Chapter 1
INTRODUCTION
Background of the Study
The barangay is where community initiatives and endeavors are planned and carried out.
Still, ironically, it has the least amount of information available to use as a baseline for
planning and policy implementation. E-barangay, also known as the Barangay Management
System, is a web-based management system that aims to transform barangay management
from a traditional, centrally dependent entity to a more inclusive, citizen-oriented program.
Its main goal is to make the current administrative procedures, such as document requests,
complaint filing, and the creation of appropriate and accurate local statistics, more efficient.
(Claire Ong Carpio, 2020).
In the Philippines, the barangay is the smallest administrative unit where community
projects and initiatives are planned and carried out. It is also responsible for processing
resident requests, such as issuing Cedulas, Indigency Forms, Business Permits, and other
necessary documents. Additionally, it manages complaint filings and monitors local statistics.
However, the manual processing of these transactions leads to slower service delivery,
increased chances of human error, and weaker record security. To address these challenges, it
is essential to enhance government transactions and public service delivery through digital
solutions. Modern technology offers new opportunities for barangays to improve service to
their constituents. (Bren Bondoc, 2020).
As the global landscape continues to evolve, the role of Information Technology has
become increasingly significant in driving development initiatives. The barangay still relies
on a manual process for issuing documents such as Barangay Certificates, Business Permits,

and Summon Letters. This manual system results in time-consuming procedures for accessing
records, often leading to data redundancy and inefficiencies. The study aimed to design and

(BCISMS) to enhance record retrieval and streamline services. The research employed both
developmental and descriptive methods. The Iterative Systems Development Model guided
the design and implementation of the system, which is suitable for developing a database
system tailored to barangay operations. (Terisita T. Villones, 2021).
As populations grow, barangays face increasing difficulties managing community data due
to outdated, manual systems like MS Word and Excel, which lack security and centralization.
These issues became more evident during the COVID-19 pandemic. The research proposes
"One Barangay," a mobile and web-based management system for Barangay 407 in Manila to
address this. The system aims to enhance data security, streamline processes, and improve
efficiency in managing community records and services. (Marilou N. Jamis, et al., 2022).
The main topic of this study is the evaluation and risk assessment of a barangay
management system, a web application utilized by barangays, the most minor political
subdivisions in the Philippines, for the implementation of policies and programs for
development. The report emphasizes the difficulties barangays encounter with manual-based
operations, the absence of trustworthy baseline data, and the limitations of their ICT
capabilities. To reduce detected risks and boost performance, the research aims to thoroughly
assess the web application's functionality, security, user experience, data integrity, and
accessibility. (Eric B. Blancaflor, et al., 2024).
The Coal Village Office manages population data manually using Microsoft Word and
Excel, resulting in frequent errors, inefficiencies, and disorganized file storage. To overcome
these issues, a website-based population data management system is needed. This

The System will streamline data entry, retrieval, and storage, improving accuracy and
efficiency. Through observations and interviews with village officials, user needs and system
requirements
were identified to ensure the solution is well-suited to actual conditions. The new system
aims to enhance public service delivery and make data management more organized and
effective for staff. (Sebastianus Handri Turino, Anang Kukuh Adisusilo, 2024).
The study aimed to implement a comprehensive barangay management system to assist
officials and residents. The system included news posting, project updates, business
promotions, complaint handling, certification processing, and a dashboard for monitoring
transactions and reports. (Joyce Erika S. Senaris, 2025).
As the most minor administrative units in the Philippines, Barangays perform essential
services such as issuing clearances, recording resident complaints, managing permits, and
maintaining resident data. These activities are traditionally handled manually, requiring
handwritten logbooks, face-to-face transactions, and physical document storage. This
approach is time-consuming, error-prone, often resulting in lost or disorganized records.
Cruz, Santos, and Mercado (2021) noted that manual recordkeeping in barangays leads to
slow service delivery and difficulty retrieving historical data. Similarly, Reyes and Santos
(2020) emphasized that the lack of automation causes delays in processing requests and
maintaining accurate resident profiles.
In response, studies like that of Lopez, Ramirez, and Yu (2022) recommend implementing
automated systems to digitize barangay operations. These systems can streamline services
like certificate issuance, complaint logging, and resident data management, leading to faster
response times, improved data accuracy, and better transparency in public service.

