📅 FIELD PROCESS WORKFLOW SVAMITVA

 This action plan proposes to utilise the PR Dept -GSWS Staff like EA, DA, PS as a team for SVAMITVA Ground survey for a
period of 30 days (without the use of Rover).
 Later Village Surveyors shall be used for 1-2 weeks only for Extent Mismatches, Disputes Resolution and appeals and also
Ground Validation stage.
1. Day 1 – Grama Sabha Meeting (August 1) 5. Dispute Resolution Phase and PPM finalization Village Surveyor: (SEP 1ST-07TH)
o Conduct Grama Sabha to: 1) Introduce the SVAMITVA program
2) Explain the benefits to villagers  For Cases of extent mismatches/unresolved disputes, Village Surveyor
joins the teams for 1 or 2 weeks, if required takes Rover Support.
3) Request for active public participation
4) Statutory Compliance  Correlation statement is prepared on field extent Vs PPM extent
2. Day 2 onwards – Field Survey Commences (Starting August 2 –Aug 31st )
 If more than 5% variation in Extent, Village Surveyor shall revisit that
o Field Team: Panchayat Secretary, Engineering Assistant SVAMITVA parcel and resurveys again using GNSS Rover/Tape and settle the
TEAM variations.
 In large villages/major panchayats having more than 1 Village
Secretariat, Field teams are increased as per the No. of parcels.  Generation of Finalised PPM’s.

o Key Activities: 6. Ground Validation & Notice Issuance – Section 9(2): (Sep 7th – Sep 15th )

 Cross verification of 36-column data imported from Swarna  GV Notices which confirms the property parcels extent to public are
signed by Village Survey Team ( VS + EA + PS ) & Served by Panchayat
Panchayat portal & variations noted by Panchayat Secretary. Secretary
 Carry individual PPM maps from ORI’s and verify actual dimensions
using measurement tape and note down any variations by Engg Assistant. 7. Appeals Handling & Final Records: (Sep 15th-Oct 7th)

Pilot - Field Survey without Rovers - Observations - Ponnavaram Village
On 14.07.2025, the Director, SVAMITVA, along with the SPMU team from O/o CPR&RD, visited
Ponnavaram village in NTR District to oversee the GT process without Rovers. The village, comprises 627
PPMs with an additional 150–200 expected. Six field survey teams, monitored by local Dy. MPDO and
supervised by DLPO, Vijayawada, were deployed 3 days for the survey. The Following observations made :

 Each team completed approximately 40–50 PPMs per day using measurement tape, in the absence of
GNSS Rovers.
 Only Minor variations were observed between the actual property dimensions and those recorded in
the PPMs generated through ORI.
 Properties lacking compound walls did not reflect accurate extents in the PPMs when compared to
the ground reality.
 Vacant lands posed challenges due to overgrown bushes, lack of bunds or identifiable reference
points, and the need to subdivide the area.
 Properties on assigned lands often lacked proper title or ownership documentation, as many had
been acquired through unregistered sale agreements/deeds.
 Ownership of inherited properties was frequently claimed by a single legal heir, without formal
partition agreements.
 Collecting property details proved difficult in cases where owners had migrated, were untraceable, or
unidentified.
 Engineering Assistants require training in QGIS to improve their familiarity with the software for
adjusting the property parcels to match actual enjoyment.
 There is a need to standardize rules to govern- vacant lands & road widths (e.g., 5m, 6m, 10m, 13m)
to prevent the regularization of road & valuable vacant land encroachments.
