INTRODUCTION

This manual aims to provide the necessary skills to state agents as well as to all
candidate for an administrative competition, to be operational in service and/or face the
administrative writing tests.
It includes steps, namely:
- Step 1: Determine the administrative document to be produced;
- Step 2: Embrace the administrative style;
- Step 3: Present the document in the appropriate format.
It would be advisable for the learner, as a good practice, to proceed thus:
1- read the part of the course related to step 1, 2 or 3;
2- address the related exercises;
3- refer to the corrected solutions and forms of the documents for self-evaluation.

STEP 1: Determine the administrative document to be produced
This first step allows one to position themselves in front of a subject of administrative writing or
of a file after the allocation made by the hierarchical superior. Indeed, knowing the

law, ordinance, decree, order, decision) and bilateral (international treaty, contract
of contractual engagement, agreement, public procurement) that have real value

of this practical course. It includes:
1/ Correspondence documents
a- The letter
The letter between departments is produced for exchanges from one Administration to another.

b- The liaison documents other than the letter
The classic waybill or dispatch note is used for the transmission of
documents between two ministries or between two different services.
The simplified slip or Soit-transmis is produced for the transmission of documents
from a superior to a subordinate or between officials of equal rank, in the same
public body.
The note is a document for exchanges between departments of the same ministry or within a
same administrative body. It is used to present a file (technical note), to accompany
a draft decision or decree (presentation note). It may sometimes have several
recipients (group note).
The official telegram is sent, in case of emergency, by a high political authority.
(President of the Republic, Minister of the Interior), administrative (Prefect) or military (Chief

2/ Information documents
a- The internal information documents or study documents that are issued as a

STEP 2: Embrace the administrative style
This second step allows for mastering administrative style. Indeed, the tone and the language
the tone that must be used to write an administrative document is important. The style
administrative that existed during the time of emperors and kings, was inherited from colonization and
has evolved to become what it is now in France and in the States of Africa
Francophone. Speaking of administrative style, it is important to distinguish the characters and the
established formulas of administrative writing whose foundation is to ensure service
public, ensure the responsibility of the State and respect for the hierarchical principle.
1/ The characteristics of administrative style

There are nine (9) of them:

Dignity calls for the solemn and official nature of the administrative document.
Respect for hierarchy emphasizes the relationships between the subordinate and their
superior.
The sense of responsibility indicates that the author takes ownership of their writing and affixes their signature.

Objectivity reveals the notion of neutrality through which the author expresses himself without
passion or personal sentiment.
Courtesy and politeness help to avoid being insulting, unkind, harsh, and
pejorative.
Caution helps to avoid creating serious future situations. It is advisable to be
to manage and consider the possibility of seeing each other again in case of economic improvements.

Precision and accuracy imply that each document must not be confused with
no other. It must be identifiable and classified by different users.
Clarity, conciseness, and effectiveness allow one to express oneself in formal language that
does not lend itself to interpretation, to get to the point having a good understanding of

This third step allows for the proper formalization of the administrative document. In

At the end of the instruction of the application files for approval of


agricultural cooperatives called Gars de l’Agriculture Ouest Africaine (GAOUA) and Good
Agricultural Health (BSA) as well as exchanges with the leaders of these
structures, during the working sessions held chronologically on May 5 and June 2, 2020,
it appears that these are illegal gold mining companies that plan to use
legal personality granted to agricultural cooperatives as well as the advantages that
are attached to it. Moreover, one of them pointed out that she is not the only one of his
colleagues to use this gateway. According to her, the AWOUDA agricultural cooperatives and
ABADO already approved, would be colleagues to whom the approval would have been granted for
operate as agricultural cooperatives.

In view of the above and given that this situation could possibly, not
only being the source of tax fraud by of these organisms, but
still likely to give rise to disputes between the tax authorities, the Ministry in charge of
mines, the Ministry of the Interior, the Ministry of Water and Forests, and the
Ministry of Agriculture, the Directorate of Approval has, by note addressed to Mr.
Director General of Agriculture proposed the following alternative measures:
- to proceed with the rejection of the approval requests made by these entities and the withdrawal of
the approval of the agricultural cooperatives AWOUDA and ABADO;
- to grant approval to the requesting agricultural cooperatives GAOUA and BSA
as was done for the AWOUDA and ABADO cooperatives.

