1. SCOPE

The purpose of these design basis is to provide considerations for Telecommunication Systems
engineering that will be part of the Jaguar Project - Ethane Storage Terminal, to be located at Laguna
de Pajaritos, in Coatzacoalcos, Veracruz, Mex.

The scope of the project is to develop detailed engineering, and provide the necessary infrastructure in
equipment, conduit, pipelines, copper and fiber optic cabling, to implement the Voice, Data and Video
Telecommunications Services, to connect the Terminal's communication systems, in the process areas,
3 discharge docks, as well as in the administrative areas of the Ethane Terminal and MLV site. All the
buildings are delimited into the Layout Plant (document PJ-2900573-060-70-98-PI-DGA-0001).

2. REFERENCES

The publications listed below will be part of these Design Basis. Each publication shall be the latest
revision and addendum in effect at the time of the purchase order award, unless noted otherwise. All
work included in this document shall conform to the applicable provisions of the following publications

CONCEPT DEFINITION

Attenuation The decrease in magnitude or the power loss of a signal that


propagates between points, expressed in decibels (dB) as the ratio of
received signal to transmitted signal level.
Biometric Reader Electronic device for Access Control System that uses technology

CONCEPT DEFINITION

Horizontal cabling The part of the cabling system that extends from (and includes) the work
area telecommunications outlet/connector to the horizontal cross-
connect (HC [floor distributor (FD)]) in the telecommunications room.
Horizontal cross- A group of connectors (e.g., patch panels, punch-down blocks) that
connect (HC) allow horizontal, backbone, and equipment cabling to be cross-
connected with patch cords or jumpers. Floor distributor (FD) is the
international equivalent term for HC.

CONCEPT DEFINITION

Power over Ethernet A network sub-system that offers the ability for the LAN switching
(PoE) infrastructure to provide power over balanced twisted-pair cabling to an
endpoint device (e.g., access points, cameras, telephone sets).
Power supply A source of electrical operating power, including the circuits and
terminations connecting it to the dependent system components.
Raceway Any enclosed channel designed for holding electrical wires or

3. TELECOMMUNICATIONS SYSTEMS

The scope of the project includes the issue of detailed engineering drawings and documents not only
for designing and construction of the infrastructure required but also the equipment and material
procurement, installation, configuration, tests and start up.

The telecommunications systems included are the following:

• Structured Cabling Network


• Voice and Data Transmission System
• Closed Circuit of Television System (CCTV)
• Paging System
• Radiocommunication System
• Access Control System

It is also considered within the scope of telecommunications systems all the associated wiring,
necessary for the operation of each system according to the manufacturers recommendations, including
the Telecommunications cabling infrastructure and Data Transmission equipment to transport and
commute the information. This includes conduit, cabling trays, telecommunication outlets, cabinets,
wiring distributors, patch panels, wiring organizers, copper and fiber optical cables, patch cords, and
data switches.

3.1.1. STRUCTURED CABLING NETWORK

The purpose to develop a Structured Cabling Network is to provide Voice, Data and Video services, to
be applied in the Ethane Storage Terminal. Some of the benefits to implement the system shall be:

• Offer a simple way to realize activities for administration and control of the Network.
• Minimize maintenance activities for Telecommunications Network
• Simplify new services installation
• Simplify network users relocation
• Full integration of Voice, Data and Video in a cabling system.

Structured Cabling Network shall be able to cope with applications in local area for 100 Mbps
(100BaseT), 1000 Mbps (1000 BaseT), and Gigabit Ethernet.

The Structured Cabling Network will contain the following elements:

- Copper Wiring, Cat. 6A.


- Singlemode Fiber Optic Cabling, OS2 (8-10 / 125mm)
- Patch Panels for Fiber Optics and cooper cabling.
- Patch cords and Wiring Connectors.
- Telecommunications Outputs and Consolidation Points.
- Wiring Organizers

- Wiring Distributors (21 and 42 UR).


- Aerial and / or underground channeling, using cabling trays, conduit pipes, registration boxes,
underground conduit bank, registers, etc.

Through the Structured Cabling Network, the connectivity infrastructure between other
Telecommunications Systems will be done, using aerial and / or underground paths for the installation
and distribution of signal cabling, to carry voice, data and video services, from the main equipment to
the telecommunication outlets or nodes.

