NEET UG 2025 Counselling (MCC)

Overview: The Medical Counselling Committee (MCC) conducts NEET-UG counselling for central quotas: 15%
All-India Quota (AIQ) MBBS/BDS seats in government colleges, 100% seats of all AIIMS and JIPMER
(Pondicherry), 100% of central universities (AMU, BHU, DU, Jamia, ESIC, AFMC), and 100% seats of all
Deemed and private medical colleges across India 1 . In short, MCC handles the central counselling for
AIQ, AIIMS, JIPMER, Central and Deemed universities. (By contrast, 85% state-quota seats are filled in state
counselling.)

Eligibility: Candidates must qualify NEET-UG 2025 and meet the standard eligibility criteria (17+ years of
age by Dec 31, 2025; 12th grade with Physics, Chemistry, Biology and English and minimum aggregate
marks – typically 50% for UR, 40% for SC/ST/OBC, 45% for PwBD) 2 . (For example, the NMC regulations
require 50% marks in PCB for general; 40% for SC/ST/OBC/PwD 2 .) All NEET-qualified candidates
(including those from Andhra Pradesh/Telangana, per recent Supreme Court orders) can register for MCC
counselling. Candidates also must pay the prescribed non-refundable registration fee and refundable
security deposit online. MCC requires a single online registration per candidate; multiple registrations lead
to cancellation 3 4 .

Counselling Rounds & Process: MCC counselling is fully online, with four rounds: Round 1, Round 2, Round
3 (Mop-up), and a final Stray Vacancy round 5 . After NEET results, MCC announces the counselling
schedule and opens online registration (usually a few weeks post-result). Candidates log on to the MCC
portal (https://mcc.nic.in or mcc.admissions.nic.in) to register, pay fees, and fill their college/course
preferences. Choices can be entered and modified until the cut-off date each round. After choice-filling,
seats are allotted based on NEET rank, reservation and availability.

• Registration & Choice Filling: Candidates must register on the MCC website, upload required
documents (scorecard, 12th marksheet, ID proof, category/domicile certificates etc.), and pay the fee
6 7 . They then lock their preferences online by the deadline. (Locking is mandatory; choices

cannot be changed after the cut-off.)

• Seat Allotment: MCC generates provisional allotment lists after each round. Candidates can view
their seat allotment status on the portal. If allotted, the candidate can either accept (freeze/float/
slide) or reject the seat. Importantly, if a candidate is allotted and upgrades in a later round, they
must formally vacate the earlier seat: e.g. “if upgraded in Round 2, the candidate must take relieving
from Round 1 seat and join the Round 2 seat” 8 . Failure to join an allotted seat (or resigning
without approval) usually leads to forfeiture of the security deposit.

• Document Verification & Reporting: After each allotment, allotted candidates must physically
report at the allotted college for document verification. At reporting, candidates must bring the
original NEET scorecard, admit card, 10th & 12th certificates, photo ID (Aadhaar/passport), category
(SC/ST/OBC/PwBD/EWS) and domicile certificates as applicable, and the printed allotment letter 6
7 . Two sets of photocopies of all documents are submitted, and the originals are verified (the

authorities retain the copies) 9 . On successful verification, the candidate completes admission

formalities at the college (including bond, fee payment, etc.) and marks themselves “joined.” For
example, MCC’s information booklet for 2024 explicitly instructs candidates to report to the allotted
college with “all original documents, required bonds… and 2 copies of the application form along
with photocopies of all relevant documents” 10 .

• Mop-Up and Stray Vacancy Rounds: Round 3 (the Mop-up round) fills most remaining vacancies
after Rounds 1–2. Fresh registrations are allowed in Mop-up for candidates who did not participate
or get a seat earlier 11 . After Mop-up, any left-over seats (mostly in private/deemed colleges) are
filled in a Stray Vacancy round. Fresh registration is again opened for stray round. For example,
MCC’s 2024 bulletin notes that a candidate newly registered in Round 3 who is still not allotted may
then “participate in the stray round” 12 . The Stray Vacancy round (often conducted jointly for AIQ
and state pools or separately for Deemed/NRI seats) is the final chance to fill all seats.

