Appointment of Operation & Maintenance Service Provider for Matarbari
2*600 MW Ultra-Super Critical Coal Fired Power Plant at Matarbari, Cox’s
Bazar, Bangladesh.
1. Background
Coal Power Generation Company Bangladesh Limited (CPGCBL), an enterprise of the
Government of the People's Republic of Bangladesh, is a public limited company registered
under the Companies Act, 1994 on 5th September 2011. CPGCBL has implemented a 2*600
MW Ultra Super Critical Coal Fired Power Plant (USC CFPP) in Bangladesh on Build, Own
and Operate basis (BOO) at Matarbari, Moheshkhali at its own land. The power plant
operates using imported coal.
The Power Plant is located in the coastal area of the Bay of Bengal, in Matarbari Union of
Moheshkhali Upazila under Cox’s Bazar District of Chattogram Division of Bangladesh.
The site is located near the only deep-sea port (Matarbari Port) of Bangladesh. The
commercial operation of the Unit 1 & 2 of the power plant started on 26/12/2023 and
29/08/2024 respectively.
The Power Plant was designed, supplied, erected and commissioned under the EPC contract
with the Consortium of Sumitomo Corporation, Japan, Toshiba Energy Systems and
Solutions Corporation, Japan and IHI Corporation, Japan. Currently, the power plant is
under defect notification period (2 years from the COD).
CPGCBL has already appointed 261 manpower (local Engineer/ Technician) for the O&M
of the power plant. A summary of the local Manpower has been attached (Appendix-1).
Now, CPGCBL intends to appoint a qualified Operation and Maintenance Service provider
to perform the smooth Operation and Maintenance of Matarbari 2*600 MW USC CFPP.
2. Objectives
The main objectives of the operation and maintenance contract are but not limited to:
• Carryout the Operation and Maintenance of 1,200MW (2 x 600MW) Ultra Supercritical
Coal Fired Power Plant.
• Carryout the scheduled and unscheduled maintenance of 1,200MW (2 x 600MW) Ultra
Supercritical Coal Fired Power Plant.
• Assist Employer with Spare parts and Materials inventory management and recommend
for the spare parts requirement.
• Ensure the plant performance parameters as per the contract.
• Ensure compliance with all statutory requirements including but not limited to
requirements of Department of Environment, Port Authority, Department of
Communications, Power Grid Company of Bangladesh, Bangladesh Power
Development Board, etc.
• Administrative Management and Technical Supervision of works to further improve
performance in specific aspects of the power plant with the Employer's approval.
• Carry out training and transfer technology to Operation and Maintenance Personnel of
CPGCBL so that Owner staff can carry out the Operation and Maintenance
independently by the end of this Operation and Maintenance Contract (Detail training
requirement will be given in the RFP).
• To ensure obligations and commitments as per the agreement.
3. Duration and Location of the Services
The duration of this assignment will be 03 (Three) Years. The location of the service will be
at Matarbari under Cox’s Bazar district of Bangladesh.
A detailed breakdown and technical descriptions of these major systems has been attached
in the (Appendix-2) section for reference.
5. Scope of Services
The general scope of the services, to be performed by the service provider via deployed
manpower shall include but not limited to the following:
5.1 General scope of services:
1) Lead the Operation and maintenance work of all main equipment including but not
limited to Boiler, Turbine, Generator, DCS, Ash handling system, Coal Unloading
system, Electrical system including GIS, HV, MV, LV switchgear, GIS&AIS
switchgear, unit transformer, unit auxiliary transformer, station transformer, CT, PT,
Relay, breaker, isolator, motor, Coal Handling system, HSD unloading and forwarding
system, cooling water system, water & wastewater treatment system, compressed air
system, ESP & FGD system, transformers, hydrogen plant, coal yard management,
jetty, Chemical Handling, Workshop and all auxiliary systems of the power plant etc.
2) Service provider shall Provide the service for the safe operation of 2*600 MW USC
CFPP with the aim of attaining the optimum level of technical and economic indices.
3) Service provider personnel shall analyze different operational parameters and suggest
measures for the long-term smooth operation of the plant with optimum efficiency.
4) Service provider shall prepare all preventive, predictive and scheduled maintenance
plan of all equipment of the Power plant as per the OEM guideline.
