SECTION 27000

GENERAL REQUIREMENTS

1.01 GENERAL SPECIFICATIONS

1. The work to be done under this Division of the Specifications consists of the
fabrication, furnishing, delivery and installation, complete in all details of the Electrical
Work, at the project premises and all work materials incidental to the proper
completion of the installation except those portions of the work which are expressly
stated to be done by others. All works shall be in accordance with the governing
Codes and Regulations and with the specifications, except those where the same
shall conflict with such Codes, etc. which later shall govern. The requirements with
regards to materials and workmanship. Specify the required standards for the
furnishing of all labor, materials, and appliances necessary for complete installation of
the work specified herein and indicated in the drawings. The Specifications are
intended to provide a broad outline of the required equipment but are not intended to
include all details of design and construction.

2. SITE OF WORK:

The work shall be located at Neville Hill, Lahug, Cebu City, Philippines.

3. SCOPE OF WORK

Under this section of specifications, provide all labor, materials and equipment and
perform all the work necessary for the complete execution of all the Electrical Work as
shown on the Electrical Drawings.

Scope of Work shall include but are not limited to the following principal items of work:

1. Furnish and install empty conduits for Fiber to the Home conduit service entrances
and Riser.

2. Furnish and install roughing-ins for Fiber Optic Cable System for Telephone/Lan
and CATV System to include conduits, and wiring devices.

3. Furnish and install horizontal fiber cable systems from the TTC to every unit.

4. Furnish and install complete IP Type CCTV System to include conduits, wiring,
cameras and monitor.

5. Furnish and install complete fully addressable Fire Alarm and Detection System to
include conduits, class-A wiring, detector, annunciators, notification devices and
Fire Alarm Panel.

6. Termination of all Service Entrance feeders.

7. Painting of all exposed electrical conduits, enclosures and equipment.

8. Furnish and install complete grounding system.

9. Complete testing of Electrical System and Equipment.

10. Preparation of all necessary plans, forms and related documents, and coordination
with other opportunities or persons involved in the procedures.

11. Preparation of As-Built Plans and Drawings.

12. All work, materials, equipment, fittings, supports, etc. which are necessary for the
completion of the work must be included in this division of work.

13. Complete testing of System and Equipment.

1.02 EXCLUSIONS

1. All related civil works such as electrical manhole/handhole, concrete envelope of


ductbanks, concrete service entrance pedestals, equipment concrete pads, etc.
which is to done by Civil Works.
2. Supply and installation of Paging System.
3. Supply and installation of UPS System, Energy Saving Device, Building
Management System.
4. Furnish and install complete Intercom / Videophone System to include conduits,
wiring, devices and Equipment Videophone Panel.
5. Supply and installation of Fiber-To-The-Home (FTTH) cable from its outside plant
facilities up to the cross connect cabinet or Main Telephone Terminal Cabinet
(MTTC) located inside a TELCO room and the Vertical Fiber system to each
Telephone Terminal Cabinet (TTC) at every floor of each buildings. (By PLDT)
6. Traffic / Parking Sensor System (Future Provision Only)

1.03 QUALIFICATIONS

Equipment Foundations and Supports

All floor mounted equipment and apparatus will be provided with necessary
concrete pedestals, bases, pads, curbs and anchor blocks by the Main
Contractor as shown or required. Provide anchor bolts, slab inserts, supports,
hangers and sleeves as may be required or necessary for proper support or
attachment to the building structure for all conduit, equipment and apparatus.

Concrete pads shall be 150mm high unless otherwise indicated, with steel
reinforcing and necessary bolts, anchors, etc. where concrete pad is set
directly on concrete floor, provide dowels in floor to tie base to floor. Pads
shall be extended at least 100mm beyond the equipment outline on all four
sides. Concrete work is specified in other sections by the Main Contractor.

Coordinate size, locations, anchor bolts, etc. Provide acceptable seismic


restraint anchor plates flush with top of housekeeping pads as required.

Foundations, hangers, supports, openings, bracing, etc., shall be in


accordance with the requirements of Seismic Restraints of Mechanical
Systems.

1.04 SUBMITTALS

Specific items requiring submittals shall be specified. Shop drawings shall be submitted and
approved before procurement, fabrication, or delivery of such items to the job site. Partial
submittals will not be acceptable, such submittals will be returned without review.

MANUFACTURERS DATA:

Submittals for each manufactured item shall include manufacturer’s descriptive literature,
equipment drawings, diagrams, performance and characteristic curves, and catalog cuts. Each
submittal shall have the manufacturer’s name, trade name, catalog model or number, name
plate data, size, layout dimensions, capacity, specification reference, industry specification
references, and all other information necessary to establish contract compliance.

SHOP DRAWINGS

Shop drawings shall show types, sizes, accessories, elevations, floor plans, sectional views,
installation details, elementary diagrams, and wiring diagrams. Wiring diagrams shall identify
circuit terminals and shall indicate the internal wiring for each item of equipment and the
interconnection between the items. Drawings shall also indicate adequate clearance for
operation, maintenance, and replacement of operating equipment devices. If any equipment is
disapproved, the drawings shall be revised to show acceptable equipment and may be
resubmitted.

