B. Definitions
1. LED: A light-emitting diode.
2. Designer: The organization responsible for the design of the street lighting in line with the
project requirements of the RC.
3. Supplier(s): The supplier/ manufacturer of the LEDs, controlgear and any other
components used by the manufacturer to form the Luminaire.
4. Bin / Binning: A manufacturing quality standard for the matching of color appearance and
light output data of an LED within a range. Protection against Electric Shock: The driver
design has to be able to perform within the classification designs defined by EN 61140;
this defines the requirement as being class I or Class II (Roman Numerals). The definitions
from the EN are:
a. Class i Equipment: Equipment in which protection against electric shock does not
rely on basic insulation only, but which includes means for connection of exposed
conductive parts to a protective conductor (Ground/Earth) in the fixed wiring of
the installation (most metallic electrical equipment would be Class I).
b. Class II Equipment: Equipment in which protection against electric shock does not
rely on basic insulation only, but in which additional safety precautions such as
supplementary insulation are provided, there being no provision for the connection
of exposed metalwork of the equipment to a protective conductor and no reliance
upon precautions to be taken in the fixed wiring of the installation (an example
would be a plastic hairdryer).
c. Street lighting luminaires can be either Class I or Class II depending upon their
design and it is particularly important that the driver is suitable for enclosure
(luminaire body) at the higher IP ratings.
5. CRI: Color rendering index measured against either 8-14 standard colors. A high rating is
>60 where Ra 100 is color matching standard. For LEDs all CRI measurement must be
Ra14. Unit Ra.
6. CCT: Correlated color temperature represents the color appearance of the source and is
defined against an equivalent temperature on the black body locus. Unit °K.
7. JEDEC: Joint Electron Device Engineering Council.
8. Luminaire/LED System: The complete LED luminaire including luminaire body, optics,
LEDS, control gear and any other components housed with the luminaire or pole that are
required to enable the luminaire to perform correctly when connected to the PES directly
or via the LMS.
9. Lumen Depreciation: Reduction in the luminous flux emitted by the luminaire over the
rated life of the LEDs.
10. LATF: Luminaire ambient temperature factor used in LM 82-12 to calculated lumen
depreciation for Ta temperatures above standard LM80-08 values. Unit %.
11. No Load Proof: No load proof refers to the driver being able to operate in “open circuit”
condition with no adverse effects to the performance of the driver. This enables the LED

boards to be removed from the driver without the isolation of the driver electrical supply
which is normally in the separate second compartment. It should be noted that the driver
also needs to be no load proof to enable the lighting control system to function correctly
reporting failures and monitoring energy usage.
12. Public Electricity Supply: The municipality’s electricity supply provided to each street
lighting pole. Unit PES.
13. Photometric Data: Data produced by the luminaire manufacturer on the optical
performance of the luminaire system including polar curves, UGR and other data relating
to the absolute photometry of the luminaire.
14. MacAdam Ellipses: Areas on the colour gamut that can be considered to be of matching
colour appearance. Used in defining the spread of a LED Bin.
15. DALI: Digital Addressable Lighting Interface.
16. IP: Ingress protection where the first digit refers to dust and the second digit refers to
moisture.
17. IK: Mechanical impact strength.
18. Illuminance: Luminous flux that is incident on a surface and is measured in the SI unit of
Lux (lumens/m2). Unit Lux.
19. Luminous Llux: The amount of light that is emitted by a light source and is measured in
the SI unit of Lumens. Unit Lm.
20. Steradian: The cone defined by angle subtended by a circular area of 1 radian diameter
on the surface of a sphere. Unit str.
21. Luminance: The amount of light intensity that is emitted by a light source in a certain
direction and is measured in the SI unit of Candelas/m2 (Lumens/str/m2). Unit Cd/m2.

