1. DISCLAIMERS
a. Qualified and eligible candidates are required to register ONLINE on the Tamil Nadu
Medical Selection Committee website https://tnmedicalselection.org to participate in the
counselling process for allotment of seat. Tamil Nadu Medical Selection Committee
does not allot any seat manually. (For all General Category Seats)
b. Candidates are deemed to have read, agreed and accepted this prospectus and the
terms and conditions of the counselling mentioned in this prospectus for Tamil Nadu
State
2025-2026 UG (MBBS & BDS) Counselling on completing the online submission of
application form.
c. Application for Tamil Nadu State 2025-2026 UG (MBBS & BDS) Counselling can only be
submitted online through Tamil Nadu Medical Selection Committee website
https://tnmedicalselection.org. Application submitted through any other mode shall not
be entertained.
d. Candidates are further advised to fill the application form on their own on the
Tamil Nadu Medical Selection Committee website and not through any agent or third
party. If they have any difficulty in filling up the online application forms they can
approach the facilitation centres at any one of the nearest Tamil Nadu Government
Medical Colleges / Tamil Nadu Government Dental College and the T.F.C. (Tamil Nadu
Facilitation Centre) in each District (where there are no Medical Colleges yet) and utilise
the facilities to access and apply online.
Working hours and time: 10:00 A.M. of xx-xx-2025 to 5:00 P.M. of xx-xx-2025
e. A candidate can submit Tamil Nadu State 2025-2026 UG (MBBS & BDS) Government
quota application form only once. Candidates may apply for Management quota (If
willing) separately.
f. All payments including the Security Deposit & Tuition fee will be forfeited if a candidate
who has been allotted a seat in the Round 3 or subsequent Rounds and does not join
the respective institution. Also, the Security Deposit and tuition fee will be forfeited if the
admission gets cancelled due to any reason. E.g. in case, the candidate gives wrong
information at the time of registration and on the basis of which a seat may be allotted
and later cancelled by the Admission Authorities or at the time of reporting the candidate
fails to produce the required documents (within stipulated time).
g. Candidates may kindly note that registering for Tamil Nadu State 2025-2026 UG
(MBBS & BDS) Counselling does not confer any automatic rights to secure an Under

Graduate seat. The selection and admission to Under Graduate seats in any medical
Institution recognized for running Under Graduate courses are as per the Indian Medical
Council Act, 1956 and is subject to fulfilling the merit, admission criteria, eligibility and
such criteria as may be prescribed by the respective universities, medical institutions,
National Medical Commission / Dental Council of India and State/Central Government.
h. Candidate should ensure that all information filled during the online submission of
application form are correct and factual. Information provided by the candidates in the
online application / registration form shall be treated as correct and self-certified and
Tamil Nadu Medical Selection Committee shall not entertain, under any circumstances,
any request for change in the information provided by the candidates.
i. The candidate will be responsible for all the documents submitted by him / her. Any
candidate who is found to have produced/submitted any document / certificate which is
false / forged / fake at any stage of counselling or admission process or later, will have
his/her candidature cancelled and any seat even if allotted / joined will be immediately
terminated and necessary legal actions will be initiated against the individual and / or
parents. Also, the candidate will not be allowed in the counselling for Tamil Nadu UG
medical admissions for the current year (in any category) and also will be debarred from
participating in Tamil Nadu UG medical counselling for the subsequent three years.
Also, all the fees paid by him / her will be forfeited including Security Deposit and Tuition
Fees and such.
j. The information regarding Fee structure/ Course Content / bond / rendering of service in
rural / tribal area / other conditions, etc. has been provided by Medical / Dental Colleges.
Tamil Nadu Medical Selection Committee takes no responsibility regarding the above
information including Fees / Bond / Mode of Payment or any typographical error / data
etc. Candidates are advised to visit College website or contact the College Authorities
directly for any query regarding above information before filling choices. Choices once
locked cannot be modified and any request to Selection Committee regarding change of
choices will not be entertained.
k. Candidates are advised to confirm their eligibility status before registering on the
Selection Committee website for Institutional / Minority Quota seats of Minority
Institutions / IRT ward / CMC, Vellore before opting for their seats.
l. It is informed that the fees for UG for Government Quota in Self- Financing Colleges
should be in accordance with fees prescribed by the Fee Fixation Committee as
mentioned in clause 22. For any grievance regarding high exorbitant fees, candidates
are requested to send their grievance through mail to the following
E-Mail id [email protected] for reporting to the authorities concerned. But the

Tamil Nadu Medical Selection Committee will not be responsible for any
non-compliance by the concerned colleges.
m. Candidates are advised to be in touch with the Tamil Nadu Medical Selection Committee
website (https://tnmedicalselection.org) for Schedule / latest updates / Results / Notices /
News & Events pertaining to counselling as Tamil Nadu Medical Selection Committee
will not be individually contacting the candidates for the same.
o. Candidates are advised to use the same Mobile number used by them during
application process for all subsequent events of counselling since OTPs will only be sent
to that mobile number.
p. Court cases with regard to counselling must be within the jurisdiction of Hon’ble Madras
High Court.
q. All admissions and resignations (if permitted) should be made through online mode only.
Offline resignation of seats is NOT permitted.
r. Candidates must download the allotment letter from the Tamil Nadu Medical Selection
Committee website only.
s. The security deposit amount will be refunded to the account (If eligible) as specified by
the candidate in the online application form.
t. The security deposit and any other eligible refund will be refunded to the candidates
within 3 months of completion of the entire counselling process (if eligible).
u. All candidates must ensure that they have provided the correct email address and
mobile number. When candidates register, they have to enter the OTP received on
their registered moblile number and the mobile number and email address are essential
in every stage of the counselling and admission process.
2. GLOSSARY OF TERMS :
1. State Quota : Refers to seats alloted by the Tamil Nadu Medical Selection Committee
(85% of permitted / recognised seats in Government Medical / Dental Colleges and
100% Private college seats other than deemed universities). This includes GQ, MQ,
NRI and NRI Lapsed seats referred below.
2. All India Quota (AIQ) : Refers to seats allotted by DGHS / MCC to students from all
over India. (15% of Seats from State Government colleges).

3. Selection Committee : Refers to Tamil Nadu Medical Selection Committee which is
the selection authority for Tamil Nadu Medical / Dental / Paramedical admissions.
Selection Committee works under the Directorate of Medical Education and Research,
Health & Family Welfare Department, Government of Tamil Nadu.
4. Application : Refers to online portal application form for admission to Medical / Dental
Undergraduate courses conducted by the Selection Committee for Tamil Nadu State
Quota.
5. Application Fees : Fees paid for applying to Tamil Nadu Medical / Dental UG (MBBS &
BDS) courses. This fee of Rs.500/- is non-refundable and SC / SCA / ST candidates
are exempted from payment of Application Fee.
7. Registration Fees : Fees paid for registering in the counselling process. This fee of
Rs.500/- is non-refundable.
8. General Category : Refers to seats allotted to candidates who do not belong to any
special categories (i.e. Persons with Benchmark Disabilities, Eminent Sports Persons,
Children of Ex-service Men or Special Preferential 7.5% Reservation to Government
School Students)
9. Special category : Refers to seats allotted to candidates who belong to any one of the
special categories (i.e Persons with Benchmark Disabilities, Eminent Sports Persons,
Children of Ex-service Men or Special Preferential 7.5% Reservation to Government
School Students)
10. Government Quota (GQ) : Refers to seats alloted by the Tamil Nadu Medical
Selection Committee under Government Quota. This includes seats in all Government
Medical / Dental Colleges and a proportion of seats in Self-Financing Medical / Dental
Colleges & (50% or more) under Government Quota.
12. NRI Quota : Refers to proportion of seats in Self Financing Medical / Dental Colleges &
which are reserved for NRI candidates (15% of SF college seats).

13. PwD Quota : Refers to seats reserved for Persons with Disability (5% of seats in all
instituitions). Candidates should have submitted PwD certificate obtained from the
Regional Medical Board, RGGGH, Chennai-03.
14. Ex-Servicemen Quota : Refers to the seats Reserved for the Children of
Ex-Servicemen in Government Medical / Dental Colleges (M.B.B.S. – 10 & B.D.S. – 1)
as explained in Clause 14.2.
15. Sports Quota : Refers to Seats Reserved for Eminent Sports Person in Government
Medical / Dental Colleges (M.B.B.S – 7 and B.D.S.- 1) as explained in Clause 14.3.
17. Merit / Rank List : Refers to the State Merit List published by the Selection Committee
based on the NEET score among the applied candidates.
18. Security Deposit: Fees paid at the time of registration for counselling especially if
candidate wishes to opt for GQ seats in Self-Financing colleges / MQ / NRI Quota of
Self-Financing Colleges. This has been made necessary to avoid seat blocking.
Security Deposit will be refunded, if the candidate is not allotted seats in any of the
Rounds or if the candidate joins the allotted seat. Security Deposit will be forfeited if the
candidate does not join the allotted course in Round 3 or later Rounds or if candidate
discontinues the joined course after the stipulated date in Round 2 or any time later.
19. Allotment : Refers to a candidate being allotted a seat based on his choice preferred
and on the basis of Merit & Rule of Reservation. Allotment does not confer the rights on
the seat unless the candidate pays the prescribed Tuition Fees and downloads the
Allotment order within the stipulated time and joins the instituion within the specified
period.
20. Allotment Order : Refers to the Provisional Allotment Orders issued by the Selection
Committee which the candidate downloads from the website after payment of
necessary fees. This order is mandatory for joining the allotted institute.
21. Tuition Fee: Tuition fee is fixed by Government of Tamil Nadu / Fee Fixation
Committee. This has to be paid via online (For MBBS) before downloading the
allotment order. Tuition fee does not include other fees (Hostel fee, library fee, mess
fee, etc.)

