II. Background and Rationale of WAP:
Despite DepEd’s significant efforts, the Philippines’ performance in the Program for International Student Assessment (PISA) 2022 which
primarily is a high-stake test on English, Math and Science and requires critical thinking and reading skills has still been concerning, ranking in
the bottom four among 64 participating countries. This challenge is reflected even at the local level as the Classroom Reading Literacy
Assessment (CRLA) conducted last SY 2024-2025 revealed troubling results. Out of ______ learners in Grades 1 to 3, ______ (____%) were
identified as struggling readers in Sinugbuanong Binisaya, while ______ (____%) in Filipino and ______ (____%) in Grade 3 also fell into the same
category. These statistics highlight the urgent need for targeted interventions to improve reading skills and outcomes in DepEd schools, hence
the conduct of this Upskilling of K to 3 Teachers in Early Language Literacy and Numeracy (ELLN) with focus on the Science of Reading (SoR).
The ELLN-SoR aims to enhance the skills of Kto3 teachers in all the 13 municipalities by focusing on early language, literacy, and numeracy
development through the lens of the Science of Reading. During the three-day PD program, participants delved into evidence-based strategies
that promote effective reading instruction and mathematical understanding, fostering a rich learning environment. The ultimate goal is to
equip teachers with PPST Domains 1, 4 and 5, specifically 1.1.2, 4.1.2, 4.3.2, 5.2.2 and 5.5.2 ( with practical tools and insights to support
diverse learners, ensuring that every child achieves foundational literacy and numeracy skills essential for future academic success.
Additionally, participants are expected to demonstrate their new strategies through teaching demonstrations, showcasing their application in
literacy and numeracy instruction.
Back in the workplace, the participants will be able to create and implement their School Learning Action Cell (SLAC) Plan and Workplace
Application Plan which shall facilitate cascading of KSAVs to all Elementary teachers and ensure workplace application on the following:
Application of literacy approaches that are systematic, explicit, and sequential, helping learners master phonological and phonemic
awareness and other key components of reading.
Integration of reading and math instruction by incorporating numeracy skills into literacy lessons, enhancing cross-disciplinary learning
and critical thinking.