5) Service provider shall prepare all kind of Maintenance schedule of the power plant
equipment’s within 3 months of the commencement and within one month for the next
contract years.
6) Service provider shall be responsible for managing all preventive, predictive, scheduled
and unscheduled/breakdown maintenance of all equipment of the Power plant
7) CPGCBL’s Operational personnel of the power plant will do all switching operations
in normal cases. Service providers personnel shall watch closely, guide, take care of,
supervise, assist, instruct, and perform the job as necessary for the safe operation of the
unit. In any emergency case, technical personnel from service provider shall perform
the job as necessary.
8) Service provider shall develop, implement, and maintain the emergency preparedness
procedures that allow an immediate appropriate response to events such as major
equipment failures, fires, explosions, and release of toxic chemicals, employee illness,
and other accidents.
9) Service provider provide technical assistance during emergency situations due to
system disturbances or any other major troubles of the plant.
10) Service provider’s maintenance personnel must be available at site as General
Engineers (Duty Hour: 09:00-18:00 hrs including one-hour lunch-break) as per
CPGCBL working days. In case of any kind of emergency including unit start-up, unit
shutdown, blackout situation or any other emergency cases, they must be physically
present at the site whatever the clock time is. In case of such emergency, additional
payment shall not be made to the service provider. The service provider personnel shall
not leave the site without consent (call/ e-mail/ letter) of the employer. The service
provider personnel will remain stand by 24 hours on telephone call service unless
sick/private affair leave allowed by the authority/ Head of the plant. The service
provider will ensure the physical presence and telephony service of the service
provider’s personnel at site. The Operation Engineers/ Technicians/ Operators of
service provider will be in rotating shift. Duty time of different personnel may be
changed as per the decision of the competent authority. Moreover, if any personnel
needs to leave the station, the service provider shall have to manage his responsibilities
before existing personnel leave with approval from the Employer, otherwise payment
will be deducted from payment for each day of absence.
11) Service provider shall Promptly and effectively respond to unscheduled outages.
12) Service provider shall be responsible for planning and management of all scheduled
and unscheduled outages.
13) Service provider shall perform supervision and coordination of the smooth start-up,
shutdown, test running, change over, preservation, etc of the Power plant equipment.
14) Service provider’s personnel shall conduct coordination meetings with the power
plant’s respective Engineers at least once in every week to explain any issue in
operation, maintenance, planning, exchange views, etc. In case of any incident/
accident, the service provider shall conduct a meeting with the owner staff with a proper
root cause analysis report.
15) The performance expert shall have to prepare & submit the plant’s operation &
maintenance report with mentioning the plant status and performance indication
monthly basis from the day of commencement date. The experts will provide possible
feedback on area of improvement. The experts shall have to inform or provide a report
to the employer with necessary suggestions for the shutdown of the Plant/ Unit, whether
it needs shutdown or not, prior to the shutdown of the Plant/ Unit.
16) Service provider shall conduct inventory in timely manner and assess the requirement
of consumables/ spares/ Tools/ Chemicals and verifying the availability in store and
submit report as necessary. Considering the lead time for supply of the goods, Service
provider shall submit such report in advance (well-ahead of time) so that availability of
consumables/ spares/ tools/ chemicals can be ensured before any operational/
maintenance work.
17) For the smooth operation of the plant, service provider shall keep contact with different
vendors including spare parts suppliers, and major maintenance contractors/OEMs of
major equipment.
18) Prepare purchase requisition for the consumables/ spares/ Tools/ Chemicals in advance
as necessary for the smooth operation of the plant.
19) Service provider shall submit the daily activity report including the job list for the next
working days.
20) Maintenance Expert Engineers must carry out “Root Cause Analysis” i.e. they must
help CPGCBL’s maintenance engineers to prepare all plant incident Reports; analyze
equipment failures, determine causes; recommend recovery plans; and develop cost-
effective solutions to prevent reoccurrence. They must ensure “Lessons Learned”
process of all technical matters to CPGCBL’s Engineers/Technical stuffs and help to
develop all kind of engineering solutions to avoid repetitive failures and other
maintenance problems.
21) Service provider shall furnish the daily, monthly, annual report.
22) Service provider shall be responsible for maintaining strict discipline and good order
amongst its personnel and those of its Subcontractors at all times.