1.3 ACTION SUBMITTALS
A. Provide manufacturer submissions with documents in the format described in this specification
and samples to support his luminaire offering.
1. Submit documents that address the requirements identified in this Specification and in
accompanying contract documents provided by the RC.
2. Bind written document in sections and cross referenced and include contents page and
glossary.
3. Use standard terminology throughout and a glossary provided for non-standard terms.
B. Submit to the Royal Commission, under the provisions of SECTION 01 33 00, the following items
for review and approval before commencing Work:
1. Shop Drawings and Manufacturer’s Literature
a. Include electrical rating, dimensions, mounting details, materials, required
clearances, terminations, wiring and connection diagrams, photometric data,
ballasts, poles, luminaires, lamps and controls.
b. Supply list of manufacturers manufacturing the luminaires and poles.
2. Manuals, Maintenance Data and Operating Instructions
a. Manufacturer’s catalogs and manuals giving the description of the equipment and
its components.
b. Manufacturer’s operating and maintenance instructions.
c. Storage and handling instructions.
d. Installation instructions.
e. Part lists.
f. Illustrations and diagrams of the components.
g. Factory Test Report.
h. Quality Program as specified in SECTION 01 45 00.
C. Sample Luminaires: Provide returnable sample luminaires of enough wattages and distributions
to demonstrate the capabilities of the luminaire range they are offering to the RC.
D. Luminaire Evaluation Area
1. The RC will provide a number of poles of the following mounting heights for the
demonstration of luminaires. The poles will have a maximum of a 16A single phase 230

volt supply terminated at the top of the pole.
2. The sample pole heights will be as follows:
a. 3m-5m for Footpaths.
b. 6m-9m for Residential (2 lane undivided roads).
c. 10m-10.7m for Collector roads (4 lane divided roads).
d. 10.7m-12m for Major Collector, expressway, and freeway (6 lane divided roads).
3. The manufacturer will be responsible for the installation and setting to work of the
samples luminaires to the poles provided.
E. Supporting Documentation
1. Provide both electronic and a minimum of 3 hard paper copies of all the information
manufacturer is using to demonstrate compliance with this specification.
2. Provide one overall bound document that includes all data supporting manufacturer’s
submission.
3. Information: Project specific and address the specific requirements of this specification.
4. If standard information is used, format and write to form a cohesive proposal.
5. Electronic Format of the Proposal: Either MS Word document or PDF file. cross-reference
and clause number the document so unambiguous communication can take place during
the evaluation period.
6. Provide photometric files on a non-re-writeable DVD as well as electronic files either sent
by email or on a USB memory stick.
1.4 CLOSEOUT SUBMITTALS
A. Submit field Test Report after completion of testing and commissioning.
1.5 QUALITY ASSURANCE
A. Develop and propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with SECTION 01 45 00.
B. FACTORY AND LABORATORY TESTING
1. Factory Testing requirements
a. Test equipment and material at the factory in accordance with the latest applicable
codes and standards.
b. Perform type tests as per applicable codes and standards on first unit of every new
design.
c. Notify the Royal Commission in writing not less than 30 days prior to the starting
date of the factory tests.
d. The Royal Commission reserves the right of deputing their representative for
witnessing the factory tests.
e. Upon completion of factory tests and before shipment of equipment/materials,

submit 5 certified copies of the test reports not later than 10 days after completion
of all factory tests for review/approval of the Royal Commission.
2. Laboratory Testing Requirements
a. All standards tests identified within this specification are to be carried out by a third
party lab which is accredited by international certification body.
b. Laboratory Certification: ISO 17025 or national standards such UL NVLAP,
CENELEC, BSI etc. Provide details of non ISO certification before the final
submission for approval by the RC.
c. Tests are to be undertaken by either independent accredited laboratories or in
manufacturer’s own test laboratories which have been certified by external
assessors.
d. Provide details of the intended laboratory to the RC prior to the undertaking of any
tests.
e. Provide details of the laboratories that the manufacturer has used or intends to
use with details of their experience in testing Solid state electronic external street
lighting luminaires.
f. Describe each test used by the laboratory to ensure compliance with standard
outlining measurement philosophy and calibration certificates for all primary
measurement equipment.
g. Note laboratory adherence to all special or non-standard parameters identified
within this specification.
3. Environmental Parameters
a. Tests that Require a Simulation of External Ambient Air Conditions: Undertaken at
a temperature of 50 degrees C and 95% RH.
4. Laboratory Reports
a. Provide reports for each different product being offered by the manufacturer.
b. Product is considered different if it varies either electrically, physically in dimension
or material.
c. Details of the LED manufacturers LED datasheets for performance and material
tolerance must be attached to the test results to ensure consistency in results and
to enable checking against LED manufactures published performance data.
d. Supply luminaire data sheets and test reports from the luminaire manufacturer to
demonstrate the performance of the luminaire supplied by ISO 17025 certified
laboratories.
1.6 SITE CONDITIONS
A. See 01 86 26 - Electrical Performance Requirements, for general service conditions.
B. LED Operation Ranges
1. The performances criteria in Article 2.2 shall be met when the LEDs are in operation for

