karnataka State Pollution Control Board has recognized her unique ideas of
creating awareness on environment among community. She conceptualized
Green Think idea through which she connected business/industry and
schools. Industries were made to adopt schools under Green Nurturing
Program and initiate practices to convert school as Green School. Her recent
endeavour is bringing sustainability in supply chain. Generating
Sustainability reports, carbon reports, water audits etc. Helping more than
100 companies in Sedex and Ecovadis.

Dr. Amir Ali Khan:


Dr. Amir Ali Khan is a trained Civil Engineer and Urban
Planner with a Ph.D. on Urban Earthquake Risk
Mitigation. He has a Post Graduate Diploma in Studies of
Geological Risks from the University of Geneva. In
addition, he has been trained by several international
organisations on the subjects related to disaster risk
management and mitigation in Asia and Europe. Dr. Khan
has served UNDP for about two years as National Disaster Reduction Advisor
in Uzbekistan. During his stay with UNDP, Dr. Khan served as Chairperson
of the UN Uzbekistan's 'Disaster Preparedness and Response Group'. He was
also the UN focal point on humanitarian assistance. He has varied experience
in the area of disaster risk mitigation and management at national and
international level for programme development and management, knowledge
management and communication, capacity enhancement, partnership
building and networking, etc. His current areas of interests include capacity
building for earthquake risk mitigation especially in urban areas, post
disaster reconstruction and rehabilitation, mainstreaming disaster risk
reduction into development and formulation of disaster management plans.

Dr. Lallu Joseph:


Dr. Lallu Joseph is the Quality Manager and Associate
GS of Christian Medical College, Vellore, which is the
largest hospital in the country to be accredited by NABH.
Prior to joining healthcare, she was the vice president of
a software company and was a teaching assistant at
Rotman School of Management, University of Toronto. A
Mechanical Engineer by profession, she went on to
complete her masters and doctorate in business
administration and a diploma in CQI from the Canadian
Healthcare Administration. A keen learner, she completed the one-year
Executive General Management Program (EGMP) of Indian Institute of
Management (IIM), Bangalore in 2016.

A passionate teacher and trainer, she is involved in training quality


implementation across the country through NABH,CAHO, AHPI and the
faculty of many hospital administration programs. She is the principal
assessor of NABH. She is the Secretary General of the Consortium of
Accredited Healthcare Organizations (CAHO), India. She is a board member
of the ASQua and NABH. She is a member of the working group of ISO TC
304- Healthcare Quality Management Standards.

She has many book chapters and publications to her credit and was part of
developing the entry level guidelines of NABH standards, a joint initiative of
NABH and World Bank. She was involved in overseeing the implementation of
QMS in selected Government Hospitals of Karnataka through Consortium of
Accredited Healthcare Organizations (CAHO) as part of a World Bank funded
project and a part of the task force of Karnataka Knowledge Commission
Implementation on procedural costing. She developed the Basic and advance
Certified Professionals for Quality Implementation in Hospitals (CPQIH)
programs for CAHO, which are well sought after and 12 programs of CAHO.

The best outgoing student of VIT Business School in 2000, she has won many
awards and is the proud recipient of the young quality achiever award of 2016,
Dr. M.S. Ashraf Award- Indian Medical Association, TN State for 2018, D. L.
Shah Award- QCI in 2016, 2019 and BMJ Southeast Asian Award in 2017.
