GENERAL
Introduction
1. An Annual Training Camp 140 Camp will be held from 12 Jul to 21Jul 2025 (10 days).
2. will be conducted by 28 CG Battalion NCC under the aegis of NCC Group HQ Raipur
from 12 Jul to 21 Jul 2025 at Raigarh for the SD/SW/JD/JW cadets for the cadets of 28 CG
Battalion NCC and other cadets of the group Raipur.
Aim
(b) To promote community living, inculcate spirit of co-operation and to learn the
values of team spirit.
(g) To prepare the cadets for NCC B & C Certificate Exam 2025-2026.
General Information
4. Duration. CATC-140 Camp will be held 12 Jul to 21 Jul 2025 (10 days).
5. Location of the Camp. The camp will be conducted at KIT Garhumaria, Raigarh
located approx 06 Kms from Raigarh Railway Station and approx 08 Kms from Raigarh Bus
Station.
Eligibility
6. The eligibility criteria for the cadets attending the camp, is as follows:-
(a) 1st Year cadets are not permitted to attend the camps.

(b) 2nd& 3rd year SD / SW Cadets and 2 nd year JD/JW Cadets who are likely to have
a minimum of 75% attendance in all NCC parades.
(c) While detailing cadets for CATC, it may be ensured that first priority is given to
suitable cadets who not attended any camp on the training year and are eligible to
undergo camp training.
7. Attendance.The No of vacancies for cadets and detailment of ANOs from various Sub-
units / Institutes are as per Appendix A attached.
9. Other camp appointments and camp cadet appointments will be notified in CROs during
the camp.
CAMP DOCUMENTS
10 The details of the camp documents required from the ANOs and cadets attending the
camp are given in the succeeding paras.
11 Arrival Report. Contingent Cdr / Senior Cdt will submit the Arrival Report to the Camp
Reception Centre immediately on arrival at the camp site. A specimen of Arrival Report is
attached at Appendix C.
12. Nominal Roll. Nominal Roll of ANOs & cadets as per Appendix C attached be
forwarded in duplicate duly signed, alongwith the soft copy in excel sheet on email so as to
reach 28 CG Bn NCC by 06 Jul 2025. It will be ensured that all details are correctly filled.
13. Form of Indemnity. Contingent Cdr will obtain Form of Indemnity from every cadet and
will deposit the same with the camp office. A specimen of Form of Indemnity is attached at
Appendix D.
14. Medical Fitness Certificate. Medically unfit/sick cadets will not be sent to the camp. It
is the personal responsibility of the ANO/CTO to ensure that only physically fit and healthy
cadets are brought to the camp. All cadets attending the camp will be medically examined by a
Govt. Medical Officer and be inoculated and vaccinated against Covid, cholera and typhoid
prior to their departure for the camp. Medical Examination Certificate in respect of every cadet
will be deposited with the camp office on arrival as per the specimen attached at Appendix E.

15. Volunteer / Risk Certificate. Volunteer / Risk Certificate for all cadets duly signed by
the cadets and countersigned by the parents/guardian will be handed over to Camp Adjutant
on arrival at camp site. A specimen copy of the same is attached at Appendix F.
16. Parents’ Consent Certificate. Volunteer / Risk Certificate for all cadets duly signed by
the cadets and countersigned by the parents/guardian will be handed over to Camp Adjutant
on arrival at camp site. A specimen copy of the same is attached at Appendix G.
17. Accident / Drowning Certificate. All cadets will be explained the orders regarding
precautions to be taken against drowning / accident and a certificate to this effect will be
submitted on arrival as per the format attached at Appendix H.
20. Mobile/Telephone Nos. All ANOs will be in possession of Mobile / Telephone numbers
of the parents / guardians of all the cadets attending the camp.
MOVE INSTRUCTIONS
21. Nearest Railway Station (NRS). The NRS for the camp is Raigarh.
Advance Party
22 PI / Civil Staff. The advance party consisting of PI / Civil Staff staff will reach the
camp site for CATC-140 as follows:-

23. Cadets & ANOs/CTOs. All ANOs / CTOs / GCIs and cadets will arrive at KIT
Garhumaria Raigarh only on the date of commencement of camp, ie 12 Jul 2025 (FN).
Respective units / Institutes are requested to intimate ETA to the Camp Commandant by 10
Jul 2025.
24. However, move will be carried out only after obtaining telephonic clearance from
CO/AO/SM this unit at the following telephone Nos :-

