1.0 PURPOSE:
The aim of this Method Statement is to provide and maintain effective quality control procedures and
to execute the work in compliance to standard and good practice at all stages and activities in the
installation of a dielectric net above 11kv line.
2.0 SCOPE:
This method statement applies to installation of net above live line.
3.0 REFERENCES:
3.1 Unit standard: 240-61181702 – crossing over 11kv to 33kv energized line.
3.2 Net installation.

7.0 Safety
9.1 Prior to commencing any activity, the work force shall receive a Toolbox talk on the
project site safety regulations by the foreman.
9.2 All the hazards and the corresponding safety precautions in the respective Risk
Assessment shall be adhered to and communicated to the workers before starting
work.
9.3 All the necessary PPE’s (safety shoes, helmets, hand gloves, goggles and safety belts
etc.) will be worn as per risk assessment.
9.4 All open trenches, pits shall be cordoned by means of safety cones, warning tape,
warning signs and warning flashers in the night.
9.5 Experienced banksman to be assigned for machinery.
9.6 All moving equipments will be operated and maintained by property trained operators
8.0 PROCEDURE :
8.1 Pre-task planning
8.1.1 Check that all equipment and access equipment is functional before leaving for the
worksite.
8.1.2 Ensure that an adequate number of authorized persons are allocated for the task.
8.1.3 Ensure that all lifting gear Safe Workload (SWL) limits are verified and serviceable
8.2 On-site risk assessment prior to commencement of work and continuously during task
execution
8.2.1 At any stage of task execution, if additional hazards are identified, these shall be
discussed with all, and documented.
8.2.2 No operating condition (live work) or urgency of service can ever justify endangering
anyone’s life.
8.2.3 Direct supervision shall be applied when the access vehicle/VMC is moved into the work
position.
8.2.4 Communication signals shall be clear and understood by all.
8.3 Inspection of structures
8.3.1 Inspect structures on either side of the worksite if covers are to be applied.
Pay special attention to the sagging of lines because of the additional mass of the
extra line covers.
Additional covers will increase the wind loading on the conductors and add extra
loading to the crossarm and assembly.
Applying additional covers to the conductor will affect the ground clearance as

well as the tension in the conductor.
8.4 Tailgate discussion
8.4.1 Define, allocate, discuss and document all the work positions needed for the task.
8.4.2 Take care when establishing risks at each step of the task, as these must be discussed,
mitigated and recorded with all involved.
8.4.3 Appoint one observer at ground level specifically to observe safe approach distances,
electrical clearances (where applicable) and control distraction
8.4.4 All work shall be stopped when the observer has to move or leave the work area.
8.5 Layout of tools, equipment and material
8.5.1 Check tools, equipment and material for serviceability prior to use.
8.5.2 Ensure that insulating sticks and/or ropes are electrically tested before use.
8.6 Handover of plant (live work declaration)
8.6.1 When multiple disciplines are involved on the same task, ensure that the live work tasks
and dead work tasks are separated, each under its own handover.
8.6.2 No other discipline will be allowed to perform work under a live work handover.
8.6.3 Ensure that the protection requirements applicable to the task are in place.
8.7 Positioning of access equipment
8.7.1 Ensure that conductive parts of access equipment will not encroach on the minimum
approach distance to live conductors.
8.7.2 Ensure that the vehicle is earthed through an earth electrode (spike).
8.8 H-poles with safety net
8.8.1 Inspect the condition of the insulators, structures and hardware.
8.8.2 Position yourself in an effective working position
Restrict your body movement in the vicinity of energized apparatus.
8.8.3 Apply covers to primary conductors
Applying additional covers to the conductor will affect the ground clearance as
well as the tension in the conductor.
8.8.4 Construct two H-pole wooden structures
The width of the safety net shall be the same as the structure and will totally cover
the top of the structure.
Ensure adequate back staying of the structure

8.8.5 Secure insulating ropes.
Insulating ropes shall be strung not more than 2 m apart to support the safety net.
At no stage may the insulated ropes come into contact with the energized line,
including earth wires.
8.8.6 Secure the safety net to the insulating ropes.
8.8.7 Draw the safety net across the structure and secure the safety net.
The safety net shall be supported and controlled while it is slowly drawn across
the structure
The safety net shall be supported at intervals not exceeding 500 mm intervals as it
is drawn across the structure.
8.8.8 Pass the pilot wire/insulating rope/conductor over the structure.
The pilot wire/insulating rope/conductor shall be controlled as it goes over the
safety net.
8.8.9 Complete the task and check that the crossing is secure.
8.8.10 Remove the netting and structure in the reverse sequence.
8.9 Using vehicle-mounted cranes(VMC)/aerial devices(AD) and stringing blocks
8.9.1 Inspect the condition of the insulators, structures and hardware.
8.9.2 Position yourself in an effective working position. Restrict your body movement in the
vicinity of energized apparatus.
8.9.3 Apply covers to primary conductors.
Applying additional covers to the conductor will affect the ground clearance as
well as the tension in the conductor.
8.9.4 Position the VMCs/ADs.
The position of the VMC/AD should be such that in the event of a conductor
falling from either adjacent structure, the falling conductor will not make contact
with the energized line below.
8.9.5 Guide the insulating rope through running blocks at adjacent structures and support the
vehicle.
At no stage may the insulated ropes come into contact with the energized line,
including earth wires.
ADs shall be used for support only and under no circumstances are conductors to
be passed from one AD to the next
The vehicle used to support the conductor will have the support assembly
positioned at a height that is at least double that of the energized line.
8.9.6 String conductor
Ensure that a pulling wire grip is used between the insulating rope and the conductor,
or alternatively is positively secured to the dead-end/conductor (a come-along shall
not to be used).
Whenever the conductor needs to be moved from running blocks to its final position,

ensure that it is supported and that the load is transferred by any mechanical means
and not by a live worker.
8.9.6 Check secureness.
8.9.7 Repeat with other phases
8.9.8 Once the newly constructed line is completed:
Remove the VMC/AD. The VMC/AD will only be removed when the overhead
conductor is safely secured and there is no chance of the conductor being dropped.
Remove the covers
8.10 Handing back plant in accordance with ORHVS
8.10.1 Ensure that existing live High Voltage (HV) apparatus is handed back and returned to the
normal operating condition in accordance with the Operating Regulations for High-
voltage Systems (ORHVS) [2] EPC 32-846.
8.11 Task wrap-up
8.11.1 Remove all personnel, equipment and redundant material from worksite.
8.11.2 Conduct a debriefing.
8.11.3 Complete and submit the required documentation.
