d. Cars for Consultants (1) lf Wapda has to provide cars to the Consultants
for a project under Agreement, 1000 CC Cars
will be provlded. lf air conditioned cars are
needed, Authority's permission will be required.

(2) lf cars are supplied to Wapda in Aid/Grants for


the use of Wapda officers, then we should ask
them to provide us with 1000/800 CC Cars.

4. Autlronitv_Jransoort Pools

Authority has decided to establish Transport Pools/Sub-Poots at the following stations


for the visiting VlPs/Senior Officers of the ,Authority. Hcwever, local officers can get these
for private use according to the procedure iaid down
vehicles out of the Pool on payment basis
in Wapda Transpotl Rules19B4. 1600 CC Cars are meant for protocol duties. They will be
replaced by 1300 CC Cars later:-

This Pool should cater for the visitors to lslamabao Mangla, Muree, Tarbela and

This Pool will be under the administrative control of Generai Manager (South), and wili
provide transport to visitors in and around Hyderabad.

b. D.l.Khan

5 doors Jeep 1 (Already available with C.E. (CRBC).

This Pool will be under the administrative control of C.E. (CRBC) and wili provide
transport to visitors at D.l. Khan, Chashma Barrage and Kalabagh Dam site.

c. Peshawar

5 doors Jeep 1 (To be transferred from Central


Pool Lahore)
1000 CC Cars 1

This Pool will be under the administrative control of General Manager (North) and will
provide transport to visitors at Peshawar, Mardan, Sawat and surrounding areas.

d. Quetta
5 door Jeep 1 (This Jeep will be shifted from
Rahim Yar Khan).
1000 CC Car 1

This Pool will be under the administrative control of Chairman (AEB) Quetta, and will
provide transport to visitors of Quetta and Surrounding areas..

e. Multan

1000 CC Cars 2

This Pool will be under the administrative control of Chairman (AEB) Multan, who will
provide transport to visitors in Multan, Bahawalpur, Kot Adu and Sahiwal areas.

1. ln line with Fecei'ai Govt's decision, the Authority has decided to revise the entitiement of
Staff Cars for grade 2'1 officers as under.

They are now entitied to a 1300 CC car (indigenously manufactured) instead of


1000 CC car. The replacei'nent of the existing 1000 CC Car shall, hou;ever, be
a!lcwed only on compietion of the prescribed life/mileage or on condemnation
due to accidents etc, as per rules on the sublect,

The POL ceiling for grade 21 officers is enhanced f;'om 200 liters to 300 liters for
1300 CC cars,

d- Once a CE is promoted as GM, the 800-CC Car, which has been in his use, be
handed cver to the CE who has replaced him. The car rnust be used by the latter
till such time it complete iis useful life. There after it may be surveyedldisposed
off as per the rules on the subject.

b. ln case the car in use of CE, who has been promoted as GM, has compieted its
useful life, it should still be taken over by his successor and latter it may be
surveyed/disposed off as per the rules on the subject and new car may be
purchased/procured, subject to availability of funds.

ln case, the CE, who has been promoted as GM, is replaced by CE, who is
already holding an option-l car and brings the same along with hlm. the car held
by his predecessor may be handeo over to another CE/equivalent (under the
arrangement of concerned Wing) who has been promoted against the vacancy of
the newly promoted Gt\4.

d. These cars, in no case, should be handed over/transferred to the Central Pool


WAPDA.

The Authority, in rts meeting held on 31 July 1993, has decided that the offlcers (Grade
20 & above) are allowed to retain their Option-l Cars, during leave, and they would also be
admissible to fuel and maintenance cover during the leave being availed by them. However,
when an officer proceeds on leave Ex-Pakistan for more than for mqte than one month (30 days)
he will not be provided fuel and maintenance cover for his car for the duration of the said leave.

01. General After the transfer of vehicles from Transport Directorate WAPDA to different
formations and provision of budget, repaiiand maintenance of vehicles chargeable to Budget

owning formation w.e.f 01 .07.2415.

