HSE Roles and Responsibilities
Managing Director
Ensure that the SHE Plan is implemented (Including the applicable Risk Assessments);
Promote the SHE System by personal example;
Ensure that adequate training of personnel is provided to improve competence within their
areas of activity;
Ensure that Safe Operating Procedures are applied in order to provide a safe place of work.
Ensure that adequate measures are taken to follow the Risk Assessment.
Ensure that sub-contractors, where applicable, meet the SHE Plan and Client requirements.
Ensure that corrective actions are undertaken to follow non-conformities found during the
performance of an audit.
Ensure SHE specifications and plans are incorporated during appointments.
Ensure that all incidents/accidents and near misses are identified and investigated in
conformity with the company’s procedures.
Ensure that all equipment is correctly and timeously maintained.
Ensure at least one Job Observation per month is completed on Area Managers
Project Manager
Project Manager shall:
Promote the SHE system by personal example.
Ensure that all the necessary Risk Assessments are carried out within the areas of his
responsibility and seek advice when required;
Ensure the liaison with the Lelacon SHE Management for specialist advice.
Approve and monitor the application of the SHE Plan;
Ensure that adequate SHE resources are made available.
Actively promote periodical SHE meetings.
Ensure that SHE Internal/External Audits and the relevant corrective actions are carried out;
Ensure that accident/incident investigations are carried out complying with legal
requirements;
Ensure that Site SHE audits are conducted regularly, actions are set and monitor for action
closure on time.
HSE Manager
The HSE Manager shall:
Promote the HSE system by personal example;
Ensure that Risk Assessments are conducted before task execution;
Ensure corporate HSE Management systems are implemented on site;
Ensure implementation of the approved HSE Plan;
Participate in the development of operative and emergency procedures;
Coordinate Safety Practitioner activities;

Ensure that all documents, material etc. for HSE meetings and training courses are
provided;
Attend project meetings whether on site or at Head Office.
Draft an execution plan and present it to the Client where applicable.
Provide the Client with an audit schedule and carry our HSE audits regularly
Ensure site establishment.
Monitor trends and keep Client updated by monthly reports.
Site Manager/Site Supervisors
Site Mangers/Supervisors shall:
Organize Toolbox Talks on site, before starting any operational phase, in order to appraise
the potential hazards and the relevant HSE measures to take;
Ensure that personnel are properly trained in their duties to carry out the Scope of Work;
Organize the work places for the correct performance of all activities;
Ensure that equipment is in good working condition by conducting regular inspections.
Ensure that personal safety equipment is made available and properly used by personnel.
Perform planned Task Observations on personnel under his/her control.
HSE Supervisor/Officer
The HSE Supervisor/Officer shall:
Report directly to the HSE Manager.
Promote the HSE Plan by personal example;
Develop and communicate emergency procedures where applicable in conjunction with the
Client’s Emergency Representative;
Implement Environmental Management Plan and Protection Methods where applicable.
Participate in the incident/accident investigations along with the site Manager and issue the
relevant report;
Ensure HSE specifications and plans are incorporated during appointments;
Conduct regularly scheduled meetings and periodically inspect the Construction Site;
Liaise regularly with the Safety Manager of DRA and the Client;
Monitor the Waste Management System and maintain control measures in the use of
hazardous materials;
Ensure that Safety Files are kept updated and regularly inspect and audit it;
Ensure that the Safety Files are handed over to the Client when work has been completed;
Attend SHE meetings whether on site or at Head Office;
Be familiar with Lelacon and Client’s HSE specifications and work permit procedures;
Ensure information, instruction or training of personnel;
Daily and weekly documentation, which consist of: construction site inspections (Daily), Job
Observations and any other documentation required.

Employees
Employees shall:
Comply with the instructions imposed by the employer and the Management in order to
ensure collective and individual safety;
Make appropriate use of machinery, equipment, tools, hazardous substances,
transportation and working equipment as well as the use of safety device in the manner it
has been intended;
Make appropriate use of safety protection devices in the manner it has been intended with
no alterations of any kind whatsoever;
Immediately report to the employer or the person in charge any deficiencies of safety
devices, as well as any other hazardous conditions of which they have knowledge, in order
to eliminate or minimize the deficiencies or hazards;
Not remove/modify any safety, signaling or control devices without consent;
Not undertake any work/activity for which they have not received adequate training or
which can endanger themselves or colleagues;
Undergo pre/post medical examination;
Cooperate with all statutory obligations and direct instructions of Supervisors;
Be familiar with Lelacon and Client’s HSE specifications;
Report all accidents/incidents before the end of the applicable shift;
Participate in Performing Task/Job Observations on their co-workers as required.