Barangay Lingsat has made some progress using a monitor and CCTV system for
surveillance and public safety. However, administrative processes such as issuing certificates,
logging complaints, and managing resident information are still handled manually. The
residents visit the barangay hall for requests (e.g., certificate of residency), and the staff
manually logs information using spreadsheets. Files are saved locally without backup or
centralized access. The approval requires physical signatures from officials, and the residents
must return later to claim the document. This results in slower operations, limited access to
data, and greater chances of human error. Although Barangay Lingsat has begun adopting
digital tools such as a monitor and CCTV for security and monitoring, its core administrative
processes remain manual, causing delays, data inaccuracy, and inefficiency.
In line with this, the proposed study aims to design and develop a LokalSys, a web-based
Barangay Management System designed specifically for Barangay Lingsat, to assist barangay
officials in managing records, tracking services, and delivering timely and accurate responses
to constituents. The barangay can enhance its efficiency, security, and overall public service
delivery by transitioning from manual to digital processes.

Conceptual Framework of the Study
Figure 1 shows the conceptual framework of the study. It served as the study’s outline for
the developed system. The Input-Process-Output (IPO) Model is a framework researchers use
to identify the key variables involved in a study that lead to a particular outcome or
phenomenon. It helps illustrate the research process by breaking it down into three distinct
stages: input, process, and output, typically represented through a series of boxes. (Paradigm,
2024).

In this conceptual framework, the input-process-output will be used to guide the study.
The LokalSys: Barangay Management System in Barangay Lingsat of Santa Maria, Ilocos
Sur, will be developed to optimize the management and transaction processes of the
barangay. The output involves a functional automated system that generates and notifies of
reports.
Objectives of the Study
This study aims to develop and implement a system for the Barangay Management System
in Barangay Lingsat of Santa Maria, Ilocos Sur. The proposed project aims:

1. To determine the existing problems, challenges, and needs in the current manual
process of managing the barangay Lingsat.
2. To develop and design the functional and non-functional requirements.
3. To evaluate the developed system to ensure its functionality, reliability, and usability
in Barangay Lingsat.
Scope and Limitations of the Study
The scope of the study will cover the LokalSys: A Barangay Management System for
Barangay Lingsat of Santa Maria, Ilocos Sur. The system must be accessible to authorized
barangay personnel only, using a secure login. It will be deployed on a desktop available in
the
barangay office. The system covers resident profiling, online certificate requests (e.g.,
Barangay Clearance, Indigency, and Residency), blotter report logging, post barangay
announcement, management processes, and improved record-keeping efficiency.
The limitations of the study will include:
It does not cover financial transactions, budgeting, or payroll.
The system is not integrated with national government databases or mobile
applications.
Evaluation and testing are limited to barangay officials, residents, and one IT
expert using purposive sampling.
Importance of the Study
The success of the study will be beneficial to the following:
Barangay Officials and Staff. The system will provide a faster and more organized way
of handling documents, residents’ records, and complaints, reducing manual workload and
errors.

Chapter 2
METHODOLOGY
This chapter outlines the process followed in gathering data and doing the analysis that will
be important to the study.
Research Design
The proposed research utilized a descriptive developmental research design to structure data
presentation, analysis, and interpretation. Descriptive research design focuses on identifying and
analyzing current issues and challenges encountered in the manual processes of the barangay,
such as resident profiling and certificate issuance.
Developmental research design involves creating and implementing the proposed system
using the Agile Model. This model allowed the researchers to develop the system incrementally
through several phases, including requirements gathering, design, development, testing,
deployment, and review. The research will develop a web-based system for Barangay Lingsat of
Santa Maria, Ilocos Sur residents.

