PROPOSED FKF LEAGUE STRUCTURES

Below is the current League Structure of the Football Kenya Federation for both
men and women football;

MEN’S FOOTBALL - LEAGUE STRUCTURE

1. The Top Tier League – FKF Premier League


Composition – 18 Teams
Divisions – One
Promotion – Not Applicable
Relegation – Bottom 2 Teams (Automatically)
Play-off (Relegation) - 16th Placed Team vs 3rd Placed Team in NSL

2. The Second Tier League – National Super League


Composition – 20 Teams
Divisions - One
Promotion – 2 Teams (Top 2 at the end of the Season)
Relegation – Bottom 3 Teams
Play-off (Promotion) - 3rd Placed Team vs 16th Placed FKF PL Team

3. The Third Tier League – FKF Division One League


Composition – 32 Teams
Divisions – 2 (Zone A & B)
Promotion – 2 Teams (Zonal Champions)
Relegation – Bottom 3 Teams each zone
Play-off (Promotion) – 2nd Placed Zone A vs 2nd Placed Zone B

4. The Fourth Tier League – FKF Division Two League


Composition – Not Standardized
Divisions – 4 Standard Zones; Further divided into more zones.
Promotion – 6 Teams
Relegation – Not Clear
Play-off (Promotion) – Zonal Winners participate in Mini Leagues/Play-offs to deter-
mine promotion
5. The Fifth Tier League – FKF Regional League
Composition – Not Standardized
Divisions – 9 Zones; Further divided into more zones.

WOMEN’S FOOTBALL - LEAGUE STRUCTURE

1. The Top Tier League – FKF Women’s Premier League


Composition – 12 Teams
Divisions – One
Promotion – Not Applicable
Relegation – Bottom 3 Teams (Automatically)
Play-off – None

2. The Second Tier League – Women’s National Super League


Composition – 24 Teams
Divisions – Two (Zone A & B)
Promotion – 2 Teams (Zonal winners at the end of the Season)
Relegation – Bottom 2 Teams in each zone.
Play-off (Promotion) - 2nd Placed Zone A vs 2nd Placed Zone B

3. The Third Tier League – FKF Women’s Division One League


Composition – 32 Teams
Divisions – 4 Zones
Promotion – 4 Teams (Zonal Champions)
Relegation – 4; Bottom Placed Teams in each zone
Play-off (Promotion) – None.

The Federation, in a bid to improve competitiveness and viability of our leagues, has
come up with proposals to amend our current league structures. The amendments
shall review among other things; the number of league across the country, number of
teams per league as well as a clearly defined relegation/promotion criteria for each
league

Below please find the Proposed Leagues Structure for both men and women leagues
across the country;

PROPOSED LEAGUE STRUCTURE

1. The Top Tier Men’s League.

The Top tier league shall be referred to as the Kenyan Premier League.

For the upcoming 2025/2026, the League shall comprise of 18 Teams. At the end of
the Season, four (4) Teams will automatically be relegated to the National Super
League.

For subsequent seasons, the Kenyan Premier League shall comprise of 16 teams. At
the end of the Season, three (3) teams will automatically be relegated to the sec-
ond tier.

2. The Second Tier Men’s League.

The FKF’s second tier league shall be referred to as the Kenyan Super League.

For the 2025/2026 Season, the League shall comprise of 24 teams divided into two
zones of 12 teams each. At the end of the Season, the two (2) Zonal Champions
will gain automatic promotion to the Kenyan Premier League. Three (3) teams
from each zone will be relegated to the Third tier league.

For subsequent seasons, the League shall comprise of not more than 28 Teams di-
vided into two zones. The two (2) zonal champions will gain automatic promotion
to the Premier League. The Second and Third Placed teams from each zone will
face each other in a home and away play-off format to determine the third team to
be promoted to the Kenyan Premier League. Three (3) teams from each zone will be
relegated to the third tier league.

3. The Third Tier Men’s League.

The FKF’s third tier league shall be referred to as the FKF Conference League.

The League shall be divided into four zones namely: Eastern Conference, Western
Conference, Southern Conference and Northern Conference.

Beginning 2025/2026 Season, the League shall comprise of a standard 64 teams di-
vided into four (4) zones. At the end of the Season, the four (4) Zonal Champions
will gain automatic promotion to the Super League. The second Placed teams
from each zone will face each other in a home and away play-off format to deter-
mine the additional two teams to be promoted to the second tier league. Three (3)
teams from each zone will be relegated to the fourth tier league.

4. The Fourth Tier Men’s League.

The FKF’s fourth tier league shall be referred to as the FKF Regional League.

The League shall be divided into the nine regional zones of the FKF namely; Central,
Coast, Eastern, Lower Rift Valley, Nairobi, North Eastern, Nyanza, Upper Rift Valley and
Western Regions.