STANDARD COMPLIANCE

When materials or equipment must conform to the standards of organizations such as


American Standard Institute (ANSI), American Society for Testing and Materials (ASTM),
National Electrical Manufacturer’s Association (NEMA), Japanese International Standard (JIS)
and Underwriter’s Laboratories (UL) or Philippine National Standard, proof of such
conformance shall be submitted to the Engineer for approval.

If an organization uses a label or listing to indicate compliance with a particular standard, the
label or listing will be acceptable evidence, unless otherwise specified in the individual
sections. In lieu of the label or listing, the Contractor shall submit a certificate of compliance
from the manufacturer to be submitted for approval. The certificate shall identify the
manufacturer, the product, and the referenced standard and shall simply state that the
manufacturer certifies that the product conforms to all requirements of the project
specifications and of the referenced standards listed.

OPERATION AND MAINTENANCE MANUAL

The contractor shall furnish an operation and maintenance manual for each electrical system
and for each piece of equipment. Three copies of the complete manual bound in hardback
binders or an approved equivalent shall be provided to the Owner. One manual should be
furnished before the contract is completed. The following identification shall be inscribed on
the cover, the works, “OPERATING AND MAINTENANCE MANUAL”, the name and location
of the project and name of the Contractor, the manual shall include the names, addresses,
and telephone numbers of each subcontractor installing the equipment and systems, and of
the local representatives for each item of equipment and each system. The manual shall have
instructions covering the subject. The manual shall include but not limited to the following: a
system layout showing circuits, devices and controls, wiring and control diagrams, with data to
explain detailed description of the function of each principal component of the system, the
procedure for operating, shutdown instructions, maintenance instruction, test procedures,
performance data and parts list.

1.05 DELIVERY AND STORAGE:

Equipment and materials shall be properly stored and adequately protected and carefully
handled to prevent damage before and during installation. Equipment and materials shall be
handled, stored and protected in accordance with the manufacturer’s recommendations and
as approved by the Engineer. Electrical conduit shall be stored to provide protection from the
weather and accidental damage. Cable shall be sealed, stored and handled carefully to avoid
damage to the outer covering or insulation and damage from moisture and weather. Damaged
or defective items shall be replaced with new items at no cost to the Owner.

1.06 CATALOGUED PRODUCTS:

Materials and equipment shall be catalogued products of manufacturer’s regularly engaged in


production of such materials or equipment and shall be manufacturer’s latest standard design
that complies with the specification requirements. When two or more units of the same type,
class and size of equipment are required, these units shall be products of the single
manufacturer: however, the component parts of the system need not be the products of the
same manufacturer. Each major component of equipment shall have the manufacturer’s
name, address, and the model and serial number on a nameplate securely affixed in
conspicuous places; the nameplate of the distributing agent will not be acceptable.

1.07 MANUFACTURER’S RECOMMENDATIONS:

Where installation procedures are specified to be in accordance with the recommendations of


the manufacturer of the material or equipment being installed, printed copies of these
recommendations shall be furnished to the engineer prior to installation. Installation of the item
will not be allowed to proceed until the recommendations can be cause for rejection of the
material.

Electrical work shall be coordinated with other trades in the construction of the project. All
work shall be carefully laid out in advance, coordination’s electrical features with architectural
and structural features of construction.

1.09 CODES, INSPECTIONS, PERMITS AND FEES:

The work under this contract is to be installed according to the requirements of the latest
edition of the Philippine Electrical Code, the rules and regulations of the local authorities and
the requirements of local Power Company and the Telephone Company.
All permits and electrical fees required for this work shall be obtained by and at the expense of
the General Contractor. This Contractor shall assist the General contractor in securing
certificates of electrical inspection and approval from the proper government authorities after
completion of the work including preparation of all as built and all forms and documents
required by the approving authorities.

Power service application including drawings for the works shall be obtained by and at the
expense of the General Contractor. The Contractor shall comply with all requirements of the
utility company regarding service applications.

1.10 RECORD DRAWING:

The Contractor shall, during the progress of the work, keep a careful record of all changes
where the actual installation differs from that shown on the Contract Drawings. Upon
completion, the Contractor shall, in neat and accurate manner, finalize “As-Built” drawings on
tracing paper. Their drawings shall be submitted to the Engineers for approval. Final payment
will be withheld until receipt of the approved record drawings showing circuit runs and pull
boxes with sufficient information for future rewiring, maintenance and identification. The final
submittal of record drawings shall be in original and three (3) sets of prints of “As-Built
Drawings” of Electrical Works. The print copies shall be duly signed and sealed by a
Professional Electrical Engineer. These approved final submittals become the property of the
Owners.

1.11 MINOR MODIFICATIONS:

The plans as drawn are based upon architectural plans and details and show conditions as
accurately as it is possible to indicate them in a scale. The plans are diagrammatical and do
not necessarily show all fittings, etc. necessary to fit the project conditions. The location of
equipment, apparatus and appliances shown on them are approximate. These Contractor
shall be responsible for the proper location in order to make them fit with architectural details
and instructions from Owner’s representative at the site.

