Information
The FSRU will have a fiscal meter onboard. FSRUs typically send out at a min. of 70 Barg
which is the min. operating pressure for the vaporizers. If operate at 40 Barg, the pressure
drop should be taken onshore, after the loading arm, to keep the gas velocities down in the
arm. It's suggested either installing a pressure control valve, or a series of orifice plates (if
fine control is not needed). The suitable solution between either option should be assessed by
Contractor in their feasibility process design.
The FSRU will have a GC as part of the metering system. It can measure and output the
calorific value of the deivered gas in MMBTU to a fiscal standard.
Volume of river water used for regas: We use 1,500-1,800 m³/hour of river water for every
100MMScfd of send out. Permitting and licensing for use and discharge of water depends on
Vietnam regulations, which PVGas will need to investigate into.
Normal BOG rate is expected to be 0.085-0.15%, depending on the FSRU. This can be
reduced during sendout. For zero sendout operations compressors or reliquifaction can be
used but these have long lead times and probably do not fit into the project schedule.
There is no default equipment installed to handle BOG at zero sendout on all FSRUs. The
actual equipment will depend on the FSRU.

Depends on the sendout. The fuel consumption allowance shall be in the range of 4.6-5.5
MMSCFD at daily aggregate sendout of 100-450 MMSCFD. The vessels use BOG instead
of Fuel Oil.
The fuel consumption provided above is generic, relating to power production by a typical
steam turbine ship. It includes consumption for all vessel operations i.e., hotel load,
regasification, heating water pumps etc. DFDE vessels will have lower fuel consumption.
FSRU has a design speed of 19.1 kn
1: Yes, the FSRU will have pressure and flow control. Flow control is set according to the
total gas requirement input into the IAS and balanced between the High-Pressure Pumps.
Pressure control also exists and is an automated system with a pressure control valve in the
sendout line prior to the discharge manifold.
2: The simple answer is - Yes. However, all vessels will have trips that are tied to the central
automation system and can generate an emergency shutdown on High Pressure. Note, not all
vessels have a SIL compliant HIPPS (High Integrity Pressure Protection System) with
redundant independent sensor and 2 of 3 voting.
3A: See attached HPMLA Envelope and GA. We are working with Technica and RHDHV
to determine the exact elevation needed to center the arm in the envelope. This depends on
the existing structure, the strengthening work needed, and eventually we will design a
structure and standpost for the HPMLA to get it in the right place. Our current assumption is
to match the elevation of the HPMLA connection with that of the LNG arms adjacent.
Details of the outlet flange (the battery limit) are found on the GA, specifically the detail for
"Base Flange N-1". The shore side flange is a 12" ANSI 900# RF flange.
3B: For process conditions - This also depends a bit on the FSRU. The general answer is we
will supply gas at between 70 BarG and 100 BarG at the ships manifold. Depending on the
flow rate there will be a small pressure drop over the HPMLA, but even at 500 mmscfd it is
only a few bar. For the temperature we will use Open Loop. The gas temperature will
normally be ~10C less than the ambient river water temperature with a minimum
temperature of 5C (that would be with 15C river water, highly unlikely). Based on open-
source information the water temperature in Thi Vai tends to be between 22C (in March) and
29C (in July). Therefor under normal operating conditions we would expect the gas
temperature to range between 12C and 19C.
3C: HPMLA design conditions - Test pressure, 201BarG, max allowable working pressure,
134 BarG. Allowable working temperature (of gas), -20C to +75C. Allowable ambient
temperature , -20C to +40C.
The FSRU PFD can be shared after the tender is issued.
1. Navigational charts and metocean data.
2. Suitable draft based on mooring analysis and depth studies.
3. 4 x ocean-going tugs with suitable bollard pull based on mooring analysis study.
4. 1 x mooring master for STS mooring.
5. 1 x pilot for FSRU’s river navigation. This can be the same person as the mooring
master if he/she possesses the relevant skills.
6. Fender string comprising of 4 x jumbo fenders and 2 x secondary fenders:
• Four (4) Primary or ‘Yokohama Jumbo’-type LP-50 pneumatic fenders, 4.5 m diameter
and 9.0 meters long, wrapped in a tire net (5.2 m with tire net) rigged on the starboard side,
two (2) forward of the manifold area and two (2) aft of the manifold area.
• Two (2) Secondary or ‘Yokohama Baby’-type LP-50 or LP-80 pneumatic fenders, 2.0 m
in diameter and 3.5 meters in length, wrapped in a tire net rigged on the starboard side, on
the upper forward and aft limits of the parallel mid-body.
7. A warehouse or yard with crane facilities to store the fenders after each STS operation.
A boat is also required to transport the fenders between the offshore location and warehouse.
In general, the FSRU can adjust the sendout rate at about 100 MMSCFD/hr assuming the
facilities are kept cold.
It takes 5-6 hours to get from min. sendout to peak sendout rate provided the facilities are
kept cold.
The specifications and drawing related to water intake/discharge for regasification facilities
are FSRU specific. Drawings required for submission to Environmental Authority will be
shared after the tender is issued.
The FSRU contractor has extensive experience with applying for Envinronmental permits for
STS operations and is committed to support where we can.
The FSRU currently does not have a compressor capable of sending compressed BOG to
sales gas pressure during zero sendout mode.
The min. sendout rate at which there is no flaring/burning exceeded BOG is ~100
MMSCFD.
Our standard STS arrangment allows for an unloading rate of 6,000m3/hr from the LNGC to
the FSRU. This is dictated by the cargo conditions and quantity of BOG that needs to be
managed since we will not be sending out during the transfer. There is a range of potential
post and size configuration. There are arrangements with 6 liquid and 2 vapor hoses, or 4
liquid and 1 vapor, all typically 8" to 10" diameter. The FSRU will keep the system onboard
and we transfer components (Y pieces and saddles) over to the LNGC at the start of the
operation.
As a strict minimum, the FSRU needs about 0.65m UKC to avoid suction of mud into the
heating and cooling water systems.
The FSRU is constructued and certified as a ocean going vessel and capable of handling
severe weather conditions during sailing. STS operations are typically limited up to 1.5m
significant wave, with a period of 8s, and wind speed of 25 knots. The limitations for the
FSRU handling cargo at berth will be determined based on risk assessments, keeping into
consideration the mooring arrangement, loading arm design and installation limitations,
external risks, and regulatory requirements.
A pilot will be required during maneuvering from the berth to the anchorage location and
back. A mooring master will remain onboard the FSRU during STS operations.
In open waters, we typically maintain 500m restricted area around the FSRU and LNGC
during STS operation. However, in ports and rivers, the min. safety distance is determined
by a risk assessment, taking into consideration the type of traffic, environmental, and
regulatory requirements.

The FSRU is unable to take shore power for regasification operations.
4-5 Azimuth tugs with 55t bollard pull each are typically used in rivers.
Typically 10,000m3 of LNG are maintained in the FSRU to keep the cargo tanks in cold
conditions.
