FOREWORD

The purpose of this guideline is to establish uniformity in design and application of KM


Post Installation and Road Reserved Marker Installation in Malaysia for the benefit of
road users, road and traffic authorities, and manufacturers of KM Post and Road
Reserved Marker.

As practices in road infrastructure change over time, it is imperative for Jabatan Kerja
Raya (JKR) to Continuously update and improve their standard guidelines. The previous
drafts on Arahan Teknik (Jalan) 9/86 : “Guidelines For Installation Of Kilometre Post”
published by JKR in 1986. This new document covers among others general
requirements, principles, classification and latest design layout for KM Post and Road
Reserved marker installation.

It must be noted that the KM Post and Road Reserved Marker design and application
standards indicated in this Arahan Teknik and those in series 9/86 are to be followed at
all times.

This ATJ will be reviewed and updated from time to cater for the changes on policies
and current requirements. In this respect any comments and feedback regarding this

1.1 Introduction

In line with the Government’s policy on metrication, the kilometre post was
introduced in the mid 1970’s to replace the milestone. During the course of time
the original design encountered numerous shortfalls and inadequacies such as
the legibility of the letterings, spacing of the post and type of information
provided. As a result of the above deficiencies several states took initiative to put
up their own design, resulting in non-uniformity. In order to attain a standard
kilometre post throughout the country, a review was carried out by the Road
Branch (Design Unit). The revised design was presented at a Workshop On
Road Standards in May 1984 and was adopted to replace all existing posts.

In January 2016, a board named Jawatankuasa Kecil Kerja Menyemak &


Kemaskini Arahan Teknik (Jalan) 9/86 : Guidelines For The Installation Of
Kilometre Post was established to revise the design of kilometre post. The board
agreed to adopt and implement the innovative kilometre post design from JKR
Perak after considering cost and practicality factor. The problem statement is the
previous design is costly and not practical to install on the structure such as
bridge and culvert. The new design is more lighter, cheap and easy to install.

Board also agreed to improve Arahan Teknik with additional information of Road
Reserved Marker that had been used on site. The outstanding innovation of
Road Reserved Marker was carried out by JKR Kelantan and their design of
Road Reserved Marker was agreed to use.

PART TWO : KM POST

2.1 Objectives

The revised post was designed based on the following objectives :

i. A source of information to the public as regarding the distance to and from


cities, towns terminal points and important locations
ii. To designate the road for administrative purpose
iii. An inventory for the purpose of road maintenance
iv. A means locating addresses in particular those addresses located outside
the town limits. The post also serves to locate position of villages or
settlement away from the town.
v. An assurance to the road users that they are travelling in the right
direction

2.2 Location

The post shall be planted on the left side of the road if the motorist is
heading north and east. If the motorist is heading north-east or north-west, it shall
also be planted on the left. On divided roads the post shall be planted on the left
side of each carriageway. The posts on both sides of the carriageway shall be
directly opposite each other.

The post shall be planted at 2 metres from the edge of the carriageway or
at the outer edge of the road shoulder whichever is the lesser. In general the
distance indicated on the post shall refer to the distance to the General Post
Office (for large towns) and Post Office (for smaller towns) of the destination.

Section number placed on km post is to be reference for maintenance


work.

2.3 Design Requirements

The kilometre post shall consist of two types to be installed together at different
spacing on all Federal Roads. The two types shall be designated as Type A and
Type B.

2.3.1 Shape

The shape for type A and Type B and the details are as shown
below : -

2.3.2 Material

The material shall be AC Bond with Aluminium Composite Panel


with 4mm-0.5 skin thickness, fabricated with two sided Diamond
Grade (GD3) with Retro-Reflective Stickers and post is using 76mm
diameter with 3mm thickness for the round mild steel and painted
with white colour.

2.3.3 Interval

2.3.3.1 Type A

The post shall be installed at every 5 kilometre spacing or


at least one shall be planted if the distance between two
important locations is less than 5 km.

2.3.3.2 Type B

The post shall be placed at every 1 kilometre except the


fifth post which will be replaced by Type A.

2.3.3.3 Section Number

Distance between section to section to is not


not necessarily 1 kilometer. It can be less than 1
kilometer.

2.3.4 Information

2.3.4.1 Type A

The information written on the face shall be both the


destination name and the distance to the destination. The
destination shall be of two, one primary and the other
secondary. On roads where there is no secondary
destination ahead the post shall only show the name of
the primary destination and the distance to it. Primary
and secondary destinations are generally define & as
below:-

i. Primary destinations are: Federal Capital, State


capitals, ports of disembarkation and terminal points.

ii. Secondary destinations are: District capitals,
intersection points and other important towns.

iii. A list of the primary and secondary destinations for


Peninsular Malaysia is as shown in Appendix I &
Appendix II together with their abbreviated form.

iv. It is to be noted that some of the secondary


destinations listed in Appendix II are designated as
primary destinations for certain roads.

v. The arrangement of the letterings and numerals is as


shown by a typical example in Appendix III. The
information shall be written on both the longer outer
faces of the post.