1.12 GUARANTEES:

The Contractor shall guarantee that the electrical systems are free from all grounds and from
all defective workmanship and materials and will remain so for a period of one year from date
of acceptance of work. Any defects, appearing within aforesaid period, shall be remedied, by
the Contractor at his own expense.

1.13 SUB-CONTRACT, ETC.:

The Contractor shall be held fully responsible for the work of any Subcontractor or
manufacturer performing work or supplying materials and ascertain that the Electrical Work,
when finally delivered to the Owner, shall be ready in every respect for satisfactory and
efficient operation.

1.14 WORKMANSHIP:

The work throughout shall be executed in the best and most thorough manner under the
direction of the Contractor and to the satisfaction of the Owner and the Engineers, who will
jointly interpret the meaning of the drawings and Specification and shall have the authority to
reject any work materials which, in their judgments, are not in full accordance therewith.

The Contractor shall have on file, for ready access and reference, a set of drawings indicating
all work as actually installed incorporating in the same all changes and additions. Upon
termination of the contract, he shall prepare a set of tracings indicating thereon the Electrical
Work as actually and finally installed. These drawings shall be turned over to the Engineers.

The Contractor shall be responsible for keeping stocks of material and equipment stored on
the premise in a neat and orderly manner. The exposed surface of wiriness, conduit system or
equipment which has become covered with dirt, plaster or other material handling and
construction shall be thoroughly cleaned by Contractor before such surfaces are prepared for
final finish, painting or concealment within the building structure.

1.15 CONTRACT DRAWINGS:

The location of outlets, apparatus and equipment indicated on the drawings are shown as
accurately as possible, that the small-scale drawings are necessarily diagrammatic and that
such locations, as shown, are subject to slight revisions, as the work is installed which may be
necessary to fit construction conditions. No major changes shall be made, however, without
the approval in writing of the Engineers.

The Contractor shall examine and study the architectural scale drawings, large scale and full
size details, the approved shop drawings of other parties and he shall frequently consult with
them to ascertain any changes that may have been made and shall be guided accordingly
before establishing the precise location of conduit runs, pull and junction boxes and devices.
All outlets covered or partially covered by ducts, piping, etc. shall be extended laterally or to
underside of it so that the fixtures may be properly installed.

The Contractor shall effectively protect his own work from damage during and, as may be
necessary after installation, and he shall likewise protect adjoining work of other parties from
damaged resulting from his installation.

1.16 LOCATION OF WIRING AND OUTLETS:

The Contractor shall coordinate his work with all parties involved so that exact location may be
obtained for all outlets, apparatus, appliances and wiring. Care should be exercised where
running a common neutral that phase wires are of different phases so that the multi-circuit will
be balanced around the neutral conductor.

The location of equipment shown on diagrammatically wiring plans shall be considered as


approximate and it shall be incumbent upon the Contractor, before installation of outlet boxes,
to study all pertinent drawings and obtain precise information from the architectural schedules,
scale drawings, large scale and full size details of finished room, approved shop drawings of
other parties involved or from the Engineer. It shall be understood that any outlet may be
relocated a distance not exceeding 4.5 M from the location shown on the drawings, if so
directed by the Engineer, Contractor shall make any necessary adjustment of his work to fit
conditions for recessed fixtures and for outlets occurring in glazed tile, block terra cotta,
marble, wood paneling and other special finish materials. In order that all boxes may register
flush with finish and shall be centered properly. In centering outlets, due allowance shall be
made for overhead piping, ducts, windows and doors, trim, variations of thickness of furring,
plastering, etc., as erected regardless which may be otherwise shown on small scale
drawings. Outlets incorrectly located shall be properly located at the Contractor’s expense.
Local switches which are shown near the doors shall be located at the strike side of the doors
as finally hung, regardless of swing shown on the drawings.

The centerline of walls, outlets, sockets or switches, telephone outlets, pilot indicating lights
and fan outlets shall be installed at heights above the finished floor as specified on the
Electrical drawings; they shall be verified with the Architect before installation. Where glazed
tile, block terracotta occurs, outlets shall be centered on the nearest joint of the height given.

1.17 MATERIAL PROPOSED:

The tenderer is required to state in his tender the manufacturer and type proposed for all
materials to be used for the Works. Any alternative offer shall be submitted at time of tender.

Samples of the materials to be used shall be submitted to the Architect/Consulting Engineer


for approval before procurement and/or installation

1.18 INTERPRETATION OF SPECIFICATIONS AND DRAWINGS:

Any queries regarding the interpretation of the specification of the drawings relevant thereto
may be addressed to the Architect or Consulting Engineers in writing before submission of
tender and the Contractor will be deemed to have satisfied himself that he is able to comply in
all respects with the plans and specification to a degree acceptable to the Architect and
Engineers.

1.19 COMMENCEMENT AND COMPLETION OF WORK:

The Contractor shall commence the electrical installation within 14 days from date of receipt of
the written acceptance of the tender or as directed / schedule by the General Contractor.

1.22 SUBMITTAL REQUIREMENTS:

All submittals shall be submitted within 90 days from the issuance of notice to proceed.

