3. Background –
Fire is a serious threat to the individual and property of any organization.
Fires cause numerous injuries, deaths and losses of assets in organizations
each year. The public buildings including hospitals, schools/educational
institutes, industries, shopping malls, market places and hotels are more
vulnerable to fire and losses of lives and property are also higher. Losses from
fires are preventable by applying basic fire prevention principles and being
prepared for emergencies.

fire incidents and 1.2 lakh deaths were recorded across the globe in 2017.
Out of that, India recorded 1.6 million fire incidents and 27,027 fire-related
deaths. In fact, the study highlights that every fifth fire-related death in the
world in 2017 took place in India. The study also highlights that children
(under 5 years) and adults (above 60) are the biggest fire victims — a trend
seen in urban India as well.
Fire prevention should be our first priority, as it is the primary strategy for
fire safety to reduce the fire incidents; however, mitigation measures for rapid
detection, raising the alarm, containment and suppression must also be put
in place, in addition to reliable measures to rapidly evacuate personnel and
others. Regular inspections in schools, factories, hotels, hospitals, business
centres and High-Rise Building and implementation of Fire Safety norms
given in National Building Code (NBC) of India could help us to reduce such
incidences. There is a massive need to train the children and adults in fire
safety measures. Mock-drills in schools, institutions and high-rise buildings
during regular intervals are must.
For fire prevention, it requires the highest level of systematic planning and
preparedness at the managerial level, including proper procedures and
continuous training. Effective management practices require the development
and implementation of policies and procedures to protect personnel and
property by preventing and/or dealing with fires and preparing for
emergencies. It is important to have adequate infrastructure to support fire
safety systems and provide the necessary resources to fight fires.
The Government of India, Ministry of Home Affairs had circulated the Model
Fire Force Bill in 1958. On the basis of this, around 24 States/UTs have
enacted their Fire Service Act and framed the Rules. Fire Service role has
changed dramatically in the last few years. At present Fire Service is being
utilized not only in responding to fire incidents but also for responding the
local emergencies such as building collapse, search and rescue, nuclear-
biological disasters and train/road accidents. Apart from response, fire

The some of the major issues in ensuring fire & emergency safety are as
follows:
Negligence and disregard for appropriate safety measures, including fire
safety, at any level of responsibility is likely to directly add risk to lives,
assets and programme delivery.
Many of the public buildings in India including schools, markets, health
centres and heritage are old building structures. These precincts have
poor electric wiring, lack of fire safety equipment, poor circulation
systems, encroachments which makes them vulnerable to short circuit
and fire.
New and emerging technologies pose electrical and other challenges
that could initiate fires in ways that have never been seen before. New
Building materials and systems are regularly introduced into the
marketplace and need assessment relative to their fire performance.
Another challenge is the growing attention to Building envelope
performance – including thermal performance, air leakage,
permeability, water infiltration, etc. In some areas, this is even driven
by changes to local codes and regulation.
Lack of awareness and skills about using fire safety equipment and
plans of users and staffs play a major role. It increases the vulnerability
of the people.
The Pan American Health Organization (PAHO) and the World Health
Organization (WHO) have defined a ‘safe hospital’ as one that “will not collapse
in disasters, killing patients and staff; can continue to function and provide
its services as a critical community facility when it is most needed; and
organized, with contingency plans in place and health workforce trained to

Hospitals need to prioritize periodic testing of fire fighting systems and regular
training of staff on their use. Judicious placement of electrical equipment
combined with oxygen monitoring devices in intensive care areas should also
be prioritized. Storage of flammable materials and placement of central gas
supply points should be away from the vicinity of patient care areas and
always in conjunction with robust fire detection and control methods.
Hospitals should adhere to their planned capacity.

6. Organization Brief:
National Fire Service College (NFSC) was established in 1956 and it is one of
the allied organizations of Disaster Management Division under the
functioning of Director General (Fire Services, Civil Defence & Home Guards),
Ministry of Home Affairs, Government of India with the aim of providing
training to the fire officers of the country in advanced techniques of firefighting
& rescue and creating uniformity in the fire service organizations and their
management across the country.
In India, situated right in the heart of the great historic city of Nagpur,
National Fire Service College owes its existence to organize advanced training
of Fire Officers rendering valuable technical training and provide knowledge
to higher levels of echelons in the Country. Slowly gaining importance, a need
was felt to bring the area of Firefighting into more scientific basis and the
vision of Prof M.G. Pradhan, the Commandant/First Director of the present
college, felt that there should be a uniformity in the fire service organizations
and their management across the country. Every Six Months of period, NFSC
trains 30 Divisional officers, 45 number of Station officers & Instructors, more
than 240 sub-officers at Regional Training Centers in order to support the
State Fire Services and Central Organizations by rendering valuable technical
training and provide knowledge to higher levels of echelons.
Slowly gaining importance, a need was felt to bring the area of Firefighting
into more scientific basis and the vision of Prof. S.K. Ghosh, Director felt that
there should be a college devoted entirely to all technical aspects of firefighting
brings the discipline of Fire engineering. With this aim, NFSC has introduced
a Bachelor of Fire Engineering program of 3 and half years duration as post
B.Sc. in 1978 affiliated to the Rashtrasant Tukadoji Maharaj Nagpur
University (RTMNU) with an aim to generate technically competent fire
engineers for the numerous fire hazard prone organizations of the country.
This 3 and half years B.E (Fire Engineering) program has continued from 1978
to 2004 and discontinued due to lack of in fracture.

