Respected citizens of India, fellow parliamentarians, and members of the
press,
Today, I stand before you not merely to respond to a budget, but to
expose a deeply flawed and politically motivated document masquerading
as economic policy. The Union Budget 2025, presented by the NDA
government, is not a budget for the people of India—it is a campaign
manifesto in disguise.
Let me be clear: this budget is not about economic growth, nor about job
creation, nor about social equity. This is a budget crafted with an eye on
the ballot box, not on the needs of ordinary Indians.
1. Regional Bias: The Case of Bihar
We cannot ignore the glaring Bihar bias in this budget. While we all
support equitable development, the timing and scale of allocations to
Bihar—on the eve of elections—raise serious questions about the
government’s intent. Are these policies for development, or are they
political bribes?
States like Telangana, West Bengal, and even Maharashtra have been
given step-motherly treatment. Development cannot be selective. India
deserves a budget that serves every corner of the country, not just the
politically convenient ones.
2. Neglect of Key Sectors
What does this budget offer our farmers? Our daily wage workers? Our
unemployed youth?
Nothing but hollow words.
There is no meaningful increase in support for agriculture. MGNREGA, a
lifeline for rural employment, has once again seen stagnant allocation.
Healthcare and education, the very pillars of a thriving and equitable
society, have been neglected—their budgets slashed when they should
have been strengthened.
3. Unemployment and Inflation Ignored
The government boasts of middle-class tax relief. But let us ask—what is
the use of a tax cut when people have no jobs? What relief can there be
when inflation eats away at every rupee saved?
Where are the bold policies to address joblessness among the youth?
Where is the roadmap to fight rising prices of essentials?
4. Fiscal Illusion, Not Prudence
We heard much celebration over the so-called reduction in fiscal deficit.
But let us not be fooled—this marginal improvement comes at a high cost.
Budget cuts have fallen upon critical areas of human development. This is
not fiscal discipline—it is fiscal delusion.
5. A Budget Lacking Vision
What is perhaps most disappointing is the complete lack of imagination.
There is no vision for a new India—no innovation, no structural reforms, no
meaningful push toward green energy, manufacturing, or digital inclusion.
It is a budget for headlines, not for hard realities.
Friends,
India is a land of immense potential, but this government is squandering it
in favor of short-term political mileage. The Indian National Congress
rejects this Budget because we believe India deserves more—more jobs,
more justice, and more genuine economic reform.
We call for a people-first budget. One that uplifts, empowers, and
includes. A budget that reflects the dreams of every Indian—not just the
dreams of those in power.