the ambient temperature range of -40 degrees C to +50 degrees C at 95%RH.
2. LED Chips and Associated Components: Capable of being stored or suffering no
detrimental loss in performance when de-energized for the ambient temperature range
of -40 degrees C to +85 degrees C at 95%RH.
C. Provide JEDEC JESD22-A108C test reports or agreed equivalent test procedure for all the
environmental testing including temperature humidity and corrosion tests.
1.7 DELIVERY, HANDLING AND STORAGE
A. Handle and store equipment and material units in accordance with SECTIONS 01 65 00
and 01 66 00, as well as the following requirements:
1. Provide marking on each item in accordance with referenced standards. Ship each unit
securely wrapped, crated and wrapped or packaged and labeled for safe handling in
shipment and to avoid damage or distortion.
2. Check the equipment on arrival at site for completeness and physical damage.
3. Store equipment in secure and dry storage facility as recommended by the manufacturer.
4. Lift the equipment using eyes, yokes and skids provided for the purpose by the
manufacturer.
5. Store the poles so that they are at least 300 mm above the ground level and growing
vegetation.
6. Do not remove factory applied pole wrapping until just before installing the pole.
B. Repair or replace equipment damaged occurring during transportation, handling and storage.

PART 2 - PRODUCTS
2.1 GENERAL
A. All goods and products covered by these Specifications shall be procured, when available, from
an in-Kingdom manufacturer. Procurement of all goods and products manufactured out-of-
Kingdom must be approved by the Royal Commission.
B. All parts and materials shall be new, of good quality, and shall be selected by the Contractor and
the manufacturer to perform as specified herein.
C. The equipment supplied:
1. Shall be a product of an original manufacturer.
2. Must have been in commercial production for at least 8 years prior to supply; for
technologies existed during that time frame, with an established historical database of
good performance.
3. Shall be factory assembled and tested to the greatest extent practical and to minimize
field erection.
D. Reliability and maximum service continuity shall be the fundamental considerations of
engineering, design, operational functions, and material, used in the design of components and
manufacturing.

2.2 LUMINAIRE
A. General
1. The luminaire consists of the luminaire body, heat sinks or shading devices internal optical
devices, LED components, control gear and any axillary LMS components contained within
or fixed to the luminaire body.
2. The luminaire shall be tested and comply with the particular requirements of IEC 60598-
2-3 for Luminaires for Road and Street Lighting.
B. Construction
1. Luminaire Body
a. The luminaire body shall be constructed of die-cast or extruded aluminum made of
corrosion resistant aluminum (LM6) to suit the RC street lighting pole/bracket and
shall be used as the primary heat sink for the LEDs. Designs other than these shall
require specific approval from the Royal Commission.
b. The extruded aluminum components shall have a low copper content of less than
0.1% and be suitable for the highly saline atmospheres encountered in desert and
marine conditions.
c. The luminaire body shall be corrosion tested to ISO 9227 for 2,500 hrs, and the
result to be 5A or better.
d. The body shall be as maintenance free as possible and any planned maintenance
should be identified in the operational and maintenance information provided with
the luminaire.
e. The luminaire body shall be designed to prevent the build-up of dust and debris on
the body of the luminaire and shall be considered self-shedding. The use of passive
aerodynamic devices such as venture. Fins that form part of the thermal
management of the luminaires must be demonstrated to work effectively within
the constraints imposed by the sand and dust test IEC 60068-2-68.
f. The luminaire body shall be designed to prevent any spill of light.
g. The luminaire shall be capable of accepting multiple mounting options. The
following mounting options are considered the minimum to allow for the majority
of normal mounting conditions. Special mounting arrangements may be required
in special project specific conditions:-
1) Post top.
2) Side entry with or without outreach arm.
3) Wall mounted via wall mounting bracket.
4) Slip fitter.
5) Trunnion.
6) Catenary via Special bracket arrangement.
7) Finish.