• Official Websites & Notifications: All official MCC schedules, notices and allotment results are
posted on the MCC website (https://mcc.nic.in). For instance, an August 2024 DGHS notification on
mcc.nic.in announced that NEET UG counselling “for academic session 2024 is expected to
commence tentatively from 14th of August 2024” 13 . Candidates should regularly check MCC’s
portal and the Ministry of Health/DGHS updates for the latest 2025 schedule.

• Tentative Timeline (2025): Based on recent years, NEET-UG result (for 2025) is expected in mid-June
2025, with MCC registration and choice filling likely in July–August 2025. For reference, the DGHS had
scheduled 2024 AIQ counselling from mid-August 13 ; a similar timeline (4–6 weeks post-result) is
anticipated in 2025. MCC will publish the exact dates and allotment result dates on its portal when
finalized.

Rajasthan State Counselling (RUHS)


Authority & Portal: Rajasthan’s state counselling is run by the NEET UG Medical & Dental Admission/
Counselling Board – Rajasthan under RUHS (Jaipur). Official updates appear on the Rajasthan Medical
Education Department’s website and a dedicated NEET UG portal. For example, Rajasthan’s 2024
counselling information was posted on the official portal medicaleducation.rajasthan.gov.in and a state
counselling site (e.g. rajugneet2024.org) 14 . Candidates should use these official sites (or their 2025
equivalents) to register and get notifications.

Eligibility & Reservation: To participate in Rajasthan state counselling, candidates must be NEET-UG
qualified and typically must meet Rajasthan domicile criteria (such as having studied in the state or having
parents as Rajasthan residents). Only Rajasthan state-quota seats (85% of state college seats) are open to
domiciled candidates; the remaining 15% are “Management/NRI” quota (often open to outsiders) as per
state policy. Reservation in Rajasthan follows state rules (e.g. SC/ST/ OBC/EWS quotas). (Notably, PH
reservation is 5% horizontal across all categories per the Rights of Persons with Disabilities Act 15 .)
Aspiring candidates should obtain and scan their Rajasthan domicile certificate and relevant category
certificates for the online application.

Counselling Procedure: Rajasthan counselling is also online. The typical steps (as in 2024) are: 1.
Registration: Candidates log into the state counselling portal and complete Part-I of the application, pay
the fee, and submit required certificates. (For 2024, registration ran 16–21 Aug 16 .) A refundable security
deposit (bond) must be paid at choice-filling: e.g. ₹50,000 for general Govt-seat, higher for management/NRI

seats 17 . 2. Choice Filling: After fee payment, candidates fill and lock their college/course preferences
online. (In 2024, choice filling closed Aug 28 18 .) 3. Merit List & Allotment: Based on NEET rank (and
category), a state merit list is prepared. Rajasthan usually publishes a provisional merit list (round-wise and
by category) before each allotment. The first-round allotment result is then posted online. (E.g. Rajasthan’s
2024 Round-1 merit list was out Aug 24 and the allotment on Aug 30 16 19 .) 4. Reporting & Document
Verification: Unlike some states, Rajasthan conducts document verification after allotment. Admitted
candidates report to the allotted college (usually the academic block of SMS Medical College, Jaipur) to
submit original documents during the specified reporting window. The 2024 schedule had reporting on Aug
31–Sep 5 10 . Candidates must bring all originals (NEET scorecard/admit card, 10th/12th certificates, ID,
category/Domicile certificates, etc.) plus the allotment letter and two sets of photocopies 10 . (A special
verification of PwD, Defence, NRI certificates may be held separately 20 .) Upon verification, admission is
confirmed and candidates complete admission formalities (fee, bonds). 5. Subsequent Rounds: If seats
remain, Round 2 counselling is held (with fresh choice-filling for those who joined or new applicants).
Finally, a Mop-up/Special Round may be conducted for any leftover seats. The detailed schedule for further
rounds is published later 21 .

Seat Matrix (Govt vs Private): Rajasthan has both government and private medical/dental colleges. In the
2024 counselling, the provisional Round-1 seat matrix listed ~2071 MBBS seats in government colleges and
~1652 MBBS seats in private colleges. (Other sources round this to ~1750 govt and 1100 private overall.)
Thus about 60–65% of seats were in govt institutions. (There are similar split figures for BDS seats.) Seats
are also categorized by quota (state, management, NRI) and category; the seat matrix PDF shows category-
wise breakdown (UR/OBC/SC/ST/EWS, by gender) for each college 22 23 . Candidates should consult the
seat matrix published on the portal before choice filling.