02. Tvpes of Repair: The repairs are divided into two categories as appended below:

03. Standinq Committee: Following committee has been constituted for the repair and
maintenffirred to HR&Admn Directorate WAPDA:-

b. Mr. Muhammad Yaiin, Dy. Director (E-ll) HR&Admn Member
c. Mr. Zafar Hussain Kazmi, AB&AO o/o Dir (S&E) Member

04. Duties of Committee:

a. Prices quoted are favorable compared to prevailing market rates.


b. Charges on account of machine work and labour charges are within the reasonable
limits and are for the essential works only.
c. After proper scrutiny of estimates, recommended for indented repair to lowest
indenter.

05. Procedure for Reoair at vehicles at Base workshop wApDA Foundation:-

a. Defect Report shall be initiated by Controlling Officdr with whom vehicle is attached.

b. lefect Report will be referred to Manager Base Workshop WAPDA Foundation by


Establish ment Directorate.

c. Manager Base Workshop WAPDA Foundation will provide estimate for repair within
03 days.

d. After obtaining approval of competent authority work order will be issued within 07
days.

e. WAPDA Base Workshop will accept the vehicle for repair only if it can itself repair
within 15 days othenrvise, NOC would be issued by arranging repair at own levei by
HR & Admn Directorate.

f. lf WAPDA Base Workshop issues NOC then quotations for repair will be collected
from market through committee and lowest indenter will he piaced order with the
approval of competent authority.

g. Payment of bill both in case of Base Workshop as welt as private workshop should
be made within 10 days.

h. Genuine auto parts shall be used, however the parts origin whether genuine or
replacement must be reflected in the quotation and subsequent bill.

i. Any fault developed within 07 days after the repair of vehicle should be rectified free
of cost by Base Workshop.

j. The Base Workshop will'give six months guarantee of satisfactory performance of


work. Any fault developed /reported due to negligence of user must be identified by
raising objection after carrying out investigation by the Base workshop.

k. Paynnent will be made to Base Workshop /Private Workshop after receipt of


satisfactory repair certificate by the officer with whom vehicle is attached.

06. Procedure for Ciearince of Repair Bi[:

a. Repair bills are segregated Vehicle wise.


b. The repair works mentioned in the bill is matched with the work order.
c. Entry of repair work is recorded in Log Book part-|.
d. old parts have been taken on charge and ertered in old parts Register.

e. Log Book entry is signed by Sub Engineer & Transport Officer.

a. secretary WAPDA Foundation issues Requisition slips for pol.


b. Specimen signatures of DD(ll) Establishment Directorate (HR&Admn) has been
forwarded to Base work who has been authorized to sign Requisition slips.

c. POL Requisition Slip shall contain the following:_

1. ltems and quantity demanded,


2. Account Code No.
3. Office stamp wrth complete address.
d' The attendant at Petrol Pump shall enter the quantity issued in Log book as weii as in
Requisition Slip and obtain the signature of the driver.

e. Drlver drawing POL will ensure that entry in Log book has been correcily nracie by
staff at Petrol Pump.

f. ln case any item of POL is not available with the Petrol Pump, NOC for particular
item will be issued to procure the item through local purchase committee.

b. Check authenticity of the Requisition Slips by:-

1. Serial No and Copy Number of Requisition Stips.


? Verifying the signature of officer signing requisition slips.
3. Verifying the entry of POL, Mobil oil anO filier etc in the Requisition Stips.

c. Check the entry of Requisition Slips in the relevant Log Book.


d. Match the quantity of fuel or service items entered in the Requisition Slip with the Log
Book.

e' After completion of verifying process necessary entries are recorded in the register
which is signed by Transport Officer.

f. The payment to WApDA Foundation is made thr.ough cheque.

a. CE/DG (P&D) is requested for the issuance of NOC.

b. on receipt of NOC quotations are collected through committee.

c. Lowest price offering indenter is issued work order with the approval of competent

past. ln most of the cases, theft occurred due to negligence of the concerned driver. To avoid

(3) Entitled officers must ensure that their vehicles are properly secured while parked
at their residences.

(4) ln case a vehicle is iifted from the residence, the officer will bear the cost of

locks

d. Reporting:

3. Entitled officers must ensure that their vehicles secured while parked at their
residences.
4. ln case a vehicle is lifted from the residence, the officer will bear the cost of
vehicle.

d. lnstallation of Securitv Devices.

1. All vehicles will be fitted with concealed Security alarm switches in addition to
crook locks.
2. Remote control security alarm system and steering/wheel locking electronic
devices will be installed in all neirv and costly vehicles.