This Network will be the base to perform the Data Transmission System, to establish connectivity with
CCTV, Paging, Telephony, Radio systems that operate through Ethernet TCP / IP (Transmission
Control Protocol / Internet Protocol).

Design of the Structured Cabling Network will be carried out in compliance with the standards NMX-I-

3.1.2. VOICE AND DATA TRANSMISSION SYSTEM

As part of the Ethane Storage Terminal Project is necessary to implement the infrastructure in Data
Transmission equipment in a redundant network topology, to provide communication services needed
in buildings and areas related.

The Data Transmission equipment and infrastructure must comply with these standards:

IEEE 802.1x, IEEE 802.1s, IEEE 802.1D, IEEE 802.1w, IEEE 802.1Q, IEEE 802.3 (10BASET), IEEE
802.3u (100BASE-TX), IEEE 802.3ab, IEEE 802.3z (1000BASE-X, 1000BASE-X (GBIC), 1000BASE-
SX, 1000BASE-LX), IEEE 802.3ad, RMON I & support RMON II.

The software must reside and run with the equipment resources and must be 100% compatible with
voice and data network with IP technology / MPLS to be implemented in the Ethane Storage Terminal,
as well as the management system of the same network.

Contractor shall consider development of basic and detailed engineering for design of Data
Transmission System, in a Network Topology scheme with redundancy in cabling infrastructure and
equipment, to provide necessary communication services to finally user in buildings and areas of the
Ethane Storage Terminal.

The data transmission equipment should be integrated with Industrial LAN switches with 100/1000
Mbps SFP ports and 10/100/1000 Mbps Ethernet for electrical ports.

Shall be considered the design and engineering for the Data Transmission System of Ethane Storage
Terminal, with equipment of data packet switches (LAN Switch with PoE) to cover the communication
needs of the buildings of the Storage Terminal.

As part of the scope of work should also consider the design of all cables, infrastructure, power supplies
and accessories for proper installation and operation of equipment in the Data Transmission System.

The elements of the Data Transmission System are listed below:

- Layer 2 and Layer 3 Local Area Network Switches (LAN Switches).

- IP Telephony Systems.

- IP telephone devices.

- Access Points for wireless communication (WiFi).

The Data Transmission System equipment shall be allocated in cabinets of the Structured Cabling
Network, in the areas and buildings where Voice and Data services are required.

3.1.3. CLOSED CIRCUIT TELEVISION SYSTEM (CCTV)

The Ethane Storage Terminal Project will have a Closed Circuit Television System (CCTV), which will
support the tasks of Surveillance and Physical Security, both in the perimeter areas, as in the Process,
3 as well as in the Discharge Docks and MLV Site.

The CCTV System will be designed with the highest technology equipment, approved by National and
International organizations, that meet the standards required by Braskem Idesa.

The CCTV cameras dedicated to the Process areas will have the objective of monitoring those sites
where critical operations are carried out or where there are leaks of flammable products. Also the CCTV
Cameras to be installed on process areas may interact with the Gas and Fire Detectors, thus they will
be interconnected with the Security System (SIS).

In addition, also contain devices dedicated to the surveillance of the Storage Terminal Perimeter, as part
of the Security CCTV System. These cameras will be in strategic points and help to the security
personnel in their tasks.

Central Control Building will have the CCTV System that will control the CCTV Cameras in the Process
areas, as well as the equipment that will control the Perimeter CCTV Cameras; each being managed by
different operators: The Physical Security and Process Control areas, respectively.

The CCTV System will be equipped at least, by the following elements:

- IP Cameras
- Network Video Recorder NVR
- Management Workstation with Joystick
- Panoramic screens
- Local Area Network Switches
- Cabinet 42 RU (rack units)
- Media converters
- Cabling Infrastructure

The Architecture of the CCTV System is based on a Data Transmission Network through single mode
Fiber Optic OS2 (8-10 / 125mm) and Category 6A copper cabling. See Diagram PJ-2900573-060-70-
98-TE-DGA-0002.

The infrastructure of the System will allow the operating personnel of the BI Complex to remotely monitor
the cameras of the Ethane Storage Terminal, so that images can be sent in real time through the LAN /
WAN network, by IP addressing. These images could be monitored from the existing CCTV Workstation,
operating in the BI Complex.

