1. SCOPE
This method statement is made to enumerate the procedure of earth
works including, Excavation, Backfilling, Pavement cutting, etc. for
Reinforced concrete structures, underground utilities and roads
according to the Project Specification and Requirements “Quench
improvement project” in Olefins III at Petrokemya Site located at Jubail
Industrial City, Kingdom of Saudi Arabia.

3. REFERENCES
The latest revision of SABIC Engineering Standards shall be used as per
references and is part of this Method Statement in the execution work.

4. GENERAL
This instruction comprises all the work activities associated with all kind
of excavation performed by SENDAN. SENDAN will float the excavation
Certificate that will be completed with the help of Client. This
certificate will evaluate the required procedures and Safety measures
required to start the excavation. The safety departments shall ensure
that all of the requirements in relation to any excavations are followed.
Excavation shall be in accordance with the elements of the relevant
safety standards as well other information necessary for safe
operations .
The excavation of equipment and structure footing, grade beams, pits,
manholes, retaining walls, catch basins and any other structure that
does not need any special de-watering system and above ground water
level shall be ordinary excavations.
Structural fill shall be used for load bearing purposes beneath raft
foundations, bund walls, man holes, catch basins and associated
structures as per SES-C02-S01.
An open cut type of excavation shall be applied with safe side slopes as
mentioned below.
Shoring and bracing system shall be used whenever required to protect
adjacent structure if any, in an excavation site or when the excavation
side slope is steeper than those mentioned below.
Safe clearance of excavation:
- The entire excavation slope shall be as per SABIC Engineering
Standards.
- Clearance of 1.0 meter from excavation top edge to barricade shall
always be kept.
Note: Materials and equipment shall be kept away from the excavation top edge.
Proper equipment shall be used to execute the compaction work. Fill
and backfill adjacent to structures such as retaining walls, pits and
basement shall not be compacted with heavy equipment, but shall be
compacted with hand operated equipment to a distance of 1.20 meters

or greater beyond the sides of structure.
If unsuitable or unstable ground is encountered, work shall stop until
the CLIENT - personnel have inspected the excavation.

There shall be a safe access way for entry and exit.
5. DUTIES & RESPONSIBILITIES
Project Manager:
The project manager is responsible to provide his site team with
appropriate resources to ensure that earthworks are done in accordance
with the project quality requirements. Project manager will be handling
all the initial reports and raw data of performances and
accomplishments during the construction procedures .
Construction Manager:
The construction manager shall be responsible for the overall direction,
monitoring, coordination and control of the entire earthwork activities
attached and related to all kind of excavation works. He shall be
responsible to encourage his team mates for safe and productive
working culture. He shall be dealing with Site Team for implementing
work with proper procedure at site .
QA/QC Manager:
QA/QC Manager is responsible to ensure, that all earthworks are in
accordance with the approved drawings and specification requirements
of SABIC as well as implementation of quality control procedure. QA/QC
Manager is responsible to review ITP and Method Statements.
Civil QC Inspector:
The civil QC inspector shall be responsible for the necessary inspections
and field density tests (FDT) to be carried out for all the activities
involved in the excavation such as excavation bottom compaction test.
The civil QC Inspector shall carry out internal inspection prior to raising
RFI to SABIC. All RFIs shall be raised shall be raised prior to 24 hours as
per approved ITP. The civil QC Inspector shall get approval for all
proposed materials on MAR and raise material receiving RFI.
Safety Manager/Supervisor:

Safety Manager/Supervisor shall ensure safe work plan and work
permits prior to submittal to client that must be implemented and
observed during the execution of excavation work.
Civil Engineer/Supervisor:
The Civil Engineer/Supervisor shall be directly involved in the planning
and execution of all the activities involved in the Earth work activities.
He shall be responsible for the preparation of excavation plan prior to
commence of any type of earth works.
PTW Receiver:
The PTW (Permit to Work) coordinator shall be the authorized personnel
for the entire work permit related activities concern and he shall be the
responsible channel for CLIENT. If necessary trial can be conducted to
read the scenario of the work and obtain permits, the issuer and
receiver both are the key personnel for complete execution of the work.
As well as the PTW internal coordinator of shall be the responsible
senior person for guiding and granting PTW through CLIENT for all site
activities.
Foremen:
The excavation, shoring, Backfilling Foremen shall be responsible for the
direct execution of earthworks involved in the excavation process
according to the plan and shall directly control and give instruction to
the working personnel. He shall also ensure that works are performed
with proper tools/ equipment, PPE and good housekeeping around the
working area .
6. TOOLS AND EQUIPMENT
All equipment and operators being mobilized to site shall be approved
by concerned personnel before execution of work. Equipment operators
and drivers shall have a current Saudi driving and operator’s license.

