1. Executive Summary
On 15 January 2024 Md. Latifur Rahman Siddique & Rahish Uddin Prodhan of the RMG SUSTAINABILITY
COUNCIL (RSC) carried out a visual structural survey of Executive Hi-Fashions LTD (Extension) at the
address and coordinates given on the cover page of this report. We met with Md. Zahirul Islam (Assistant
General Manager- Hr, Admin & Compliance), Engr. Md. Shakkik Zunaed (Deputy Manager – Construction
& development) and many more.
Executive Hi-Fashions LTD (Extension) comprises 09 structures named Shed-1 (Cutting Shed), Shed-3
(Dinning Shed), Shed-4 (Wastage Shed), Shed-5 (Sub-station Shed), Shed-6 (Compressor Shed), Shed-7
(Fire Control & Security Shed), Shed-8 (Fire pump Shed), Building-2 (Generator Building), Building-3 (RMS
Room) The factory tenant all the structures. We were allowed access to all the areas of the mentioned
structures below.

During the inspection, we were provided with the following documents for review:

• A permit layout drawing approved by LGED Gazipur (Local Authority) dated 29 May 2017 (All
structures on the premises).
• An industrial machine layout drawing approved by the Department of Inspection for Factories and
Establishments (DIFE) dated 16 February 2021.

Shed-1(Cutting Shed):
• A set of as-built structural drawings (sub-structural) prepared by Advanced Design Concept.
• A set of as-built structural drawings (super-structural) prepared by Bangladesh Building Systems
Ltd.
• Design report prepared by Bangladesh Building Systems Ltd. dated January 2017.
• A geotechnical investigation report (full premises) prepared by “Alpha Soil & Foundation
Engineers” dated March 2007. The report recommends shallow foundations based on 12 boreholes
data. The allowable bearing capacity is recommended 1.30 Tsf (FoS-2.5) at 3m depth based on BH-
07, BH-08, BH-09, BH-10, BH-11, BH-12 (Shed-1).

Based on the visual inspection a list of non-exhaustive key concerns with associated action plan and
timeframes are given at the end of this report. We see no reason to suspend operations in the facilities
due to structural concerns (subject to the required immediate actions noted in this report). Please note
that these actions should be completed as soon as practically possible and certainly within the time
frame noted.
We have reviewed the property from an outline seismic perspective and would consider that the
building, along with many others in the Dhaka region, to be at significant risk of damage in a major
Seismic event.
Our Limitations and Assumptions are also noted at the end of this report.

Shed 1 (Cutting Shed): This structure is a single-storied prefabricated steel structure. The
construction of the building was started in Jan 2017 and completed in March 2018. The structure has
been occupied since April 2018. The floor area is approximately 2323 sqm.

Shed 3 (Dining Shed): This structure is a single-storied shed. The construction of the building was
started in Jul 2017 and completed in Nov 2017. The structure has been occupied since Dec 2018. The
floor area is approximately 562 sqm.

Shed 4 (Wastage Shed): This structure is a single-storied lightweight shed supported by a masonry
wall. The lightweight roof shed is made of C-Channel and angle. The construction of the building
started in June 2017 and completed in December 2017. The structure has been occupied since
January 2018. The shed is being used for the waste shed. The floor area is approximately 299 sqm.

Shed 5 (Sub-station Shed): This structure is a single-storied lightweight shed supported by masonry
wall. The lightweight roof shed is steel angle. The construction of the building started in February
2010 and completed in April 2010. The structure has been occupied since May 2010. The shed is
being used for sub-station and transformer room shed The floor area is approximately 45.91 sqm.

Shed-6 (Compressor Shed): This structure is a single-storied lightweight shed supported by a
masonry wall. The lightweight roof shed is made of steel angle. The construction of the building
started in February 2010 and completed in April 2010. The structure has been occupied since May
2010. The shed is being used Boiler and compressor room. The floor area is approximately 60.2 sqm.

Shed-7 (Fire Control & Security Shed): This structure is a single-storied lightweight shed supported
by a masonry wall. The lightweight roof shed is made of steel angle. The construction of the building
started in February 2010 and completed in April 2010. The structure has been occupied since May
2010. The shed is being used Boiler and compressor room. The floor area is approximately 33.82
sqm.

Shed-8 (Fire pump Shed): This structure is a single-storied lightweight shed supported by masonry
wall. The lightweight roof shed is made of steel angle. The construction of the building started in
November 2017 and was completed in February 2018. The structure has been occupied since May
2018. The shed is being used as fire pump room. The floor area is approximately 32.54 sqm.

Building-2 (Generator Building): This structure is a single-storied reinforced concrete (RC) building.
The construction of the building started in February 2010 and completed in June 2010. The structure
has been occupied since July 2010. The building is being used for the generator Room. There is a
cooling tower at roof and rest of the area is open to the sky. The floor area is approximately 88.26
sqm.

