“A RESOLUTION FAVORABLY ENDORSING FOR THE APPROVAL OF THE APPLICATION
FOR INDUSTRIAL SAND AND GRAVEL (ISAG) PERMIT OF MR. ABNER D. COSTAN AND
THE APPROVAL OF THE PROPOSED SDMP PROJECT PRESENTED DURING THE PUBLIC
CONSULTATION LAST APRIL 10, 2025
WHEREAS, the proponent, Mr. Abner D. Costan together with his wife, Noemi requested for the
conduct of Public Consultation relative to his intent to apply for an Industrial Sand and Gravel
(ISAG) permit at the portion of Himoga-an River adjacent to their private property in barangay
Tadlong, Sagay City, Negros Occidental. The said Public Consultation was scheduled and then,
undertaken on April 10, 2025 upon proper coordination with PEMO-Negros Occidental;
WHEREAS, during the Public Consultation/meeting, a refresher presentation was made by PEMO
representative, Mrs. Antonieta C. Canson touching the salient provisions of the New Mining
Ordinance No. 2023-001, Series of 2023 and giving emphasis that the application for ISAG permit
issued by the Provincial Government is now lengthened from 3 year to 5 years duration. Mrs.
Canson also presented the need to observe in its operation, the implementation of the best
practices that promotes responsible mining;
WHEREAS, the Punong Barangay discussed with the August Body giving emphasis on the need to
find alternative access route as component of the proposed ISAG project rather than using the
existing cemented Barangay Road, as it may damage the Barangay Road. With the commitment
from the proponent to find alternative access that will be connected to the Provincial Highway the
issue was put into rest subject for implementation as agreed because the proponent commits not
to start his operation until the issue is resolved with the barangay;
WHEREAS, in the discussion of the proposed SDMP, the local residents and some barangay
officials presented their wish lists of projects to be included to the SDMP program, more particularly
the allocation of budget for medicines and medical equipment, annually. The projects
recommended were listed in the minutes of the meeting;
WHEREAS, the Barangay Council appreciated the commitments made by the applicant, who re-
assured that these projects will be implemented on-time, once it operates, which the local residents
positively reacted with approval.

WHEREFORE, through the motion of Hon. RENAN S. INGALLA and duly seconded by Hon.
ARNOLD B. SOBERANO, Resolve as it is hereby resolved that the Barangay Council of Barangay
Tadlong, Sagay City, Neg. Occ. hereby favorably endorses the ISAG application of Mr. Abner D.
Costan and also, endorses the approval of the proposed SDMP as presented during the Public
Consultation last April 10, 2025.
Resolved further, that copies of this resolution be furnished to the Offices of the Honorable Mayor
of Sagay City and the Sangguniang Panglungsod of Sagay City, and to the Provincial Environment
and Management Office (PEMO), Province of Negros Occidental.