The Agile software development process is a set of steps that must be performed in order.
The importance of sequence is as follows:
Requirements. This phase involves gathering and documenting the project requirements
through interviews and client discussions with barangay officials and staff. The requirements
include efficient management of resident records, streamlined issuance of barangay clearances
and certificates, request tracking, posting of barangay announcements, and secure login for
authorized users.
The researchers will conduct interviews, surveys, and observations with key stakeholders,
such as barangay officials, staff, and residents, to better understand their specific needs and
challenges in managing barangay operations and records. This includes examining current
workflows, transaction handling, and services within the barangay. The researchers will also
review existing processes and manual systems to identify inefficiencies or areas for
improvement. The information gathered will be thoroughly documented and used to outline
functional and non-functional requirements. This will be the foundation for designing and
developing an improved and automated Barangay Management System.
Design. In this phase, a user-friendly web interface will also be designed to ensure that
barangay staff can navigate the system easily.
The researchers will use the gathered data to design the Barangay. This includes creating a
user-friendly interface, setting up the database structure, and preparing system wireframes. They
will also define the technical setup, such as server needs and possible system integrations,
ensuring the design fits the barangay’s identified needs and processes.
Development. This phase will involve building and developing the system. The researchers
will use Visual Studio Code software and Bootstrap. The researchers will test every aspect to

ensure smooth functionality and meet user expectations and objectives. This will include
preparation, system development, coding, and system testing.
The researchers will begin developing the Barangay Management System by implementing
features from the design phase. This includes coding back-end functions, integrating the
interface, and setting up the database. Development will follow an iterative process, allowing
regular testing and feedback to ensure the system functions as intended.
Testing. This phase involves different testing levels, including unit, system testing, and user
acceptance testing. The goal is to identify and fix errors and ensure reliability and functionality.
The researchers will conduct various tests to ensure the Barangay Management System works
properly. This includes functional testing of features, performance testing under different
conditions, and user acceptance testing with actual barangay users. Any issues found will be
addressed before deployment.
Deployment. This phase requires careful planning to transition smoothly from the manual to
the automated system. The system will be implemented in Barangay Lingsat, Santa Maria,
Ilocos Sur, with minimal disruption to ongoing operations. Training and support will also be
provided to the barangay staff.
In this phase, the researchers will deploy the Barangay Management System in the actual
barangay office. This includes configuring the system, installing it on official devices, and
ensuring smooth operation. They will also train barangay staff and provide support to address
issues during the initial rollout.
Review. In this phase, the researchers will evaluate the system’s overall performance based
on feedback from users and stakeholders. This includes assessing the system’s effectiveness,
usability, and reliability. Necessary adjustments or improvements will be documented for future
updates or version enhancements.

During the feedback phase, the researchers will gather input from barangay staff and
residents to evaluate how well the system meets their needs. Feedback will be collected through
surveys, interviews, or observations. Based on this input, the team will identify and implement
necessary improvements in future updates.

This project plan in the Table shows the pattern and time frame for each of the six phases
of agile software development. This Gantt chart shows the project timeline for developing an
automated Barangay Management System. The chart outlines the different stages of the project
(Requirement Gathering, System Design, etc.) and their scheduled durations across July and
October.

Population and Locale of the Study
This study will use a purposive sampling to select respondents directly involved in barangay
operations and system evaluation. This will ensure the data collected is relevant and helpful in
evaluating and improving the proposed system.
The sampling procedure will be conducted at Barangay Lingsat of Santa Maria, Ilocos Sur.
The respondents comprised 21 5 Barangay Captains and Officials and 15 Barangay Residents.
Table 2 presents the distribution of the respondents selected to measure the proposed system's

The barangay captain and officials will oversee and approve transactions that provide insights
into administrative needs. For barangay residents, they will handle daily tasks like document
issuance and data entry to assess system usability. And for IT experts, they will evaluate the
system’s functionality, reliability, and technical performance.
Research Instrument
The study will utilize various interviews, observation, and a questionnaire. It involved the
participation of the barangay captain and staff of Barangay Lingsat of Santa Maria, Ilocos Sur.
Data Post-Study System Usability (PSSUQ) will be used during the prototype phase to
evaluate key aspects such as usability, information quality, and interface quality.