Materials and equipment requiring samples, catalogue date, shop drawings and
manufacturer’s certification shall be as indicated in material status log and in respective
section of specification.

Material samples shall be fixed on 6 mm (1/4 inch) thick wooden board of sufficient size and
fully labeled.

Quantity of submittals shall be six (6) plus one (1) sepia prints for shop drawings and seven
(7) sets for catalogue data and manufacturer’s certification.

Submittals of the Contractor shall be reviewed and returned within a minimum of 21 days,
each stamped “REVIEWED” and “A”, “B”, “C”, “ACTION”. The review action are as follows:

“A” ACTION means that fabrication, manufacture, or construction may proceed


providing submittal complies with the Contract Documents.

“B” ACTION means that fabrication, manufacture, or construction may proceed


providing submittal complies with the Consultant’s notations and the Contract
Documents. If, for any reason, Contractor cannot comply with the notations,
Contractor shall resubmit as described for submittals stamped “C” ACTION.

“C” ACTION means that submittals does not comply with the Contract Documents
and that fabrication, manufacture, or construction shall nor proceed.
Submittals stamped “C’ ACTION are not permitted on job site. Contractor
shall make revisions and resubmit.

Organization of Contractor site staff shall be submitted for approval prior to field assignment.

SECTION 27030

UNDERGROUND ELECTRICAL WORKS

PART 1.00 - GENERAL

1.01 GENERAL REQUIREMENTS:

The Contractor shall furnish and install complete underground system which includes
incoming telephone conduits, auxiliaries as shown and stated in the drawings.

1.02 SUBMITTAL:

SHOP DRAWINGS OR MANUFACTURER’S DATA FOR:

Conduits
Concrete pedestal, conduit routing and ductbank details

CERTIFICATES OF COMPLIANCE:

Material and Equipment:

Provide manufacturer’s statement certifying that the product


supplied meets or exceed contract requirements.

PART 2.00 – PRODUCTS

2.01 CONDUIT:

Conduit for incoming low voltage and high voltage cable shall be polyvinyl chloride conduit
(PVC) schedule 40.

Conduit for incoming telephone service and low voltage wiring system shall be polyvinyl
chloride conduit (PVC) schedule 40.

Polyvinyl chloride conduit shall be as manufactured by Crown, Emerald, Atlanta or approved


equal.

2.02 WIRES AND CABLES:

Wires and cables for power and lighting shall be as indicated under Section 16030 “Interior
Wiring Systems”. Refer to Section 16030 for specifications of wires and cables.

2.03 PULL WIRE:

Shall be plastic having a tensile strength of kilograms.

2.04 GROUND RODS:

Shall be copper clad steel with diameter of 20mm by 3m long unless otherwise indicated.

PART 3.00 – EXECUTION

3.01 UNDERGROUND DUCT (BY CIVIL WORKS)

Shall be constructed of individual conduit encased in concrete unless noted otherwise.


Separate conduit by a minimum concrete thickness of 50mm, except separate light and power
conduits from control, signal, and telephone conduits by a minimum concrete thickness of
75mm.

3.02 FIELD TEST:

As an exception to requirement that may be stated elsewhere in the Contract, notify the
Engineer in writing at least two (2) working days prior to test. Furnish labor, equipment and
incidentals required for testing. Correct defects in the work provided by the Contractor and
repeat tests until the work is in compliance with Contract requirements. Show by
demonstration in service that circuits and devices are in good operating condition. Tests shall
be such that item of control equipment will function not less than five items.

Distribution Conductors 600-Volt Class: After wiring is completed and connected ready for
operation, but prior to placing systems in service and before any branch circuit breakers are
closed, perform insulation resistance tests in all circuits. Measure the insulation resistance
between conductors and between each conductor and ground. Use an instrument capable of
making measurements at an applied potential of 500 volts. Take readings after the voltage has
been applied for a minimum of 1 minute. The minimum insulation resistance for circuits of No.
3.5mm square conductors shall be 1,000,000 ohms. For circuits of No. 5.5mm square or larger
conductors, a resistance based on the allowable ampacity of the conductor as fixed by Code
shall be as follows:

Ground Rods:

Test ground rods for ground resistance value before any wire is connected. Perform
ground before any wire is connected. Perform ground resistance measurements in
normally dry weather, not less than 48 hours after rainfall. Ground resistance shall
also be measured for each piece of equipment to the ground electrode. Use a portable
ground testing megger to test each ground or group of grounds. The instruments shall

be equipped with a meter reading directly in ohms or fractions thereof to indicate the
ground value of the ground electrode under test. Provide one copy of the ground
megger manufacturer’s directions, indicating the method to be used.

SECTION 27130

RACEWAY, WIREWAYS AND CABLE TRAYS

PART 1.00 - GENERAL

1.1 CONDITIONS AND REQUIREMENTS


The General Conditions, Supplementary Conditions, and Division 1 – General
Requirements apply.

1.2 QUALITY ASSURANCE


Manufacturer Qualifications: Firms regularly engaged in manufacture of raceway
systems, boxes and fittings of the types and sizes required, whose products have been
in satisfactory use in similar service for not less than 10 years. Provide raceways and
boxes produced by a manufacturer listed in this section.