7. WORK PROCEDURE (General Excavation)
The general work procedure for earth works is elaborated below. None of the
following work shall commence without the approval of IFC drawings.
A. Survey & Preparation
Qualified surveyor shall verify that the temporary benchmarks and
control points have not been disturbed.
RFI for survey and layout shall be raised 24 hours prior starting any
excavation/pavement cutting and associated work.
Protect any benchmarks from damage or displacement.
Secure the area with hard barricades, safety tapes, and warning/
information signs. Hard Barriers shall be constructed of material of
substantial strength such as drums or scaffold. Barriers shall be set at
least 1.5m back from the edge of the excavation and be a minimum of
1.2 in height.
Obtain the necessary excavation checklist, work permits & confined
work permits through CLIENT Permit Issuer before commencing the work
on a daily basis or as required.
Set/ layout the line grids and elevation using the approved benchmark/
control points, coordinates; and latest Approved/ Issued for
Construction drawings or as directed by CLIENT Representatives in
writing.
Coordinate with other disciplines involved to verify any existing utilities
such as water line, power line and telephone line running through
boundaries of excavation.
B. Pavement/ Asphalt Cutting
After the lay out survey if Asphalt or concrete cutting is required before
the excavation it should be mentioned excavation certificate and work
permit required for excavation

foundation size plus working space if the excavation depth is less than
one meter, if excavation depth is more than one meter then area
required for sloping and shoring also be included if the space is available

If asphalt cutting area is under the process area the barricade the
marked area should be surrounded by fire blanket.
The Asphalt/ concrete pavement cutter should be inspected by client and
have inspection sticker.
Only experienced personnel should operate the asphalt cutter.
All mandatory PPEs plus face shield, Disposable Cover should be used
The Cut should be in straight line as marked,
If the cut pieces of asphalt or concrete is required to remove manually
then their size should not too large to handled manually
All cut material should be removed from site
C. Shoring
Shoring is temporary structure that is installed the horizontal movements
of excavated soil banks, shoring should be installed according to
instruction provided on excavation certificate.
The selection of shoring method is decided according to soil type, nearby
equipment and Foundation If the excavation soil is type B soil and depth
is less than then the excavation can be proceed by simple sloping method
by providing the slope 1:1 to banks, but if the space available. For
cohesive soils both shoring and sloping may be required depending on
the site condition
Depending upon the site condition initially it is planned for current
project the maximum excavation depth is 1.6m so the composite method
of shoring plus sloping will be adopted, the shoring will be comprised of
plywood plank and scaffolding pipe standards inserted vertical inside the
ground. The lateral supports will be provided if it required depending
upon the situation.
D. Excavation Operation
Report immediately to CLIENT authorities if any, underground
installation encountered during the excavation.
Excavate manually and carefully near the area of existing utility lines or
facilities and excavate trial pits as instructed by CLIENT.
Assign a trained flagman while using heavy equipment to direct the
2 traffic at workplace and to monitor closely the excavation work.
Barricade shall be placed around the machine operation area.
When the excavation site is close to the existing structure, sufficient
shoring and bracing system shall be planned and approved by CLIENT to

prevent the existing structure.
Use appropriate machine to obtain the required density when the desired
bottom level is reached.
If ground water is encountered during excavation, de-watering shall be
carried out.
Remove and replace with compacted structural fill if any sort of
contaminated soil, found at excavation bottom.
Over excavation shall be provided with the lean concrete or with the
compacted select fill material being approved by CLIENT.
E. Backfilling
Area to receive backfill shall be free from water, debris and other foreign
materials.
Backfilling materials shall be approved by SABIC.
Backfilling shall be placed in a layer by layer and each layer shall be
compacted well to achieve the desired density, and tested according to
approved ITP
Suitable compaction equipment shall be used.
Backfill shall be placed simultaneously on both sides of installed work to
equalize loading.
Backhoe operators should always take precautionary measures in
swinging and rolling their equipment to avoid hitting the
foundations/pedestals as well as earthwork crews working on backfilling.
QA/QC inspectors shall conduct inspections in each every lift ensuring
that every layer passed the required density test .
F. Removal of Construction Debris/ Unsuitable excavated Material
Remove from site the discard material not satisfactory for backfill and
dispose said material at the approved/designated dumpsite. Suitable
material for backfill will be stockpiled at approved location.
Conduct site clearing operations in such a manner as to ensure minimum
interference with roads, walks and other adjacent occupied or used
facilities .

The QC inspectors of SENDAN together with CLIENT representatives shall
carry out necessary tests and inspections in various stages of the
earthworks including the excavation and compaction work. Inspection
shall be based on prepared ITP and Project Specification. Inspections of
excavation must be carried out and recorded daily .
9. SAFETY ACTION PLAN
SENDAN Safety Supervisor shall carry out the safety site inspection to
ensure that safety requirements laid out in the safe work plan are
followed during and after the excavation work. Safety supervisor shall
review Safety Action Plan and secure work permit if necessary prior to
start of any activities.
Barricading of excavation and swing areas of equipment shall checked
prior to work.
All equipment for excavation works shall have to be inspected by
SENDAN Safety Manager prior to forwarding to CLIENT Safety
department inspection prior to use at site to ensure their safe
worthiness at work. The inspection reports shall be kept for record.
Permit to work (PTW) document is properly mentioned with enough
description and shall be submitted to execute the work.
9.1 Testing and Qualification
The operator qualification, testing & certification requirements shall be
as per specification requirement and will be provided to SABIC before
commencing the work. Heavy equipment and vehicles shall be operated
or driven by operators/Drivers who are license holders or TUV certified
(If required ).
9.2 Competent Persons:
Qualified competent personnel as per SABIC standards shall be assigned
and thereafter be responsibilities regarding safely. List of competent
personnel will be provided by SENDAN .

During excavation, first the area shall be under safety work area for the
whole duration of the activity. All the precautionary measures shall be
taken considering the probability of emergency. In hospitalization cases,
ambulance will be provided Emergency exit point, assembly area,
emergency evacuation plan and emergency numbers shall be posted on
the boards.