22. Joining : Refers to the candidate who, after downloading the Allotment order reports to
the instituition with the original documents and joins the institute (Round 1 & 2). In
Round 3 & Stray Round, payment of fees and downloading the allotment order itself is
considered as joining. (Considering the time-constraints)
23. Resignation : Refers to the candidate after joining the course , resigning the course for
candidate`s own reasons. This has to be done online only via Selection Committee
website and they have to download the resignation form and submit it to the College for
them to get back their original certificates.
Note : Only in Round 1 & Round 2 (Before the stipulated date), resignation constitutes
Free exit. Resignation in subsequent Rounds is considered as Discontinuation of
course. This will result in Forfeiture of Security Deposit and Tuition Fee and payment of
Discontinuation Fee.
24. Free Exit : Refers to candidate who is having free choice in quitting / not joining their
allotted course in Round 1 & Round 2 before the stipulated date without any adverse
condition upon them. This contrasts with provisions like Forfeiture of Fees & Security
Deposit or Discontinuation fee or debarment from participation in counselling which a
candidate has to face (as the case may be), if candidates quits or not join the course
after the stipulated date in Round 2 or anytime after allottment in subsequent Rounds.
25. Forfeiture : If the candidate does not join the allotted course in Round 3 or later
Rounds, candidates shall forfeit their Security Deposit and Tuition Fees paid (if any).
26. Discontinuation Fee : If the candidate discontinues the course after the stipulated date
in Round 2 or resigns after joining, any time later, in subsequent Rounds
he / she is considered as Discontinued and is liable to pay Discontinuation Fee as
mentioned in clause 23. Unless the candidate pays the discontinuation fees, the
candidate will not be permitted to discontinue and the document / certificates submitted
in the college will not be returned. It will be held as a lien by the State Government for
the payment of discontinuation fees.
27. Not Joined: Refers to the candidate who after being allotted has not joined the
institution. In Round 1 & Round 2 Not-Joined status offers free exit. But after
Round 2 Not-Joined status results in Forfeiture of Security Deposit and tuition fees paid
(If any).
In Stray Round or subsequent Rounds (if any), if the candidate downloads allotment
order, the candidate will be considered as joined. If after being allotted, the candidate

does not download allotment order,the candidate will not be eligible to participate in
further Rounds of counselling and the next academic year counselling in addition to
forfeiture of Security Deposit & Tuition Fees (if any).
28. Virtual Vacancy: Refers to the vacancies which may arise due to reallotment /
upgradation of seats in the Round 2 & Round 3. Candidates can fill their choices for
such seats but they will become real vacancies and be available for allotment only if the
candidate who holds such seat and has applied for reallotment / upgradation gets
reallotment and vacates such seat.

3. IMPORTANT INFORMATION:
1) For periodic updates, the candidates are instructed to remain in touch with the official
website, www.tnmedicalselection.org frequently from the date of application till the end of
admission process.
2) Selection Committee will not be responsible for the consequences, resulting due to non-
diligent non-follow-up of notices, notifications and publications appearing on the website
regarding counselling and admission to MBBS & BDS Degree Courses for 2025-2026
academic year.
3) Rank List will be available in the official website and results WILL NOT BE
COMMUNICATED individually. The applicants are thus encouraged to view the website for
all updates.
5) Candidates are advised to download the prospectus and read it carefully along with parents
/ guardian before filling the online application form and ensure that no mandatory column is
left blank. In the event of rejection of the application form, any correspondence and request
for re-consideration will NOT be entertained.
6) Candidates are advised to read the Information Bulletin for NEET-UG 2025 issued by the
National Testing Agency (NTA) and carefully go through the instructions regarding NEET
UG - 2025 and visit the website https://exams.nta.ac.in/NEET/ regarding detailed qualifying
criteria.
7) If a candidate is unable to access the online application, then they can appear in person
with parent / guardian, for verification of their original certificate at any one of the nearest
Government Medical Colleges / Tamil Nadu Government Dental College and the T.F.C.
(Tamil Nadu Facilitation Centre) and utilize the facilities to access and apply online.

9) The online submission of application form for admission to MBBS / BDS Degree Courses
2025-2026 session in Tamil Nadu Government Medical / Dental Colleges, Government
seats in Self- Financing Medical / Dental Colleges and ESIC Medical College, K.K. Nagar,
Chennai affiliated to the Tamil Nadu Dr. M.G.R. Medical University can be accessed from
the following official website:

10) The admissions in the State of Tamil Nadu are as per the provisions of relevant Acts and
Rules framed by the Government of Tamil Nadu and in compliance to Section 14 of the
National Medical Commission Act, 2019 and as per the orders of the Hon’ble Supreme
Court of India and the eligibility for admission to MBBS & BDS Degree Courses within the
respective categories shall be based solely on marks obtained in the National Eligibility-
Cum-Entrance Test (NEET UG – 2025).
Candidates who participate in MBBS & BDS counselling must qualify in NEET Examination
(for the current academic year 2025-2026).
11) As per Clause 6.1.6(a)(ii) of the NEET Information Bulletin 2025 issued by the National
Testing Agency, the reservation of the seats in Medical / Dental Colleges for respective
categories shall be applicable as per laws prevailing in the State / Union Territory
concerned.
12) From the total number of MBBS / BDS seats available in the Government Medical / Dental
Colleges, 15% of the seats are surrendered to All India Quota and the remaining 85% of
seats are allotted to State Quota for the academic year 2025-2026, whereas in
Government Erode Medical College and Hospital, Perundurai, Erode District, the
Government has sanctioned an annual intake of 100 students of which 30 seats are
earmarked for the wards of employees of the State Transport Corporation and Institute of
Road Transport Corporation members who are contributing to the Corpus Fund and 15% of
total seats (15 seats) surrendered to All India Quota and the remaining 55 seats are allotted
to State Quota (General Pool).
13) Seat sharing with Self-Financing Minority and Non – Minority Medical / Dental Colleges will
be as per State Policy and National Medical Commission / Dental Council of India
regulations and applicable court orders.
14) Christian Medical College seats will be filled as per the Judgement issued by the Supreme
Court of India in paragraph 9 of I.A.No.110584/2022 in W.P.(C). No.8/2022 as follows:-
30% seats of Christian Medical College, Vellore will be filled by the State Government
following its policy of reservation strictly in accordance with the Government Quota
Merit List.
For 20% of seats of Christian Medical College, Vellore will be filled from the
candidates who are native of Tamil Nadu and belonging to Christian Minority in
accordance with the Christian Minority Merit List and candidates who are eligible to
claim Christian seats which is a notified minority community as per Section 2 (c) of
National Commission for Minorities Act, 1992 should produce a certificate issued by

the competent revenue authority of the candidate’s native jurisdiction.(Annexure–
XV1)
The remaining 50% of seats are earmarked for admission under CMC Quota for which
admissions will be made by the Selection Committee based on the criteria given by
the management of CMC. Details are given in the MQ Prospectus.
15) Special Category (Children of Ex-Servicemen, Eminent Sports Person and Persons with
Benchmark Disabilities) and admission on preferential basis (7.5 percentage) to
students of Government schools as per the Tamil Nadu Admission to Undergraduate
Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy Act, 2020 (Tamil
Nadu Act No.34 of 2020) will be done ahead of General Category. The mode / venue for
Special Category counselling will be intimated later. Special Category candidates
belonging to Eminent Sports Person and Children of Ex-Servicemen are instructed to
pay an additional amount of Rs.100/- via Bank payment portal.
16) At the time of registration, the candidate must pay Security Deposit as follows:
17) Security Deposit will be refunded to the candidates after joining the allotted colleges at
the end of all phases of counselling and to the candidates who have not got any seats
during any phase of counselling. (Within 3 months of completion of the entire
counselling process).
Security Deposit will not be refunded for the candidates who have not joined the course
in Round 3 or later Rounds or who discontinue the course beyond the stipulated date in
Round 2 or in later Rounds and they will also have to forfeit the Registration fee and
Tuition fee.
18) Each Round of counselling is a separate Round and the rules of each Round are different.
Once any Round commences, the rules of that Round will apply to all the candidates even if
they are allotted / admitted in the previous Round(s) of counselling. The rules of Round 1
will only apply to rules of Round 1. Once Round 2 commences, the rules of Round 2 shall

apply and the rules of Round 1 will not apply. Similarly, the rules of Round 3 will apply in
Round 3 and the rules of Stray Vacancy Round will apply on Stray Vacancy Round.
19) Instructions in the Prospectus are subject to changes based on decisions taken by the
Government of Tamil Nadu and as per the instructions of the Hon’ble Courts and DGHS /
MCC and will be amended from time to time and such amendments will be treated as part
of this Government Order. Candidates are therefore advised to regularly check the official
website till the end of counselling for any updates.
4. GENERAL INSTRUCTIONS: -
(a) Candidates seeking admission to MBBS / BDS Degree Courses in Tamil Nadu Government
Medical / Dental Colleges, Government seats in Self-Financing Medical / Dental Colleges and
ESIC Medical College, K.K. Nagar, Chennai affiliated to the Tamil Nadu Dr. M.G.R. Medical
University can access the application form from the following official website:-

(b) Candidates should submit their filled in online application form after uploading the details in
the required fields. The cost of application form is Rs.500/- (Rupees Five Hundred Only)
(non-refundable) and should be paid through online Bank payment portal in the website. The
candidates applying under Special category for Eminent Sports Person and Children of
Ex-Sevicemen should pay an additional fee of Rs.100/- (non-refundable) for each special
category via Bank payment portal.
(c) All Scheduled Caste / Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of
Tamil Nadu native are EXEMPTED from payment of the cost of the application.
(d) The last date for submission of online application form will be upto 5:00 P.M. on
xx-xx-2025. Thereafter there is no provision for the candidates to submit their online
application form.
(e) Candidates should fill up all mandatory columns, upload all required documents and submit
the duly filled in online application. The candidates may download their filled in online
application form and secure a copy of the same for their future reference.
(f) Candidates should submit the filled in online application after filling up of all fields with all
relevant documents submitted / uploaded along with application. Subsequent submission of
supporting document(s), is not accepted either on courier / post / or in person.
(g) Admission under State quota seats will also include admission on preferential basis
(7.5 percentage) as per the Tamil Nadu Admission to Undergraduate Courses in Medicine,
Dentistry, Indian Medicine and Homoeopathy on preferential basis to students of Government
Schools Act, 2020 (Tamil Nadu Act No.34 of 2020).

