PREAMBLE

We the entire students of the Schools of Engineering in the Federal University of


Technology, Akure under the umbrella of the Nigerian Universities Engineering
Students’ Association having firmly and solemnly resolved:

i. the association shall remain autonomous and shall only be affiliated to the
national body of the Nigerian Universities Engineering Students’ Association.
ii. To propagate peace, unity and harmony with one another, regarding our stand
as indissoluble for the purpose of existing within the recognized brackets of
national and international engineering students’ bodies.
iii. To establish a selfless constitution with the intention to promote cultural,
educational and societal leadership training scheme towards the achievement
of self-reliance, national relevance and international competitiveness.
iv. detecting and proffering solutions to the technological problems of our nation
and also playing an important role in improving engineering practice.
v. To be committed to harnessing the enthusiasm of Engineering Students for
dynamic national development in engineering, technology and social spheres,
hereby make and enact the following constitution.

COLOURS OF THE ASSOCIATION

Orange: signifying INNOVATION AND CREATIVITY.


White: signifying PEACE AND UNITY.

Blue: signifying PROFESSIONALISM AND COMMITMENT.

ARTICLE 1

S.1 NAME
1. The name of the unifying body shall be called the Nigerian Universities
Engineering Students’ Association, Federal University of Technology, Akure.

2. The acronym of the body shall be known as NUESA FUTA.


3. The members of the association shall also be referred to as NUESAITEs.

S.2 LOCATION

1. The association’s secretariat shall be situated within the campus of the Federal
University of Technology, Akure and shall be designated “THE NUESA
SECRETARIAT”.
2. All administrative and business activities shall be carried out thoroughly at
the secretariat.

S.3 MOTTO
1. The motto of the association shall be “Engineering for self-reliance”.

S.4 SUPREMACY OF THE CONSTITUTION


1. This constitution shall be supreme and its entire provision shall have binding
force on all executives and members of the association.

2. If any law, resolution, directive or action is inconsistent and unharmonious


with this constitution, this constitution herein shall prevail any such law,
resolution, directive or action shall to no extent of the constituency be null and
void.

ARTICLE 3

S.5 AIMS AND OBJECTIVES


The aims and objectives of the association are:

1. to ensure the appropriate welfare of its members and foster unity among its
members with a view to promoting the best interest of NUESAITEs and the
university.

2. to promote technological advancement by contributing our quota to the


national development of our country.

3. to join other professional, national and international bodies of engineering


students in projecting the image of students academically, politically,
culturally and other pursuits of common interest.
4. to discourage any form of discrimination on any ground such as: place of birth,
origin, sex, religion, status, ethnic or linguistic association or ties.

5. to advocate for the ratification and implementation of the engineering policies


as presented by professional engineering bodies such as Nigerian Society of
Engineers (NSE) and Council for the Regulation of Engineering in Nigeria
(COREN).

6. to create and support research centers and programs for study, teaching and
monitoring of engineering practice in Nigeria.

7. to maintain close link and collaborate with other organizations with similar
aims and objectives anywhere in the world.

8. to encourage engineering students in specialized disciplines and stimulates an


academic interchange of ideas seminars, conference and symposia.

ARTICLE 4

S.6 MEMBERSHIP
1. All admitted students into the Schools of Engineering in the Federal
University of Technology shall be members of this association.

2. Those who have satisfied the financial obligations to the association shall be
bona fide members of the association.

3. There shall be honorary and life members of the association.

S.7 HONORARY MEMBERSHIP

1. The NUESA congress shall have the power to confer honorary membership
on individuals as deemed fit by reason of the person’s interest in student and
academic matters for two parliamentary years, which may be renewed.
2. The appointment which shall be passed by 2/3 majority of members of
NUESA congress present and voting.

3. The appointment of an honorary member shall be terminated:


i. by a 2/3 majority of NUESA congress to that effect before the end of two
parliamentary sessions.
ii. at the date when his/her resignation as honorary member takes effect.
iii. if he/she dies before the expiration of his/her tenure of membership.
4. An honorary member shall be financial contributors to the association.

S.8 LIFE MEMBERSHIP

1. Life membership shall be conferred on ex-member(s) of the association or any


distinguished member(s) of the society.
2. A life member of the association shall be appointed by the NUESA congress
with a 2/3 majority vote, for honor role on the association by reason of their
past activities and in the interest of the association in appreciation of their role
in public life.