The scope of work considers the supply, installation, commissioning of CCTV cameras and
infrastructure related. Contractor shall consider the develop of basic and detailed engineering to locate,
install and integrate CCTV cameras in process and in perimeter areas, as well as startup and operating
tests for these cameras with the CCTV System, to be in the Administrative and Control Building of the
Terminal.

Should be considered the design and detailed engineering of communication wiring CCTV system (fiber
optics, multi-pair cables, etc.). And the design of pipeline infrastructure above ground (trays, conduit
supports, accessories) and underground conduit needed to distribute the signals to each different areas
of the Ethane Storage Terminal.

The telecommunication cabling will be also configured with normal dispersion optical fiber and with
unshielded twisted-pair copper cable, UTP, category 6A.

The optical fiber cables will be exclusive for the CCTV cameras and could be wired through conduit or
cable trays exclusively for telecommunications or shared with control systems, as will be defined in the
detail engineering.

The CCTV System must be supplied considering everything necessary, materials, supports, equipment,
hardware, software and accessories to guarantee the best integration and operation.

3.1.4. PAGING SYSTEM

The Ethane Storage Terminal Project will have a Paging System, to provide support in the operational
activities that require to be coordinated from different points of the Plant. Through the Paging
equipment, will be possible to make calls and / or voices to strategic areas of the Terminal, which require
the immediate action of the operators.

The Paging System will be able to use the Structured Cabling and Data Transmission Network to be
implemented in the Ethane Storage Terminal, for its operation.

The Paging System will be equipped at least, with the following elements:

- Central Control Cabinet


- Paging IP Stations
- Speakers
- Strobe lights
- Amplifiers
- Cabling Infrastructure
- Configuration Station.

The Architecture of the Paging System will be based on a Data Transmission Network using Single
mode Fiber Optic OS2 (8-10 / 125mm) and Category 6A copper cabling, as well as the System's own
cables. See Diagram PJ-2900573-060-70-98-TE-DGA-0003.

3.1.5. RADIOCOMMUNICATION SYSTEM

3.1.5.1 Radio VHF System

The Ethane Storage Terminal requires a point-to-point Radiocommunication System which will be
integrated into a Control and Data Acquisition System (SCADA) that provides a communication
alternative to reinforce the Fiber Optic link of the Leak Detection System (LDS).

This system will operate in the 5 GHz free band and will communicate through radio link the Control
Room of the Ethane Storage Terminal, with the BI Complex.

The radio equipment will be configured according to the transmission needs. Through management
software it will be possible to have the information and status of the links in real time. This software will
be housed in a Workstation within the Central Control Room of the BI Complex.

The Radiocommunication System equipment will comply with the national and international standards
required by Braskem Idesa and will have the Homologation Certificates required by the government
regulation.

In the Detailed Engineering stage, will be calculated the links and topographic profiles necessary to
determine the operating frequencies of the Radiocommunication System equipment. The development
of line-of-sight and interference analysis studies is also considered to determine the types of antennas
and the height of the Telecommunications Tower to be installed in the Ethane Storage Terminal.

The Point-to-Point Radiocommunication System will be equipped at least, with the following elements:

At the Ethane Storage Terminal:

- Radio Master Station.


- Yagui omnidirectional antenna, 5 GHz.
- RTU (Remote Terminal Unit)
- 100 / 1000BaseT Ethernet interface, full duplex
- Switch Layer 2 / Layer 3
- Telecommunications tower, 40 m. (height to be confirmed)

In the Central Control Room of BI Complex:

- Radio receptor station.


- Yagui omnidirectional antenna, 5 GHz.
- RTU (Remote Terminal Unit)
- 100 / 1000BaseT Ethernet interface, full duplex
- Switch Layer 2 / Layer 3
- Existing Telecommunications Tower, 60 m.

The proposed solution is based on the principle of a SCADA System through a Point-to-Point
Radiocommunication link, between the Ethane Storage Terminal and the BI Complex. Braskem Idesa
will confirm the availability of space in the CCB's Cabinet Rooms for the installation of new equipment.

3.1.5.2 Radio Trunking System

The Loading and Unloading operations to be carried out at the Ethane Storage Terminal require a
communication system through Radio, that offers operators the ability to contact with the BI Complex
operators. Derived from this need, it is required to have a reliable communication mean, with encrypted
communications that guarantee the sending and receiving of voice and data, using the existing
infrastructure of the currently Trunked Radiocommunication System, in the BI Complex.

