1. INTRODUCTION
A. PROJECT BACKGROUND
Increasing number of law enforcement agencies are adopting the use of Body-
Worn Cameras which represents one new form of technology that significantly
contributes in the field of policing. The PNP will use Body-Worn Cameras in various
ways: to improve evidence collection, to strengthen officer performance and
accountability, to enhance agency transparency, to document encounters between
police and the public, and to investigate and resolve complaints and officer involved
incidents. Body-Worn Cameras not only create concerns about the public's privacy
rights but also can affect how officers relate to people in the community, the
community's perception of the police, and expectations about how police agencies
should share information with the public.
B. PROJECT OVERVIEW
The CDC shall be established as backbone of the entire system; while the
NMMC shall be setup for nationwide monitoring and management of BWCs. All
Monitoring centers shall be connected to the CDC through a virtual private network
(VPN)
There shall be a backup site (colocation) within Metro Manila for video
recordings and system backup, which will ensure a minimal or almost zero downtime
of operation.
The video recordings of BWCs will be transmitted to CDC through docking
system via VPN.

While the video recordings of BWCs with sim cards can be transmitted to CDC
through wireless network connection such as 3G,4G,LTE or better or through docking
system via VPN.
The retention of BWC video recordings shall be stored at CDC for at least 60
days.
A Video Management Software(VMS) platform shall be scalable, flexible and
can work around the organization which must offer secure and comprehensive
management of videos and images taken from the body worn cameras.
The PNP Body-Worn Camera System project aims to provide PNP personnel
performing special, tactical and public safety operations with a body wom camera for
an accurate documentation of police and community contacts, arrests, critical
incidents, tactical response and other forms of police operations and other related law
enforcement activities.
The use of the BWC will help collect evidence while improving transparency
and accountability and strengthening public trust. Further, the BWC may provide
impartial evidence and documentation to settle disputes and allegations of officer
misconduct.

3. INSTALLATION
The winning bidder/supplier shall provide the necessary installation, setup and
configuration services of all deliverables, to include but not limited to hardware,
software, network, electrical and other components.
The CDC shall be established at the PNP ITMS Server Farm, ITMS Building,
Camp Bgen Rafael T Crame, Quezon City as the backbone of the entire system with
a space of at least 15 square meters wherein two (2) floor-mounted SIR air-
conditioned unit shall be installed.
The winning bidder/supplier shall identify the backup site (colocation) within
Metro Manila wherein back-up units and systems shall be established and installed.
The backup site (colocation) must have a minimum standard configuration for security,
cooling and power systems.
The location of the Body Worn Camera System components shall be at the
ITMS.
While the location of the NMMC shall be at the National Operations Center,
Directorate for Operations, Philippine National Police National Headquarters, Camp
BGen Rafael T Crame, Quezon City.
Further, the locations of the 17 Regional Monitoring Centers and its Video
Displays shall be at the Regional IT Project Office or Regional Tactical Operations
Center of the following Police Regional Offices(PROs):

4. INTER-CONNECTIVITY
A total of Six Hundred Eighty-Four (684) SIM cards for 24 months with 30GB
data capacity per month volume allowance (four (4) sim cards per police station) of
3G/4G/LTE or better from mobile telecommunication for BWCs. This will facilitate the
uploading of critical video footages and online monitoring of BWCs.

All trainings costs such as training venue, billeting, travel expenses, and
training materials shall be shouldered by the winning bidder/supplier.
8. WARRANTIES/GUARANTEES
d. Onsite Support - for Metro Manila: within 2 hours from receipt of notice,
spare parts ready if necessary; for Regional Offices: within 24 hours from
receipt of notice, spare parts ready if necessary.
f. Provision of service unit/s if repair will exceed 1 day within the warranty
period;
g. Certification from the winning bidder/supplier that they shall provide a testing
facility for functionality demonstration or staging purposes; and
h. The winning bidder/supplier must have local qualified and trained technical
personnel in the Philippines supported by a Certification from the OEM.

Workflow as follows:
a. There will be one (1) Central Data Center(CDC)to be established at the PNP
ITMS Server Farm; One(1) National Management and Monitoring Center at the
PNP National Operation Center; 17 Regional Monitoring Centers at the 17
PRCs; and 81 Provincial Monitoring Centers at the PPOs.
b. There shall be a backup site (colocation) outside Camp Crame for back-up
storage of systems and units.
c. The BWC data will be transmitted through the docking system via VPN; while
4 out of 8 BWC data can be sent through the wireless network (3G/4G/LTE).
d. Data will be sent directly to the CDC which shall be managed and monitored at
the NMMC. Schedule of data transmission will be observed.
e. All Regional and Provincial Monitoring Centers has its own video displays and
can monitor their respective AORs.
f. Each CPO/CCPS/NCRPO(Districts/CPS/MPS/PS)has its own video display for
monitoring and network-attached storage for backup.

OTHER REQUIREMENTS:
The project's duration shall be one hundred forty (140) days. Extending the
project will subject the proponent to penalties and surcharges (as stipulated in
RA9184) unless the fault is attributable to the PNP. The proponent is expected to
follow the scheduled delivery strictly.
V. APPROVED BUDGET
All declared eligible bidders(e.g. SCB/LCB, 2"*^ LCB, 3'^^ LCB,etc.) are required
to submit 20 sample units of body worn cameras within five (5)days (non-extendibie)

During the Post-Qualification of Items (dates will be determined by the TWG-
TEE on IT), the declared single/lowest calculated bidder shall bring with them all the
equipment and components, including the provision of internet connectivity, needed
for the simulation activity and all other logistical support for the conduct of functional
testing.

4. A partial test result shall be submitted by the Testing Team to the CIA for
its evaluation and subsequent approval or disapproval. Once the items
and equipment are accepted at this stage, the CIA shall direct the Testing
Team to proceed with the Second Stage of inspection.

6. A final test result on the System shall be submitted by the Testing Team
to the CIA for its evaluation and subsequent approval or disapproval.
Once the system is accepted at this stage, the CIA shall issue the Final
Inspection and Acceptance.
