BASIC SCHEDULE OF RATES WATER RESOURCES DEPARTMENT KOTA ZONE
GENERAL NOTES
1 Notes have been given before each chapter wherever necessary, which
must be read thoroughly before using the B.S.R. for incorporating
appropriate provisions and specifications in estimates and tender
documents.
2 Rates are for complete finished items and inclusive of all ancillary
works necessary for the completion of work covered under respective
item as per Indian standard specifications unless otherwise specified in
the description of the item.
3 Rates of all items provided in this BSR are inclusive of labour welfare,
camping, medical and sanitation facilities to labour, tools and plants
etc., required to complete the work as per Indian standard
specifications.
4 In case of disputes if any, regarding interpretation of the description of
items in this Schedule of Rates, the decision of the Chief Engineer,
Water Resources Rajasthan, Jaipur shall be final and binding.
5 PPC Cement shall be used unless otherwise specified. For concrete mix
design, use of flyash is permitted only with OPC cement.
6 If for any specific work, any item not included in this BSR is required
to be used, the relevant item and corresponding rates shall be adopted
from prevailing BSR of PWD/PHED, Rajasthan as the case be.
Similarly, for plantation works, rates and items from Forest BSR shall

Foradopted.
items related to Solar Power generation, rates approved by
Rajasthan Renewable Energy Corporation Limited (RRECL) shall be
adopted.
8 Further, for SCADA & PLC Works which are not available in WRD
BSR, the same may be adopted from Chapter-46 of RUIDP Integrated
Schedule of Rates-2022.

LABOUR RATES
1 The labour rates are inclusive of all allowances including weekly holidays, no extra payment will be
admissible on this account.
2 The rates of skilled and unskilled labour's are inclusive of necessary tools, which are normally carried
by them according to the trade practice.
3 The rates are exclusive of labour cess, GST and contractor's profit unless otherwise specified.
4 Labour rates shall be governed by minimum wages act in force.
5 These rates are for analysis and estimation purpose only.
6 The grade designation of labour will be determined as per class and quality of the work skill of the
labour and work desired from labour
7 Rates for item no 20 are applicable only for limited period daily basis, if it is to be employed on
monthly basis, rates approved by finance department shall be applicable.

1 These rates are at work site inclusive of all taxes, GST, Contractor's profit, overheads & royalty
etc. unless otherwise specified.
2 Measurments shall be made on the basis of stacks and effective height for payment purpose will
be as prescribed below. No separate payment shall be made for laying of stacks.
3 Effective height of stacks for various materials shall be as under:
(i) Stone,boulders,brick bats,morrum,sand,surkhi,flyash etc. 85 % of Av. Ht.
(ii) Un-slacked lime, aggregates etc. 90% of Av. Ht.

CARRIAGE OF MATERIALS
NOTES :
1 The rates of this chapter shall be applicable only when leads exceed 250 metres except mentioned
otherwise.
2 The distance between 250 metres to 750 metres shall be considered as ½ km lead, and that above
750 metres to 1500 metres shall be considered as 1km . Subsequent distance shall be rounded off by
ignoring less than 500 m distance and by considering a distance of 500 m and above as full
kilometre.
3 Item No. 4 will not be applicable for items of Chapter – II

These rates are for hiring private machinery in working condition for works and quotations/tenders will have to be

called with detailed terms and conditions and necessary action be taken as per G.F.&A.R./P.W.F.& A.R.
Watch & ward and essential repair including cost of spare parts to be replaced of machine is included in the rates given

below & shall be the responsibility of the owner of the equipment.