h. The body shall be finished in a high temperature finish that restricts the action of
both salt and sand abrasion.
i. The finish should be capable of withstanding direct solar radiation that could result
in luminaire surface temperatures of 120 degrees C without deterioration or loss
in life expectancy of the finish’s protection. The driver and other electronic
components that do not use the outside of the luminaire as a heat sink should be
thermally isolated from the outside body of the luminaire to prevent excessive
heating during the day.
j. Painted or finished Luminaire components exposed to the environment shall
exceed a rating of six per ASTM D1654 after 5000 hours of testing per ASTM B117.
Test Report for just the Metal sheet tested and claimed to be used in the housing
shall not be allowed.
k. Painted or finished luminaire components exposed to the environment shall exhibit
no greater than 30% reduction of gloss per ASTM D523, after 500 hours of QUV
testing at ASTM G154 Cycle 6.
l. All screws, springs, fasteners, hinges and clasps used for retaining shall be
fabricated from stainless steel and all polycarbonate components shall be UV
stabilized.
m. The Housing/Body shall allow tool-less entry design for easy service and repair. The
Luminaire circuitry shall include quick connect/disconnects to allow easy
separation and removal of driver and power door. Designs other than these shall
require specific approval from the Directorate.
n. Luminaire door shall be securely hinged and incapable of involuntary separation
from the Housing when accessed in field-installed position.
o. The fixture and finish endurance tested to withstand 5,000 hours of elevated
ambient salt fog conditions as defined in ASTM B117.
p. An earthing terminal shall be provided within the compartment in which the
control gear is housed.
q. The luminaire finish shall be tested to ISO 9227.
2. Luminaire Optics
a. The optical design of the luminaire shall include different lighting distributions
suitable for the optimal lighting of common street lighting. The minimum number
of optical distributions shall be considered to be five; standard, wide, forward
throw, square and pedestrian crossing. These optical distributions shall be
interchangeable within the standard luminaire housing.
b. The luminaire assemblies shall be fully photometrically tested for each individual
combination of optical distribution and LED wattage to LM79-08 at a laboratory
test Ta of 50C to give absolute photometrical results.
c. Each Luminaire combination shall be provided with international photometric files
compatible with the following standard lighting software Dialux, Relux, Lighting
Reality, AGI32 and Lumen Designer.

d. The manufacturer shall take particular attention to glare and quote the threshold
increments (TI) and veiling luminance figures within his design information as
described within CIE 11 52 010 and CIE121-1996.
e. The luminaire optics shall comply photometrically with CIE 11 52 010 & CIE121-
1996. The luminaire manufacturer shall provide all design information and
computer data files to allow calculation by the lighting designer/Contractor to
demonstrate compliance with the lighting standards included within the latest
versions RC’s Standard Specifications and Engineering Manual. All computer data
shall be provided in illumdat and IES formats.
f. The luminaire optical design shall be designed in a manner that every LED
contributes to the whole of the optical distribution so that lumen depreciation (Lxx)
or early life failure (Fxx) does not change the optical distribution of the luminaire
but only affects its overall luminaire efficacy in terms of LLm/w.
g. If RC request BIM, the manufacturer shall provide BIM information together with a
3D model suitable for use with Autodesk Revit. The BIM information shall include
a minimum of the following:
1) Luminaire Dimensions: in mm
2) Total Consumed Electrical: in watts
3) Optical Distribution No: (if there are multiple distributions)
4) Luminaire Efficacy: in luminaire lumens
5) L70 Life: in hours
3. Optical Control:
a. The Luminaire shall be fitted with optical lenses incorporated into an optical
compartment closed with protective glass to achieve the IK Rating as stated.
b. Technical details shall be provided of the light source optical system and range of
optics or optical settings available for each model of luminaire including
performance characteristics.
c. The optical system is required to control light output with the aim of optimizing
luminaire performance and efficiency in relation to the specific lighting application.
d. The system should meet the lighting requirements of most rights of way types and
configurations and maximize the light output ratio (LOR) of the luminaire.
e. The inadvertent failure of any LED during the life of the luminaire shall not bring
about any reduction in uniformity of light output. Therefore, the multi-layer
method of light distribution shall take precedence over multiple spot methods.
f. If the optical control system is adjustable, it must be fitted with reference marks
and it must be possible to be locked it in each corresponding position, for the light
source as well as the reflectors.
g. Correct positioning of the light source in the optical compartment must be
provided in all cases. All necessary arrangements must be made to guarantee solid