26. Reservation for the Journey. Respective Sub-units / Institutes will arrange for the
train / bus reservation for onward and return journey for their cadets well in advance.
27. Escorts. All institutions / units will detail ANO / Caretaker to escort the JD/JW
and SD/SW cadets to the Camp site and also to take them back on completion of the
Camp. They will be responsible for their cadets’ conduct and discipline during the journey
period as well. Escorts will also be responsible for the safe return journey.
CONDUCT OF CAMP
(a) The cadets under the charge of ANO / CTO, on arrival at the camp site, will
report to the Camp Reception Centre for verification of the documents mentioned at
Para 8 to 16 above.

(b) Briefing. Briefing and coordinating conference for the ANOs / CTOs / PI Staff
attending the camp will be held at 1100 hrs on 12 Jul 2025.
29. Training. Training activities as notified in the training programme will be strictly
adhered to.
30. Camps Events / Competitions. Various events / competitions planned during the
camp are as follows:-
(i) Cultural Competitions. Group Dance, Group Song and National Integration
Awareness Program (NIAP).
31. Daily Coord Conf. Daily coord conf will be held at 1700 hrs to coordinate the next
day’s competition/events. The following officers /staff will attend the conf:-

34. QG & Kote. Unit QG will be est in the camp location. All available weapons (Service/
Drill) and Amn will be kept under lock & key at Camp Kote est under the supervision of Camp
Kote JCO and NCO.
Mechanical Transport
Equipment
36. Trg Aids. JCO QM of 28 CG Bn NCC, Raigarh will be responsible to procure the
training aids prior to the commencement of the camp and also be responsible for proper
distribution of the same during the camp.
37. Personal Kit / Clothing. List of Stores & Clothing Items to be brought are at
Appendix L. Any items lost or damaged will be required to be made good by the cadets.
38. Cultural program will be organized during the camp, all cadets are expected to
participate in the cultural activities and therefore, it is imperative that the cadets be well
equipped with required costumes / dresses and musical instruments.
(b) SQM will carry available water bottles, Cap FS, Rain Cape and Ground Sheets
for issue at camp location.
40. Sports Stores. Adequate sports & trg stores including Football & Volley Ball will be
carried to the camp location.

Messing
41. Messing arrangement will be made centrally for all those attending the camp.
42. Regular officers and ANOs will dine in the Officers Mess, which will be established for
the duration of the camp. All except the cadets & ANOs will be charged messing @ Rs 202.5
per day. (Incidental Charges 18/- per day per Cdts & POL Charges 2 Ltr Camp duration per
Cdts ).
Medical
43. MI Room will be established at the camp site. Serious casualties will be evacuated to
the nearest Govt Hospital.
Personal Hygiene
44. All cadets will ensure that they remain neat and clean with proper haircut. ANOs / PI
staff will ensure that cadets take bath daily.
Allowances
45. The following will be paid to the ANOs / CTOs, Cadets and Civilian Staff as applicable in
the camp:-
(a) TA/DA. TA/DA claim will be submitted along with original bus / train tickets. If
the journey is performed by private vehicle, the fare will be paid as per the rates
approved by the RTO.
(c) Mode of Payment. Payment can be made by Cheque and NEFT/RTGS only.
Incase of cheque payment, Cheque will be made in favour of Camp Commandant

46. Purchase Committee. An adhoc Purchase Committee will be detailed to carry out
purchase of stores / dry ration. Dry Rations will be purchased from Local market as per
availability. Purchase Committee will be changed after every three days. The first purchase
committee for the period from 12 Jul to 16 Jul 2025 will be as follows:-

Camp Accounting
47. Camp accounts will be closed on daily basis. All bills will be produced to Camp
Commandant by 1700 hrs and there after the same will be pasted in the Cash Book. The cash
will be kept in the RTC in safe custody of the Camp Sub Major. Under no circumstance cash
will be handled by anyone without proper authority from the Camp Commandant.
Discipline
48. Discipline Enroute. Strict discipline during move to camp will be ensured. Respective
units / ANOs will brief the cadets on the following issues: -
(b) Cadets will not be allowed to loiter on railway platform and bus stand enroute.
(c) Maintenance of strict discipline and smart turnout throughout the journey.
(f) Precautions to be observed in the moving train / bus and during night travel.
(j) Food and water from unauthorized sources will not be consumed during the
journey.

49. Discipline During the Camp. All ranks will maintain strict discipline during the camp.
Important points are reiterated below: -
(a) Dress and Turnout. The dress will be worn as per the norms of the event,
occasion and customs of the organization. All cadets and ANOs will be in possession of
properly fitted uniform, PT / Games and civil dress. All ANOs and Cadets will have
proper hair cut before coming to the camp.
(c) Camp Orders. On arrival all officers and cadets will adhere to the camp orders
and sign the register kept in the Camp Office to the effect that they have read and
understood the orders.
(d) Out of Bound Area. No cadet / staff will visit any out of bound area which will
be notified in camp routine orders.
(e) Prohibited Items. Possession and consumption of alcoholic drinks and narcotic
substances during the camp is prohibited for all ranks. Any violation in this regards will
be severely dealt with. No arms or lethal weapons will be brought to the camp.
(f) Leave/Out Pass. Leave / out pass will not be granted during the period of camp
except under exceptional circumstances. Cadets will not leave the camp without prior
permission from the Security Offr/Camp Commandant.
(g) Lights Out. All lights other than security lights will be switched off every night at
the time laid down in the CRO (1030 hrs).
(h) Water Discipline. Due to paucity of water, all ranks and cadets will ensure no
wastage of water. Water will be consumed from authorized sources only.
(j) Visitors. Cadets will be permitted to meet visitors only at the Reception Center,
established for the purpose from 1600h to 1700 hrs. Visitors will not be permitted to
enter the living area under any circumstances.
(k) Cleanliness. The camp area will be kept clean and presentable for inspection at
all times. Shramdaan by each cadets will be organized regularlyas part of Swach
Bharat Abhiyan.
(l) Saluting. ANOs / CTOs will brief their cadets on this aspect.

(m) Breakages. Cadets will ensure proper use of facilities provided and avoid
breakages.
(n) Girl Cdts Accn. Girl Cadets accn/area is OUT OF BOUNDfor all boy cadets and
PI staff.
Security
50. (a) During move - Officer in charge of the cadets will exercise full
control during move and shall be responsible for the
safety and security of the cadets & stores.
51. Safe Custody of Valuables and Cash. Cadets will not bring large amount of money
or valuable items to the camp. The camp authorities will not undertake responsibility of
security/loss of such items.
52. Fire Precautions. Fire Precautions will be notified in the Camp Routine Orders. Strict
fire precautions will be observed during the camp. Firefighting Equipment with the unit will be
carried to the camp location to establish the fire points.
53. Safety Precautions. Safety/security during training camps/water borne activities is att
as Appendix M.
54. Buddy Pair. All move by the cadets will be in buddy pair.
Clearance Certificate
55. All ANO’s and cadets will obtain clearance certificate from the Camp Adjutant prior to
their departure from the camp.
Dispersal
56. All cadets will be dispersed on 21 Jul 2025 (AN) under respective ANOs & PI staff.
Departure report will be submitted to the Camp Commandant prior to their departure from the
camp as per the format given at Appendix N.

The points which needs to be emphasized and reiterated are enumerated below:-
(a) Due regard should be given to the weather conditions, No water borne activity
should be conducted in bad weather / rains/ poor visibility.
(b) Water borne activity should be conducted between one hour after sunrise and must
end one hour before sunset.
(d) No activity likely to endanger the life of a cadet even after taking safety precautions
will be undertaken by any Unit/Gp
(e) All safety precautions will be taken and cadets will be briefed by an officer before
the event.
(f) No repeat No bathing point will be established on or near a pond, lake, any running
water stream/river/nullah.
(g) Cadets bathing points will either be on a hand pump or syntax kept with stored
water for bathing.
(h) All barrages, dams, rivers, ponds, lakes will be out of bounds for all cadets less
Naval cadets. This must be promulgated in camp orders both verbally and in writing.
(j) An officer will be present at all places where trg activities are in progress.
(k) While no spoon feeding can be done on safety instructions, it is reiterated that
fool proof means will be adopted to ensure no accidents occur while performing
NCC activity.
