The meeting of the CCC was chaired by the honourable Vice Chancellor, KMU Prof. Dr. Zia ul Haq,

AGENDA ITEMS:

1. Centralized OSCE/OSPE Examination Plan for All MBBS and BDS Students of Medical and Dental
Colleges in Khyber Pakhtunkhwa
2. Segregation of Theory and Practical Sections of Examinations for Supplementary Students.

The meeting started with recitation of the Holy Quran. The following agendas were discussed.

Agenda Item 1: Centralized OSCE/OSPE Examination Plan for All MBBS and BDS Students
of Medical and Dental Colleges in KP

Prof. Dr. Usman Mahboob introduced the concept of a centralized OSCE/OSPE system, aligning
with the vision of the honorable Vice Chancellor KMU. This initiative aims to improve
transparency, fairness, and standardization, and has been discussed across multiple CCC meetings.

• Presentation by Prof. Dr. Noor Wazir: Presented the anonymous data (from module A to Q)
involving 39,799 students from 18 medical colleges, which revealed a strong correlation
between KMU marks and college-awarded marks overall. However, discrepancies were noted
in the top 10% of students where correlations turned negative, indicating inconsistencies.

• Presentation by Prof. Dr. Usman Mahboob on Centralized OSCE/OSPE Plan:
o Two models were proposed for the practical examination:
1. OSCE/OSPE with all external examiners
2. Inter-collegiate student shuffling
o Both models were discussed in detail, considering their respective strengths and limitations.
It was noted that the inter-collegiate student shuffling model is already in use for
supplementary exams and can be extended to regular examinations as well. Under this
model, students will be randomly assigned to medical colleges within defined zones.
Examiners will be from the host college but will not be involved in teaching the student they
assess.
o For the DI Khan and Bannu zones, two options were proposed:

1. Option 1: Students choose the district of residence to appear in the medical college of
the district of residence (For students who are not residents of Bannu, DI Khan).
2. Option 2: Examination will be conducted by all external examiners, assisted by the
DME office for management and organization of the practical examination.

o There will be two conveners to facilitate the process. The External Convener, appointed by
KMU, will be responsible for Monitoring and Evaluation (M&E). The Internal Convener,
nominated by the respective college and notified by KMU, will handle Planning and
Organization (P&O) of all related activities.
o The KMU Examination Department supports the inter-collegiate student shuffling model as
a means to ensure a valid, fair, and unbiased assessment process.

• Prof. Dr. Zia ul Haq, Vice Chancellor, KMU's Remarks:


o Appreciated the efforts of Dean KMC, Prof. Dr. Usman and his team.
o Stressed on enhancing the quality of graduates through standardized exams.
o Referenced successful reforms: MDCAT, centralized admissions, computer-based theory
exams.
o Emphasized that it’s now time to focus on standardizing practical exams (OSCE/OSPE).

Key Comments & Suggestions from Participants:


• Prof. Dr. Noor Wazir: Proposed to increase the time allocation for short cases and conduct
long cases separately. Also, proposed eliminating viva stations from OSCE/OSPE due to overlap
with theory assessments.
• Prof. Dr. Brekhna Jamil: Emphasized the importance of enhancing the quality of OSCE/OSPE
stations through evidence-based design, interactive formats, and alignment with best
practices in medical education. She proposed online OSCE/OSPEs, citing current research that
supports their validity, reliability, and feasibility in both formative and summative
assessments. Referring to earlier CCC meetings, she highlighted recurring challenges related to
the limited availability of external/internal examiners and standardized/simulated patients
(SPs), which can compromise the consistency and quality of practical assessments. To address
these issues, she suggested the use of freely available AI tools, such as ChatGPT, or any other
for virtual SP interactions. Additionally, she recommended platforms like Zoom, Moodle,
Google Forms, and Microsoft Teams to support the conduct of remote, structured
assessments. These approaches, she noted, are increasingly backed by research as viable,
scalable, and cost-effective solutions for medical education institutions, especially in resource-
constrained settings.
• Prof. Dr. Fahim Shah: Proposed the following;
o Internal Assessment and OSCE marks awarded by colleges need standardization.
o Separating pre-clinical (external examiners) and clinical (student shuffling) groups for
OSCE/OSPE.
• Prof. Dr. Farooq Ahmed: Recommended intensive training workshops for conveners.
• Dr. Naheed Mahsood: Propose defining exam sites and blinding colleges to reduce bias.
• Dr. Bilqis Hassan: Emphasized blueprint alignment and content validity.
• Dr. Basheer Rahman: Suggested appointing a KMU monitoring group for exam and curriculum
implementation oversight.
• Dr. Nazish Bilal: Suggested;
o Development of standardized OSCE/OSPE.
o Addressing validity and item analysis at the KMU level.

Additional Decisions:

• Student shuffling was deemed more practical than expanding the external examiner pool.
• Pilot the shuffling model during block exams before the next professional cycle.
• External examiners to remain essential for minor specialties (e.g., ENT, Eye).
• Convenors and OSCE/OSPE faculty will receive standardized training.
• KMU to develop guidelines for Internal Assessment (e.g., attendance, marks, etc.).
• KMU will initiate training programs for online OSCE/OSPE implementation.
• Improve the quality and interactivity of stations and station content.
• Online OSCE/OSPE stations to be piloted before implementation.
• Implement regular exam data analysis for trends.
• KMU will strengthen the Monitoring & Evaluation systems (exam evaluators, curriculum
evaluators).

Agenda Item 1 Approved unanimously. Centralized OSCE/OSPE to be implemented with pilot


testing and gradual scaling.

Agenda Item 2: Segregation of Theory and Practical Exams for


Supplementary Students

• The forum was invited to share suggestions regarding the timing of result declaration and the
criteria for reappearing in exams for students who fail in either component (Theory &
Practical). After a detailed discussion, the following points were agreed upon and subsequently
put to a vote:
o Declaration of Results: It was agreed that results may be declared after the last theory
paper examination. However, the 40-day period for the supplementary OSCE/OSPE will
commence only after the practical exams result declaration, as students may still be
completing blocks with practical components.
o Reappearance Criteria:

▪ Students failing only the Practical examination in annual, will be required to

reappear in the Practical exam only in the subsequent Supplementary examination in


the same academic year.
▪ Students failing the Theory in the annual examination will be required to reappear in
both the Theory and Practical examinations in the supplementary examination.
▪ If a student passes the theory in supplementary examination, but fails the practical
examination, they will be required to reappear in both the Theory and practical
examinations in the next academic year.

Agenda Item 2 was approved by consensus by all participants

Closing Remarks:

The meeting ended with a vote of thanks from Prof. Dr. Zia ul Haq, Vice Chancellor, and Prof. Dr.
Mahmud Aurangzeb, Dean, KMC.