With this up gradation, the NFSC has planned to run 27 fire prevention &
protection courses and again introduced a Bachelor of Fire Engineering
programme in 2015, affiliated to the Rashtrasant Tukadoji Maharaj Nagpur
University (RTMNU) as per the norms of the All Indian Council for Technical
Education (AICTE) with an aim to generate technically competent fire
engineers for the numerous fire hazard prone organizations of the country.
The students/trainees of this college will be undergone the rigorous physical
training sessions and practical demonstrations as defined in academic and
training curriculum prescribed by the RTMNU and AICTE.
The National Fire Service College is only institution offering a B.E. (Fire
Engineering) under the Ministry of Home Affairs, Government of India.
National Fire Service College is only one of its kind in the Country and perhaps
in the whole of Asia.
The buildings of the new NFSC campus have all been styled to take into
account future requirements and would be the best in the country. With
changing technological front, NFSC keep updating laboratories,
infrastructure, computers, and machinery from time to time.

Both as a national Centre and then as the national Institute, NIDM has
performed a crucial role in bringing disaster risk reduction to the forefront of
the national agenda. The Institute believes that disaster risk reduction is
possible only through promotion of a "Culture of Prevention" involving all
stakeholders. The Institute works through strategic partnerships with various
ministries and departments of the central, state and local governments,
academic, research and technical organizations in India and abroad and other
bi-lateral and multi-lateral international agencies.
NIDM provides Capacity Building support to various National and State level
agencies in the field of Disaster Management & Disaster Risk Reduction. The
Institute's vision is to create a Disaster Resilient India by building the capacity
at all levels for disaster prevention and preparedness.

8. DAY 1:
The program was initiated by Dr. Garima Aggarwal, Senior Consultant (RID),
NIDM, who welcomed the dignitaries and participants and gave an overview of
the training program. She set the context of the program by sharing that various
notable fire incidents in past such as Uphar Fire in 1997, School fire incident in
Kumbakonam, in 2004, IOC Depot in Jaipur in 2009, AMRI Hospital at Kolkata
in 2011, Maharashtra Mantralaya in 2012, Arpit Hotel tragedy in Delhi &
Commercial Centre fire in Surat in 2019, fire accidents in factories in New Delhi
and Covid hospital in Gujarat are noteworthy examples which highlight the need
to take effective measures for fire prevention in public buildings. She indicated
as public buildings have high population density as well as full of electrical and
mechanical infrastructure, the need of fire prevention in these buildings is very
high. She had given a brief introduction for each day, also shared her experience
and observations from her works. She had also introduced all the expert
dignitaries of the program. She indicated that this module for training would be
one of its own kind which will bring expertise available not only in the area of
fire & emergency safety but also experts from infrastructure related institutions
to discuss the vulnerabilities and issues associated with the public buildings.
She had moderated the session and involved the speakers and participants in
interactive discussions.

Keynote Address:
Keynote Address had been delivered by Maj. General M.K. Bindal, Executive
Director, NIDM. He mentioned about the need of the fire safety due to the
rapid growth in building construction and urbanization. He also added the
issues like violation of guidelines, lack of awareness of the fire safety, use of
residential buildings as commercial spaces with the examples of commercial
building fire attacks in Delhi and Surat. He talked about the three major
reasons of fire attacks in buildings, those are electric short circuit, LPG
Gas/Gas stoves, and Human negligence.
Inaugural Address:
Inaugural Address had been delivered by Mr. Taj Hassan, IPS, Director
General, Office of the DG(FS, CD & HG), MHA, GoI. He shared his long
experience heading the fire units in Andaman. He mentioned the major
reasons of fire attacks in Andaman are using wood as building material. He
added that the major problem of recue is the poor resources available in the
fire stations. He has also mentioned the issues of accessibility to the older
areas of Delhi in case of fire. He added the importance of awareness and
training programs for fire safety.

Address:
Prof. Chandan Ghosh made remarks on the importance of the fire and
emergency prevention. He described the importance of the training
programme, he added different new and upcoming technologies which are
available in the market for fire safety measures and mock drill purposes.

