NON-NEGO COST, INSURANCE, AND FREIGHT TRANSACTION PROCEDURE
1. Seller issues SCO to Buyer/Buyer's Mandate.
2. Buyer issues LOI to Seller.
3. Seller issues FCO (with attached past PPOP) to Buyer.
4. Buyer issues ICPO.
5. Seller issues SPA to Buyer.
6. Buyer signs and stamps the SPA and returns it.
7. Seller completes, signs, and returns the mutually signed SPA (with attached
Supply Commitment Letter from the Refinery) to Buyer.
8. Buyer issues MT799 Pre-advice (free format) to Seller.

9. Seller issues the following PPOP:
(1) PRE-TEST REPORT, issued by REFINERY.
(2) PRE-SHIPPING INSTRUCTION/VOYAGE, issued by REFINERY.
(3) CONFIRMATION LETTER ABOUT PRODUCT ORIGIN, SUPPLY,
AND QUANTITY CONFIRMATION, issued by REFINERY.
10. Buyer issues SBLC-MT760 to Seller.
11. Seller loads fuel onto Seller's VESSEL according to the SPA schedule.
12. After loading is complete, Buyer performs a DIP TEST on Seller's VESSEL.
13. Buyer completes payment via MT103 after successful DIP TEST.
14. Upon confirmation of payment, Seller issues the following FULL PPOP to Buyer:
(1) Bill of Lading ("B/L") issued by REFINERY in 1 original and 5 copies;
(2) Certificate of Origin ("COO") issued by Ministry of Trade in 1 original and 5 copies;
(3) Cargo Manifest issued by REFINERY in 1 original and 5 copies;
(4) Packing List issued by REFINERY in 1 original and 5 copies;
(5) Tanker Ullage Report by REFINERY in 1 original and 5 copies;
(6) Tanker Time Sheet by REFINERY in 1 original and 5 copies;
(7) Goods Handover Statement Letter issued by REFINERY in 1 original and 5 copies;
15. Seller's VESSEL completes fuel discharge into Buyer's VESSEL/TANK at
Buyer's destination port.

TRANSACTION ADHERE TO LEGAL AND REGULATORY REQUIREMENTS