23) Employer will arrange interview of the key personnel before signing the contract. If
observe any unsatisfactory, employer may recommend to replace the personnel. Service
provider shall replace the personnel accordingly.
24) Service provider shall ensure that the deployed personnel carry out the services and
arrange replacement of personnel if required. If any service provider personnel
performance is not up to the mark, Employer shall give a replacement request. The
service provider shall replace the personnel within 30 working days.
25) Service provider’s personnel shall monitor and evaluate the O&M data to confirm the
plant performance meeting the designed standard value. if any abnormalities of the
Plant/ Unit are observed, they will inform to the Employer immediately.
26) Service provider shall prepare a budget and expenditure control system.
27) Service provider shall prepare a comprehensive set of safety procedures to ensure safe
working conditions as per CPGCBL HSE policy.
28) Service provider shall carry out the analysis of operational risk and accidents.
29) Service provider shall take necessary measures to safeguard any damage of the
equipment in case of any emergency.
30) Service provider shall assist to insure the power plant facility as well as claim/ recover
for any kind of damage or loss of the equipment’s.
31) Minor/ Major inspection of the major equipment’s will be carried out under supervision
of the OEM/ LTSA. Service provider shall support all kind of jobs as necessary for the
successful completion of the Minor/ Major inspection works.
32) Service provider shall operate and maintain the plant in conformity with Power
Purchase Agreement (PPA), attending any technical meetings with BPDB or any other
authority as necessary.
33) Service provider shall carry out the vulcanizing work of Coal Conveyer Belt/ Feeder
belt/ etc.
34) Service provider shall do all kind of welding (TIG, MIG or any other) of the HP/LP
piping, structure, as per the standard procedure etc.
35) Service provider shall carry out the welding job of HDPE/ GRP/ FRP/ FRE piping
system.
36) Service provider shall develop O&M procedure of different system/ sub-system.
37) Service provider shall review and update of the O&M manuals and prepare any new
manuals as necessary.
38) Service provider shall develop the following station-specific manual instructions and
procedures:
a. Safety;
b. Operating instructions;
c. Maintenance instructions;
d. Chemical procedures;
e. Administration procedures;
f. Incident reporting procedures;
g. Security procedures;
h. Performance monitoring procedures;
i. Planned maintenance schedules;
j. First Aid:
k. Fire Fighting;
l. Emergencies;
m. Environmental Compliance;
n. Plant Heat Rate test and Plant Heat Rate determination procedures and
o. Fuel Testing procedures.
39) Service provider shall bear the entire responsibility, liability and risk (health/life)
relating to coverage of their Staff under Applicable Law including but not limited to
Bangladesh Labor Act 2006 and Labor Rules and any other relevant Act/regulations as
will be applicable during the Term.
40) Service provider shall operate and maintain the Plant including associated facilities in
such manner so as to enhance life and safety of Plant, minimize Operating Cost and
maximize power generation. Without prejudice to the preceding sentence, the service
provider shall perform the Services in accordance with the standard prescribed under
the Technical Specifications.
41) Service provider Shall take responsibility for all operational and maintenance activities
of the power plant with proper coordination with the owner staff.
42) Service provider shall carry out training and transfer technology to Operation and
Maintenance Personnel of CPGCBL so that they will be able to carry out the routine
Operation and Maintenance independently by the end of this Operation and Maintenance
Contract.
43) O&M Service provider shall ensure the sufficient training of the employer staff (Detail
training requirement will be given in the RFP).
44) Experts will help (suggest) CPGCBL’s Engineers to organize workshops as necessary.
45) Service provider shall maintain Environmental Guarantees as per Applicable
Regulations.
46) Assist employer with the proper management of Environmental Management Plan.
47) Service provider shall assist employer with the receipt and management of coal, fuel
oil, water, steam, chemicals etc. including record keeping, ordering, receiving,
sampling, laboratory analysis etc.
48) Develop standard O&M procedure of different system/ sub-system.
49) Review and update of the O&M manuals and prepare any new manuals as necessary.
50) Service provider Shall prepare the Scheduling, coordinating, handling deliveries of fuel.
51) Service provider shall monitor the coal quality and supervise CPGCBL as necessary.
52) Failure to achieve the performance target mentioned in Guaranteed Performance
section, employer may impose penalty as per the contract.