(h) Candidates who seek admission under preferential admission of 7.5% of seats under
Government School Quota in MBBS & BDS courses should obtain and upload a bonafide
certificate from the school last studied from the Headmaster / Headmistress and counter
signed by the Chief Educational Officer in the prescribed format for their studying 6th standard
to
12th standard. The prescribed format is annexed as Annexure II in this prospectus.
(i) In case, candidates coming under the clause (h) above, have studied in more than one
Government school, they should produce the bonafide certificate from the current / last
studied school covering the details of the schools studied earlier also / or from each such
school.
(j) The bonafide certificate furnished by the students will be scrutinised by the Selection
Committee. If any discrepancies are found during counselling or at any later stage on the
bonafide certificate, the admission of the candidate will be cancelled without any intimation.
The decision of the Selection Committee in such matters shall be final and binding.
(k) Candidates cannot opt for additional categories (NRI / Religious / Linguistic Minority /
Community / Special Categories) after application. Once selected a category, he / she cannot
change it midway through the counselling.
(l) If seats are vacant in any category after the exhaustion of merit list in Round-2 or later (from
that specific category), those seats will be converted to general category subsequently.
The candidates applying under Special categories viz., Persons with Benchmark
Disabilities, Children of Ex-servicemen and Eminent Sports Person are instructed to submit
their application in online only.
Eminent Sports persons will be called in-person with their original sports certificates for
certificate verification (Date and Time will be intimated later) to the below- mentioned address:-

(a) Candidates seeking admission under Special Category – Persons with Benchmark
Disabilities should upload a separate Special Category Form which is in Annexure V and
also upload the relevant certificates and Medical Certificate issued by the Regional
Medical Board – Rajiv Gandhi Government General Hospital, Chennai along with their
application. If the photocopy of the Regional Medical Board Certificateis not uploaded,

then the application will be considered under General Category only, if candidate fulfils
the norms for the General Category.
(b) Candidates seeking admission for MBBS & BDS Degree Courses under Special Category
– Children of Ex-Servicemen should submit a separate Special Category which is in
Annexure VI along with the filled in online application form in the prescribed format
provided in the Prospectus and should enclose the relevant certificates for consideration
under the Special Category and an additional fee of Rs.100/- via Bank payment portal.
[The wards of the
Ex-Servicemen applying in this category will be allotted seats as per the G.O.(D). No.977,
H & FW Dept. dated 01.06.2018 and as amended in G.O. (D). No.882, H& FW Dept. dated
28.05.2019 and G.O.(D). No.33, H & FW (MCA-1) Dept., dated.10.01.2022. If the required
photocopies of the certificates under Special Category – Children of Ex-Servicemen are
not uploaded, then the application of such candidate shall be considered under General
Category only, if candidate fulfils the norms for the General Category.
(c) Candidates seeking admission under Sports Quota shall submit the separate Special
Category Form which is in Annexure VII (a) & (b) along with the filled in online application
form in the prescribed format and an additional fee of Rs.100/- via Bank payment portal.
They should submit the relevant certificates claiming the Sports Category along with two
sets of the photocopies of Educational Certificates and Sports Certificates first in online
and then in-person on the date specified in the website. If the required photocopies /
originals of the sports certificates are NOT submitted in person, then the application of
such candidates shall be considered under General Category only, if candidate fulfill the
norms for the General Category.
(d) Special Category rank differs completely from that of the General Category rank.
(e) Special Category candidates cannot claim the same rank in the General Category and vice
versa.
The candidate should have completed 17 years of age at the time of admission or
should complete 17 years on or before 31st December of this year 2025.
b) Overseas Citizen of India(OCI) / Person with Indian Origin (PIO), who are registered under
Section 7A of Citizenship Act,1955 (Central Act 57 of 1955) are eligible for admission in
MBBS & BDS Degree courses, subject to the production of proof of such registration.

However, OCI/PIO candidates will not be eligible for any kind of reservation and will be
treated only as open category. OCI will be entitled to the rights and privileges which had
been conferred on them earlier to the notification dated 04.03.2021. (As per the orders of
Hon’ble Supreme Court, dated 03.02.2023 in W.P. No.891 of 2021).
8. NATIVITY:
h. Candidates who are Native of Tamil Nadu, but have studied from VI Standard to
XII Standard outside Tamil Nadu either partly or completely in one or more States
should produce the Nativity Certificate and Community Certificate issued by
the competent authority. The Community Certificate of either one of the parent
obtained from the competent Revenue Authority of Government of Tamil Nadu
should be enclosed to claim Communal Reservation.

If the canidates do not submitted the above-mentioned certificates, then the
candidates application will be summarily rejected.
i. Such candidates applying in the category 5(h) of this prospectus should also give
an undertaking that they have not applied for any Educational Institution in any
other State, claiming the nativity of such State for admission. If it is found later
that the candidate has applied as a native of any other State other than
Tamil Nadu, then the admission will be cancelled at any stage. Further, even
during the course of study if it is subsequently found that any candidate has
produced a false nativity certificate or given a false undertaking, it will result in
expulsion of the candidate from the course and also initiation of criminal
proceedings against the candidate as well as his / her parents as per provision of
the law.
j. Candidates who are native of other States but studied their schooling from VI Std
to XII Std, continuously in Tamil Nadu, have to produce their School Bonafide
Certificate from School in which candidates studied VI to XII Std, to be considered
under the Open Category.
9. COMMUNITY CERTIFICATE:
(a) Candidates should produce Community Certificate obtained from the Revenue authorities
with competent jurisdiction as detailed below:
The candidature claimed after submission of application without Community Certificate will be

treated only as Open category.
(b) If a candidate of Tamil Nadu origin obtains community certificate from other State,
candidates will be considered under Open Category, only if candidates fulfil the norms
otherwise.
(c) If a candidate submits a false / fabricated Community Certificate, Nativity Certificate or any
other Certificate, if it is found at a later point during the course of the study, it will result in
expulsion of the candidate from the course and also legal proceedings / criminal action will be
initiated against the candidate and their parents as per provision of law.
The National Testing Agency will prepare an All India Merit List of successful candidates
of NEET (UG) – 2025 on the basis of the eligibility criteria provided by the National Medical
Commission and the Dental Council of India as given in erstwhile Graduate Medical Education
Regulations, 1997 issued under Indian Medical Council Act, 1956 and BDS Course
Regulations, 2007 issued under the Dentists Act, 1948.
Admission to MBBS & BDS Degree Courses for academic session (2025-2026) shall
be based solely on marks obtained in the National Eligibility-Cum-Entrance Test (NEET–UG
2025).
(a) In order to become eligible for admission to MBBS & BDS Courses for a particular academic
year, it shall be necessary for the candidate to obtain minimum of marks at 50th percentile in
National Eligibility-Cum-Entrance Test to MBBS & BDS Courses held for the said academic
year.
In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons
with Disabilities Act, 2016, the minimum marks shall be at 45th percentile for unreserved
category candidates and 40th percentile for SC / ST / OBC candidates.
(b) Provided when sufficient number of candidates in the respective categories fail to secure
minimum marks as prescribed in National Eligibility-Cum-Entrance Test held for any
academic year for admission to MBBS & BDS Courses, the Government of India in
consultation with National Medical Commission and Dental Council of India may at its
discretion lower the minimum marks required for admission to MBBS / BDS Courses for

candidates belonging to respective categories and marks so lowered by the Government of
India shall be applicable for the said academic year only.
(c) To be eligible for admission to the MBBS & BDS Courses, a candidate must have passed in
the subjects of Physics, Chemistry, Biology / Bio-technology and English individually and
must have obtained a minimum of 50% marks taken together in Physics, Chemistry, Botany
/ Zoology / Biology / Bio-technology at the Qualifying Examination as mentioned in Graduate
Medical Education Regulations,1997 as amended in 2018 and BDS Course Regulations,
2007 and in addition must have come in the merit list of National Eligibility-Cum-Entrance
Test for admission to MBBS / BDS Courses. In respect of the candidates belonging to the
SC, ST and OBC category, the marks obtained in Physics, Chemistry, Biology / Bio-
technology taken in qualifying examination and competitive examination (Physics,
Chemistry, and Biology) must be 40% marks instead of 50%. In respect of candidates with
Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016,
the minimum marks in qualifying examination in Physics, Chemistry and Biology / Bio-
Technology taken together must be 45% instead of 50% for Unreserved category
candidates and 40% for SC / ST / OBC candidates.
(d) Candidates who have passed 10+2 from Open School or as private candidates shall not be
eligible to appear for ‘National Eligibility-Cum-Entrance Test’. Furthermore, study of Biology /
Biotechnology as an Additional subject at 10+2 level also shall not be permissible.
“The proviso in italics has been subject matter of challenge before the Hon’ble High Court of
Delhi, Hon’ble High Court of Allahabad, Lucknow Bench and Hon’ble High Court of Madhya
Pradesh at Jabalpur. The provisions of the regulations disqualifying recognised Open School
Board candidates and the candidates who have studied Biology / Biotechnology as an
additional subject has been struck down.The Medical Council of India has preferred Special
Leave Petitions before the Hon’ble Supreme Court. Therefore, the candidatures of candidates
in the NEET (UG)-2024 who have passed the qualifying examinations i.e. 10+2 from National
Institute of Open Schooling or State Open Schools or as private candidates from recognised
State Boards; or with Biology / Biotechnology as additional subject shall be allowed but
subject to outcome of Special Leave Petitions / Appeals filed by the Medical Council of India”.
e) The candidate of other Boards / Universities / Countries (except State Board / CBSE Board /
ISCE Board) who wish to take up a MBBS & BDS seat in the State of Tamil Nadu should
submit the Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University,
Guindy, Chennai, at the time of online application.

