STATE OF WISCONSIN CIRCUIT COURT MILWAUKEE COUNTY

STATE OF WISCONSIN DA Case No.: 2025ML015324

Plaintiff, Court Case No.:

vs.
CRIMINAL COMPLAINT
FRISON, HEZILE J
2613 NORTH VEL R PHILLIPS AVENUE
MILWAUKEE, WI 53212
DOB: 05/24/2010

Defendant(s). For Official Use

THE BELOW NAMED COMPLAINANT BEING DULY SWORN, ON INFORMATION AND BELIEF
STATES THAT:

Count 1: FIRST DEGREE INTENTIONAL HOMICIDE

The above-named defendant on or about Monday, June 16, 2025, at 1351 North Dr. Martin Luther King
Drive, in the City of Milwaukee, Milwaukee County, Wisconsin, did cause the death of AH, another
human being, with intent to kill that person, contrary to sec. 940.01(1)(a), 939.50(3)(a) Wis. Stats.

Upon conviction for this offense, a Class A Felony, the defendant shall be sentenced to imprisonment
for life.

Probable Cause:
I am a City of Milwaukee law enforcement officer and base this complaint on my own investigation and
on the written reports of fellow officers.

Victim’s Death
On June 16, 2025, at about 11:00 PM, Officers Lorenzo Hernandez and Kevin Becker responded to a
shooting at 306 W. Vliet St., City and County of Milwaukee. Upon arrival they found the victim, a
woman AH, lying on the pavement at approximately 1351 North Dr. Martin Luther King Drive, pulseless
and not breathing. Lifesaving measures were unsuccessful, and AH was pronounced deceased on
scene.

AH’s body was transported to the Milwaukee County Medical Examiner. Dr. Lauren Decker performed
an autopsy and found gunshot wounds to the right breast. The bullet caused damage to the heart and
lung before exiting the left back. The doctor concluded that the gunshot wound was the cause of death
and the manner of death was homicide.

Video of Shooting and Fight Beforehand:

Two civilians who were eyewitnesses to the shooting event had taken videos on their cell phones,
which they provided to police. These civilians began their videos because their attention had been
drawn to a loud fight going on between the now-deceased victim and two other women.

The videos showed that two women were attacking the victim with a baseball bat. At first one woman
had the bat, then the other. At one point the victim got into a parked car in an apparent attempt to
escape the battering from the other two women. The women continued to swing and thrust at the victim
with the bat while the victim was in the car. Eventually the victim left the car and was holding a knife as
if to keep the batterers at bay. At this point, a male who was also involved in the altercation, later

identified as the defendant, produced a handgun, pointed it at the victim, exited the sidewalk and
moved into the street, and advanced towards the victim as she backed away from him. Voices are a
heard saying “don’t shoot.” When the defendant got within a few feet of the victim, he fired at her from
point blank range. The victim ran several steps and collapsed on the street corner.

Identification of Defendant as the Shooter

The defendant is identified as the shooter from eyewitnesses who know him, as set forth below. He
also admits to being the shooter.

Statement of Witness 1:
A male eyewitness, Witness 1, told police that he is in a relationship with one of the two bat-wielding
women. He explained that the victim, AH, is the sister of the two women who were fighting her, AF
and KF. The defendant is the younger brother of these three sisters.

Witness 1 explained that the AF and KF were angry with the victim over social media posts. AF and KF
went in a car to the area of the victim’s apartment area to confront her. AF got out of their car, and the
victim threw a bottle at her, missing her. AF then ran up to the victim to fight, and the victim pulled a
knife from the victim’s bra. KF then got a baseball bat from the car. The mother of the three sisters,
TH, then pulled up in her own separate car.

The victim somehow got into AF’s car. AF got the bat and was swinging the bat at the victim while the
victim was in the car. Eventually the victim exited the car, holding the knife. AF began chasing the
victim. The defendant was present and went to the mother’s car and got a handgun. The defendant
then approached the victim, pointing the gun at her chest from about six feet away. The victim put her
hands up and began backing away. The defendant advanced towards the victim and shot her. The
victim ran a short distance and collapsed.

Statement of Defendant’s Mother, TH:

The defendant’s mother, TH, was interviewed on scene by police. She described the fight between the
three sisters and said that AF and KF were striking the victim with a bat and with a speaker while the
victim was in the car. Eventually the victim exited the car, holding a knife. TH said that she (TH) was
standing a ways down the street when she heard a gunshot, but she could not see who shot. The
video contradicted her as to this last point, so she was arrested for obstructing.

TH was interviewed again at the police station. Now she admitted that she had seen the shooting and
the shooter, whom she identified as the defendant. She said that the victim was backing away, holding
the knife close to her body rather than moving it in a threatening manner, when the defendant shot her.

Statement of Defendant:
Detectives Daniel O’Connell and Jose Flores interviewed the defendant. At first he denied being
present at the shooting, but soon he identified himself from screenshots on the cell phone videos,
establishing that he was the shooter. He said that he shot her when she “ran up on me.” (Contrary to
the video.) When told that his sister was dead, he replied, “What’s that got to do with me?” When
asked if he was sorry that he killed her, he said, “No, I’m just ready to do the time since I did the crime.”
When the detective commented that the defendant really didn’t care, the defendant said, “Man, fuck
her!”