fixing of the light source.
h. Must be designed to provide uniformity of lighting output in the event of individual
LED failures.
4. Ingress Protection and Mechanical Strength
a. All luminaires shall comprise of an optical compartment and separate control gear
compartment. All luminaire options are to be fully tested to the ingress protection
and mechanical strength tests and individual test sheets provided for each
variation. Where the environmental housing is common between variants, then
one standard test sheet is considered acceptable. Where a common environmental
housing design is used but in different physical dimensions then each size of
housing shall be provided with its own test sheet demonstrating compliance.
b. The luminaire optical compartments shall have a minimum of IP65 rating. The
control gear compartment shall have a minimum of IP66 rating for outdoor
mounting. The body and glass optical components shall have a minimum IK rating
of IK-08. All synthetic materials shall be 100% UV Stable.
c. Where luminaires are likely to subject to wind driven water spray both luminaire
body compartments shall be protected to IP 66 such as corniche areas for example.
d. If non-standard pole configurations are to be used (say for special luminaire designs
or modifications to standard products required by RC then the luminaire and pole
assembly shall be tested specifically to ensure the IP and IK protection levels above
are achieved.
5. Thermal Management
a. The luminaire manufacturer shall be fully responsible for providing thermal
management systems that provide the correct operating conditions for the LEDs
chosen to operate to the published lifetime, light output and color stability as
published by the LED supplier.
b. The thermal management systems shall utilize passive techniques such as heat
sinks or solid state electronic heat pumps. Active measures such as internal fans,
pumped cooling systems or any system with moving parts are not allowed.
Luminary shall not contain glue or paste to prevent a lower heat sink.
c. The heat sinks shall be proprietary and designed by the lighting manufacturer to
enable the Luminaires to work efficiently in Saudi Arabia climatic conditions. The
Luminaire shall be provided with a demonstrated ventilation arrangement allowing
heat to be dissipated to the atmosphere. The Luminaire shall be designed to
prevent the collection of debris on the heat sinks by proven and stated means.
d. Driver/Fixture to have some means of built-in overheat thermal protection system
in the form of automatic dimming or stepping/holding down of the driver where
the temperature exceeds operational limits. Thermal cut-out devices which turn
the Fixture LEDs completely off are not acceptable.
e. The heat increase inside the housing enclosure with dust and sand should not be
more than 10% of the heat inside without the accumulation.

f. The use of derived figures for Ta temperatures above standard test measures
(utilizing the LATF method described in LM82-12) may be utilized provided that the
largest wattage luminaire option is tested fully to LM80-08 for 10000hrs. Smaller
wattage luminaire options to the same design are still required to be tested
2000hrs and the values confirmed to the fully tested versions results at 2000 hrs.
g. The thermal management system shall be proven using the aforementioned
standards with an ambient air temperature of 50 degrees C Ta.
h. When undertaking IEC60068-2-68 test it shall be proven with a Ta of 50 degrees C
and these tests shall prove the level of dust admitted is <10% and that thermal
management is not compromised and that all LED quoted performance criteria are
met.
6. Luminaire Mounting System
a. The luminaire shall be capable of being mounted in a minimum of three mounting
options: post top, side entry with outreach bracket and wall mounted.
b. The mounting method shall utilize stand entry details and shall not preclude the
use of any standard pole configuration. Whichever mounting option is adopted
replacement seals and covers shall be available for the reuse of the luminaire in
one of the alternative mounting modes.
c. The mounting methods shall utilize minimal tools and all fixings and clamps shall
be of captive design such that the luminaire can be removed from the pole by a
single operative from an appropriate MEWP (Mobile Elevating Work Platform) or
approved vehicle mounted cherry picker for inspections.
d. Whichever mounting option is adopted replacement seals and covers shall be
available for the reuse of the luminaire in one of the alternative mounting modes.
e. The Luminaire shall have an option to fit internal louvers to greatly reduce light
trespass. These louver types shall be used to limit the cutoff or it shall be used
where sharp cut off on the façade.
f. The Luminaire shall be capable of being tilted ± 5 degrees and measured from the
axis of attachment. The tilt angle may be adjusted from 0° to 15° in five-degree
increments.
g. The Luminaire shall be designed to enable ease of maintenance and replacement
of components, without the use of any special tools.
7. Electrical Safety
a. Provide safety certification and file number as required for the luminaire family
which shall be listed, labelled, or identified per the Electricity and Co-Generation
Regulatory Authority ECRA and compliance with Saudi Building Code (SBC)
electrical requirements. The safety certificates shall conform to SASO, UL listing and
or CE marking requirements.
b. Applicable testing bodies are determined by the US Occupational Safety Health
Administration (OSHA) as National Recognized Testing Laboratories (NRTL) and
include CSA (Canadian Standards Association), ETL (Edison Testing Laboratory), UL