Each Regional League shall comprise of not more than 48 teams divided into zones
comprising of not more than 16 teams per zone. At the end of each season, the top
team (Champions) in each region shall gain promotion to the FKF Conference League.
The Second and Third Placed teams from each (Regional) zone will face each other
in a Mini League/Play-off format to determine the remaining teams to be promoted
to the FKF Conference League.

The bottom four placed teams in each of the zones at the end of the season shall be
relegated to the fifth tier league, the FKF County League.

5. The Fifth Tier League.

The FKF’s fifth tier league shall be referred to as the FKF County League.

The League shall be played in the respective forty-eight (48) FKF Counties as stipulat-
ed in the FKF Constitution.

Each County League shall comprise of not more than 64 teams divided into zones
comprising of not more than 16 teams per zone. At the end of each season, the top
team (Champions) in each County shall gain promotion to the FKF Regional League.
The Second and Third Placed teams from each zone will face each other in a Mini
League/play-off format to determine the remaining teams to be promoted to the
FKF Regional League.

The bottom four placed teams in each of the County League zones at the end of the
season shall be relegated to the bottom tier league, the FKF Sub-County League.

6. The Lowest Tier League.

The FKF’s Lowest tier league shall be the FKF Sub-County League.

The League shall be played in the respective 290 FKF Sub Branches as stipulated in
the FKF Constitution.

Each Sub County League shall comprise of not more than 48 teams divided into
zones comprising of not more than 16 teams per zone. At the end of each season,
there shall be a Promotion Play-off/Mini League to determine the teams to earn pro-
motion to the FKF County League next season.

1. The FKF Women’s Top Tier League.

The Top tier women league in the country shall be referred to as the Women’s Prem-
ier League.

The League shall comprise of twelve (12) teams. The Winner of the League shall be
crowned the National champion.

The bottom three placed teams at the end of the season shall be relegated to the
second tier league, the FKF Women’s Super League.

2. The FKF Women’s Second Tier League.

The FKF’s Women’s second tier league shall be referred to as the Women’s Super
League.

The League shall comprise of not more than twenty-six (26) teams divided into
two zones. The Winners of the respective zones shall earn automatic promotion to
the Women’s Premier League. The second placed teams from each zone will face each
other in a one-legged play-off format to determine the third team to be promoted to
the Women’s Premier League.

The bottom three placed teams in each zone at the end of the season shall be rele-
gated to the third tier league, the FKF Women’s Division One League.

3. The FKF Women Third Tier League.

The FKF’s Women’s third tier league shall be referred to as the Women’s Division
One League.

The League shall comprise of 40 teams divided into four zones. At the end of each
season, the zonal champions will gain automatic promotion to the Women’s Super
League. The second placed teams from each zone will face each other in a home and
away play-off format to determine the two additional teams to be promoted to the
second tier league.

The bottom three placed teams in each of the zones at the end of the season shall
be relegated to the fourth tier, the FKF Women’s Regional League.

4. The FKF Women Fourth Tier League.

The FKF’s Women’s fourth tier league shall be referred to as the FKF Women’s Re-
gional League.

The League shall be divided into the nine regional zones of the FKF namely; Central,
Coast, Eastern, Lower Rift Valley, Nairobi, North Eastern, Nyanza, Upper Rift Valley and
Western Regions.

Women’s Div. One League.

The bottom three placed teams in each of the zones at the end of the season shall
be relegated to the FKF lowest tier, the FKF Women County League.

5. The FKF Women Fifth Tier League.

The Lowest tier for the Women’s league shall be the FKF Women’s County League.

The League shall be played in the respective forty-eight (48) FKF Counties as stipulat-
ed in the FKF Constitution.

Each County League shall comprise of not more than twenty (20) teams that may be
divided into different zones. At the end of each season, the top team (Champions) in
each County League shall gain automatic promotion to the Women’s Regional
League. The second placed teams will face each other in a Play-off/Mini League
format to determine the remaining teams to be promoted.

YOUTH LEAGUES

There shall be FKF Youth Leagues to be played across all the Counties/Sub-counties
to be organized and controlled by the respective Counties/Sub-counties.

The FKF County Youth Leagues, for both boys and girls, shall comprise of at least two
of the below categories;

1. U13 Leagues – FKF Junior League 1 (J-League 1)


2. U15 Leagues – FKF Junior League 2 (J-League 2)
3. U17 Leagues – FKF Youth League

The Leagues shall comprise of not more than 16 teams that may be divided into
zones with matches to be played in a single round-robin format at the initial stages.

At the end of the Season, FKF shall organize a Youth Championship that will involve
the Winners of the 48 FKF Youth Leagues (All categories). The County League winners
shall take part in the Regional Championship with the Regional Winners progressing
to the National Championships to be held annually in the month of April.