Fee Structure: Rajasthan’s fees are regulated by the State Fees Regulatory Committee. Government quota
MBBS seats have much lower tuition than management seats. For example, a 2024 fee schedule shows
state-quota MBBS tuition ~₹1.89 lakhs per year (plus ₹3 lakhs refundable deposit) while management/NRI
seats were ~₹28 lakhs per year 24 25 . (Private college fees can be higher.) Dental-college fees are similarly
regulated. Fee details are published in college fee information sheets on the counselling portal.

Documents Required: Candidates must upload scanned copies of all relevant certificates during
registration and produce originals at reporting. This includes: NEET scorecard and admit card; Class 10
certificate (birth date proof); Class 12 mark sheet; government ID (Aadhaar/PAN/passport); category
certificate (SC/ST/OBC/EWS) if applicable; Rajasthan domicile certificate; EWS/PwBD/NRI certificates if
applicable; transfer certificate, passport photos, etc. 6 7 . Failure to produce any document can lead to
disqualification. Note: unlike MCC, Rajasthan shifted to post-allotment verification in 2024 – only
candidates who receive a seat in Round 1 needed to report for document check 20 .

Cutoff Trends (2023–2024): Category-wise closing scores in Rajasthan’s counselling have generally risen in
2024 versus 2023. For instance, the General category closing NEET score rose to ~690 in 2024 (from 667 in
2023), OBC to 690 (from 666), EWS ~686 (from 660), SC ~644 (from 590), and ST ~646 (from 578) 26 27 .
(The table above reflects combined male/female cutoffs and “higher”/“lower” cuts by gender.) In broad
terms, expect cutoffs for Rajasthan state seats to be slightly higher than the previous year’s. These trends
can guide 2025 aspirations, but exact 2025 cutoffs will depend on that year’s NEET results and seat
availability.

Comparison: MCC vs Rajasthan State Counselling
• Scope: MCC counselling handles only central quotas (15% AIQ, AIIMS, JIPMER, Deemed/Central
colleges) nationally 1 . Rajasthan counselling covers 85% state-quota seats in Rajasthan colleges
(plus 15% management/NRI in-state). Thus the same NEET rank can be used for both – e.g., a Rajasthan
student can apply in MCC (for any central seats) and in state counselling (for Rajasthan seats)
independently.

• Domicile: MCC has no domicile requirement – any Indian NEET-qualified candidate (including AP/
Telangana) can apply 28 . Rajasthan state seats require Rajasthan domicile or education per state
rules. Only Rajasthan residents compete for the 85% state quota (non-residents may compete for the
15% management seats under NRI/OCI rules).

• Reservation Rules: MCC follows central reservation (27% OBC, 15% SC, 7.5% ST, 10% EWS, 5% PH
nationwide) 2 15 . Rajasthan state seats follow state reservation (e.g. higher SC/ST percentages,
OBC categories including MBC, etc.) which can significantly affect cutoffs. Candidates should ensure
they apply under the correct category for each counselling.

• Application & Schedules: Registration and choice-filling are separate for MCC and for state
counselling – candidates must complete both processes on their respective portals by the given
deadlines. Watch both schedules closely. (For example, Rajasthan’s 2024 registration ran mid-August
16 whereas MCC registration was expected in late July/early August 13 .) If a candidate is allotted

seats in both processes, they must decide which to accept. Importantly, accepting one seat
usually means withdrawing from others. For instance, MCC rules state that if a candidate
upgrades to a new seat in a later round, they must relinquish the earlier seat 8 . Similarly, if one
takes a Rajasthan seat, one should withdraw from the MCC process to avoid conflict.

• What to Watch: Keep track of both portals (MCC and Rajasthan) and their distinct steps. Ensure you
pay each counselling’s registration fee and security deposit separately. Note that some categories
(e.g. Rajasthan-Ward of Defence, NRI) may have different procedures in state counselling. Also, be
aware that non-reporting or double-taking can forfeit fees – e.g., Rajasthan’s board forfeits the
security deposit of any candidate who does not join after allotment 8 10 . Always verify the latest
notices on the official sites.