11. NON-ELIGIBILITY CRITERIA:
(a) The candidates, who are native of other State, studied their schooling from VI to XII Std in
other States either wholly or in part are not eligible to apply for MBBS & BDS course under
Government Quota (For Management quota eligibility, kindly refer to the Management Quota
Prospectus).
(b) If the candidate of other Universities / Boards (except State Board / CBSE/ ICSE) do not
submit the Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University,
Guindy, Chennai, then their application will be summarily rejected.
(c) Candidate presently pursuing the MBBS course in Tamil Nadu or in other States of India or
other countries are NOT ELIGIBLE to apply for the MBBS Course once again.
(d) Candidate presently pursuing the BDS course in Tamil Nadu or in other States of India or
other countries are NOT ELIGIBLE to apply for the BDS Course again.
I. Candidates have to fill all the mandatory columns in the online application. All the
relevant documents should be uploaded in PDF format. Candidates are instructed to
submit the online application after filling up all the required fields.
II. Request for change in any particulars after submitting the online application form shall
not be entertained under any circumstances.
III. Candidates are instructed to upload the following certificates while filling the online
application form and submit:-

vi. Certificate for proof of study from VI to XII Std. for the candidates who have
studied completely in Tamil Nadu.

who have studied VI to XII Std. in Tamil Nadu Government Schools for 7.5%
Special Reservation as mentioned in Annexure-II.
xii. Income Certificate of parent for the candidates claiming fee exemption.
xiii. Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University,
Guindy, Chennai for the candidate of other Universities / Boards (except State
Board, CBSE Board & ISCE Board).
xiv. Court orders (if any).
After submitting the filled in online application, the candidates are advised to
download their filled in online application form for future reference.
IV. All the entries in the online application form should be filled by the candidate carefully.
The candidate should ensure that all information including the marks in the qualifying
examination furnished by the candidate in the application and the enclosures are true
and correct. The candidate is informed that after proper scrutiny of the application, if the
marks furnished by the candidate in the application are not correct or any other
information is found to be incorrect, then;
a. Candidates will forfeit the admission, no matter at what stage of the course, at
that time;
b. Candidates will be debarred from pursuing any other course for a period of
three years;
c. Legal proceedings / criminal action will be initiated against the candidate along
with their parents / guardian for furnishing false Mark Sheet / false Community

V. Even if the candidate is provisionally selected for the MBBS & BDS admission but found
to have failed in +1 examination, the provisional admission of the candidate
automatically stands cancelled.

a. Same passport size photograph which was uploaded in NEET UG-2025 examination
must be uploaded in the online application form. It should be submitted at the time of
admission at the allotted Medical / Dental College.

d. Candidates should put his / her left thumb impression on white paper with blue ink
and scan for uploading.

b. If adequate eligible candidates are not available under Special Category, then the

Government General Hospital, Chennai, are not eligible to apply under this category.

b. The candidates seeking admission to MBBS / BDS Course under Children of
Ex-Servicemen Category should apply online for Ex-serviceman certificate, in the
prescribed form available in the website

e. The candidates who submit their Ex-Servicemen Certificate after the last date of online
submission will not be considered for Ex-Servicemen Quota.
f. The Ex-Servicemen Quota priority list will be furnished by the Special Committee to the
Selection Committee, Directorate of Medical Education & Research, Kilpauk, Chennai.
The decision of the Special Committee will be final.
g. In the Ex-servicemen Quota priority list, if same priority is obtained by more than one
candidate, then rank list will be assigned based on NEET UG -2025 Rank.
b. The provisions contained in G.O.(D) No.38, Higher Education (J2) Department, dated.
26.02.2020, constituting Common Committee for the selection of candidates for
admission to professional courses (Engineering and Medicine) under Eminent Sports
Person Category for a period of 4 years from 2021-2022 to 2025-2026, will be followed.
c. The candidates are requested to arrange their Sports certificates as per the serial
number starting from June 2021 as given in the Annexure - VII (a) & (b) and submit
them along with the filled in online application form, within the stipulated time. All the
particulars are to be filled up as per the guidelines given in the Annexure - VII. The other
eligibility conditions for admission to MBBS & BDS course will be applicable as in the
case of General Category.
d. The Common Committee from Tamil Nadu Sports Development Authorities, at the office
of the Secretary, Selection Committee, will scrutinize and approve the eligibility norms,
list of sports events, marks for various categories of achievements, competent authority
to issue forms / certificates, etc., for TNEA 2025 / MBBS & BDS 2025 admissions under
Eminent Sports Persons Quota.
e. The Rank list for this category will be done by the Common Committee constituted for
this purpose. The mode of selection will be made as per the guidelines given in
Annexure – VII.
f. The Sports Quota rank list will be furnished by the Common Committee to the Selection
Committee, Directorate of Medical Education & Research, Kilpauk, and Chennai. The
decision of the Common Committee will be final.
g. If the Original certificates are not produced in person to the Common Committee at the
time of scrutiny for Sports Quota at the Selection Committee, Directorate of Medical
Education& Research, Kilpauk, Chennai, the candidates will not be considered under

the Sports Category. Subsequent production of original certificate or sending photo copy
of sports evidence by post / courier will not be accepted.
h. If same sports mark is obtained by two or more candidates, then sports rank will be
assigned based on NEET UG –2025 Rank.
4. Eligibility for Bench Mark Disabilities as per the Right of Persons with Disability
Act, 2016.
a. 5% of the total number of seats available in Government Medical / Dental Institutions will
be filled by candidates falling under Persons with Bench Mark disabilities as per MCI
Guidelines / Regulations in accordance with the Rights of Persons with Disabilities Act,
2016. If the seats reserved for the persons with disabilities in a particular category
remain unfilled on account of unavailability of candidates, then earmarked seats would
be included in the general category in the Round 1 of General Category counselling.

failing which, the candidates will not be considered for allotment of seats under Persons
with Bench Mark Disabilities.
f. The eligibility decided as per the Rights of Persons with Benchmark Disability Act and
decision from the Regional Medical Board constituted at Rajiv Gandhi Government
General Hospital, Chennai – 600 003 regarding disability assessment will be final.
g. All the candidates who are eligible under PwD category will be ranked based on their
score in NEET-UG 2024.
Separate rank lists for candidates under Special Category shall be prepared for MBBS /
BDS Degree Courses for the academic year 2025-2026 for:
ii. 7.5% Government School Category candidates seeking admission under the Tamil
Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and
Homoeopathy on preferential basis to students of Government Schools Act, 2020
(Tamil Nadu Act No.34 of 2020). Selection Committee will publish the provisional rank
list on the official website:

(i) The admission shall be made on the basis of National Eligibility-cum-Entrance Test
NEET-UG 2025 score for MBBS & BDS Degree Courses for the year
2025-2026 through Single Window system following the rule of reservation for the
State Quota seats in Government Medical / Dental Colleges, Government Quota
seats in Self Financing Private Medical / Dental Colleges and ESIC Medical
College, K.K.Nagar, Chennai affiliated to The Tamil Nadu Dr. M.G.R. Medical
University and Government quota seats in Self-Financing colleges.
(ii) Merely appearing and qualifying in NEET (UG) – 2025 does not confer any right to
the candidate for admission to MBBS / BDS Courses. The selection and admission

to MBBS / BDS course in any Medical Institution recognised for MBBS & BDS
Courses is subject to fulfilling the admission criteria, eligibility, rank in merit list,
medical fitness and such other criteria as may be prescribed by the Government of
India, Government of Tamil Nadu and The Tamil Nadu Dr. M.G.R. Medical
University.
(iii) Candidates eligibility for MBBS & BDS Courses is purely provisional and is subject
to fulfillment of eligibility criteria as prescribed by the Government of Tamil Nadu as
applicable.
(iv) The Government Orders issued and to be issued from time to time pertaining to any
of the matters contained in this prospectus should be read as part and parcel of this
Prospectus and such terms and conditions in the Government Order are deemed to
have been incorporated in this Prospectus.
17. ROUNDS OF ONLINE COUNSELLING:
There are four Rounds of counselling:
1. Round 1

(ii) For Government Dental Colleges – NIL
CATEGORY B and D:
(iii) For Government Quota seats in Self-Financing Medical / Dental College–
Rs.30,000/- “SC / SCA / ST / Converts to Christianity from Scheduled
Caste, candidates are exempted from Security deposit, if annual income
is less than 2.5 Lakhs.”
a) The counselling Schedule will be available in the official website.
b) Candidates are instructed to register and Choice lock the seats for each Round of
counselling within the stipulated date and time as mentioned in the counselling
Schedule.

c) Once the candidate locks his / her choices during the online counselling, it cannot
be changed later.
d) Admission to MBBS & BDS course shall be made by online counselling on the
basis of rank by applying the rules of reservation based on the preference of
Choices given by the candidate.
e) Candidates are advised not to share Login ID, Password and OTP with others.
f) Mutual transfer / Individual request for transfer of college will NOT be permitted
under any circumstances.
g) Provisionally selected candidates can download the provisional allotment order by
paying the tuition fee as mentioned in clause 22.
h) Joined candidates upto Round 3 of All India Quota or State Quota shall not be
eligible to participate in the further Rounds for All India Quota or State Quota from
this academic year (i.e) 2025-2026 as per information bulletin DGHS.
b) A candidate who has taken a seat and Not Joined / Resigned the course within
the stipulated time will be eligible to attend the subsequent Rounds of online
counselling for the academic year 2025-2026.
d) If a candidate fails to join the College within the stipulated time, in the Round 1 of
counselling candidates will be permitted to participate in the Round 2 of online
counselling.

e) Re-allotment is permitted during the Round 2 of counselling based on rank
following the Rule of Reservation.
f) The remaining unavailed seats of Persons with Benchmark Disability quota will
be added to the General Category in Round 1 of counselling.
a) Candidates who had registered for Round 1 and did not get any seat allotted are
not required to register again. Also, candidates who have not reported in
Round 1 need not register again. Candidate who have joined the seats and wish
to opt for upgradation need not register again.
b) Fresh registration is permitted in this Round for those candidates who have not
registered in Round 1 (with full payment of fees).
c) Candidate who wish to retain their seats (who don’t want a change in college)
need not participate in this Round.
d) If upgraded in Round 2, the candidate has to relinquish the seat from Round 1
and join Round 2 allotted seat.
e) Round 2 choice filling will follow the registration and candidates who wish for
upgradation, unallotted candidates and not joined candidates have to fill their
choices.
f) Candidates should be careful while choice filling and it is advisable to choose
preferred colleges only.
g) Candidate could edit their choice(s) but once the candidate locks their choice(s)
during the online counselling, it cannot be changed later.
h) If the candidate is reallotted in Round 2, then the MBBS / BDS seat allotted to
candidates during Round 1 of Counselling will be allotted to other candidates in
descending order, not in ascending order.
i) If the candidate has Not-Joined, candidate can discontinue the course before the
stipulated resignation date. These candidates will be eligible to attend the
subsequent Rounds of online counselling for the academic year 2025-2026.
j) If the candidate has joined but Discontinued the course after the stipulated date
of resignation he / she will be eligible to attend the Round 3 of online counselling
for the academic year 2025-2026, but they will have to forfeit the registration fee
and Security Deposit paid by him / her.
k) Candidates who are allotted seats in Round 2 but who don’t report or join the
allotted institute can participate in further Rounds (without forfeiture).
l) Candidates getting upgraded in Round 2 shall NOT have any claim on Round 1
seat.