Electrical Raceways, Boxes, and Components: Comply with requirements of applicable


local codes, NEC, UL, ETL, and NEMA Standards pertaining to raceways, boxes, and
components. Listed and labeled in accordance with NFPA 70, Article 100.

1.3 DELIVERY, STORAGE AND HANDLING


Deliver raceways and distribution systems in factory labeled packages.

Store and handle in strict compliance with manufacturer’s written instructions and
recommendations.

Protect from damage due to weather, excessive temperature, and construction


operations.

PART 2 - PRODUCTS

PART 3 - EXECUTION
3.1 EXAMINATION
Examine conditions under which raceways, boxes, distribution systems, accessories,
and fittings are to be installed and substrate that will support raceways.

Notify the [Architect/Engineer] [Construction Manager] in writing of conditions


detrimental to proper completion of the work. Do not proceed with work until
unsatisfactory conditions have been corrected.

3.2 INSTALLATION
Strictly comply with manufacturer's installation instructions and recommendations and
approved shop drawings. Coordinate installation with adjacent work to ensure proper
clearances and to prevent electrical hazards.
Mechanical Security: Raceway systems shall be mechanically continuous and
connected to all electrical outlets, boxes, device mounting brackets, and cabinets, in
accordance with manufacturer’s installation sheets.
Electrical Security: Metal raceway shall be electrically continuous and bonded in
accordance with the National Electric Code for proper grounding.
Raceway Support: Raceway shall be supported at intervals not exceeding 5 feet
[1524mm] or in accordance with manufacturer’s installation sheets.
Accessories: Provide accessories as required for a complete installation, including
insulated bushings and inserts where required by manufacturer.
Unused Openings: Close unused raceway openings using manufacturer's

GROUNDING SYSTEM

PART 1.00 - GENERAL

A. The Contractor shall furnish and install complete grounding system as shown in the
drawings.

B. Grounding system shall include building perimeter ground wires, ground rods,
clamps, connectors, grounding buses, ground wells and auxiliary wire taps as shown
in the drawings.

C. Equipment Grounding:

The grounded neutrals of the secondary distribution system shall be supplemented by an


equipment grounding system to properly safeguard the equipment and personnel.
The equipment grounding systems shall be installed so that all metallic structures,
enclosures, raceways, junction boxes, outlet boxes, cabinets, machine frames,
portable equipment and other conductive items in close proximity with electrical
circuits operate continuously at ground potential and provide a low impedance path
for possible ground fault currents. The systems shall comply with the Philippine
Electrical Code, modified as indicated on the drawings and/or as specified.

PART 3.00 – EXECUTION

A. Locations of ground wells are as shown on the plans.

excessive. Make resistance measurements in normally dry weather, not less than 48
hours after rainfall. Submit written results of each test to the Engineer for approval.

D. EQUIPOTENTIAL EARTHING:

D.1 Conductor Material

Main equipotential bonding conductors shall be of copper.

D.2 Bonding Position

Main equipotential bonding conductors shall connect the conductive parts of other
services within the premises to main earthing terminal of the installation. Such
extraneous conductive parts shall include main water and gas pipes, other
service pipes and risers and exposed metallic parts of the building structure liable
to transmit a potential. Connection shall made as near as practicable to the point
of entry of the non-electrical services into the premises concerned, and shall be
on the installation side of the possible breaks in the system, such as gas meter or
water meter.

D.3 Bonding Method

The main equipotential bonding conductors shall be securely and reliably connected to
extraneous conductive parts of the non-electrical services by means of a copper
connector clamp of an approved type suitable for the particular application. All
contacts surfaces shall be clean and free from non-conductive materials, such as
grease or paint, before connector clamp is installed.

103 GENERAL REQUIREMENTS

Materials and installation shall conform to Section 16011, “General Requirements, Electrical”
and 16402, “Interior Wiring Systems”, with the additions and modifications specified herein.
The work includes furnishing of labor, material, tools and equipment necessary for and
incidental to the installation of a complete and usable standards system conforming to the
applicable requirements of NFPA 72A, 72D, and 72E or Philippine Electrical Code, except as
modified herein. Materials and equipment to be furnished under this contract shall be
essentially the current design products on one manufacturer regularly, engaged in the
production of such equipment and shall be listed by the Underwriters’ Laboratories, Inc. (UL)
or approved by Associated Factory Mutual Laboratories (FM).

A. The Fire alarm and fire detecting systems shall provide all the necessary controls for
alarm, and detection.

B. The Equipment and devices shall be manufactured by Notifier or approved equal.

1.04 QUALIFICATION OF INSTALLER

Prior to installation, the Contractor shall submit data for the approval of the Project Manager
which will show that he has successfully installed fire alarm systems of the same type and
design as specified herein, or that he has a firm contractual agreement with a subcontractor
having such required experience. The data shall include the names and locations of at least
two installations where the Contractor, or the subcontractor referred to above, has installed
such systems. The Contractor shall indicate the type and design of these systems and certify

that these systems have performed satisfactorily in the manner intended for a period of not
less than 18 months.