9. DAY 2:
Welcome and Introductory Remarks with continuations of yesterday's sessions
by Dr. Garima Aggarwal, Senior Consultant (Resilient Infrastructure), NIDM
(Convenor). She had briefed about the previous day’s session along with the key
notes and learnings from the last two presentation. She also briefed about the
detail schedule of day 2. She moderated the day 2 program and question &
answer session with an interactive discussion. She highlighted that although
most of the cases of fire are due to short circuits and low maintenance of the
buildings, very interestingly it was identified with support of data that in many
cases the cause of ignition of fire in hospitals is due to cooking/ kitchen related
negligence. She stated that Hospitals are life line buildings which has high
population density i.e. too vulnerable population (the diseased, dependents, old,
pregnant women, infants, toddlers and children) which would require support
to evacuate. These buildings do have the best and the costliest infrastructure for
life safety, so the loss of infrastructure of a hospital is irreparable in the country
like India where we always talk about shortage of medical resources in the
villages, towns and cities.

Lecture:
Mr. Debpriya Biswas, Addl. Director General (Retd), West Bengal Fire
Services, delivered lecture on 'Guidelines on fire & emergency safety in
Hospitals & Healthcare Providers with reference to a Case Study'. He briefed
about his professional experience over last three decades including the case
of AMRI Hospital, West Bengal fire attack in 2009 in detail. He mentioned
major reason of the fire attack are due to structural safety and placement of
non-structural elements, use of flammable elements for the interior, lack of
design knowledge, lack of networking, absence of an operational Hospital
Disaster Management Plan, limited access to the hospital, no action plan from
hospital side and lack of awareness. He also added important of hospital
disaster management plan, ‘what we need to do’ and the learnings from his
experience.

(Convener). She had given a brief description about day 2 event including the
importance of International Standard for healthcare and learning from the
case studies. She had added the importance of 3 rd day of the event with
reference to mock drill, disaster management plan. She had also moderated
the sessions along with question and answer sessions.

knowledge and experience of Fire & Emergency Prevention in the Hospitals
especially from the covid-19 hospital fire attacks. He mentioned the issues

flammable materials.

Address:
Dr. Amir Ali Khan, Assistant Professor, NIDM made address on the
importance of the fire and emergency management plan for hospitals and
healthcare centers. He mentioned about the challenge of sustainable,
functional and disaster safe hospitals. He added the national level example to
elaborate the impact of hospital safety with the example of Gujarat
earthquake. He also mentioned the importance about hospital recovery,
reconstruction stages with the example of Kolkata hospital fire attack. He
added international cases and WHO guidelines.

Lecture:
Mr. Manish Modh, Fire professional, Directorate of Fire Prevention Service,
Gujarat, delivered lecture on ‘Fire & Emergency Prevention Measures in
Hospitals’. He briefed healthcare facilities challenges, the role of fire
professional in the fire site, the causes of Covid hospital fires, the risks and
challenges faced by the firemen in the Covid hospital fire attack cases in
Gujrat. He has also shared the major focus of plans of his team to handle the
Covid hospital fires. He mentioned their objective towards fire prevention
which is about awareness, training program and mock drills. He added the
importance of updating database for each hospital to prevent risk. He also
concluded with the case studies of successful operations in the covid hospital
fires with no causalities.

Lecture:
Dr. Lallu Joseph, Secretary General, CAHO Associate GS & Quality Manager,
CMC Vellore delivered lecture on ' Hospital Disaster Management Plan and
organizing a mock drill in a Hospital.' She presented the steps of preparing a
hospital management plan and on how to conduct a mock drill in the hospital.
She also explained the steps of the emergency preparedness. She mentioned
the locational risk for the hospitals with risk score table. She shared the
document of fire emergency plans with detailed explanation of each level of
the same. She concluded with the detail description of the processes of whole
mock drill operation and after exercises.

Dr. Garima Aggarwal summed up the three days training program. She
indicated that each learning session had detailed discussions and question
answer session between speakers and participants for all three days. She
highlighted the need of implementation of fire prevention norms, standards
and international standards for the hospitals in place. There is a need to
protect the vulnerable section of a hospital i.e. patients, manpower and health
infrastructure. She emphasized that hospitals should be in working condition
when they are needed the most, so importance of DM plan & regular mock
drill is must. She also presented key take aways from the training program.

for life safety, so the loss of infrastructure of a hospital is irreparable in the
country like India where we always talk about shortage of medical
resources in the villages, towns and cities. We need to ensure the safety of
structural aspects of the hospital building as well as non-structural
elements like architectural elements, electrical equipment, oxygen related
equipment as well.
Fire prevention is the need of hour. We have limited resources for response,
which are overstressed due to negligence and lack of adoption of
preparedness & mitigation measures. We need to build culture of fire
prevention.