Virtual vacancies: Any candidate who has been allotted a seat in Round 1 and has
opted for upgradation in Round 2, that allotted seat of Round 1 will be shown as
virtual vacancy in Round 2 and all candidates can fill their choice for the said seat
during the choice filling in Round 2. However, such seats will be allotted in Round 2,
only if the allotted candidate of Round 1 vacates/upgrades in Round 2 then that
virtual vacancy becomes a real vacancy.
a) Candidates who registered for Round 1 or Round 2 and did not get any seat allotted
are not required to register again.
b) Fresh registration for the round (Already applied Candidates who are in the Merit
List) is permitted for this Round those candidates who have not registered in Round
1 or Round 2 (with full payment of fees).
c) Joined candidates upto Round 3 of All India Quota or State Quota shall not be
eligible to participate in the further Rounds for All India Quota or State Quota from
this academic year (i.e) 2025-2026 as per information bulletin DGHS.
d) If upgraded in Round 1 to Round 2, the candidate must get relieved from Round 1 or
Round 2 seat and join Round 3 seat.
e) Once the candidate joins the Round 3 seat, candidates cannot upgrade or resign
from this seat.
f) If any candidate does not join the Round 3 allotted seat, candidate will have to forfeit
the Registration fee, Security Deposit & Tuition Fee paid by him / her. And they will
also be not eligible to participate in the subsequent Rounds of counselling.
b. The candidates should pay an additional Security Deposit amount Rs.5 Lakhs
(Rupees Five Lakhs only) for MBBS Course and 2 Lakhs (Rupees Two Lakhs only)
for BDS Course for participating in the Stray Round or subsequent Rounds (If any)
via online Bank payment portal, which is not refundable, in case the candidate after
allotment does not join the course. This arrangement is done to avoid precious UG

Medical / Dental seats remaining vacant at the end of multiple Rounds of
counselling.
c. Candidates who are not holding any seats in MBBS & BDS course will be eligible to
participate in this Counselling.
d. Candidates who have joined in All India and State Quota seats for MBBS / BDS will
not be eligible to participate in this Counselling.
f. Allotted candidates during Stray vacancy Round, if they fail to join or discontinue the
course, they will have to forfeit the Security Deposit and Tuition Fee in addition to
payment of Discontinuation Fee. They also will not be able to participate in
Tamil Nadu UG Medical Counselling for subsequent one academic year.
ii) If during the NEET 2025 or at any stage of allotment / admission process of Medical
/ Dental Admission in Tamil Nadu 2025-2026 or in the admission process of Medical /
Dental course in Tamil Nadu 2025-2026 at the allotted College, the candidate has
indulged in any case of impersonation i.e. not matching the photograph / signature /
documents of the candidate, etc., he / she shall be handed over to the Police by the
Dean / Principal / The Director of Medical Education & Research,as the case may be,
and the cases shall be dealt as per the Indian Penal Code for further investigation.
Such candidates will be debarred permanently from appearing for the Medical /
Dental Admission in Tamil Nadu in future in addition to the cancellation of his/her
candidature in the medical admission in Tamil Nadu.
iii) The Selection Committee will not be responsible for approvals obtained / annual
renewals and other applicable statutory approvals of various authorities including
National Medical Commission/ Dental Council of India, infrastructure and the rules
and regulations of the Self- Financing Private Medical / Dental Colleges. Hence,
candidates are advised to go through the respective college websites and National
Medical Commission / Dental Council of India websites and satisfy themselves before
giving their option for selection of such seats by the candidates. The Selection
Committee shall neither be responsible nor shall entertain any case on the above
grounds.

iv) MBBS / BDS Seats in Government / Self Financing Medical / Dental Colleges are
subject to routine renewal and approval of the National Medical Commission / Dental
Council of India. Therefore, allotment will be made to the Colleges for which National
Medical Commission / Dental Council of India / Government of India / Government of
Tamil Nadu / The Tamil Nadu Dr. M.G.R. Medical University permission is available
on the date of counselling. Allotment will also be made for the newly sanctioned
colleges, if any, within the cut-off date.
v) Seat matrix for Government Medical and Dental Colleges and Government Quota
seats in Self- Financing Medical / Dental Colleges will be released in the website
before counselling and any addition of Colleges / Seats will be displayed at the time
of counselling.
vi) Conditions laid down in this Prospectus are applicable for the candidates who
seek admission to Government Medical / Dental Colleges and ESIC Medical College,
K.K.Nagar, Chennai affiliated to the Tamil Nadu Dr. M.G.R Medical University,
Chennai and Government Quota in Self- Financing Colleges.
vii) Any existing / new college getting recognition from the National Medical
Commission/ Dental Council of India will be included at the time of counselling.

18. COUNSELLING PROCEDURE:
1. Admission on preferential basis (7.5 percentage) as per the Tamil Nadu
Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and
Homoeopathy on preferential basis to students of Government Schools Act, 2020
(Tamil Nadu Act No.34 of 2020).
(ii) 65 per cent of seats in M.B.B.S., B.D.S., BSMS, BASMS, BUMS and
BHMS courses in non-minority educational institutions and 50 per cent of
seats in minority educational institutions, or the seats as arrived at in
accordance with the consensus between such institutions and the
Government;

qualified in the National Eligibility-cum-Entrance Test, shall be deemed to
be ‘Students studied in Government schools’;
3. Notwithstanding anything contained in any law for the time being in force and subject to
section 5, seven and a half per cent of the Government seats shall be set apart on
preferential basis to students studied in Government schools.
4. Students studied in Government schools shall also be entitled to compete for the
Government seats, other than those set apart on preferential basis, along with the
students who studied in private schools.
5. Admission of students studied in Government schools on preferential basis under
section 3 shall be made by following the reservation as per the law in force.
6. Notwithstanding anything contained in section 3, where adequate number of students
studied in Government schools are not available for admission to the seats set apart on
preferential basis, such unfilled seats shall be filled up with the students who studied in
private schools.
(i) The selection will be made based on NEET – UG 2025 score and by Single Window
counselling following the rule of reservation by the Government of Tamil Nadu as
follows: -

Backward Class – 30%
Most Backward Class – 20%
Scheduled Caste – 18%

1. Within the 30% reservation for Backward Classes, 3.5% will be provided for
Muslims.
2. 16% of seats out of the 18% quota earmarked to Scheduled Caste shall be
allocated to the Arunthathiyar Community as per Tamil Nadu Act No.4 of 2009
dated 12.03.2009.
3. Reservation applicable at the time of counselling will be followed.

a) Any remaining unfilled seats for want of adequate number of eligible candidates

b) Any remaining reserved seats in ST Quota for want of adequate number of eligible

c) Any remaining unfilled seats in BCM Community for want of adequate number of eligible
candidates after exhausting the merit list shall be filled up on merit basis by candidates
belonging to BC community without exceeding the quota for BC community as a whole
(G.O.Ms.No.30, H & FW (MCA1) dept., Dated 18.01.2012)
d) Even after filling up of the required seats reserved for Arunthathiyars on preferential
basis, if more number of qualified Arunthathiyars are available, such excess number of
candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes
other than Arunthathiyars in the inter-se merit among them (As per G.O.Ms.No.65, P &
AR (K) Department, Dated: 27.07.2009).
7. Each UG medical seat (MBBS / BDS) is a precious resource. In order to avoid such
seats becoming vacant and to give opportunities for more students from Government
Schools under 7.5% Preferential category, students who have availed such reservation
are not allowed to exit UG Medical (MBBS / BDS) seats. If any candidate who has
availed 7.5% Preferential Reservation discontinues the course (MBBS / BDS) after the
stipulated time in Round 1 or any time subsequently after (During or after the
Counselling Process) they have to pay Discontinuation Fee as mentioned in the clause
23 and also have to pay the amount which the Government has incurred on their
educational expenses (Tuition Fees / Hostel Fees / Mess Charges / University Fees /
Other Fees).
19. COUNSELLING DETAILS:
a) Counselling Schedule will be made available on the official website.
b) Candidates should participate in the counselling session as per their rank and
schedule.
c) Candidates are instructed to visit the official website frequently for updates.

Examination and such other Fee compulsorily payable by the scholar to the Institution
or University / Board) and also exempted from all compulsory non-refundable fee
fixed by the “Fee Committee”. The fee, so exempted shall be claimed by the
respective Institutions under the Scholarship Programme of the Government of India
as per G.O. (Ms.) No.92, Adi Dravidar and Tribal Welfare Department, dated
11.09.2012.
iii) After receipt of the joining report from the Deans of the respective colleges, the
Tuition Fee amount will be transferred to the concerned colleges. This fee is
refundable only in Round 1 if the candidate Not Joins / resigns before the stipulated
date. If the candidate does not join the Institution, in or after Round 2 he / she has to
forfeit the amount paid while getting the provisional allotment order and that allotted
seat will automatically stand cancelled. The candidates who discontinue the course
beyond the stipulated date in Round 1 or any time in later Rounds will also forfeit the
Tuition Fee paid at the time of counselling.