2.3.4.2 Type B

The post shall indicate the primary destination and the


distance to the primary destination. The primary
destination is as defined under sub clause 2.1.4 (Type
A). A list of primary destinations for Post Type B and their
abbreviations is as shown in Appendix II.

A route-marker in the form of a standard JKR logo shall


be fixed to both the longer outer faces of the post to
indicate the number of the route. (For Type A only).

2.3.5 Colour

The colour of the post and foundation shall be in white. The


destination letterings and distance numerals shall be in silver
white on blue background. The numeral for the route marker shall
be in black on yellow background (For Type A only). The colour
shall comply to the following: (refer updated ATJ)

i. Blue - No 109 Middle Blue B.S. 381 C: 1964


ii. Yellow - No. 356 Golden Yellow B.S 381 C:1964
iii. White - To comply with clause 1.3.2 B.S. 873 Part 2 1973.
Reflection
iv. Black - To comply with Clause 1.3.3 B.S. 873 Part 2 1973.
Reflection factor not more than 0.02.
v. For the Chromaticity Colour Coordinates refer to Appendix III.

2.3.6 Retro-reflective sheeting

This shall be of Diamond Grade (DG3) with Retro-Reflective


Stickers. The sheeting shall consist of spherical lens elements
embedded within a transparent plastic having a smooth flat outer
surface.

The photometric performance of the reflective sheeting shall satisfy


the following conditions:

i. The average luminance shall be between 43 and 108 cd/m2;


ii. The maximum luminance shall not exceed 323 cd/m2;
iii. There shall be a minimum luminance variation. The distribution
of illumination shall be reasonably uniform and the retro-
reflective sign shall not present a patchy appearance.

The retro-reflective sheeting shall be adhered securely onto the


aluminium blank by means of a vacuum applicator. The adhesive
bond shall not be less than 3.5N/mm2 when tested in single shear.
The transparent colours are to be applied to the reflective sheeting
by the conventional silk screen process.

2.3.7 Letterings and Numerals

The details Letterings and Numerals are as shown in Figure 2.1 &
Figure 2.2. Both the numerals and letterings shall be of series 2
standard.

2.3.8 Reference Number

A reference number for the purpose of road maintenance will be


given for each post (both Type A and B) by Cawangan Senggara Fasiliti
Jalan, Ibu Pejabat JKR Malaysia. According to Arahan KPKR Bil. 18/2015,
the ID for KM Post is obtained from Garis Panduan Pengumpulan Data
Aset Tak Alih (PeDATA) Jalan and Sistem Kod Aset Tak Alih (SKATA).
The ID is auto generated from Sistem Pengurusan Aset Tak Alih Kerajaan
(MySPATA) Jalan. But, these guideline is applicable to Federal Road only.
Meanwhile for State Road, the ID shall refer to local government.

2.3.9 Application For Km Post Installation
KM Post installation must follow the process as shown in Appendix
IV & Appendix V.

PART THREE : ROAD RESERVED MARKER

3.1 Objectives

Installation of Road Reserved Marker shall be practicing to achieve these


following objectives;
i. To indicate legal right along specific road
ii. To avoid public trespassing
iii. To identify Road Reserved
iv. For the purpose of road maintenance
v. To determine utility path/line along the road
vi. Speed up the land acquisition for upgrading road project

3.2 Location

The post shall be planted on the right of way (ROW) boundary.

3.3 Design Requirements

The RJ post shall be installed and designated as below:

3.3.2 Material

The material shall be concrete of mix 1:2:4 - 20mm. The concrete


shall have a minimum crushing cube strength of 20 N/mm2 at 28
days and shall comply with the recommendations in CP 110
(1972) The details of reinforcements are as shown in Figure 3.1.

3.3.3 Interval

The post shall be installed at every 300 metre spacing or at least


one shall be planted depends on the lot boundry.

3.3.4 Information

The information written on the face shall be (detail as per Appendix VI):

i. Triangle symbol/ shape; in red colour, 8mm depth.

ii. JKR symbol; background shall be in yellow colour and wording in


black colour (font arial narrow sized 120 mm), 8 mm depth for
background and 6 mm for wording.

iii. RJ letter in black colour (font arial narrow sized 80 mm), and 6 mm
depth.

3.3.5 Colour

The colour of the post shall be in white (weather shield).

3.4 Warning sign

3.4.1 Shape

The shape shall be a rectangular complete with foundation

3.4.2 Material

AC Bond aluminium composite panel must be 4mm width and 5mm HIP
layer. The wording must be Diamond Grade (DG3) sticker.

The signage post must be 76mm diameter G.I pipe with 1500mm height.

3.4.3 Interval

The post shall be installed based on requirement on site.

3.4.4 Information

The information written on the face shall be (detail as per Appendix VIII):

i. JKR symbol; background shall be in yellow colour and wording in


black colour (font arial narrow sized 120 mm).

ii. Heading ‘ Arial Narrow’ 200mm height.

iii. Wording ‘ Arial Narrow’ 100 mm height.

3.4.5 Colour

i. JKR symbol; background shall be in yellow colour and wording in


black colour (font arial narrow sized 120 mm).

ii. Background panel red colour

iii. Font white colour