A. Manufacturer’s Representative: The service of a qualified manufacturer’s


representative or technician, experienced in the installation and operation of the type
of system being provided shall be furnished to supervise the testing, including final
testing, adjustment of the system and instruction to Owner.

1.05 SUBMITTAL

Submittals shall be a complete set; partial submittals are not acceptable. Six copies of
complete submittals shall be provided. Items for which the submittal requirements or Section
16011, “GENERAL REQUIREMENTS, ELECTRICAL” applies are as follows:

instructions shall include through training procedures and recommended testing
frequency for each item. Maintenance instructions shall include complete trouble-
shooting manuals. Three complete sets of operating and maintenance instructions
shall be submitted to the Project Manager.

E. As-Built Drawings: As-built drawings shall show installed conduit and exact locations
of all installed equipment complete with conductor color code and systems
component modifications. Three complete sets of as-built drawings shall be
submitted to the Project Manager.

G. Posted Identification Plates: Provide identification sign for each fire alarm circuit
breaker, all zones of Fire Alarm Control Panel. Provide engraved name plate on back
of fire alarm panel door indicating construction contract number and beneficial
occupancy date. All sign shall be engraved and filled on metal or be engraved in rigid
hard plastic.

1. Posted Identification Plates: Provide a detailed description of each system


including operation and interaction of various sub-components, i.e., pull
stations, bells detectors, interlocks, shutdown features. This plate shall be
affixed to a wall or partition adjoining the system fire alarm control panel

PART 2.0 PRODUCTS

2.01 SYSTEM DESIGN

A. Operation: Each system shall be a complete, electrically supervised, Class B Non-


Coded, manual and automatic fire alarm system as described herein. Once an alarm
condition has occurred, all operations shall remain in the alarm mode until the control
panel is restored to normal. Each system shall be Class B electrically supervised for
signal initiating circuits and alarm signal sounding circuits. Also, each system shall
be electrically supervised for all battery supply circuits, and allow standby battery
voltage. Control panel modules shall be placement supervised. Releasing device
circuits for fire protection systems shall include electrical supervision of the releasing
device and the connecting wiring.

System Operation:

a. Actuation of any initiating devices (automatic detector, pull station) shall


cause visual indication by the fire alarm control panel in the Ground floor
lobby, cause continuous sounding of alarm bells

b. Operation of any valve temper switch, shall cause a trouble condition. A


ground fault condition which prevents the required operation of system or
single break or open condition in any of the above circuits shall result in
activation of system audible trouble signals. Trouble signals shall sound
continuously until system has been restored to normal at control console or
manually switched to a trouble indicating lamp. Upon correction of the
trouble conditions, trouble signals shall automatically resound until the control
panel is restored to the normal position.

B. Primary Power: Power shall be 220 volts AC source, transformed through a two-
winding isolation transformer and rectified to 24 volts DC for operation of signal
initiating, signal sounding, and trouble signal tripping conduits. Secondary DC power
supply for operation of the system in the event of failure of the AC supply shall be
provided. Transfer from normal to emergency power of restoration from emergency
to normal power shall be fully automatic and shall not cause transmission of a signal
to alarm headquarters upon operation of any signal initiating circuit.

C. Auxiliary Power: Consisting of sealed lead calcium or nickel cadmium rechargeable


storage batteries and battery charger. The fire alarm control panel shall be provided
with auxiliary battery power supply. Provide system with batteries and battery
charger as follows:

1. Batteries: Provide rechargeable lead calcium sealed lead acid or nickel


cadmium type with sufficient ampere-hour rating to operate the system under
supervisory and trouble conditions for 48 hours and audible signal devices
under alarm conditions for an additional 30 minutes. House batteries either
within the control panel or in a separate substantial steel cabinet and finish
on inside and outside with enamel paint; equip with a non-corrosive base and
cylinder lock. Separate cells to prevent contact between terminals and
adjacent cells and between terminals and other metal parts.

2. Battery Charger: Provide solid-state automatic two rate type, capable of


recharging completely discharge batteries to fully charged condition in 48

hours or less. Locate charger within the control panel or within the battery
cabinet.

D. Wiring: Shall be in accordance with the requirements of NFPA 70, 72D, 72E and
Philippine Electrical Code. Wire for 220V circuits shall No. 3.5 mm 2 AWG minimum.
Wire for low voltage DC circuits shall be No. 1.25 mm2 AWG minimum single solid
copper conductors. All wiring shall be color coded. All wiring shall be in rigid metallic
conduit unless noted. All circuit conductors shall be identified within each enclosure
where a tap, splice or termination is made. Conductor identification shall be by
plastic coated self-sticking printed markers or by heat-shrink type sleeves. The
markers shall be attached in a manner that will not permit accidental detachment.
Control circuit terminations shall be properly identified. No “T” wiring or pigtail
connectors shall be permitted.

E. Grounding: Each transmitter shall be grounded by connection from the grounding


terminal connection of the box to either a driven ground rod or main grounding loop
conductor. Resistance to ground shall not exceed 10 ohms. The transceiver shall be
grounded with a separate driven ground rod.