If a candidate selects a seat in final Stray Round of counselling and does not join the

of “The Secretary, Selection Committee, Kilpauk, Chennai-10” payable at Chennai and

The admission to MBBS / BDS Degree Courses for 2025-2026 will close on the
cut-off date of admission as per the guidelines issued by the National Medical
Commission / Dental Council of India.
25. The selected candidates should produce all the original documents at the time of
admission to the Deans / Principals of the concerned Medical / Dental Colleges. The
Selection will be cancelled, if the candidates do not produce the original documents at
the time of admission.
The candidate who discontinues the course beyond the end of counselling on the year
of admission and on any date in subsequent years should pay a sum of
Rs.10,00,000/- (Rupees Ten Lakh Only) as discontinuation Fee as mentioned in the
clause 23.
27. The candidate selected for admission and his / her parent / guardian will have to sign the
discipline declaration form in Annexure – XIV. Failure to sign the declaration will result in the
cancellation of selection.
28. After the cut-off date for admission, as per the guidelines issued by the National Medical
Commission / Dental Council of India / Directorate General of Health Services, admission /
reallotment shall not be made including the seats surrendered under All India Quota.
29. All selections and admissions for MBBS / BDS Course are only provisional. The selection
and admission is liable to be cancelled at any time as and when the eligibility conditions are
found to be defective or incorrect or there has been suppression or misrepresentation of facts.
The Selection Committee reserves the right of allotment of MBBS / BDS seats.

30. HEPATITIS–B VACCINATION: -
All candidates selected for admission to first year MBBS / BDS Degree Courses should
take the Hepatitis-B Vaccine before admission and produce a certificate as in
Annexure - X.
31. RAGGING:-
The candidates who join MBBS / BDS Degree Courses should not indulge in any kind of
agitation / strike / ragging activity inside / outside the college campus during the course
of study. The candidates if found to take part in any such activities mentioned above will
be expelled from the course / college at any part of the course of study and legal
proceedings / criminal action will be initiated against them as in Annexure- XI.
32. The candidates applying for MBBS / BDS Degree Course 2025-2026 session are deemed
to have read the contents in the Prospectus and agree with all conditions / clauses and will not
have the right to challenge any of the clauses contained in the Prospectus and agree that the
same is binding upon them
Q.No.1: How to apply for UG (MBBS / BDS) Medical admissions in Tamil Nadu?
Ans: After the NEET-UG 2025 results are out, there will be notification in the website
(tnmedicalselection.org) for application to UG medical admissions in Tamil Nadu.
Candidates are advised to login using their Mobile Number (For OTP) and creating
unique User ID and Password. Candidates are advised to read this prospectus carefully
and apply through the website in Online mode only.
Ans: No. Applying online is just the first stage in the entire process. Once all the applications
are received and scrutinized Eligible Merit List of Candidates (Candidates who have
applied and are found eligible) will be published in the websites. After this Candidates
have to register for the counselling process as mentioned in the scheme of counselling.
Ans.: After the Merit List is published, candidates have to register before the onset of
counselling by paying the non-refundable Registration Fee of Rs.500/- in the website
after logging in using the same credentials (User ID, Password, Mobile No) used during
the application process. Registration is allowed before Round 1, Round 3 and Stray

Round and Fresh registration is not allowed before Round 2 (as this is a re-allottment

Ans: After logging in for fresh registration, payment page appears automatically. Candidate
can do online payment, by Net Banking / Credit card/ Debit card. Only after the
successful payment candidate can proceed for choice filling.
Q. No. 6: Is there any restriction for filling up number of choices of Institution (College) (and
courses i.e. MBBS or BDS) in choice filling form?
Ans: No, you can give as many choices as you wish during online choice filling. However,
choices should be in order of your preference. There will be a common software for
Government Quota / Management Quota / NRI Quota / Minority Quota / NRI Lapsed
seats for filling up of choices. The choices will be available based on your eligibility and
application.
For example: A Telugu Minority candidate who has applied for Management quota will
be shown TM MQ seats but the same seat will not be available for General MQ applied
candidate and also If a Telugu Minority candidate has not applied for Managemnt Quota
he will not be shown TM MQ or other MQ seats at all.
Q. No.7: Is it necessary to fill up the choices and lock the choices to get seat allotted? Or I will
be allotted seat automatically from leftover seats?
Ans: After online registration (registration is compulsory to take part in online allotment
process, before the counselling Rounds during specified registration period), you have
to fill in choice of Institutions/colleges/courses in order of your preference. Once choice
is filled in, it can be modified before locking it. If candidate does not lock the choice
submitted by him/her, the choices already filled will be automatically locked as per
counselling schedule.

Note: If the candidate does not fill choices for any college,he/she will not be allotted any
seat during the counselling
IMPORTANT:
Don’t wait till the last minute to Register and Lock your choices. Please go through your
submitted choices before locking, as once you lock the choices they cannot be modified
or changed even if you have made a mistake. It may result in allotment of a seat which
you never wanted. (Please note that the choices once locked cannot be unlocked even
by the Selection Committee.)
Ans: No, candidates need not report or join the allotted college of Round 1 since there is free
exit. However, if they want to retain the Round 1 seat and upgrade in Round 2 they have
to physically join the college of Round 1 and participate in Round 2 online.
Q. No. 9: Can a candidate participate in Round 2 without submitting fresh choices (based on
choices submitted before Round 1)?
Ans: Fresh choice submission by eligible candidates, as mentioned above is necessary for
consideration for seat allotment during any Round. If candidate does not submit fresh
choice(s) during choice filling period, the candidate will not be considered for allotment
of seat during Round 2 and will retain the already joined seat, if any.
Ans: In case you are not allotted any seat in the Round 2, you will retain earlier allotted seat
in Round 1 if you had joined already. However, on reallottment of a seat in Round 2, the
earlier allotted seat in Round 1 will automatically be cancelled and allotted to another
candidate. Therefore, you are advised to fill in only choices which you prefer over the
earlier allotted seat, for Round 2.
Q. No. 11: - What is the procedure for Round 3 Counselling which will be conducted by
Tamil Nadu Medical Selection Committee?
Ans. Since reallotment is allowed in Round 3, the net vacant seats due to Not allotted / non-
joining, non-reporting of Round 2 and any converted seats due to lack of candidates in
the particular quota and the virtual vacancies will be published in the seat matrix and

eligible candidates have to submit fresh choices and the result will be processed as
per Choice & Merit applying the rule of Reservation.
Q. No. 12: - Whether reallottment is allowed from Round 2 counselling of AIQ /State Quota to
Round 3 counselling of State / AIQ quota?
Ans. Yes, as per revised DGHS / MCC scheme of counselling, reallotment is allowed in
Round-3 counselling.
Q. No. 13: How much time will I be given to join the allotted college?
Ans: Candidates allotted seats will be required to join the allotted college/course within the
stipulated time which is mentioned in counselling schedule. However, candidates are
advised to join as early as possible and not to wait for last day of joining, due to different
schedule of holiday (including local holidays) / working hours in various Medical / Dental
Colleges. Therefore, candidates are advised to contact allotted college immediately after
declaration of result of counselling allotment process, to know the details. If candidate
fails to join the allotted Medical/Dental College within stipulated time, then the allotted
seat will be cancelled for Round 3 and Stray Round as there is very little time for the
entire counselling process and there is no process of reallotment/resignation,
downloading of allotment order after payment of Tuition Fees will be considered as
Joined. But the candidate has to report to the allotted college within the stipulated time.
If the candidate does not report, he/she will be treated as Discontinued and his/her seat
will be considred vacant and he/she will have to pay the discontinuation fee as
mentioned in clause 23 in addition to forfeiture of Security Deposit and Tuition Fees.
Q. No. 14: What documents are required at the time of Joining/ Reporting in allotted Medical/
Dental College?
Ans: Original documents (along with attested photocopies of documents) for admission to
under- graduate medical/dental courses for admission to allotted college are required at

Q. No. 15: What are the various fees to be paid during the counselling process?
Ans: At the time of submission of application online students have to pay a non-refundable

Q. No. 16: In case candidate had to apply for both Govt quota in SF Colleges and for
management quota should the candidate pay the fee for both?
Ans. Yes. As per the policy, the candidate has to pay both the fees. In this case the candidate
will have to pay fee for GQ in SF Colleges. Rs.30000/- plus for MQ
Rs.1,00,000/- as Security Deposit in addition to the registration Fees Rs.500/-.
Ans:
1. Security amount will be refunded only after the completion of all Rounds of Counselling.
Selection Committee will notify about the completion counselling on their portal. The
Refund Process will be completed within 90 days of such notification.
2. The security amount will be refunded to the account, specifically mentioned by the
candidates in the application form.
Hence, the candidate must keep the said bank account ACTIVE till the refund
process is completed. If bank account is closed before the completion of refund,
the bankers will not be able to complete the refund process. The bankers will take

long time to identify & return the failed refunds to Selection Committee and lot of
legal formalities are to be complied for initiating refund to a different bank
account. Hence the refund to new bank account will take very long time. Neither
Selection Committee nor the Banks will be responsible for such delay.
Q.No.18: Do I have to request the Selection Committee to refund the security amount? What Is
the schedule for refund of security amount?
Ans: No. Candidate need not approach the Selection Committee for refund of security
amount. The Selection Committee will publish the list of candidates who are eligible for
the refund of security amount on their portal “https://tnmedicalselection.org” once all
rounds of counselling are completed. The Selection Committee will initiate the refund of
security amount within 45 days and complete the refund of Security Deposit within 60
days of publishing the eligible list in the Web Portal.
The refund will be credited, depending upon the level of digitalization of candidate’s
bank, to the candidates account between 2 to 15 days from the date of refund by the
Selection Committee.
Q. No.19: Will the Selection Committee bear the bank charges incurred by the candidate while
registering for counselling?
Ans: No. Bank Charges if any, incurred by the candidate should be borne by the candidate
only.
Q. No.20: Will the Selection Committee pay interest on the refundable Security Deposit?
Ans: No. The Selection Committee will not pay interest on the refundable security deposit.
Q. No. 21: If I forget my password that I have created during the process of registration, how to
retrieve it?
Ans: To retrieve the forgotten password, system facilitates the following process:
The candidate is required to enter the information that candidates filled at the time of
registration and then security question & answer thereon to be entered as given during
New Candidate registration process. The above data submitted by candidate will be
validated with the registered candidate’s database. If the above entries match, then only
the candidate would be permitted to enter new password to proceed further.
Q. No. 22: Difficulty in login, what may be the problem(s)?
Ans: Please read user manual for the candidates. Follow the instructions about use of
browser, use of same spellings. The internet connection should be uninterrupted. In
such case, please try to login from other computer having uninterrupted internet
connection from which other candidate(s) has logged in successfully.
Q No. 23: I have difficulty in creating Password, what may be the problem(s)?
Ans: Creation of password should be as per password policy. Please follow the password
policy. Please use the internet browser as suggested in user manual, as it is difficult to
login from some of the other browsers. While creating password avoid using Caps Lock
key, instead of Caps Lock key, use shift key.