Following these proposals, the General Director requested the
suspension of the processing of approval application files of the
GAOUA and BSA agricultural cooperatives and the collection of information on the
suspicions of irregular activities by the AWOUDA and ABADO cooperatives.

On Monday, November 29, 2011, as part of the organization of the election of delegates
the General Assembly of the General Mutual of Civil Servants and State Agents of Côte
Ivory Coast (MUGEF-CI), for the term 2011-2015, scheduled for December 11, 2011,
Mr. GOBIA Issa, Director General of Social Protection, visited the Prefecture.
From Abidjan, a mission to inform and train the members of the Electoral Committee.
Local (CEL) and the Sub-prefects of the Abidjan District.

The Director General of Social Protection was assisted during this mission.
by Mr. KANDE Emmanuel, Deputy Director of Social Promotion.

The delegation arrived at the Prefecture of Abidjan at 2:15 PM, where it was received.

After the pleasantries, the participants took their seats in the meeting room of the Prefecture of Abidjan.

The session began at 2:45 PM with the opening speech by Mr.


KOUTOUAN Gérard, Secretary General of the Prefecture, representing Mr. the Prefect
from Abidjan. The Authority, on behalf of its hierarchy, welcomed the delegation and
invited the participants to pay attention the information and
formation.

The Director General of Social Protection, in turn, welcomed the presence of the body.
prefectural and representatives of the ministries before providing them with the kits of
electoral documents including the Terms of Reference of the mission, the Operating Procedure
of the ballot, the specimen of the minutes of the counting of votes, a copy of the
registration form, a copy of decisions 004, 005, 007, and 008 as well as a copy
from the results score sheet.

The Director General of Social Protection subsequently presented on:

- the electoral division and the distribution of the number of delegates to be elected by college
electoral and by electoral section of the MUGEF-CI;
- the arrangements for the allocation of voters by polling place and by polling station;
- the lists of selected candidates in the Abidjan District;
- the organization and functioning of polling stations:
- the contents of the electoral kit by polling station and its use.

At the end of this presentation, discussions were opened from which it emerged that
the following recommendations:
- MUGEF-CI MUST send the missing documents to the members of CELs.
in the different kits;
- the MUGEF-CI must provide the means to cover the restoration of
members of the polling places;
- Local representatives of the CIS can be consulted for the selection of members.

- The CEC must be convened to make the electoral materials available to the CEL;
- the PowerPoint presentation must be sent to the Prefects of the departments for the
training of polling station members;
- the issue of the involvement of members of polling stations and agents of the
law enforcement must be examined by the MUGEF-CI;
- Members of the Local Consultative Committees (CCL) of MUGEFCI must not
participate in the organization of the vote;
- the MUGEF-CI must take the necessary arrangements for the transport of
physical results;
- the securing of the vote at the national level by contacting the Director
General of the National Police and the Superior Commander of the Gendarmerie
National must be considered.

The Director General of Social Protection has also handed over to the Secretary General
of the Prefecture of Abidjan and to the present Sub-Prefects the electoral lists of the offices concerned
from their respective constituencies as well as the necessary quantity of copies of the mode
operative of the ballot intended for the formation of the members of the polling stations.

Mr. the Secretary General of the Prefecture of Abidjan thanked the entire
participants for honoring this meeting with their presence and adjourned the session at 1 PM
05 minutes.

The Director General of Social Protection carried out at the end of the session, to the
payment of per diem and allowances to the Secretary General of the Prefecture of Abidjan, to the Deputy
prefects and to the members of the CEL present.

LADIES AND GENTLEMEN REGIONAL DIRECTORS

Law No. 92-571 of September 11, 1992, relating to the right to strike enumerates the various
steps of the strike procedure. When a dispute arises between the staff and the service
employer, a first attempt at conciliation is made which brings together a
table the service or the employing organization; the Agents or their union representatives; the
representatives of the competent services of the Ministry of Employment and the Public Service.