2.02 POWER SUPPLY UNIT

A. The system shall be operated on a supply voltage of 24 volts DC normal from Nickel
Cadmium Batteries. The batteries shall be capable of maintaining the complete
system for 48 hours on supervisory condition, in the event of mains supply failure and
to maintain full emergency evacuate alarm condition for at least 30 minutes.

B. The automatic charger for the battery shall be standard design which float charges
the batteries under normal conditions voltmeter and ammeter are standard facilities in
the charger unit along the mains “ON” indication, AC fail, DC fail indication, etc.

2.03 COMPONENT DESIGN

A. Control Panel: Modular type, installed in control console, steel cabinet as indicated on
the drawing. Control console shall be neat, compact, factory wired assembly
containing all components and equipment required to provide all specified operating
and supervisory functions of the system. Panel cabinet shall be finish and shall have
prominent rigid plastic or metal identification plates for all lamps, switches and zones.

Separate alarm and trouble lamps shall be provided for each zone alarm initiating
circuit.

B. Manual Fire Alarm Stations: Non-coded type with mechanical reset features Stations
shall be semi-flush style and shall be installed in cast surface mounted boxes.
Exterior mounted stations shall be weatherproof. Each manual station shall be
provided with key switch to abort alarm condition.

A separate screw terminal shall be provided for each conductor connected to the
manual station. Break-glass-front stations are permitted.

C. Heat Detectors:

Rate Compensating Detector: Designed for flush outlet box mounting and shall be
supported independently of wiring connections. Detector shall be hermetically sealed
and automatically resetting type which will operate when ambient air temperature
reaches detector setting regardless of rate of temperature rise. Detector operation
shall not be subject to thermal time lag. Fixed temperature rating shall be 190F for
kitchen or 125 F for general areas as indicated on plans.

D. Smoke Detectors:

It shall be photoelectric type for detection of abnormal smoke densities by the


photoelectric principle and operate on a multiple cell concept using a LED light
source. Failure of the LED shall not cause an alarm condition but shall operate the
detector indicating lamp. Detectors shall be factory set for sensitivity and shall not
require filed adjustments Detector spacing and location shall be in accordance with
manufacturer’s recommendations, the requirements of NFPA 72E or approved equal,
and as indicated. Each detector shall contain an alarm lamp which shall illuminate
when the detector is activated into an alarm condition. Detector base shall be
provided with screw-type terminals for wiring connections. Mount detector on a
100mm outlet box with a minimum depth of 50mm. Detector base shall be connected
by separate screw terminals for each conductor used.

C. Alarm Devices:

2. Alarm Bells: Surface mounted with matching mounting back box. Bells shall
be 15.24 cm vibrating suitable for use in an electrically supervised circuit.
Bells shall operates at 24 VDC type and produce a sound output rating of at
least 93 decibels at 3 meters.

PART 3.0 EXECUTION

3.01 TESTS DURING INSTALLATION

The following tests shall be conducted by the Contractor during installation of wiring and
system components. Any deficiency shall be corrected by the Contractor prior to final
functional and operational tests of the system. Submit test reports to Project Manager.

A. Ground Resistance. The resistance of each connection to ground shall be measured


and shall not exceed 10 ohms.

B. Dielectric Strength and Insulation Resistance. The dielectric strength and the
insulation resistance of the system interconnecting wiring shall be tested by means of
an instrument capable of generating 500 volts direct current and equipped to indicate
leakage current in 1000 meg ohms.

For the purpose of this test, the instrument shall be connected between each conductor and
ground at the control panel end of the line, with the other extremity open and circuited and all
series connected devices in place. The system shall withstand the test without breakdown
and shall indicate a resistance of not less than one minute with a direct-current potential of
not less than 100 volts nor more than 550 volts.

3.02 TEST UPON COMPLETION

Upon completion of the installation, the system shall be subjected to complete functional and
operational tests including tests in place of each smoke detector. When all required
corrections have been accomplished, the system shall be retested and the Project Manager
notified of readiness for final inspection. At this time any and all required tests shall be
repeated and any defects corrected until the system is found to the acceptable. The
Contractor shall furnish all instruments, labor and materials required for tests, and a qualified
technician to conduct the tests.

A. Final test shall include the following:

1. Test of all control panel functions.

Part 1 – GENERAL

1. The work under this system shall consist of designing, supply, installation,
testing, training & handing over of all materials, equipment, appliances and
labour necessary to Commission the said system, complete with fixed Dome
cameras, outdoor fixed mount cameras, Monitors and Digital Video Recorder.

2. It shall also include laying of cables necessary for installation of the system
as indicated in the specifications and Bill of Quantities. Any openings/chasing
in the wall/ceiling required for the installation shall be made good in
appropriate manner.

3. In the bid, the Vendor shall also submit detailed catalogs, data sheets etc.,
for each of the Products quoted.

4. The Bidder necessarily shall submit in the technical bid their detailed point-
by-point compliance/deviation to this tender document.

5. The Bidder shall submit copy of certification of all equipment i.e. UL / CE /


FCC.

6. The Bidder shall submit document of authorization from Manufacturer to


Indian Dealer and/or Indian Dealer to the Bidder.

