Call for Membership: Join the Asia-Pacific Global Citizenship Education (GCED) Network

The Asia-Pacific region is characterized by a diverse range of cultures, traditions, and socio-economic
backgrounds, all of which play a vital role in shaping the global community. As we face global challenges
such as climate change, inequality, injustice, conflicts, rise of rapidly evolving technologies such as
Artificial Intelligence (AI), the need for Global Citizenship Education (GCED) has never been more urgent.
We believe that education plays a pivotal role in fostering empathy, critical thinking, and a sense of
shared responsibility across borders in our learners to become agents of change for a more peaceful and
sustainable world for all.

About the Asia-Pacific GCED Network

Since its inception in 2018, the Asia-Pacific Regional GCED Network, co-chaired by UNESCO Regional
Office in Bangkok (UNESCO Bangkok) and Asia-Pacific Centre of Education for International
Understanding (APCEIU), with UNESCO Bangkok being the Network Secretariat, has fostered
collaboration and dialogue to address these multifaceted challenges, as well as opportunities. Annual
meetings provide critical platforms for exchanging insights, addressing challenges, and formulating
strategies across local, national, and regional levels to advance GCED.

Network activities convened by UNESCO Bangkok and APCEIU foster the exchange of innovative
solutions, identify priorities, and align efforts toward Education 2030, SDG Target 4.7 and the UNESCO
Recommendation on Education for Peace, Human Rights and Sustainable Development, focusing on
GCED. Drawing on research and lessons from policy and practice, the Network promotes collaboration to
advance GCED across education systems, address social and gender inequalities, and empower
educators and learners to drive societal transformation. By advancing GCED policies and strategies, the
Network ensures that Asia-Pacific priorities inform global education discourse.

The activities of the Network focus on five action areas:

 Advocacy
 Capacity building
 Learning/teaching material
 Policy
 Research

Who Can Join?

We invite a diverse range of organizations and individuals committed to promoting global citizenship,
peace and sustainable development through education in the Asia-Pacific region to join the network.
Eligibility criteria include:

 Educational institutions (primary, secondary, and higher education)


 NGOs, civil society organizations, and community groups working in education and development
 Policy makers and government agencies
 Researcher, educators and academics
 Education stakeholders passionate about promoting global citizenship, peace and sustainable
development through education

How to Join?

To join the Asia-Pacific GCED Network, please read the attached Terms of Reference (TOR), fill out the
membership application form and submit to the Asia-Pacific GCED Network Secretariat at
[email protected], cc: [email protected]

Received applications will be reviewed by the Secretariat. Selected candidates will be invited to join the
network.

Membership is free and open to all who share our commitment to building a better world through
education. Detailed information on the Network membership can be found in the membership
application form.

Deadline for Membership Applications: 20 March 2025

Selected candidates who meet the eligibility criteria will be notified by the Secretariat, by 18 April
2025.

Asia-Pacific Regional GCED Network
Terms of Reference (TOR)
With the growing attention and efforts in promoting global citizenship, peace and sustainable
development through education in the Asia-Pacific region, and to synergise the diverse regional efforts
from partners who have been active in implementing Global Citizenship Education (GCED) and GCED
related programmes and activities, the Asia-Pacific Regional GCED Network was launched in May 2018 in
Jakarta, Indonesia. Hereinafter referred to as the Network. The Network brings various organisations
committed to the realization of GCED towards Education 2030. It creates opportunities for GCED
stakeholders (i.e. policymakers, researchers, educators) to gather and exchange information and
research, share good practices, discuss challenges and identify gaps of GCED promotion, suggest
possible solutions and provide expertise.

Goal
The goal of the Asia-Pacific Regional GCED Network is to promote global citizenship, peace and
sustainable development through education across action areas of advocacy, capacity building,
learning/teaching material, policy and research, therefore to contribute to the achievement of
Sustainable Development Goal (SDG) 4.7 “ensure all learners acquire knowledge and skills needed to
promote sustainable development, including among others through education for sustainable
development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace
and non-violence, global citizenship, and appreciation of cultural diversity and of culture’s contribution
to sustainable development”1.