53) Develop the station-specific manual instructions and procedures as necessary.
54) Any other works related to proper & safe operation of the unit, shall be done by the
Service Provider.
5.2 Specific scope of services:
A. Team Leader:
The scope of work for the Team Leader is described below but is not limited to the following:
1. Lead the operation and maintenance activities of 1200 MW (2x600 MW) Ultra
Supercritical Coal Fired Power Plant.
2. Ensure restoring the system/ equipment within the shortest possible time in case of any
sudden outage or breakdown.
3. Shall perform supervision and coordination of the smooth start-up, shutdown, test
running, change over, preservation, etc of the Power plant equipment.
4. Plan and assign daily tasks based on plant requirements.
5. Oversee the operation, performance, and reliability of the 1200MW Ultra-Supercritical
(USC) coal-fired power plant.
6. Ensure optimal Boiler, Turbine, and Generator (BTG) performance to maximize
efficiency and minimize downtime.
7. Implement heat rate optimization and energy efficiency strategies.
8. Perform the root cause analysis of any accident/ incident, equipment failure.
9. Monitor and analyze key performance indicators (KPIs) such as load factor, thermal
efficiency, and auxiliary power consumption.
10. Prepare the purchase requisition for the consumables/ spares/ Tools/ Chemicals in
advance as necessary for the smooth operation of the plant.
11. Submit daily activity report including the job list for next working days.
12. Ensure adherence to operational procedures and industry best practices for stable plant
operations.
13. Prepare all kind of Maintenance schedule of the power plant equipment’s within 3
months of the commencement and within one month for the next contract years.
14. Lead a multi-disciplinary team of engineers, operators, and maintenance personnel.
15. Ensure the sufficient training for the owner staff as per requirement.
16. Foster a culture of safety, discipline, teamwork, and operational excellence.
17. Provide technical guidance and strategic decision-making support.
18. Conduct performance reviews, training programs, and capacity-building initiatives.
19. Develop and implement preventive and predictive maintenance programs.
20. Oversee major overhauls, inspections, and equipment upgrades.
21. Coordinate with OEMs and service providers for troubleshooting and performance
optimization.
22. Prepare and optimize spare parts inventory and procurement strategies.
23. Conduct spare parts inventory, recommend for necessary spares.
24. Prepare purchase requisition for the spare parts in advance as necessary for the smooth
operation of the power plant.
25. Monitor and manage SOx, NOx, CO₂ emissions, and other pollutants.
26. Lead emergency response planning, including forced outages and crisis management.
27. Develop and manage operational budgets, cost control measures, and financial
performance analysis.
28. Implement cost-effective strategies for fuel consumption, water usage, and auxiliary
power reduction.
29. Ensure compliance with Power Purchase Agreements (PPA), fuel supply contracts, and
grid code regulations.
30. Prepare and present operational reports and strategic recommendations.
31. Maintain strong relationships with government agencies, environmental bodies, and
industry stakeholders.
32. Maintain contact with different vendors including spare parts suppliers, and major
maintenance contractors/OEMs of major equipment.
33. Lead plant restoration efforts during outages, breakdowns, and failures.
34. Develop and implement business continuity and contingency plans for extreme
operational challenges.
35. Stay updated on global best practices, industry trends, and emerging USC technologies.
36. Promote digital transformation, automation upgrades, and continuous improvement
initiatives.
37. Develop and execute strategic plans for plant sustainability, efficiency improvements,
and future requirements.
38. Prepare a budget and expenditure control system.
39. Prepare a comprehensive set of safety procedures to ensure safe working conditions as
per CPGCBL HSE policy
40. Enforce strict HSE (Health, Safety, and Environment) policies for workplace safety.
41. Maintain the performance guarantee.
42. Ensure the proper management of coal, fuel oil, water, steam, chemicals etc.
43. Ensure the proper management of Environmental Management Plan
44. Monitor the coal quality and supervise CPGCBL as necessary
45. Ensure compliance with local and international safety standards, emission control
regulations, and environmental policies
46. Assist to insure the power plant facility as well as claim/ recover for any kind of damage
or loss of the equipment’s.
47. Carry out the analysis of operational risk and accidents
48. Take necessary measures to safeguard any damage of the equipment in case of any
emergency
49. Identify technology enhancements and cost-saving opportunities while maintaining
performance and safety.