7. The bidder shall provide authorization from the manufacturer for providing
test reports complying the specifications at the time of inspection

8. Provide authorization from the manufacturer that the items quoted by the
tenderer are in production and would be serviceable for at least 3 years from
the date of tender. No obsolete products should be quoted.

9. Letter from manufacturers for supporting the system for at least 3 years, for
this an MOU between the manufacturer and Tenderer should clearly state
support for products and systems for next 3 years.

10. The system shall be so set that it provides minimum 45 days


recording for the cameras installed in the normal branches and minimum 90
days recording for the cameras installed in the Currency Chests.

1. Scope

1.1 This Specification lays down the technical specification, functional features,
performance characteristic, and installation requirements of a close circuit
television system and its components. Some test methods and associated
equipment are also described for contractor’s observation.

1.2 This Specification should be read in conjunction with the “General


Requirements for Electronic Contract, ESG01” and the Particular
Specification. Unless otherwise stated elsewhere in the Particular
Specification and/or written instructions of the Engineer, the requirements
in this Specification shall apply to all contracts for the supply and installation
of closed circuit television systems issued by the Electrical & Mechanical
Services Department.

1.3 In the event of a conflict between this General Technical Specification with
the Particular Specification of the Contract or Order, the Particular
Specification of the Contract or Order shall prevail.
2. Description of System

2.1 A closed circuit television (CCTV) system shall be used for picture taking,
recording, reproduction, amplification, transmission and distribution of video
signals to dedicated receivers or monitors. A CCTV system shall comprise of
items for monitoring, transmission and controlling purposes, which shall
typically consist of

 picture generation equipment;

 a video signal transmission and distribution network;

 a central observation suite and other auxiliary observation stations,


where the video signals are displayed on monitors or projected onto
screens;

 other ancillary equipment e.g. mixing, splitting or multiplexing


equipment to obtain special display effects on monitors; and

 recording equipment.

2.2 A CCTV system is not limited to equipment sited at one locality or confined
to a single centralized control regime but may include the use of remote
transmission or decentralized control. Detailed tailoring of individual system

VOICE, DATA & CATV (FIBER TO THE HOME-FTTH)

PART 1 - GENERAL

1.01 DESCRIPTION:

Next Generation Network (NGN) provides constant and virtually unlimited


internet bandwidth that runs on fiber optics. Its DSL speed doesn’t fluctuate
and always runs on maximum velocity.

Fiber-To-The-Home (FTTH) is a broadband telecom system that utilizes Fiber


Optic Cables (FOC) instead of the standard copper wires to deliver an
advanced array of services such as triple play telephone, broadband internet
and television to home and businesses.

Since it runs on a Passive Optical Network (PON), FTTH doesn’t require


installation of active components within building premises, unlike the
traditional NGN/AG which requires both AC and DC power. It carries high-
speed broadband services integrating voice, video and data reaching speeds
of up to 100 Mbps.

1.02 ENTRANCE CABLE:

The copper entrance cable facilities refer to PLDT’s traditional set-up utilizing
multi-pair cable entering the building, the size of which depends on the
building’s ultimate telecom requirements. One pair = One telephone line plus
DSL. Copper cable sizes vary from 10, 20, 40, 50, 70, 100, 150, 200, 300,
400, 500 to 600 pairs.

The copper entrance cable entering the building can either be:

• A direct feed cable from PLDT’s Central Office (C.O.) equipment. The
Equipment within the C.O. can either be “legacy” meaning old switches
or via NGN flatform, a relatively new technology; or
• Coming from a curb-side outdoor equipment cabinet or a cross-connect
cabinet. Similarly, these are just extensions from the C.O. and can
either be “legacy” or via NGN platform.

PART 2 – SCOPE OF WORK

PLDT will provide the FTTH free of charge from its outside plant facilities up to
the Cross Connect-Cabinet or Main Telephone Terminal Cabinet (MTTC)
located inside a TELCO room. PLDT will also provide the vertical fiber system
free of charge to each Telephone Terminal Cabinet (TTC) at every floor of the
building.

The contractor provides the following requirements: entrance conduits,


manholes or service boxes (if underground), cross-connect point inside a rent-
free TELCO room, Telephone Terminal Cabinet (TTC) per floor, telephone
riser conduits, horizontal conduit and fiber cable systems from the TTC to
every unit.

Service access through the use of PLDT’s fiber platform has no need for
copper cables. The contractor shall wire the unit with single mode low friction
single fiber cable within the unit ---LAN cables (CAT-5e) for the Optical
Network Unit (ONU) or fiber modem terminating to the telephone apparatus,
PC and Cignal TV set top box (STB).

PLDT shall provide and install the ONU and Cignal’s STB upon subscription
of the unit owner to the service and bundle, respectively. The ONU will be for
the voice and data services, while a separate Cignal STB will be for the Cignal
TV service. However, for stand-alone Cignal subscriptions, Cignal shall
handle the installation and provision of the STB.

PART 3– HORIZONTAL FIBER CABLE (FROM TTC TO EVERY UNIT)

To be used are low friction indoor cables with the following specifications:
