"AN ORDER CREATING THE DAVAO CITY EYE CARE HEALTH TEAM"

WHEREAS, the World Health Organization (WHO) estimates that there are more than
8 million people blind, with more than 80% living in only three countries - China, Vietnam,
and the Philippines;

WHEREAS, the 3rd Philippine National Survey of Blindness conducted in 2002 showed
that about 3, 500, 000 (4.62%) Filipinos are visually impaired in one or both eyes;

WHEREAS, VISION 2020: The Right to Sight, is a global initiative to eliminate


avoidable blindness by the year 2020, initiated through a partnership between the World
Health Organization (WHO) and the International Agency for Prevention of Blindness (IAPB);

WHEREAS, the Philippines is a signatory in the Global Elimination of Avoidable


Blindness: Vision 2020-The Right to Sight;

WHEREAS, pursuant to Administrative Order No. 179 s. 2004: Guidelines for the
Implementation of the National Prevention of Blindness, the Department of Health and its
line agencies, are mandated to strengthen and intensify the prevention of blindness program
down to the local level;

WHEREAS, there is a need to create an Eye Health Care Team in Davao City that will
develop systems and procedures for the integration and provision of eye care services at the
community level;

WHEREAS, Section 18 of Republic Act No. 7160, otherwise known as the "Loca/
Government Code of 1991," authorizes LGUs to establish an organization that shall be
responsible for the efficient and effective implementation of their development plans,
programs, objectives and priorities;

NOW THEREFORE, I, SARA Z. DUTERTE, Mayor of the City of Davao, by virtue of


the power vested in me by law, do hereby order the following:

SECTION 1. CREATION OF THE DAVAO CITY EYE HEALTH CARE TEAM. The
Davao City Eye Health Care Team is hereby created and shall be composed of the following
persons and/or heads of the following offices, to wit:

Three (3) representatives from the non-government
organizations. Initially, and subject to their conformity, the

heads and/or duly authorized representatives of the
following 3 organizations are hereby made members of the
Davao City Eye Health Care Team:

Optometry
iii. Integrated Philippine Association of Optometrists
In case of their refusal, the City Health Officer, as
Chairperson, is hereby given the authority to identify their
replacement.

SECTION 2. FUNCTIONS AND RESPONSIBILITIES. The Davao City Eye Health


"are Team has functions and responsibilities as follows:

1. Facilitate and assist the prevention of blindness program of the City down to the
barangay level;

2. Propose programs that will promote the preservation and restoration of sight to the
residents of Davao City and ensure its implementation; and

3. Perform functions necessary to promote and implement the eye health care
program of Davao City.

SECTION 3. SECRETARIAT. The City Health Office shall ensure and provide for all
:he clerical, secretarial and administrative work related to the functions of the Davao City Eye
Health Care Team.

SECTION 4. FUNDING/OPERATING COSTS. All costs pertaining to the operation


}f the Davao City Eye Health Care Team, including the payment of honoraria, incidental and
3ther expenses shall be taken from the available funds of the government subject to the
jsual accounting and auditing rules and regulations.

SECTION 5. SEPARABILITY CLAUSE. If any provision of this Executive Order is


declared invalid or unconstitutional, the other provisions not affected thereby shall remain
/alid and subsisting.

SECTION 6. REPEALING CLAUSE. All orders or par ts thereof which are


nconsistent with the provisions of this Executive Order are hereby repealed or modified
accordingly.

SECTION 7. EFFECTIVITY. This Executive Order shall take effect immediately.
