INTRODUCTION
Being one of the trainees of PITC “SALIKDIWA” CL 02-2025, who also
commenced the 2nd batch of CCJE NEMSU CANTILAN that underwent OJT among the
Tri-bureau, I experienced a remarkable journey in my college life that honed me into a
better version through the experience absorb throughout my OJT journey inside the
prestigious facility of the BJMP, BFP and the PNP, we may face struggles and obstacles
ahead but the courage and determination the spirit to continue despite of hurdles urge us
to finish what we started.

BJMP - inside the correctional facility that captured the hearts of the OJT interns
are persons behind bars with intense crimes committed among these are families that are
just involved with false accusations but aside from that they wholeheartedly accept what
they are accused to, aside from that we learned to be calm at all times in dealing with the
PDL's and to follow instructions from the jail officer, I also had the chance to witness
court hearings and court trials as well as arraignments and even safeguarding the PDL
from the correctional facility to the court of justice, it was quite fun to be inside the hall
of justice seeing attorneys and fiscal also the judge as well as the convicts and accused
face their sentence in a crime they committed.

BFP - as I headed to another facility where fire and water are involved the BFP
had us warmed and welcomed with the traditional reception rights there we enjoyed our
OJT as one of the luckiest interns to experience a 4th Floor Rappelling and the
unforgettable WASAR Training aside from that the personnel’s taught us on how to
firefight, rescue the victim and response quickly to a fire accident, there we learned a lot
from discussion to actual activity with those experience therefore, I conclude that the
BFP doesn't only fight the fire but also they save lives in times of disasters.

PNP - among the Tri-bureau, the PNP had all the technicalities we need to learn
in the field of law enforcement the crucial stage of the bureau, inside of the blue and
white facility the PNP was very strict in terms of paperwork’s they have to be careful of
what they are handling and writing some complains that is written in the blotter.

DEFINITION OF TERMS
WASAR – Water Search and Rescue, the students underwent comprehensive training
that included introduction in basic life support, first aid, rescue and life-saving
techniques, underwater skills such as underwater knot tying, water entries and exits, boat
handling and concluded with a one (1) mile swim.

Prestigious facility – having illustrious reputation of such a building, services that are
provided for a particular purpose.

BJMP – Bureau of Jail Management and Penology, is an attached agency of


the Department of the Interior and Local Government mandated to direct, supervise and
control the administration and operation of all district, city and municipal jails in
the Philippines with pronged tasks of safekeeping and development of its inmates,
officially classed as persons deprived of liberty (PDL).

BFP – Bureau of Fire Protection, is responsible for ensuring public safety through the
prevention or suppression of all destructive fires on buildings, houses, and other similar
structure, forests, and land transportation vehicles and equipment, ships/vessels docked
at piers, wharves or anchored at major seaports, petroleum industry installations.

PNP - is the national police force of the Republic of the Philippines. It is both a national
and a local police force in that it provides all law enforcement services throughout the
Philippines.

PDL – Person Deprived of Liberty, are detainees who are incarcerated pending trial
and/or final judgment.

Accusation - a charge or claim that someone has done something illegal or wrong.

Rappelling – to descend (as from a cliff) by sliding down a rope passed under one thigh,
across the body, and over the opposite shoulder or through a special friction device.

Firefighting – is a profession aimed at controlling and extinguished fire. A person who


engages in firefighting is known as a firefighter or fireman.

Police Blotter – It defines a police blotter as a daily record of incidents within a police
unit’s jurisdiction containing details for legal and statistical purposes.
Checkpoint - refers to where police check vehicular or pedestrian traffic to enforce
circulation control measures and other laws, orders, and regulations. As such, the
establishment of the checkpoint must be authorized by the head of the territorial PNP
unit in the area.

Law enforcement - is the activity of some members of government who act in an


organized manner to enforce the law by discovering, investigating, deterring,
rehabilitating, or punishing people who violate the rules and norms governing that
society.

Firearm - shall mean any portable barreled weapon that expels, is designed to expel or
may be readily converted to expel a shot, bullet or projectile by the action of an
explosive, excluding antique firearms or their replicas. Antique firearms and their
replicas shall be defined in accordance with domestic law.

