1 What is VE and why is it important?

VE is a process that involves identifying the essential functions of a project, analyzing the
alternatives to achieve them, and selecting the most cost-effective option. This process can be
applied at any stage of a project, from planning and design to construction and operation. VE can
bring a number of benefits to project engineering, such as enhancing customer satisfaction,
reducing waste and inefficiency, increasing innovation and creativity, and saving time and money.
By eliminating unnecessary features or components, encouraging out-of-the-box thinking and
collaboration, and streamlining the project delivery while minimizing risks and changes, VE can help
to meet or exceed customer expectations while minimizing costs.

There is always an easier way to solve a particular problem!

In 1990 I went to work for the company that manufactured the ground stations for the Search And
Rescue Satellite system. The antenna, its pointing mechanism, support structure and radome had a
manufacturing cost of $7,500, and it was difficult to assemble on site, expensive to ship and it didn't
work at very low temperatures. Value Engineering it resulted in reducing then number of nuts and
bolts needed to be used on site from 640 to 28; the shipping weight was reduced by 640 LB;
servicing accessibility was considerably improved and it worked fine at temperatures below -40
Celsius. The manufacturing cost was reduced to $2500.

Value Engineering (VE) in project engineering, is about optimizing project outputs while minimizing
costs. It involves critically analyzing each project element to ensure it provides maximum value at
the lowest cost without compromising quality or performance. From my time as a PE for instance,
on one project we evaluated different radar electronics components for cost-effectiveness and
functionality, ensuring optimal performance within budget constraints. VE is crucial because it leads
to more efficient use of resources, cost savings, and enhanced project value, which is especially

When used appropriately, value engineering improves the function-to-cost ratio in projects. We
must carefully examine consumer priorities early on and revisit as the design progresses. Document
decisions, quantify the impact on performance and budget, track outcomes, and communicate
lessons learned. Adopting simple across-the-board cuts risks lowering quality. Instead, systematic
value engineering suited to each project, using innovative thinking and technology optimisation,
can result in large cost savings without compromising customer-valued operations.

term benefits and sustainability makes it a key tool for successful project delivery.

2 How to conduct a VE study?

A VE study typically involves defining the project scope and objectives, forming a multidisciplinary
VE team with relevant expertise and experience and collecting and analyzing data on the project's
function, performance and cost. Next, the team will generate and evaluate alternative solutions,
develop and present a proposal recommending the best solution and implement and monitor the
VE solution. Additionally, it is important to measure the results and feedback of the VE solution.

In addition to how, we must consider when to conduct a VE study. The most impactful times to
conduct a VE study are i) during FEED, when finalizing the development of the selected alternative
and freezing the design is the most impactful, and ii) when analyzing solutions to issues identified
during detailed design, construction, and commissioning, where there are a number of possible
solutions and a value-based judgment is required.

A VE study begins by clearly defining the project's objectives and understanding its scope. It
typically involves a multidisciplinary team working through a structured process, including phases
like information gathering, functional analysis, idea generation, evaluation, and implementation. The
goal is to identify areas where costs can be reduced without compromising quality or functionality.

3 What are the VE standards and guidelines?

Project engineers can use various VE standards and guidelines to ensure consistent and effective
implementation of VE. The SAVE International Value Standard defines the principles, terminology,
and methodology of VE, while the ASTM E1699-14 Standard Practice for Performing Value
Engineering (VE)/Value Analysis (VA) of Projects, Products and Processes provides a detailed
framework and procedures for conducting a VE study. Additionally, the EN 16271 Value
Management — Functional Expression of the Need and Functional Performance Specification
outlines the requirements and methods for defining and describing the function of a project,
product, or process. Finally, AACE International Recommended Practice No. 71R-19 Value
Engineering offers guidance and best practices for applying VE in the context of total cost
management.

VE standards and guidelines are essential to ensure consistency and best practices across projects.
Internationally recognized frameworks like SAVE International's standards provide a structured
approach to VE processes. These standards outline key steps such as function analysis, cost
modeling, and risk assessment. Adhering to these guidelines helps maintain uniformity and ensures
that VE studies are thorough and objective. Moreover, they promote innovation, encouraging teams
to think beyond traditional cost-cutting methods and consider sustainability and long-term value.

4 How to improve VE skills and competencies?

VE is a skill that can be learned and improved through education, training, and practice. Project
engineers who want to enhance their VE capabilities can attend courses, workshops, and seminars
offered by reputable organizations, such as SAVE International or the Institute of Value

Improving VE skills requires a combination of technical knowledge, problem-solving abilities, and

collaboration. Regular training, certification programs, and workshops can enhance understanding
of VE principles and methodologies. Additionally, cross-functional teamwork, mentorship, and
exposure to different industries provide practical insights that improve competency. Staying
updated with industry trends, such as the integration of digital tools in VE processes, and fostering
creativity in cost-effective design solutions are key to mastering VE.

5 How to overcome VE challenges and barriers?

VE can be difficult to implement in complex and dynamic project environments. To ensure success,
project engineers should secure the support and commitment of sponsors, clients, and stakeholders
by communicating the benefits and value of VE. It is also important to involve the project team and
other relevant parties in the VE process and foster a collaborative and constructive culture.
Appropriate tools and techniques, such as function analysis, value matrix, life cycle costing, or
creativity methods, should be used to facilitate the VE analysis and decision making. Additionally, VE
standards and guidelines, as well as project-specific requirements and constraints, should be
followed to ensure the quality and validity of the VE study and solution. Finally, the VE outcomes
and impacts should be monitored and evaluated, and the lessons learned and best practices should
be documented and shared.

Overcoming challenges in VE often requires a cultural shift within organizations. One key barrier is
resistance to change, which can be addressed by fostering a collaborative environment where all
stakeholders feel included. Educating teams on the benefits of VE and demonstrating its positive
impact on project outcomes can help reduce pushback. Another challenge is the misperception that
VE is only about cutting costs; clear communication on how VE enhances overall value and quality is
crucial. Lastly, early integration of VE into the project lifecycle helps prevent later-stage roadblocks.