3. Any person so conferred with life membership of the association shall be


awarded a certificate signed by the president of NUESA.
4. The life membership shall stand removed as deemed fit by 2/3 majority vote
of the NUESA Congress.

S.9 PATRONS AND MATRONS


1. There shall be grand patrons, two patrons and one matron.

2. The Deans of the Schools of Engineering of the Federal University of


Technology, Akure shall be the Grand Patrons of this association.

3. The Patrons and Matrons shall be appointed by a 2/3 majority of the NUESA
Congress after recommendation from the executive committee.

4. The tenure of a patron/matron shall be four academic sessions.


5. Removal of a Patron/matron shall be on the recommendation of the executive
committee and shall take effect by 2/3 majority vote of the NUESA Congress
present and voting.

S.10 POWER OF THE ASSOCIATION


1. NUESA shall have power to defend the students within its jurisdiction.

S.11 RIGHTS AND PRIVILEGES


Members of this association shall:

1. have the right to use basic amenities provided to be used by the association.
2. have the freedom to enjoy incentives of its jurisdiction.
3. have the right to participate in the activities recognized by the association.
4. have the privilege to obtain upon registration, a soft copy of the association’s
constitution.
5. have the right to vote and be voted for in any of the association’s election.

ARTICLE 5
S.12 NUESA EXECUTIVE COUNCIL
The NUESA executives shall:
1. carry out the day-to-day running of the association.
2. be responsible for upholding and defending the aims and objectives of the
association.
3. take proper care of the association’s properties including funds.

S.13 MEETING OF THE NUESA EXECUTIVE COUNCIL

1. The NUESA Executive Council shall meet at least five times in a semester.
2. The President shall summon the meeting of the NUESA Executive Council
through the General Secretary/Assistant General Secretary.
3. The President or His/her Vice President and General Secretary or His/her
Assistant General Secretary and any other four members shall constitute a
quorum of the meeting.
4. The President shall only cast his vote in case of a tie.
5. Notice of ordinary meetings of the Executive Council should be made to all
members at least 24 hours before the proposed time of commencement of the
meeting.
6. The President shall cause a special meeting of the NUESA Executive Council to
be convened within 7 days of receipt of a request signed by at least any five
members of the Council.

S.14 THE NUESA EXECUTIVE COMMITTEE


The NUESA Executive Council shall consist of the:
● President
● Vice Presidents
● General Secretary
● Assistant General Secretaries
● Public Relations Officer (P.R.O.)
● Financial Secretary

● Treasurer
● Welfare Directors
● Directors of Sports
● Director of Socials
● The Ex-officio

S.15 THE PRESIDENT


The President shall:
1. be the chief spokesperson of the association.
2. be responsible for the overall coordination of activities of the association.
3. summon executive committee meetings and other meetings through the General
Secretary.
4. submit a comprehensive annual report at the last general meeting (Congress) of
the association.
5. be the overall custodian of all properties of NUESA.
6. be a co-signatory to all accounts of NUESA.
7. delegate members of the executive Council some functions and shall ultimately
be held responsible and accountable for the discharge of such delegated
functions.
8. preside over all NUESA meetings.
9. be elected on a rotational basis between the Engineering Schools yearly.

S.16 VICE PRESIDENTS


The Vice Presidents shall:
1. assist the President in all duties and deputize for him/her in the absence of the
President, within their respective Schools.
2. carry out other duties as may be assigned to them from time to time.
3. be responsible for all matters pertaining to the academic welfare of members in
their respective Schools.
4. coordinate and oversee the implementation of policies, programs, and activities
within their respective School in alignment with the overall direction of the
President.

S.17 GENERAL SECRETARY


The General Secretary shall:
1. summon, after due consultation with the President, meetings of the Executive
Council and Congresses.
2. handle the correspondence of the association.
3. compile an annual report of the activities of the Executives for the parliamentary
year and present it to the NUESA Congress.
4. be responsible for writing and documentation of minutes of both Executive and
Congressional meetings.
5. keep in safe custody the documents of the association.
6. be elected from the School not holding the Presidency in the year of election.

S.18 ASSISTANT GENERAL SECRETARIES


The Assistant General Secretaries shall:
1. maintain the association’s library.
2. assist the General Secretary in his/her duties and act for him/her in his/her
absence within their respective Schools.
3. be responsible for the production of Identity Cards for all officials of the
association. (This shall be the responsibility of the assistant from the School with
the General Secretary.)

S.19 PUBLIC RELATIONS OFFICER (P.R.O.)


The P.R.O. shall:
1. be responsible for the publicity of the activities of the association.
2. maintain the notice boards of the association; all articles for the boards must pass
through him/her.
3. be responsible for the provision of local, national, and international newspapers,
magazines, and publications in the association.
4. be the custodian of the association’s Public Address System.
5. notify members of the association of general meetings/Congresses at least 48
hours before the proposed time of the meeting through social media, notice
boards, and other available media.

S.20 FINANCIAL SECRETARY

The Financial Secretary shall:


1. keep record of all payments made to or financial transactions made by NUESA.
2. issue all payment receipts on behalf of the association.
3. prepare the budget of the Executive Council.
4. prepare and present a financial report to the NUESA Congress at the end of every
parliamentary session.
5. transfer all money collected by him/her to the Treasurer within 48 hours of
receipt.

S.21 TREASURER
The Treasurer shall:
1. be a co-signatory to the association’s bank account.
2. accept all money from the Financial Secretary and deposit them in the bank not
later than 48 hours of receipt.
3. present statements of the association’s account for audit by the Audit Committee.
4. maintain an impress of not more than N5,000 only.

S.22 WELFARE DIRECTORS


Each School shall have a Welfare Director who shall:
1. See to the well-being of all members of the Association within their respective
Schools.
2. Ensure efficient environmental sanitation and safety of members in their
respective domains.
3. Coordinate welfare initiatives within their School and jointly manage
Association-wide welfare programs in collaboration with their counterpart.
4. In the event of a joint welfare program/initiative, have the Welfare Director from
the School of the sitting President take precedence as the major lead.
5. Perform all other duties assigned by the Executive Council.

S.23 DIRECTORS OF SPORTS

Each School shall have a Director of Sports who shall:


1. Be responsible for coordinating games and sporting activities within their
respective Schools.

2. Liaise with the Director of Sports of the other School and relevant bodies to
organize inter-School and inter-association sporting events.
3. Make indoor and outdoor games available for members of the Association.
4. In the event of a joint sport program/initiative, have the Director of sport from
the School of the sitting President take precedence as the Lead Coordinator.
5. Perform other responsibilities assigned by the Executive Council.

S.24 DIRECTOR OF SOCIALS


The Director of Socials shall:
1. be responsible for all social activities of the association.
2. on behalf of the association, attend social functions both within and outside the
campus.
3. perform other duties referred to his/her office.

S.25 THE EX-OFFICIO


1. There shall be an Ex-officio member of the Executive Council.
2. The Ex-officio shall be a member of the immediate past Executive Council.
3. The Ex-officio shall serve as a student adviser to the Executive Council.

S.26 QUALIFICATION FOR MEMBERSHIP OF THE EXECUTIVE


COUNCIL
To be a member of NUESA Executive Council you must:
1. be a bona fide financial member of NUESA FUTA Chapter.
2. have unambiguously satisfied the requirements of the Electoral Committee
(which is without prejudice to this constitution).
3. be of a minimum age of 16 years and, for the President, must have been up to 18
years of age.
4. be of a CGPA of not less than 2.5, and 3.0 for the post of the President.
5. have no record of removal, suspension or dismissal in any association or union.
6. have attended not less than 4 Congresses with valid evidence.
7. have served in a post i.e. NUESA, FUTASU or departmental level in the case of
the NUESA President position.

S.27 ROTATION AND ZONING POLICY

1. The office of the President shall rotate annually between the existing Engineering
Schools under the Association.
2. In any year where the President emerges from one School, the General Secretary
shall be elected from the other.
3. Each School shall independently elect a Vice President, Assistant General
Secretary, Welfare Director, and Director of Sports to represent its specific
interests.
4. All other executive positions shall remain open to all bona fide members of the
Association, irrespective of their School affiliation.
5. The Electoral Committee shall be responsible for enforcing this rotation and
zoning policy to ensure fairness, balance, and inclusiveness across all Schools.
6. The rotation shall commence in the year 2025 with the School of Infrastructure,
Minerals and Materials Engineering (SIMME), The subsequent year, the
Presidency shall rotate to the School of Electrical Systems Engineering (SESE),
and continue in that alternating pattern.
7. Should additional Schools be created under the School of Engineering in the
future, a constitutional amendment shall be initiated to review and expand the
scope of representation in the Executive Committee accordingly.