DEDICATION
Everything we have accomplished through this on-the-job training marks a
memorable achievement in our journey as students. At this moment of success, we would
like to dedicate this piece of work to all those who inspired and encouraged us along the
way.

OJT EXPERIENCE

My On-The-Job Training (OJT) experience with the Bureau of Jail Management


and Penology (BJMP), Bureau of Fire Protection (BFP), and Philippine National Police
(PNP) has been both eye-opening and transformative. Engaging with these three pillars of
public service has expanded my understanding of community safety and deepened my
appreciation for the responsibilities these institutions carry. In this essay, I reflect on the
pivotal experiences from my time with the BJMP, BFP, and PNP highlighting the
challenges I faced, the lessons I gained, and the lasting influence these experiences have
had on my personal and professional journey.

This multi-faceted internship has been a journey of personal discovery and


professional development. Each agency presented its own set of trials and
accomplishments, enriching my insight into the honorable mission of public service and
its critical role in society. As I prepare to take the next steps in my career, I do so with the
lessons I’ve learned and a firm dedication to integrity, empathy, and service to others. My
time as an intern has not only shaped my professional path but also deepened my
understanding of the importance of unity and shared responsibility in maintaining public
safety and well-being.

The internship was not without its difficulties. I faced financial strains due to
distant placements, the hassle of relocating between dorms, and costly transportation
expenses. Yet through perseverance, creativity, and inner strength, I emerged more
resilient. Looking back, I am thankful for every obstacle that challenged me, as each one
contributed to my growth and laid the foundation for my future endeavors.
PROBLEMS MET DURING TRAINING

Internships are often a period of intense learning, personal development, and


career growth. However, alongside the excitement of new opportunities come challenges
that can test one's resilience and flexibility. During my internship, I encountered several
difficulties, with financial strain and logistical complications standing out the most.
These challenges included the high expenses of being placed in a distant location, the
inconvenience of relocating between dorms, and the constant burden of transportation
costs.

One of the most significant hurdles was the financial strain of being stationed far
from home. Although I was eager to gain hands-on experience in my field, the financial
implications were daunting. Living away from my hometown required me to cover
housing, daily living expenses, and unforeseen costs—an overwhelming task for a
student on a limited budget. These financial pressures cast a shadow over what was
meant to be a rewarding and transformative experience. The frequent need to change
dormitories only added to the stress of being far from familiar surroundings.

Transportation expenses quickly became another major issue. The cost and time
associated with daily commuting and job-related travel further strained my finances.
Public transit, while necessary, proved to be both expensive and inefficient, leaving me
constantly trying to balance the cost with the demands of the role. This ongoing struggle
began to affect my mental well-being and hindered my ability to fully perform and
engage during the internship.
SUGGESTIONS AND RECOMMENDATIONS

As universities strive to provide comprehensive and impactful educational


experiences, integrating on-the-job training (OJT) plays a crucial role in preparing
students for their professional paths. However, a major obstacle many students encounter
during OJT is the high cost of commuting to distant placements. To reduce this financial
strain and promote equal access, universities should consider forming partnerships with
organizations located near students' residences or campuses. Strengthening connections
between academic institutions and local businesses can make OJT opportunities more
attainable and less burdensome.

One of the primary advantages of nearby OJT placements is the notable decrease
in travel-related costs. Students from varying economic backgrounds often face financial
difficulties when assigned to remote OJT locations, which can involve expenses for
transportation, accommodation, and daily necessities. By facilitating placements closer to
home, universities can help ease these financial pressures, supporting a fairer and more
inclusive OJT experience for all students

BUREAU OF JAIL MANAGEMENT AND PENOLOGY
SURIGAO DEL SUR DISTRICT JAIL

HISTORY

The Surigao del Sur District Jail is part of the Bureau of Jail Management and
Penology (BJMP) system in the Philippines, which was established on January 2, 1991,
under Republic Act No. 6975. This act created the BJMP as a line bureau under the
Department of the Interior and Local Government (DILG), tasked with the safekeeping
and development of inmates in all district, city, and municipal jails nationwide .

