Recruitment to 5 posts of IAS of Haryana Cadre from Non-SCS Officers through
appointment by selection for the Select List Year 2019
‘The Haryana Public Service Commission invites online applications to select/recommend not ex-
ceeding 25 candidates to the state government for onward submission of their names to UPSC to fill up 5
posts of Indian Administrative Services (IAS) of Haryana Cadre from Non-SCS (State Civil Services) Officers
through appointment by selection for the Select List 2019 (vacancies arisen between 01.01.2019 to
31.12.2019) in terms of Rule 4 of the Indian Administrative Service (Appointment by Selection) Regula-
tions, 1997 which has come into effect wef. 1* January, 1998.
Regulation 4 of the Regulations ibid read as follows:-
4. The State Government to send proposals for consideration of the Committee: (1) The State
Government shall consider the case of a person not belonging to the State Civil Service but
serving in connection with the affairs of the State who,
(i) ts of outstanding merit and ability;
(ii) Holds a gazetted post in a substantive capacity;
(ii) Has completed not less than 8 years of continuous service under the State Govt. on
the first day of January of the year (Le. 01.01.2019) in which his case is being con-
sidered in any post which has been declared equivalent to the post of Deputy Collec-
tor in the State Civil Service and propose the person for consideration of the Com-
mittee. The number of persons proposed for consideration of the Committee shall
not exceed five times the number of the vacancies proposed to be filled during the
year; and
(iv) Below the age of 56 years on the first day of January of the Select List year (i.e.
01.01.2019).
1. __Inpursuance to the Government of India's notification dated 31.12.1997 ibid, the State Government
vide order No. 66/6/2001-65() dated 11.03.2011 had declared all Group-A posts (previously Class-I
posts) in all departments under the Government of Haryana equivalent to the post of Deputy Col-
lector in the State Civil Service for the limited purpose as specified in the Regulation ibid. However,
these shall exclude officers from:
(1) State Police Service
(2) State Forest Service
(3) Haryana Civil Service (Judicial Branch), and All Boards, Corporations and other au-
‘tonomous bodies which are not covered in the definition of State Government.
2. The Officers of Class-I (except the officers mentioned at Sr. No. 1) whose post have been declared
equivalent to the post of Deputy Collector vide Haryana Government orders dated 11.03.2011 and
who fulfil all eligibility conditions mentioned above & according to Haryana Govt. order No.
{66/2/2019-65\!) dated 09.06.2020, can apply online to the Haryana Public Service Commission on
the link https://hpsc.onlineapplications.co.in/ from 20/06/2020 upto 28/06/2020.
After applying, the candidates are directed to also download Annexure-A (which will be
‘automatically generated through portal) and submit the same after duly filled in to their parent
Department by 30/06/2020. The concerned department will further forward the same to the
Haryana Public Service Commission by 10/07/2020 after verifying the details given therein by the
candidate alongwith Annexure-B regarding eligibility of the candidate.

Notes: (i) Before sending the recommendation in respect of any candidate, it should be ensured
by the concerned Administrative Secretary that the candidate is fully eligible in terms
of HR Govt. order dated 09.06.2020 and the post held by him / her has been declared
equivalent to the post of Deputy Collector in pursuance of HR Govt. order dated
11.03.2011.

3. The Syllabus & Pattern of Written Examination as received from the State Government with order
No. 66/2/2019-65(1) dated 09.06.2020 is available on the website of HPSC as well as on Chief Sec-
retary to Govt. Haryana.
After examination, the Commission, purely on the basis of marks obtained in the written
examination, will recommend, in order of merit, names of candidates not exceeding five times the
umber of vacancies to the State Government for onwards submission of their names to the Union
Public Service Commission, as accepted candidates, in order in which they are recommended by the
Commission.
Inthe case of bracketed candidates, the following tie-breaking principles will be followed:-
(i) Age-The elder candidate will be considered senior.
(ii) Name ~ if date of birth is same, then the candidate whose name in english comes first al
phabetically, wll be considered senior
(iii) Father’s Name ~ if the tie is still not broken the candidate whose father’s name in english
comes first alphabetically, will be considered senior.
4, Applying online to the HPSC is mandatory. However the same would not entitle a candidate to ap-
pear in the examination. The candidature of only those candidates would be considered whose
names are recommended by the concerned Administrative Secretaries. Thus interested and eligible
candidates must apply to HPSC as well as with their respective department.
Therefore, the willing and eligible candidates are advised not to wait for the last date and
may apply online to the HPSC and their concerned department at the earliest so that their depart-
ment have sufficient time to consider their candidature and send their recommendation to the
HPSC wellin time.
Important Notes:
1. After receiving the above documents from the employees, the concerned Adminis-
trative Secretary will forward the above documents alongwith his/her recommenda-
tion in Annexure-B to the Commission.
2. Application forms which will be Incomplete / Unsigned / without signature of the
candidate / without supporting Annexure(s) / without the recommendation of the
concerned Administrative Secretary, will be rejected straightway.
3. Candidates are directed not to send any offline application form / hard copy of ap-
plication form / annexure directly to the Haryana Public Service Commission.