CHAPTER - V
3 In case of earthwork in excavation and for embankment part A, B only "crow fly distance"
between C.G. of Embankment/spoil bank base to the C.G. of borrow area cut shall be considered
as "shortest practicable route" for the purpose of lead what so ever the case may be.
4 No payment for earthwork of ramps, approaches to embankments shall be made and cost of such
operation shall deemed to have been included in item rates given below.
5 No Payment for construction and maintenance of haul roads for approach to borrow area shall be
admissible and cost there of shall be deemed to have been included in the item rates given below.
6 The rates of earthwork for embankments are for complete item and includes allowance for
shrinkage due to compaction, wastage etc.
7 In case of earth work for bunds, the lift shall not be considered separately but shall be considered
with the lead as computed below : Total lead = 1.2(L+12H)
Where : L = Lead in meter as per note no 3
H = Height of weighted C.G. over base in meter.
8 The use of explosive in excavation shall not be considered as a "reason" for classification of
strata.
9 For Estimation Purpose classification of strata shall be inspected and approved by Executive
Engineer.
10 In case of change of strata from that as contemplated in the sanctioned estimate, prior
permission/approval of the Superintending Engineer should be invariably obtained.
11 In case, hard rock requiring blasting and having hardness more than 2 Mohs and quantity is more
than 500 cum, it shall be got checked and approved by the Superintending Engineer for payment.
12 No extra payment will be made for de-watering on any items of this chapter. In case dewatering is
not required for these items then no payment shall be deducted against these items.
13 Mix strata rate for canal excavation can be allowed by estimate sanctioning authority who will
ascertain the same based on details of sufficient trial pits to be applicable to canals having
discharge capacity less than 10 cusecs and limited to 2 m depth of cutting and water courses of
minor tanks & minors and water courses of major & medium projects.
14 Rate of earth work in excavation is including the cost of dewatering/ planking/ shoring/ timbering
/ strutting / barricading if any required at site.
4 Final excavation by line drilling including removing of hard rock by Cum 1079.00
wedging and barring and chiseling near final levels (only upto 0.3 m
depth) without resorting to blasting including dewatering, disposal of
excavated material within initial lead of 50m and lift of 1.5m complete in
all respect

CHAPTER - XIV
MICRO IRRIGATION
General Condition
1 The rates are inclusive of all taxes, levies, royalty, GST, leads of all material and contractor's profit etc.
2 The pipe of respective pressure rating is allowed only up to 80% of permissible pressure as per IS
standards.
3 All the pipe network should be designed in such manner that the total head losss (including frictional head
loss, fitting losses and elveation differance excluding suction head, losses of filteration unit and pump
house losses ) for a Chak of size up to 200 Ha should not be more than 45 m and for chak of size 200 to
400 Ha should not be more than 50 meter. However, if topography of a particular chak doesn’t permit the
same than for a particular chak engineer-in-charge may permit more head loss.
4 Items for different water allowances 2.50, 3, 4 or 5 cusec / 1000 acre are to be taken in estimate with the
prior approval from competent authority.

TUNNEL AND ALLIED WORKS
NOTES.
1 All General Notes are applicable to Tunnel and Allied Works to the extent they are relevant.
2 The basic rates are inclusive of additional costs for working inside tunnel, shaft and adit, with all
applicable machinaries whichever required for execution of underground works excluding the Tunnel
Boring Machine.
3 The basic rates are inclusive of scaling loose material, removal of under-cuts, cleaning bed including
lighting & ventilation inside tunnel.
4 Excavation - (A) All the open cut excavation upto Tunnel Portal / Adit Portal/ Inclined Shaft Portal
shall be measured and paid as per Chapter of Excavation.
Excavation - (B) The rates include dressing to the extent necessary for a particular item of work.
Excavation - (C) The payment for excavation shall be done as per pay-line indicated in the drawing.
The generally pay-line defined 15 cm beyond Minimum Excavation Line, In Bed no pay line
excavation shall be payable.
5 Unless otherwise specified the basic rates are inclusive of all leads and lifts.
6 Unless otherwise specified the basic rates are inclusive of standard finish (F2) required for concrete
surface.
7 For intake structure, tunnel portals, retaining walls, pitching etc, the rates as provided under Chapter

8 Measurements.- (A) Linear dimensions shall be measured to the nearest 0.01 m, the area shall be
worked out to the nearest 0.01 sq m and cubical contents to the nearest 0.01 cum.
Measurements.- (B) The measurement of permanent supports shall be done by weight, in kg. which
shall include the total weight of steel sections including the steel legging (if any), plates, bolts and
nuts and tie rods.
Measurements.- (C) No deduction shall be made for the volume of the reinforcement, but the volume
of permanent steel supports where provided shall be deducted from the total volume of concrete