He is an alumnus of National Fire Service College, Ministry of
Home Affairs, Government of India. Joined Goa Fire &
Emergency Services in 1986 and presently is the Director of
Fire and Emergency Services, Government of Goa since
August 2006. Is having 35 years of professional experience in
Fire Prevention, Fire Extinction and Training. Is the Ex- officio
In- Charge of Goa State Disaster Response Force. He is a
Graduate in Arts and holding a Post Graduate Diploma in
Disaster Management. Is an Associate Member of Institution
of Fire Engineers (India) and Graduate Member of the Institution of Fire
Engineers (U.K.) and (India). He has undergone Incident Command Training for
South Asian Association for Regional Co-operation (SAARC) Countries held at
Colombo, Sri Lanka. He has undergone Training of Instructors (TFI) Course from
Asian Disaster Preparedness Centre, Thailand in Nagpur, India. He is a Guest
Faculty member of the National Fire Service College, Nagpur. He is Ex-officio
Member of Standing Fire Advisory Council (SFAC), Ministry of Home Affairs, New
Delhi, India. Awards and Recognitions: He is the recipient of President Fire
Service Medal for Meritorious Service, Government of India presented in
December 2014. He is a Recipient of Chief Minister Gallantry Medal, Goa State
in August 2014. He is a Recipient of Appreciation Letter and DG’s Silver Disc
from Director General, National Disaster Response Force (NDRF), Ministry of
Home Affairs, New Delhi. He is the led of the Search and Rescue Team in January
2001 in Earthquake affected area of Bhuj, Gujarat & was awarded
Commendatory Note for extreme Devotion for duties. He is a Recipient of Gold
Medal from Ministry of Home Affairs, Government of India in 1998 in a Station
Officer and Instructor’s Course at National Fire Service College, Nagpur. He is an
active in the Social and Charitable activities of Rotary International since 1998.
He was the President of Rotary Club of Panaji Mid-Town for the Rotary year 2009-
2010. He is also the recipient of Rotary International Avenues of Service Citation
for Individual Rotarian in 2014.

General West Bengal Fire and Emergency Services.

Services., he worked as advisor to the Govt, November
2012 to October 2014. Consultant Member; Safety Cell,
PWD Govt. of West Bengal, Responsible for Fire Safety of
Govt Structures having height more than 15mts which includes, Hospital,
Auditorium, Multi-storeyed office building, Guest House etc. He was
Responsible for Planning, Designing and commissioning of different Fire
Safety System Since January 2016. He was Consultant – Advisor (Fire &
Safety) AMRI Group of Hospital. Looking after the health Fire safety of the
entire four units. He was Consultant Auditor for State Bank of India, Bengal
Circle and awarded the work of Fire Safety Audit for Currency Chest branch,
High value branches Since April 2015 to December 2015. He is Hon. Secretary
of Institution of Fire Engineers (UK); work for the cause of up liftment of fire
and safety engineering through class, lectures seminars etc. , conduct regular
examinations in the March of every year. He is a Member, Bureau of Indian
standard; Member, NDMA constituted for Strengthening Fire Services in the
country (Govt. Of India); Member, Standing Fire Advisory Council, Apex body
of Ministry of Home Affairs, Government of India (SFAC) and Member of the
building committee constituted by Govt. of West Bengal for restructuring
building rules of Kolkata Municipal Corporation.

Karnataka State Pollution Control Board has recognized her unique ideas of
creating awareness on environment among community. She conceptualized
Green Think idea through which she connected business/industry and
schools. Industries were made to adopt schools under Green Nurturing
Program and initiate practices to convert school as Green School. Her recent
endeavour is bringing sustainability in supply chain. Generating
Sustainability reports, carbon reports, water audits etc. Helping more than
100 companies in Sedex and Ecovadis.

She has many book chapters and publications to her credit and was part of
developing the entry level guidelines of NABH standards, a joint initiative of
NABH and World Bank. She was involved in overseeing the implementation of
QMS in selected Government Hospitals of Karnataka through Consortium of
Accredited Healthcare Organizations (CAHO) as part of a World Bank funded
project and a part of the task force of Karnataka Knowledge Commission
Implementation on procedural costing. She developed the Basic and advance
Certified Professionals for Quality Implementation in Hospitals (CPQIH)
programs for CAHO, which are well sought after and 12 programs of CAHO.
The best outgoing student of VIT Business School in 2000, she has won many
awards and is the proud recipient of the young quality achiever award of 2016,
Dr. M.S. Ashraf Award- Indian Medical Association, TN State for 2018, D. L.
Shah Award- QCI in 2016, 2019 and BMJ Southeast Asian Award in 2017.