With the creation of the Caraga Region in August 1995, BJMP-Caraga was established to
oversee jail management within the region, including facilities in Surigao del Sur . The
Surigao del Sur District Jail, located in Purok Comet, Barangay Telaje, Tandag City,
serves as the primary detention facility in the province. To address the needs of various
municipalities, annexes have been established in Cantilan, Bislig, and Lianga.

POLICIES

The Bureau of Jail Management and Penology (BJMP) has implemented various policies
to ensure the effective administration of jails, the humane treatment of inmates, and the
overall improvement of the correctional system in the Philippines.
Inmate Welfare and Development (IWD) Programs

Rehabilitation and Reformation: Implementing programs aimed at the rehabilitation

BAROBOFIRE STATION

HISTORY

The BFP was formed from the units of the Integrated National Police's Office of
Fire Protection Service on January 29, 1991 through Republic Act No. 6975, which
created the present Interior Department and placed the provision of fire services under its
control.

Republic Act No. 6975, or the Department of Interior and Local Government Act
of 1990, took effect on January 1, 1991 and paved the way for the establishment of the
Philippine National Police, BFP and Bureau of Jail Management and Penology as
separate entities. Specifically, the Fire Bureau's charter was created under Chapter IV
(Section 53 to 59) and carried-out through the provisions of Rule VII (Sections 49 to 58)
of the Implementing Rules and Regulations of the act. The organization was then placed
under the direct supervision of the DILG undersecretary for peace and order. The
Appropriation Act of 1991 also caused the inaugural operation of the BFP on August 2,
1991 as a distinct agency of the government, with the initial preparation of its operation
plans and budget (OPB) undertaken by the staff of the Office of the National Chief Fire
Marshal at Camp Crame, Quezon City headed by F/Brigadier General Ernesto Madriaga,
INP (1990–1992), which took over from the long reign of F/Major Primo D. Cordeta
(Ret.), the first chief fire marshal (1978–1989). Madriaga served as the BFP's first acting
fire chief/director from 1991 to 1992.

POLICIES

BAROBO MUNICIPAL POLICE STATION

HISTORY

The Barobo Municipal Police Station (MPS) is the local law enforcement agency
serving the municipality of Barobo in Surigao del Sur, Philippines. Operating under the
Surigao del Sur Police Provincial Office (SDSPPO), which is part of the Police Regional
Office 13 (PRO13) of the Philippine National Police (PNP), Barobo MPS is tasked with
maintaining peace and order, enforcing laws, and ensuring public safety within its
jurisdiction.

Barobo itself was officially established as a municipality on October 24, 1960,


through Executive Order No. 407 issued by President Carlos P. Garcia. Prior to this, it
was a barrio under the municipality of Lianga. The town's name is derived from the
"barobo" tree (Diplodiscus paniculatus), which was abundant in the area.

While specific historical records detailing the establishment and development of


Barobo MPS are limited, the station continues to serve the community, aligning with the
PNP's mission to enforce the law, prevent and control crimes, maintain peace and order,
and ensure public safety and internal security with the active support of the community.

POLICIES
Guided by its Mission, Vision, and core values, the Philippine National Police
is committed to provide quality police services to the public with integrity, honor, and
justice. To attain this, the PNP commits to:

• Optimize the use of its financial and logistical resources; • Develop competent,
motivated, values-oriented and disciplined personnel; Develop a responsive and highly
professional police organization;

• Ensure improvement of crime prevention, crime solution, and community safety


awareness through community-oriented and human rights-based policing; Provide
efficient enforcement of the law;

• Maintain peace and order

• Provide supervision and control the training and operations of security


agencies; and

• Continuously improves its systems and procedures in accordance with ISO


9001:2015 Quality Management System and in conformity with the provisions of RA
6975 as amended by RA 8551 and further amended by RA 9708, and other applicable
laws. The quality policy is released as a separate document and is communicated and
implemented throughout PNP.

The Policies of the Philippine National Police (PNP) cover a wide range of areas
related to law enforcement, public safety, and organizational management.

Code of Conduct and Ethical Standards: The PNP enforces strict codes of conduct and
ethical standards for all its personnel to ensure professionalism, integrity, and
accountability in the performance of their duties.

Anti-Illegal Drugs Campaign: The PNP is actively involved in the government's

Crime Prevention and Law Enforcement: The PNP is tasked with maintaining peace