S.28 RESIGNATION, SUSPENSION AND REMOVAL OF ANY OFFICIAL


OF THE ASSOCIATION
1. Any official of the association can resign his/her office by writing the President
with copies to the General Secretary and the general secretary sends copies of
such letter to all departmental presidents.
2. The President can resign his/her office by writing to his/her vice president and
the congressmen through the general secretary of the association. Within two
weeks of such resignation, the President shall render an account of his/her
stewardship in writing to the vice president and submit also all association’s
property in his/her custody.
3. In the event of the impeachment, suspension, or removal of the President or
General Secretary, the Vice President or Assistant General Secretary from the
same School as the affected officer shall immediately assume the position in an
acting capacity, subject to ratification in accordance with constitutional
procedures.
4. Any officer of the association may be removed or suspended from office in
accordance with the provisions of this constitution.

5. Wherever a notice of any allegation in writing and signed by not less than 1/3 of
the members of NUESA congressmen or not less than six members of NUESA
Executive Council is presented to the congress stating that the officer in question
is guilty of gross misconduct in the performance of his/her functions, detailed
particulars of which shall be specified.
6. Within seven days of the presentation of the notice to the congress (whether or
not any statement was made by the official in question in reply to the allegation
contained in the office), a 5-man committee shall be formed to investigate such
allegations and report shall be given within a specific time.
7. The committee shall have such power and exercise its function in accordance
with such procedures as may be prescribed by the congress.
8. Where the committee report that such allegation has not been proved, no further
proceeding shall be taken in respect of the matter.
9. Where the report of the committee is such that the allegation against the officer
has been proved, then within 3 days of the receipt of the report, the congress shall
consider the report and if by a resolution pasted by not less than two-third
majority of the members present and voting, the report of the committee is
adopted, then the officers shall stand removed or suspended as from the date of
the adoption of the report.
10.In this section "gross Misconduct” means a grave violation or breach of the
provision of the constitution or a misconduct of such nature that amounts in the
opinion of the congress to gross misconduct.
11.A member of the NUESA executive council may be suspended from office for
not more than 28 days by a resolution passed by at least 2/3 majority number of
the members present and voting at the general meeting (congress) and shall
automatically assume office at the expiration of the suspension.
12.In case of sub section 9 above, deputation becomes immediately effective, when
such fails or whenever there is no deputy, the congress shall appoint an interim
occupant.
13.Before a member of the executive vacate his office whether by resignation,
suspension or removal, he shall properly handover all properties of the
association with him and render immediately and convert account there off to the
appropriate ad-hoc committee of congress.
14.Any irregularity in sub section 13 above shall immediately be reported to the
congress who shall take appropriate actions.

15.The expiration of the term of the office, resignation, suspension or removal of


any officer (either elected or appointed) of the association shall not have absolved
him of responsibilities of irregularities committed by him when in office.
16.Any elected officer of the association that want to seek re-election into any
elective post shall resign his/her current appointment before the submission of
nomination form.
17.When an officer is found guilty of embezzlement of the association fund, he/she
would be given ultimatum by the congress in the next meeting of the date he/she
is expected to refund the money to the association, else he shall be referred to the
Judicial Council where he/she shall stand tried.

ARTICLE 6
S.29 COMMITTEES
Any financial member of NUESA shall be eligible for membership in the
association’s standing committees

S.30 SPORTS COMMITTEES


The sport committees shall:
1. Consist of all departmental director of sports of each School and the chairman
being the NUESA director of sport in each respective Schools.
2. In the event of a joint sport program/initiative, have the Director of sport from
the School of the sitting President take precedence as the Chairperson.
3. Assist the NUESA directors of sport in all sporting activities.
4. Regulate its own proceedings.