50. Develop, implement, and maintain the emergency preparedness procedures.
51. Encourage a culture of research, innovation, and skill development.
52. Ensure the plant performance parameters as per the contract.
53. Shall conduct coordination meetings with the power plant’s respective Engineers at least
once in every week.
54. Oversee real-time plant operations to ensure efficiency and compliance with
performance parameters.
55. Monitor plant parameters and identify opportunities for efficiency improvements.
56. Ensure Health, Safety, and Environment as per the stipulated guideline.
57. Ensure regular/ preventive/ predictive/ breakdown maintenance activities for all
equipment of the power plant
58. Ensure overall coordination with CPGCBL
59. Any other tasks necessary to achieve the contracted performance.
B. Performance Expert
The scope of work for the Performance Expert is outlined below but is not limited to the
following:
1. Monitor the Heat Rate, Fuel Consumption, Auxiliary Consumption, Water Consumption,
and any other necessary parameters of the system.
2. Conduct efficiency calculation, heat rate analysis, energy balance calculation and loss
identification for different systems of the plant.
3. Ensure the reliable operation of the Power Plant.
4. Prepare & submit the plant’s operation & maintenance report with mentioning the plant
status and performance indication monthly basis.
5. Conduct real-time performance monitoring and efficiency analysis of the power plant.
6. Identify opportunities for heat rate reduction, fuel consumption optimization, and overall
plant performance improvement.
7. Develop and implement strategies for enhancing thermal efficiency and reducing
operational losses.
8. Perform root cause analysis (RCA) for performance deviations and suggest corrective
actions.
9. Collaborate with operations and maintenance teams to ensure optimal equipment
performance and reliability.
10. Analyze key performance indicators (KPIs) such as boiler efficiency, turbine heat rate,
condenser performance, and auxiliary power consumption.
11. Conduct inventory in timely manner and assess the requirement of consumables/ spares/
Tools/ Chemicals and verifying the availability in store and submit report as necessary.
12. Ensure compliance with environmental standards by monitoring flue gas emissions, air
quality, and pollution control measures.
13. Lead the implementation of predictive maintenance strategies to minimize unplanned
outages and downtime.
14. Provide training and technical guidance to plant engineers on performance improvement
techniques.
15. Deep understanding of thermodynamics, fluid dynamics, and combustion processes in
USC technology.
16. Maintain and refine performance baseline models and reference curves to ensure accurate
benchmarking of plant systems and equipment.
17. Leverage advanced diagnostics and analytics within the PADO system to drive data-
informed decision-making and optimize plant performance.
18. Validate performance test outcomes against OEM guarantees, identify variances, and
coordinate corrective actions to close performance gaps.
19. Deliver insightful performance trend analyses and concise reports to support strategic
decision-making by plant leadership.
20. Collaborate with respective teams in power plant to enhance real-time dashboards and
visualization tools for actionable performance monitoring.
21. Support strategic planning for startup, shutdown, and part-load operations through
performance modeling and predictive assessments.
22. Contribute to internal and external performance audits, ensuring compliance and
supporting the implementation of efficiency improvements.
23. Document and disseminate performance optimization insights, best practices, and
technical learnings across plant teams.
24. Drive continuous improvement initiatives by identifying opportunities for digital
enhancement and advanced analytics integration within PADO.
25. Any other tasks necessary to achieve the contracted performance.
C. Maintenance Planner
The scope of work for the Maintenance Planner is outlined below but is not limited to the
following:
1. Lead the creation and implementation of maintenance strategies for all critical equipment
of a 1200 MW Ultra Super Critical Coal Fired Power Plant.
2. Integrate Reliability-Centered Maintenance (RCM), Predictive Maintenance (PdM),
Condition-Based Monitoring (CBM), and Total Productive Maintenance (TPM) to
maximize plant reliability and performance.
3. Develop long-term asset management strategies blending preventive, predictive, and
corrective maintenance practices to ensure continuous plant operation.
4. Develop and manage maintenance schedules, ensuring a balanced approach to preventive,
predictive, and corrective maintenance tasks.
5. Prepare all kind of Maintenance schedule of the power plant equipment’s within 3 months
of the commencement and within one month for the next contract years.
