Direct Payment Labour System (DPS)
In this system, the workers are paid piece rates on ASOR %age basis, as in case of contractors. The Gang
Workers are paid actual earnings on ASOR %age for the quantum of work done or the minimum guaranteed
wage @ Rs.711/- to Gang Sardar, Rs.698/- to Mandal and Rs.693/- to Handling Labour whichever is higher,
whereas Ancillary Labours are paid minimum wages of Rs. 663/- per day w.e.f. 01.04.2022. Minimum
Wages is revised by the Government of India after every 6 months. DPS workers have been given the
benefits of CPF in addition to the benefits of Ex-Gratia / PLI / Gratuity / Workmen’s Compensation, Paid
Weekly Off, National Holidays, Sick Leave, Medical First Aid.
ASOR% (Piece rate wages) are being revised on 1 st april and 1st October of every year proportion to
the increase in Minimum Daily Wages.

"No Work No Pay System/TMC
This system is known as ‘No Work No Pay’ (NWNP) System or Three Member Committee (TMC) System.
Under this labour system, the payment for the actual quantum of work done is made on the basis of ASOR
%age to the workers. In addition, the benefits of EPF, Ex-Gratia in lieu of Bonus, three national holidays paid
weekly off under Minimum Wages Act.
The minimum daily wages as fixed under minimum wages act by the Government of India are
admissible to the Handling Labour if their piece-rate earning are less than it on the date of their engagement,
minimum daily wages fixed under Minimum Wages Act w.e.f. 01.04.2022, as admissible to the workers
under this labour system are as under :-
‘A’ Area - Rs. 663/-
‘B’ Area - Rs. 553/-
‘C’ Area - Rs. 443/-