Q. No. 24: When I try to login for choice filling/ submission, it says wrong password, what may
be the problem(s)?
Ans: This can happen if password typed is incorrect. Password is case sensitive, therefore
use password which was created by user exactly same as typed while creating. In case
password is forgotten, try to retrieve password by using security question and its
answer.
IMPORTANT:
Please keep the information same as that you have furnished on the application form
confidential, and do not share the password and OTP with anybody as to register for
online allotment process and submit choice you need that information. If somebody else
uses that information, candidates can misuse your online registration and prevent you
from taking part in online allotment process. Keep print out of application form ready for
reference with you.

FOR 2025-2026 SESSION
1. The purpose of this quota is to recognise and give weightage to the sports eminence of the
candidates and hence marks for sports achievements alone will be considered in ranking the
candidates. The candidates are expected to continue good performancein sports, even after
admission.
2. The candidate shall submit all the sports certificates alongwith participation certificates
and relevant formsissued by Association / Federation concerned, but only one highest
achievement in a tournament (among the International, National, State, Regional and District) in an
academic year wil be considered for awarding marks. (Refre recognized Association list is annexed).
3. Selection of the candidate will be based on the marks obtained by the candidate strictly following

Eligibility for athletes requires participation in an event involving at least seven different
countries and such competitions should have been approved by Indian Olympics
Association (IOA), Sports Authority of India (SAI) and Ministry of Youth Affairs and
Sports (MYAS), Government of India.
(a) VISA, Immigration entry in passport, clearance from Ministry of Youth Affairs
and Sports (Government of India), Indian Olympic Association and respective
National Sports Federations including BCCI.
(b) The fixture, draw, schedule of events, players’ accreditation, National Medal,
Merit, Diploma, Participation certificate and Form-I issued by the respective
National Sports Federation and certificates signed and issued in the
prescribed format by the President or Secretary General of the National
Olympic Committee of the Organising Country and International Federation.

4 (b) For National Tournaments
1. National tournaments should have been officially be recognized as the regular annual
championship/ tournament by MYAS or IOA or SAI or SDAT or SGFI National conduct every
year by School Education department in age groups (U-14, U-17, U-19) or National Sports
Federation will be considered (for each year) for the award of marks.
2. Marks will not be awarded for selection trials and coaching camps.
3. Tournaments conducted by the Federations which are not recognised by the IOA or MYAS,
TNOA or SDAT at National level for a particular period will not be considered for award of marks.
4. Candidates must have participated at Zonal Cluster, District, Regional, State, National and
International in a particular Game/Sports in the same hierarchal order as per the existing norms
applicable for a particular Game / Sports.
4 (c) For State Tournaments
1. State level tournaments should officially be recognised as the regular annual championship or
tournament by respective official State Association or SAI or SDAT or School Education
Department of Tamil Nadu will be considered (for each year) for the award of marks.
2. Marks will notbe awarded for selection trials and coaching camps.
3. Any tournaments conducted by the Associations which are de-recognised by the SDAT
at State level for a particular period will not be considered for award of marks. (Refer Recognized
Association list attached in Annexure).
(d) For Tamil Nadu Board CBSE / KV Schools / CISCE - Sports Achievements: -
(i) Tamil Nadu Board Schools, KV / CISCE and CBSE Schools, School Zonal and School Cluster level
achievments will not be considered.
(ii) The candidates participated in the tournament conduced by CBSE and KV Schools, at Regional /
South Zone are equated to Regional Level Achievements, and the National Level Achievements
are equated to State Level of State/ Matric Board Schools.
5. General Conditions
1. For consideration of candidates seeking admission under the category of eminent sports
person, he / she should enclose all the attested photo copies of participation certificates and
the relevent forms issued by the competent sports authorities. The application along with
all the sports certificates / relevant forms /documents as given in 4(a) 5, should be
presented for certificate verification which will be done at in person at office of the
Secretary (TNEA), Anna University, Chennai Applications received through post will
not be considered.
2. Participation / achievements in each academic year from 01.06.2021 to 31.05.2022,
01.06.2022 to 31.05.2023, 01.06.2023 to 31.05.2024 and 01.06.2024 to31.05.2025) in sports /
games shown in the list alone will be considered for the award of marks. National or State
Level Championships or Tournaments conducted by Sports Federations or Associations
recognised by MYAS or IOA or SDAT or TNOA alone will be considered for the award of marks.
(Recognition of State Associations / National Federations should be relevant to the year
concerned).
3. Relevant attested copies of certificates issued by the competent authorities as detailed below
are to be submitted along with the application before the last date for receiving the
applications.
6. Direct participation or achievements at any level without participating in the qualifying level
competitions such as District or State or National or direct selection conducted by District or
State Sports Association or National Sports Federation to represent the District or State or
National or International tournaments or championships will not be considered for award of
marks.
7. For International achievements in Tennis, marks for Gold, Silver and Bronze will be awarded to
players who are ranked first, second and third respectively in the ATP or WTA rankings of
International Tennis Federation for awarding participation marks for the top 5 ranked players
will be considered from the ATP or WTA list published by the International Tennis Federation.
Necessary document and proof should be enclosed by the candidate. For National or State level
achievement in Tennis, marks for Gold, Silver, Bronze will be awarded to players who are ranked
first, second and third respectively in the AITA or TNTA at National or State. For awarding
participation mark the top 5 ranked players will be considered from the list published by AITA or
TNTA at National or State level based on the ranking. Necessary document and proof should be
enclosed by the candidate.
8. Certificates dhould be in printed form and necessary Form-I and II should be in precribede
format. (Certificates or forms issued in letter pads will be invalid).
9. All other sport disciplines in which ranking is the criteria for assessment of achievement, rules
indicated in item 8 above will be applicable for award of marks.
10. For Cricket, the annual official Championships or tournaments conducted within the country
under the auspices of TNCA or BCCI at District or State or National Level alone will be taken into
consideration for that year.
11. Multiple events in a particular sport must be standardised events and in accordance with the
events organised by the approved International Federations. Events newly created and not in
accordance with the requirement will not be considered for award of marks.
13. Only Tamil Nadu candidates are eligible to apply for admission under Sports Quota
and only the KVS and CBSE schools within Tamil Nadu are eligible for marks.
14. A Common Committee for Engineering and Medicine constituted for this purpose will rank the
candidates based on the marks assigned to the certificates enclosed along with the application.
Candidates with a minimum sports mark of 5 and above alone will be considered for ranking.
15. All the achievement certificates are to be supported necessarily by the relevant
participation certificates and appropriate forms.
16. No further enclosures or certificates will be entertained after the last date for
submission of completed application, in person.
17. Highest achievement or participation certificates obtained by candidate at different levels such as

District or State or National or International in each year along with earlier achievements should
be enclosed without fail. (A candidate shall enclose a copy of all eligible certificates for scrutiny).
18. Candidates in proportion to the available seats will be called to appear before the Common
Committee for Engineering or Medicine for verification of the Originals,followed by counselling
after ranking.
19. If any candidate fails to produce the requisite Original Certificates or Forms, his/her place will be
allotted to the candidate next in rank and so on. The consequential vacancy at the end of the
rank list will be filled up from among the additional candidates according to their ranks.
20. All the highest level of participation or achievement should be supported by earlier achievements
at all levels of competition.
21. Short listed candidates will be called for counselling based on their rank and branches and
Colleges will be allotted according to their choices from the number of seats reserved under
sports quota based. Sports quota counselling will be held before the commencement of general
counselling.
22. Candidates securing admissions under Eminent Sports Persons quota should sign an undertaking
at the time of receiving allotment order assuring participation in sports activities in the college
preferred by them.
23. Legal action would be taken on parents and candidates for furnishing bogus documents. They
should ensure that the certificates obtained are from competent authorities.
24. A candidate can utilise the Sports Quota only once for Engineering or Medicine.

AGREEMENT BOND FORM FOR CANDIDATES ADMITTED FOR
M.B.B.S./B.D.S. COURSE FOR THE ACADEMIC YEAR 2025-2026
This agreement made on this _______day of ______ 2024 between the Governor of Tamil
Nadu (hereinafter called the Governor which expression shall, where the context so admits
include his successor in Office) of the one part and ___________________ son / daughter of
____________________ resident of ___________________________in the Taluk of district
(hereinafter called the candidate) which expression shall, where the context so admits
include his/her heirs, executors, administrators and representatives of the other part.
WHEREAS the candidate has, on his/her application been selected to undergo training for the
M.B.B.S/ B.D.S Course in the Government / Self Financing Medical/Dental College (hereinafter
referred to as the said College).
AND WHEREAS the candidate has agreed to complete his/her training for the said course, at
the said College, subject to the condition hereinafter appearing.
Now THEREFORE, this agreement witnesses and it is hereby agreed as follows :
(1) The candidate shall diligently complete his/her training for the said course at the said
College, shall abide by the rules of the said College for the time being in force regulating
the conduct of students at the said College and shall pass all the examinations
prescribed for the said Course by the University or the Medical Institution concerned.
(2) Upon passing the final M.B.B.S./ B.D.S Examination the candidate shall serve as ‘Intern’
for the prescribed period as laid down by the Medical Council Act, 1956 (Central Act 102
of 1956) and Dental Council Act.
(3) (i) The candidate shall, on demand made by the Government within two years from the
date on which candidates registers himself/herself as a Medical Practitioner, serve for
a period of not less than five years and in such rural areas as the Government may by
General or Special orders specify.
(ii) Those candidates who fail to comply with clause 3 (i) shall have to pay a sum of
Rs.5,00,000/- (Rupees Five Lakhs only) or as the Government may direct as penalty
for having breached the contract in the bond.
(4) During the period of Internship under clause (2) and while in service under clause (3) the
candidate shall faithfully, diligently and with skill and ability perform his/her duties and
observe the rules for the time being in force made by the Governor or the President as
the case may be for regulating the conduct of Government Servants.

