DAILY BRIEF 4th NOVEMBER 2024 PEACE AND SECURITY

Sudan's army chief appoints new acting foreign minister
On 3rd September, 2024, Sudan's army chief, Abdel Fattah al-Burhan,
appointed a new acting foreign minister following a decision issued by the
cabinet. Ali Youssef Ahmed takes the position of Hussein Awad Ali who was
relieved of his duties as stated by a statement from Burhan’s office.
The move comes days after United Nations Secretary-General, Antonio
Guterres, condemned attacks on civilians by Sudan's paramilitary Rapid
Support Forces as Britain confirmed it would push for a U.N. Security Council
resolution on the persistent conflict.
Observations
Al-Burhan’s decision to reshuffle his cabinet exhibits his strategic move in the
placement of government officials. The army chief retained ministers from
armed movements in Darfur and the Sudan People’s Liberation Movement-
North.
13 people shot dead in Sudan attack
On 3rd September, 2024, at least 13 people were shot dead in an attack
blamed on Sudan´s paramilitary Rapid Support Forces (RSF), in Al-Jazira
state south of Khartoum. The belligerent group opened fire on civilians in the
town of al-Hilaliya in eastern al-Jazira, about 70 kilometers north of the state
capital Wad Madani.
According to the United Nations humanitarian coordinator in Sudan,
Clementine Nkweta-Salami, the RSF has launched major attacks across
eastern parts of al-Jazira state between October 2024, to November 2024.
The group has been alleged to commit mass killings, sexual assaults,
extensive looting of markets and widespread burning of farms.
Observations
Sudan’s al-Jazira state has become a key battleground following the
defection of RSF commander Abu Aqla Kaykal. The increased tensions
between RSF and Sudanese Armed Forces have been heightened due to the
shift in political dynamics of the conflict as well as its retaliatory nature more
so in areas under the control of rebel groups.