Building-3 (RMS Room): This structure is a single-storied reinforced concrete (RC) building. The
construction of the building started in February 2010 and completed in April 2010. The structure has
been occupied since May 2010. The building is being used for the RMS Room. The floor area is

4. Observations
Observation 1: Lack of information in as-built drawings and missing Architectural drawings (Shed 1-
Cutting Shed).

Description: During the inspection, cable bracing and compression strut member details information
was missing in the as-built drawings. The building engineer is required to survey the full structure
and produce accurate as-built drawings with full information on cable bracing and compression strut
members.

Observation 2: The design report needs to be reviewed (Shed 1-Cutting Shed).

Description: The design report needs to be reviewed by RSC for lateral forces. The building engineer
is required to submit the design report and necessary documents to RSC for review.

Observation-3: Storage rack without anchorage (Shed 1-Cutting Shed & Shed 3-Dining Shed).

Description: Racks on ground floors are not adequately anchored or braced to resist lateral
(earthquake) forces. The building engineer is required to adequately anchor and brace all non-
structural elements to resist earthquake forces to comply with the BNBC.

Description: As per BNBC, every building or structure designed shall have its design documents
prepared following the provision of Section 1.9.1. The design document shall include a design report,
and a set of structural drawings, which shall be prepared in compliance with section 1.9.1.1 and
section 1.9.1.2, part 6 of BNBC. At the time of inspection, as-built drawings, and design reports were
not available which are required to be prepared in compliance with section 1.9.1.1 (part-6, BNBC)
and submitted to RSC for detailed review for lateral forces.

Observation-5: Lack of lateral stability (Shed 3-Dinning Shed).

Description: Lack of stability against lateral load, apparent inadequate members and non-
engineered connection were observed at the roof. The building engineer is required to check the
member, connection & and stability system of the structure and suggest proper alternatives
accordingly.

Description: During inspection, there is no drawings were available for the above-mentioned
structures. The building engineer is required to survey those structures and prepare accurate as built
drawings for each structure separately.

Description: Lack of stability against lateral load, apparent inadequate members and non-
engineered connection were observed at the roof. The building engineer is required to check the
member, connection & and stability system of the structure and suggest proper alternatives
accordingly.
Observation-8: Dampness and water ponding on roof slab (Building 2-Generator Building)

Description: Dampness and water ponding were found on the roof slab. The factory is required to
repair the damp areas and improve the drainage system on the roof slab.

Observation-9: Exposed and corroded rebar at roof (Building 2-Generator Building)

Description: During inspection, an exposed & and corroded re-bar was found at the roof of the
Generator Building. The factory is required to take necessary action to protect exposed re-bar from
corrosion.
Observation-10: Falling hazard at adjacent stair (Building 2-Generator Building).

Description: A falling hazard was observed at the adjacent steel stair due to the sharp inclination of
the stair tread. Factory is required to repair the stairs or suggest proper alternatives accordingly.

Survey Limitations and Assumptions

This report is for the private and confidential use of RSC for whom it was prepared together with their
professional advisors as appropriate. It should not be reproduced in whole or in part or relied upon by
third parties for any use without the express written permission of RSC.
This report can be used in discussion with the supplier or factory owner as a means to rectify or address
any observations made. The report is not comprehensive and is limited to what could be observed
during a visual inspection of the building.
This Report is not intended to be treated as a generalized inspection and does not cover the
deterioration of structural members through dampness, fungal or insect attack, nor does it deal with
problems and defects of a non-structural nature. Other non-structural aspects of the building such as
fire safety have not been assessed in this survey.
Except as otherwise noted, drains and other services were not viewed or tested during our inspection
and are therefore similarly excluded from this Report. We have not inspected any parts of the structure
which are covered, unexposed or inaccessible and we are therefore unable to report that any such part
of the property is free from defect.
External inspection of the façade walls has generally been carried out from ground level only by visual
sighting. No opening up works were carried out (except as noted) and we rely on the Architects and
Engineers drawings provided to us for our views on concealed parts of the structure and in particular
foundations. Strengths of materials and components are untested, and we recommend that the factory
owners Building Engineer carries out in situ testing over and above those suggested to satisfy
themselves with the material strengths and component details.
Recommendations, where given, are for the purpose of providing indicative advice only, are not
exhaustive, relate solely to identifying key and obvious structural defects as identified in this
presentation, and do not take the form of or constitute a specification for works. We take no
responsibility for the works as constructed. This report does not interfere with the factory owners
Building Engineers responsibility for the structural performance of this building, The Building Engineer
remains fully responsible for the structural adequacy of the building.
This report does not comment in detail on the future seismic performance of the building and only
highlights the fact that the building may experience significant damage or collapse in a seismic event
along with many others in the Dhaka region.
The observations in this report are based on the Engineering Judgement of the lead surveyor/engineer
at the time of the survey. We assume in making these observations that no covering up of faults
defects, filling or plastering over cracking or significant repair work has been carried out by the building
owner. Any future alteration or additional work by the building owner will void this report.