(5) While in service under clause (3) the pay and allowances and other conditions of service
of the candidate shall be regulated by the rules and orders of the Government for the
time being in force, for the post to which candidates is appointed.
(6) The candidates who discontinue the course on or after the cut-off date fixed by the
National Medical Commission/ Dental Council of India (Which will be Intimated later) of
the year of admission and in any date of subsequent years should pay a sum of
Rs.10, 00, 000/- (Rupees Ten Lakh Only) as penalty.
(7) Any sum falling due from the candidate under this agreement shall be recovered from
him/her as an arrear of land revenue .
(8) If any dispute shall arise between the parties hereto in respect of this agreement or any
of the provisions herein contained or anything arising hereunto except in respect of
matters on which decision of the Government under clause (6) is declared to be final and
binding, the same shall be referred to the arbitration of Director of Medical Education
whose decision thereon shall be final and binding on the parties.
(9) The witness shall bear the stamp duty payable in respect of this agreement if required.

agreement, demanded security from the candidate.
Now, THEREFORE, in consideration of the admission of the candidate to the said college
and his/her continuance there, for training as aforesaid and at the request of the
candidate.

that in the event of the candidate committing any breach of any term of the above agreement to
which breach the decision of the Government shall be final and binding on the sureties, we shall

We also agree that notwithstanding the provision of Section 133 and 135 of the India Contract
Act, 1872 (Central Act IX of 1872) or any other rule of law or equity in that behalf, any

either of this shall not operate as a discharge of the sureties obligations under this bond.

Implementation of the Regulations framed by the Medical Council of India to curb the menace of
ragging in Medical Colleges.
The operative part of the regulation is reproduced as under with regard to curb the menace of ragging
in medical colleges:-
“5. Measures for prohibition of ragging:-
5.1 The Medical College/Institution / University shall strictly observe the provisions of the Act of the
Central Government and the State Governments, if any, or if enacted and / or for the time being in
force, considering ragging as a cognizable offence under the law at par with rape and other atrocities
against women and ill-treatment of persons belonging to the SC/ST and prohibiting ragging in all its
forms in all institutions.
5.2 Ragging in all its forms shall be totally banned in the entire Medical College/Institution / University
including its departments, constituent units, all its premises (academic, residential, sports, canteen, etc)
whether located within the campus or outside and in all means of transportation of students whether
public or private.
5.3 The Medical College/Institution / University shall take strict action against those found guilty of
ragging and/or of abetting ragging.
6. Measures for prevention of ragging at the institution level:-
6.1 Before admissions:-
6.1.1 The advertisement for admissions shall clearly mention that ragging is totally banned / prohibited
in the Medical College/Institution and anyone found guilty of ragging and/or abetting ragging is liable to
be punished appropriately.
6.1.2 The brochure of admission/instruction booklet for candidates shall print in block letters these
Regulations in full (including Annexures).
6.1.3 The “Prospectus‟ and other admission related documents shall incorporate all directions of the
Hon’ble Supreme Court and /or the Central or State Governments as applicable, so that the candidates
and their parents/ guardians are sensitized in respect of the prohibition and consequences of ragging.
6.1.4 A Brochure or booklet/leaflet shall be distributed to each student at the beginning of each
academic session for obtaining undertaking not to indulge or abet ragging and shall contain the
blueprint of prevention and methods of redress.

The application form for admission/ enrolment shall have a printed undertaking, preferably both in
English/Hindi and in one of the regional languages known to the institution and the applicant (English
version given in Annexure I, Part I), to be filled up and signed by the candidate to the effect that
candidates is aware of the law regarding prohibition of ragging as well as the punishments, and to the
effect that candidates has not been expelled and/or debarred from admission by any institution and
that candidates, if found guilty of the offence of ragging and/or abetting ragging, is liable to be punished
appropriately.
6.1.5 The application form shall also contain a printed undertaking, preferably both in English/Hindi and
in one of the regional languages known to the institution and the parent/ guardian (English version
given in Annexure I, Part II), to be signed by the parent/ guardian of the applicant to the effect that he/
she is also aware of the law in this regard and agrees to abide by the punishment meted out to his/ her
ward in case the latter is found guilty of ragging and/or abetting ragging.
A database shall be created out of affidavits affirmed by each student and his/her parents/guardians
stored electronically, and shall contain the details of each student. The database shall also function as a
record of ragging complaints received.
6.1.6 The application for admission shall be accompanied by a document in the form of the School
Leaving Certificate/transfer certificate/migration certificate/ Character Certificate which shall include a
report on the behavioral pattern of the applicant, so that the institution can thereafter keep intense
watch upon a student who has a negative entry in this regard.
6.1.7 A student seeking admission to the hostel shall have to submit additional undertaking in the form
of Annexure I (both Parts) along with his/ her application for hostel accommodation.
6.1.8 At the commencement of the academic session the Head of the Institution shall convene and
address a meeting of various functionaries/agencies, like Wardens, representatives of students,
parents/ guardians, faculty, district administration including police, to discuss the measures to be taken
to prevent ragging in the Institution and steps to be taken to identify the offenders and punish them
suitably.
6.1.9 To make the community at large and the students in particular aware of the dehumanizing effect
of ragging, and the approach of the institution towards those indulging in ragging, big posters
(preferably multicoloured with different colours for the provisions of law, punishments, etc.) shall be
prominently displayed on all Notice Boards of all departments, hostels 4 and other buildings as well as
at vulnerable places. Some of such posters shall be of permanent nature in certain vulnerable places.
6.1.10 Apart from placing posters mentioned in sub-clause 6.1.9 above at strategic places, the Medical
College/Institution shall undertake measures for extensive publicity against ragging by means of audio-
visual aids, by holding counselling sessions, workshops, painting and design competitions among
students and other methods as it deems fit.

6.1.11 The Medical College/Institution/University shall request the media to give adequate publicity to
the law prohibiting ragging and the negative aspects of ragging and the institution‟s resolve to ban
ragging and punish those found guilty without fear or favour.
6.1.12 The Medical College/Institution/University shall identify, properly illuminate and man all
vulnerable locations.
6.1.13 The Medical College/Institution/University shall tighten security in its premises, especially at the
vulnerable places. If necessary, intense policing shall be resorted to at such points at odd hours during
the early months of the academic session.
6.1.14 The Medical College/Institution/University shall utilize the vacation period before the start of the
new academic year to launch wide publicity campaign against ragging through posters, leaflets.
seminars, street plays, etc.
6.1.15 The faculties/ departments/ units of the Medical College/Institution /University shall have
induction arrangements (including those which anticipate, identify and plan to meet any special needs
of any specific section of students) in place well in advance of the beginning of the academic year with a
clear sense of the main aims and objectives of the induction process.
The Principal or Head of the Institution/Department shall obtain an undertaking from every employee of
the institution including teaching and non-teaching members of staff, contract labour employed in the
premises either for running canteen or as watch and ward staff or for cleaning or maintenance of the
buildings/lawns etc. that candidates would report promptly any case of ragging which comes to his/her
notice. A provision shall be made in the service rules for issuing certificates of appreciation to such
members of the staff who report ragging which will form port of their service record.
6.2. On admission:-
6.2.1 Every fresher admitted to the Medical College/Institution/University shall be given a printed
leaflet detailing when and to whom candidates has to turn to for help and guidance for various
purposes (including Wardens, Head of the institution, members of the anti-ragging committees,
relevant district and police authorities), addresses and telephone numbers of such persons/authorities,
etc., so that the fresher need not look up to the seniors for help in such matters and
get indebted to them and start doing things, right or wrong, at their behest. Such a step will reduce the
freshers‟ dependence on their seniors.
Every institution should engage or seek the assistance of professional counselors at the time of
admissions to counsel `freshers' in order to prepare them for the life ahead, particularly for adjusting to
the life in hostels.
6.2.2 The Medical College/Institution/University through the leaflet mentioned above shall explain to
the new entrants the arrangements for their induction and orientation which promote efficient and
effective means of integrating them fully as students.

6.2.3 The leaflet mentioned above shall also inform the freshers about their rights as bonafide students
of the institution and clearly instructing them that they should desist from doing anything against their
will even if ordered by the seniors, and that they have nothing to fear as the institution cares for them
and shall not tolerate any atrocities against them.
6.2.4 The leaflet mentioned above shall contain a calendar of events and activities laid down by the
institution to facilitate and complement familiarization of freshers with the academic environment of
the institution.
6.2.5 The Medical College/Institution/University shall also organize joint sensitization programmes of
‘freshers’ and seniors.
On the arrival of senior students after the first week or after the second week as the case may be,
further orientation programmes must be scheduled as follows (i) joint sensitization programme and
counselling of both 'freshers' and senior by a Professional counselor; (ii) joint orientation programme of
'freshers' and seniors to be addressed by the principal/Head of the institution, and the anti -ragging
committee ; (iii) organization on a large scale of cultural, sports and other activities to provide a
platform for the 'freshers' and seniors to interact in the presence of faculty members ; (iv) in the hostel,
the warden should address all students; may request two junior colleagues from the college faculty to
assist the warden by becoming resident tutors for a temporary duration.
6.2.6 Freshers shall be encouraged to report incidents of ragging, either as victims, or even as witnesses.
6.3. At the end of the academic year:-
6.3.1 At the end of every academic year the Dean/Principal/Director shall send a letter to the
parents/guardians of the students who are completing the first year informing them about the law
regarding ragging and the punishments, and appealing to them to impress upon their wards to desist
from indulging in ragging when they come back at the beginning of the next academic session.
6.3.2 At the end of every academic year the Medical College/Institution /University shall form a
“Mentoring Cell” consisting of Mentors for the succeeding academic year. There shall be as many levels
or tiers of Mentors as the number of batches in the institution, at the rate of 1 Mentor for 6 freshers
and 1 Mentor of a higher level for 6 Mentors of the lower level.
Each batch of freshers should be divided into small groups and each such group shall be assigned to a
member of the staff. Such staff member should interact individually with, each member of the group on
a daily 6 basis for ascertaining the problems/difficulties if any faced by the fresher in the institution and
extending necessary help.
In the case of freshers admitted to a hostel it shall be the responsibility of the teacher in charge of the
group to coordinate with the warden of the hostel and to make surprise visits to the rooms in the hostel
where the members of the group are lodged.