Niqht Drivinq. lt will be discouraged. However, where unavoidable, a co driver


will invariably be detailed to accompany the driver.

Reportinq. ln case of snatching/theft of vehicles, nearest Anti ThefUEmergency


Police squad will be immediately informed. The time lapse, if any, will have to be
justified in the court of inquiry.

ln view of increased cases of theft of WAPDA vehicles, the following special measures
will be taken with immediate effect, by all formations of Wapda:-

a. WAPDA vehicles, when parked, will not be left unattended at public places, as for
as possibie.

b. Crook locks will invariably be used for security purposes.

c. All doors of vehicles will be properly locked, their window glasses will be fully
drawn up, the bonnet cover and dickey would also be properly locked/secured.

d. "Secret Switches" will be fixed on the vehicles at hidden places to be operated


manually.before leaving the car. This switch, connected to the electrical system
of the vehicle, would not allow the vehicle to start unless it is at'off position.
lnstallation of "Secret Switches" does not mean installation of extremely
expensive anti lifUtheft devices. The "'secret Switch" can be conveniengy
installed in any type of vehicle at nominal cost (Rs, SOt-l5t_)

Transport Dte without prior approval of the competent authority and on1ery short notice, which

a. To amend Clause (5) of Chapter-ll as under:

t. ln case of any damage caused to the vehicle during private use the user will be
responsible to hear the loss to the Authority in all circumstances.

2. Large Vans /Hiace may be allowed to employees for private use @ Rs. 7/km.

3. Cars/Jeeps/Suzuki Vans-Pick-Ups he allowed to employees in BPS-17 and above


only, for private use @ S/km.

4. Chargeable journey in all above cases will be counted from garage to garage.

To add Clause (2Xf) of Section-G Chapter-lll as under:-

"One vehicle (Van/Bus) be allowed for attending funeral of employee or his


dependent fbmily member (including parents free of cost within the municipal limits."

d. To add the words "GMs & CEOs" after the words "Member/MD" appearing Serial No.
3 of Section-'14 Chapter-lll.

e. To add Serial 'J' of Clause (1) of Section-2 Chapter-lV:-


"!nstallation of securitv devices.

1. All new vehicles will be fitted with concealed security alarm switches in addition
to crook locks.

2. Remote control security alarm system and steering/wheels locking electronic


devices will be installed in all new and costly vehicles.

To replace last sentence of Serial No. I Section-l Chapter-V with the following:-
"Only those drivers who hold a valid license with 5 years driving experience 25-
35 years age and Middle qualification will be eligible".

g To replace Serial No. 2 Section-1 Chapter-Vl as under:-

"All new vehicles especially Pajero. Land Cruiser. Rocky Jeep. Double Cabin
Van and Nissan Parrot except buses trucks, tractors and trailers will be insured
comprehensively through Government owned/National lnsurance Corporation
Limited for the first two years by the office who have purchased, these vehicles. it
will be their responsibility to ensure prompt payment of premium on due dates
and initiate claims from insurance companies in the case of accidental repairs
loss of vehicle/human life.

To replace Serial No. 2b(iv)of Section-l Chapter-Vlll with the following:-

'to be slgned at least by a Grade-17 otficer"

To replace first sentence of Section-9 Chapter-lX as under:-

"Annual technical inspection of vehicles shall be.carried out by the Transport


Officer/AD(Transport)lDD(Transport) of carried out by the Transport

officers.

j To enhance exlsting limit ?or minor repairs in both Serial Nos. a & b Section-2
Chapter-X from 2,000/- (Rupees two thousand only) each to Rs: 5,000i- (Rupees five
thousand only).

k. To add Serial No. 10 in Section-10 Chapter-lX as under:-

1. Good quality tyres/batteries shall be purchased by the concerned formations


from authorized dealers/stockiest at the lowest market rates. Tyre life maybe
fixed as minimum 35,000 kms for Pakistan made and 50,000 kms for imported
(bridgestone, Yokohama, Dunlop and Sumitomo).

2. Battery life minimum one Year.

3. ln case of condemnation of 'a' and 'b' above before the prescribed life, an inquiry
will be held to fix responsibility and recovery may be effected from the defaulters.