6. Develop comprehensive inspection and maintenance schedules in accordance with OEM
manuals, ensuring alignment with plant operational plans, activities, and technical
conditions.
7. Ensure efficient allocation of resources and task prioritization, particularly for major
shutdowns, overhauls, and critical maintenance activities.
8. Oversee performance analysis and diagnostic assessments to identify gaps in performance
and implement optimization strategies, focusing on areas like boiler efficiency, steam cycle
optimization, and turbine integrity.
9. Apply advanced optimization techniques to enhance operational efficiency and improve
plant performance.
10. Lead the planning and execution of major shutdowns and turnarounds, ensuring that
maintenance interventions are timely, cost-effective, and minimize operational downtime.
11. Manage the development of work packages for critical maintenance tasks, such as turbine
inspections, boiler overhauls, and generator maintenance.
12. Conduct Root Cause Failure Analysis (RCFA) for critical equipment failures, identifying
underlying issues and formulating effective solutions.
13. Implement Failure Mode and Effects Analysis (FMEA) to prioritize corrective actions and
improve overall plant reliability.
14. Monitor the status of the spared/ consumables/ chemicals/ tools.
15. Act as the primary point of coordination between in-house teams and external contractors,
ensuring alignment on maintenance schedules, resources, and expectations.
16. Collaborate with operations, engineering, procurement, and supply chain teams to ensure
timely availability of critical spare parts, materials, and tools.
17. Lead the integration and continuous improvement of Predictive Maintenance (PdM)
techniques, utilizing technologies like vibration analysis, oil analysis, infrared
thermography, and ultrasonic testing.
18. Ensure the effective use of IoT technologies and advanced sensors for real-time condition
monitoring of plant equipment, minimizing unplanned downtimes.
19. Utilize Energy Management Systems (EMS) to monitor and improve the plant’s thermal
efficiency, ensuring operations are optimized for peak performance.
20. Identify opportunities for energy conservation within the maintenance function and
implement corrective actions to optimize plant performance and reduce costs.
21. Ensure that all maintenance activities comply with local, national, and international safety
regulations, including OSHA, EPA, and plant-specific standards.
22. Conduct Job Safety Analysis (JSA) and implement risk assessments for high-risk activities
such as turbine inspections and boiler repairs.
23. Develop, maintain, and update Standard Operating Procedures (SOPs) and task-specific
instructions to guide maintenance teams, improve efficiency, reduce errors, and support
staff training.
24. Maintain accurate, up-to-date maintenance records in compliance with industry standards
(ISO 55000, ISO 9001, ISO 14001, and ISO 45001).
25. Lead and mentor the maintenance team, fostering a culture of safety, technical excellence,
and continuous improvement.
26. Ensure the maintenance team is equipped to handle complex tasks, such as major overhauls
and emergency repairs, while maintaining high safety and operational standards.
27. Ensure plant compliance with environmental regulations regarding emissions, waste, and
pollutant control systems like Continuous Emission Monitoring Systems (CEMS),
Electrostatic Precipitators (ESP), and Flue Gas Desulfurizers (FGD).
28. Develop and implement maintenance strategies for environmental control equipment to
ensure continuous regulatory compliance.
29. Drive continuous improvement initiatives across the maintenance function, focusing on
reducing unplanned downtime, lowering maintenance costs, and enhancing equipment
reliability.
30. Promote cost-effective practices that maximize asset life cycle and minimize overall
operational and maintenance costs.
31. Utilize advanced data analytics and machine learning techniques to predict maintenance
needs and enhance decision-making processes.
32. Leverage real-time data from condition monitoring systems to identify patterns, improve
equipment health monitoring, and optimize maintenance strategies.
33. Oversee the management of critical spare parts inventory to ensure availability, minimizing
delays and downtime while controlling costs.
34. Ensure proactive procurement and maintenance of spare parts, reducing operational
interruptions.
35. Maintain open communication with senior management and key stakeholders to align on
maintenance priorities, budgets, and schedules.
36. Provide transparent updates on maintenance progress, challenges, and achievements,
ensuring alignment across teams.
37. Promote and implement lean maintenance methodologies such as 5S and Kaizen to enhance
operational efficiency, reduce waste, and streamline maintenance processes.
38. Continuously evaluate and refine maintenance workflows to improve productivity and
reduce costs.