Activities of the Network


The activities of the Network focus on five action areas: advocacy, capacity building, learning/teaching
material, policy and research. Specifically, each year, a quarterly webinar/meeting/seminar should be
held by one or more core group member(s) with the theme related to the five action areas. The fourth
webinar will be held by the UNESCO Regional Office in Bangkok (UNESCO Bangkok) and the Asia-Pacific
Centre of Education for International Understanding (APCEIU) as part of the annual meeting for the year.
Please note that the costs for attending meetings/seminars should be borne by members.

Organizational structure of the Network


i. The Network is co-chaired by UNESCO Bangkok and APCEIU;
ii. UNESCO Bangkok serves as the Secretariat of the Network;
iii. The core working group members of the Network include up to 10 institutions, currently, there
are 5 members listed below:
a. Southeast Asian Ministers of Education Organization (SEAMEO)

Membership
Membership to the network is free and open to all, based on the following criteria:

Member refers to

 An organization/institution based in Asia-Pacific region whose mandate and activities are


strongly related to global citizenship, peace and sustainable development through education,
specifically in advocacy, capacity building, learning/teaching material, policy and research;
 An individual expert based either in the Asia-Pacific region who has extensive professional
experience or expertise in the areas of global citizenship, peace and sustainable development
through education in advocacy, capacity building, learning/teaching material, policy and
research and who has undertaken or is undertaking work in the Asia-Pacific region. Specifically,
the following are encouraged to apply:
o Representatives from national-level school/teacher organizations (i.e., teacher union);
o Individual experts in GCED advocacy, capacity building, learning/teaching material,
policy and research;
o Policy makers who are committed in promoting GCED in the country.
Core Working Group member refers to:

 A representative(s) of an institution based in Asia-Pacific region whose mandate and activities


are strongly related to global citizenship, peace and sustainable development through education
, specifically advocacy, capacity building, learning/teaching material, policy and research, who
will take the role of facilitating activities of one or more action area(s) within two-year term.
Core Working Group members should agree to serve for a minimum of two years, following
which, Core Working Group members can rotate or choose to extend.
To join the Network, applicant should submit the following documents:

Institutional applicants may submit the application form for institutions, and an endorsement
letter from institution signed by the director of institution or head of unit/department to the
Secretariat;
 Individual applicants for may submit the application form for individuals, CV/Resume to the
Secretariat;
 To become part of the core working group, members may submit the application form for core
working group membership, including motivation, justification, and work proposals in one or
more action areas to the Secretariat.
Please be noted that while for-profit organizations/institutions may join the network, they should NOT
in any circumstances plan to use Network as a platform to promote or sell their activities, services or
products, with an intention to earn income.

Roles and responsibilities


Core Working Group members are expected to support the management of the Network as well as the
implementation of the activities, as per the below:
i. Lead one action group of the 5 action areas and support other action areas, namely, advocacy,
capacity building, learning/teaching material, policy and research:
a. Host one meeting/webinar/seminar related to the leading action area(s) within the two-
year term;
b. Propose collaborative activities for the Network, especially in the leading action area(s);
c. Provide guidance/support in selecting relevant topics and mobilizing expert(s) for the
meetings/webinars/seminars.
ii. Support the Network communication and advocacy;
iii. Share information from the Network Secretariat with colleagues within respective
organization/institution;
iv. Update the Network Secretariat if there is any major structural change in the respective
organization/institution or in the focal point or additional contact person(s) specified in the
application document.
v. From time to time, some of the core working group members may be requested to review
applications and to propose new members.
Members are expected to support and contribute to the planning and implementation of Network
activities under the five main action areas: advocacy, capacity building, learning/teaching material,
policy and research, as per the below:

i. Participate in the webinars and annual meeting;


ii. Send relevant resources (e.g. new reports or publications produced by the member
organization/institution or in the respective countries) as contribution to the Network
knowledge portal (APCEIU Clearing House);
iii. Submit annual update forms for current and future activities;
iv. Contribute to Network’s research activities by submitting relevant contributions and/or
participating in the actual research work;
v. Contribute to Network’s capacity building activities through facilitation, coordination, hosting,
etc.
vi. Propose ideas/activities to address the gaps in addressing global citizenship, peace and
sustainable development through education practices.