S.31 SOCIAL COMMITTEE


The social committee shall:
1. Consist of all departmental director of socials in the School and the chairman
being the NUESA director of social.
2. Assist the NUESA director of socials in all social activities.
3. Regulate its own proceedings.

S.32 WELFARE COMMITTEES


The welfare committee in each School of Engineering shall:
1. Consist of all departmental welfare director in each School and the chairman
being the NUESA welfare director.in each respective Schools.
2. In the event of a joint welfare program/initiative, have the Welfare Director from
the School of the sitting President take precedence as the Chairperson.
3. Assist the welfare directors in maintaining the cleanliness of their schools and its
environs.
4. Regulate its own proceedings.

S.33 AUDITING COMMITTEE


The auditing committee shall:
1. Be setup when deemed fit by the congressmen.
2. Consist of 5 members in which the chairman shall be selected amidst them.

S.34 CONSTITUTION REVIEW COMMITTEE


The Constitution Review Committee shall:
1. Consist of member from each department with a departmental president.
2. Provided that there is a department without a departmental president, the NUESA
President shall accept nominations from the stakeholders of such a department.
3. Receive and deliberate on memoranda for suggested amendments from any
member of the association and such suggestions shall be accepted at the
discretion of the committee.
4. Be responsible for the review of the constitution.
5. Be responsible for the production and distribution of the constitution to all
departments.
6. Review of the constitution shall be done once in a 5 years period.
7. Regulate its own proceedings.

S.35 ELECTORAL COMMITTEE


The Electoral committee shall:
1. Consist of a member from the topmost level of each department as they will be
nominated by each departmental president before the congressmen.
2. Provided that there is a department without a departmental president, the NUESA
President shall accept nominations from the stakeholders of such a department.
3. Stand dissolved as soon as the electioneering process is over.
4. Conduct the general and bye-elections of the association in line with the provision
of this constitution.
5. Be an independent body in decision making and be supported by the association
financially.

ARTICLE 7

S.36 GENERAL MEETING/CONGRESS


1. The assembly of all Engineering Students shall herein after be called “General
meeting or Congress”.
2. Shall be held at least thrice per semester, for many exceptional cases, emergency
meeting could be summoned by the President through the General Secretary.
3. All members shall be properly notified, given at least a 48 hours notification prior
the day of the congress.
4. Notice of the congress shall be made public by the public relation officer.
5. All Congresses shall be presided over by the President.
6. A motion of suspension or removal of any officer shall by passed by the
congressmen on allegation of gross misconduct on such officer after proving
evidences.
7. All decision arrived at is binding on all members and over rules.

ARTICLE 8
S.37 STANDING ORDER
1. The term of office of the executive council expires as soon as other executive
council is sworn in.
2. Members shall remain standing when addressing the congress except the
president.
3. No member shall go out of a meeting except with the permission of the president
or appointed whip.
4. Members shall only speak when recognized by the president.
5. The official language of the congress/meeting is English, else when specially
arranged.
6. The presiding officer shall have the power to remove any congressman who he
deems as a source of distraction and anyone disregarding the congress.
7. The president shall call to order, a congressman who disregards his authority,
abuses the standing orders, attacks someone else personality or serves as a source
of indecorum willfully. If after such caution, such member persists in not
conducting him/her self in satisfactory manner, the president shall order the
member to leave the meeting.
8. Order of recognition; the presiding officer shall those wishing to speak in the
following order of precedence:
i. Point of Order.
ii. Point of Information.
iii. Point of observation.

S.38 POINT OF ORDER

A Point of order shall be heard at all times except during the act of voting. It shall
deal with conduct or procedure of the meeting and concerns such matters as:
1. Transgression of standing orders
2. Lack of decorum
3. Introduction of matters not relevant to the question under consideration.

S.39 POINT OF INFORMATION


Point of information on issues shall be heard provided that such observations are
made before issues are put to vote. The Presiding officer’s over-rule is final.

ACKNOWLEDGEMENT
The Constitution Review Committee, under the supervision of Comr. Daudu
Ayodeji (ADARA), extends its profound appreciation to all NUESAITES for their
unwavering commitment throughout the constitution review process.
We also specially acknowledge the 2024/2025 Executive Council led by Comr.
Oguntelure Oluwatosin (SIR TOSIN) for their support and collaborative effort,
which made the task a lot easier.