Therefore, it is necessary to expand the fleet of trunked portable radios, to implement them in the charge
2 and discharge operations areas of the Ethane Terrestrial Terminal. In addition, the supplier must
consider the supply of equipment, configuration, on-site tests and commissioning of the following
equipment:

• Trunked Radio Base Station, to operate in the frequency band (400 MHz - 512 MHz). It
is required for two operators. Therefore, must be considered two Radio Base Station.
• Portable hand-held radios for eight operators, to be used in field.
• Tx / Rx antennas and infrastructure such as wave guides, bushings, interconnection
2 cabling, conduits and all infrastructure necessary for the correct implementation.

3.1.6. ACCESS CONTROL SYSTEM

The Ethane Storage Terminal requires an Access Control System, which allows security personnel to
have a registration, monitoring and precise control of persons and vehicles which enter through the
main access, as well as buildings and areas with restricted pass.

The Access Control System must be based on technology cards with a processor, in accordance with
National and International Standards.

This system should be adequate to operate continuously (24 Hs, 365 days a year) under harsh
environmental and heavy operating conditions and must be compatible with the system operating now
in Braskem Idesa facilities.

Regarding the software required to operate the Access Control System, shall be considered the
operational software as defined by Client; this to align the brand of the Access Control System for
Ethane Storage Terminal with the brand implemented in other Braskem plants.

The Site Acceptance Tests and Commissioning must be developed jointly with the Client, to verify that
Software (as defined by Client) has been implemented and operating right.

4. GENERAL

4.1.TELECOMUNICATION DEVICE ENCLOSURE

Junction boxes shall be a minimum of:

NEMA Type 12 for dry, indoor location.


NEMA Type 4X for wet, outdoor, or corrosive locations
NEMA Type 7/4X for outdoor hazardous area applications

The type of protection selected shall be as follows. Instrumentation and equipment shall comply with
the Electrical Hazardous Area Drawings.

Junction boxes shall belong to a single category.

Certifications (e.g., NEMA, UL, NFPA) shall be clearly affixed to the junction box by the manufacturer.

4.2. LOCATION AND AREA CLASSIFICATION

Telecom equipment should locate in areas with enough space to facilitate maintenance.

All equipment shall be tropicalized and suitable for marine operating conditions.

All supplied equipment and wiring methods shall meet the hazardous area classification requirements
of the electrical specifications and hazardous area classification drawings (and/or Data Sheets).

4.3. IDENTIFICATION

Each equipment, cables and accessories shall have a stainless-steel identification tag stamped with
tag number. Identification tag shall be permanently affixed to the equipment. If a permanently affixed
tag is not practical, the vendor may attach the tag to the equipment with a stainless-steel wire.

4.3.1. EQUIPMENT IDENTIFICATION AND NUMBERING

The Tag Number structure of each equipment of Telecommunication Systems, shall be alpha-numeric
using consecutive numbering subdivided into four identification parts in accordance with the following:

4.4. ELECTRICAL CABLE ROUTE

According to NOM-001-SEDE-2012, the maximum occupation of conduit pipes must be 40%.

All the cables must be of a single piece, they must not have joints or intermediate connections, and must
be connected directly from point to point. The installation must be done in such a way that damage to
the cable is not caused.

5. WARRANTY

Telecommunications systems will be guaranteed during a period of 12 months in operation, which will
start from the date of issuance of the system acceptance certificate, that all active equipment, software
and firmware of the voice and data system of this specification must function as demonstrated on the
Site Acceptance Tests, SAT.

5.1. TESTING AGENCY

5.2. REQUIREMENTS OF REGULATORY AGENCIES

6. PRODUCT DELIVERY AND HANDLING

All the procedures for the equipment admission to the country, that require it will be carried out and,
where appropriate, the papers will be delivered as part of the documentation.

The logistics, transportation, handling, and other actions required to get the goods to the site of
installation, must be executed.

6.1. STORAGE AND HANDLING

The supplier will keep the equipment safe until the moment in which each device must be installed
according to the program.

It is considered that it will not be possible to store, safeguard or deposit any of the project's equipment,
or any other asset, on the main site or in it warehouses or facilities.