(Underwriters Laboratory) and CE Conformance European (Communaut
Europenne / Conformity Europenne). Japanese electrical standard JET (Japan
Electrical Safety &Environment Technology Laboratories).
8. Environmental Considerations
a. The manufacturer shall ensure that all electrical components that he supplies are
free from hazardous substances and shall comply with Restriction of Hazardous
Substances EU directive (RoHS 2011). This determines the levels of heavy metals
such as mercury, lead and Cadmium etc. Luminaire Service Life and Warranty.
9. Luminaire Service Life and Warranty
a. The manufacturer is required to state the service life of the luminaire body which
is defined as the life of the luminaire in years that can be expected where only
routine maintenance operations are undertaken .The minimum service life of the
luminaire body required is 10 yrs (12 hrs operation) in desert conditions.
b. If the manufacturer is utilizing third party manufactured LED assemblies
incorporating PCBs or optical assemblies then the manufacturer shall obtain back
to back warranties for these components from the LED supplier. The manufacturer
shall obtain written undertakings from the LED components supplier that they will
continue to manufacture similar or improved components that can be replaced
during the service life of the luminaire or at the end of the rated service life of the
LED components. The LED supplier shall continue to manufacture these
components as stocked components for a period of not less than twice the rated
service life of the LED components.
c. The luminaire manufacturer shall provide a minimum warranty of the luminaire
body, optics and seals of 12yrs and it is required that if the quoted service life is
greater than fifteen years that the warranty should be a minimum of ½ the
luminaire service life or 12yrs whichever is the greater.
d. The supplier will be responsible for guaranteeing all materials provided, the
complete Luminaires including any in-built control components such as LED Driver
and power supply units, and all external components; such as lenses, gaskets &
fastenings, and the fixture finishes including, but not limited to, corrosion,
yellowing, blistering, chalking, cracking, peeling or fading.
e. Replacement and installation of defective materials shall be at the manufacturer’s
cost, unless otherwise agreed by the Royal Commission.
f. The minimum luminaire body warranty period shall extend beyond the quoted LED
lifetime with the expected daily operation being 12 hours (4380 hrs/yr). The
Warranty period should be a minimum of 1 year (12 yrs for 50,000 hrs) greater than
the LED manufacturers quoted LED L70 service life.
g. The LEDs shall be removable/replaceable on site by modular means without any
possible risk to maintaining luminaire photometry and without the need to
demount the fixtures for sake of future upgrading/maintenance requirements.
h. The luminaire manufacturer shall provide a full component replacement warranty
at Ta 50ºC for all LEDs, associated electronic components, circuit boards and drivers

of 6 yrs (25,000). Or if the service life is greater than 50,000 hrs then the warranty
period shall be based upon half the quoted LED/Component manufacturer’s service
life at L70 Lumen deprecation and the component manufacturers’ B figure. The B
figure shall be no more than 10% at the service life.
i. The warranty should include for full replacement of the luminaire with a new
product up to 6 yrs for component failure and 12 yrs luminaire body failure. The
replacement shall include the installation of the luminaire and the removal of the
existing luminaire.
j. The minimum length of Luminaire Life L(x) is 100,000 hours - where x is the
percentage of L70 at the declared life - the length of time it takes for the proposed
Luminaire to reach 70 % of its initial light output. This should also apply to the LED
Module and LED.
k. Failure Fraction F(x) where x is the percentage of failures at L(x) should be less than
10% based on testing of the Luminaire up to 6,000 hours.
l. The luminaire shall have a downward light output ratio (D.L.O.R.) of not less than
70 %. The Co-efficient of Utilization (CU) shall not be less' than 0.4 (road side) and
0.25 (kerb side).
C. Performance and Efficacy
1. LED Manufacturers:
a. Producing quality LED components that will perform at the high ambient
temperatures encountered in Royal commission industrial cities.
b. The RC may accept alternative LED suppliers subject to the additional information
being supplied in the form of additional information provided by a third party site
test of not less than 500 luminaires with actual real time project installation data
on LED performance of not less than 6,000 hrs in desert environments signed off
by accredited laboratory of the class described in Item 1.07.
2. LED Efficacy and Color
a. The LEDs chosen by the manufacturer shall have an off chip performance of not
less than 140lm/w. The data shall be for hot lumens and shall be derived in an
ambient temperature of 50 degrees C. This performance shall be at a drive current
of not more than 500mA.
b. The quoted lm/w shall be at a Ta of 50 degrees C.
c. All LEDs shall have a minimum color rendering index of <70Ra14.
d. The Color Rendering Index (CRI) shall be ≥70. The initial color variation and color
variation through life shall be within Step-3 or Step-4 in accordance with the
MacAdam Ellipse.
e. The LEDs shall a minimum Correlated color temperature (CCT) of 4000 °K and a
maximum of 4500 °K.
f. The LEDs shall be sourced from a bin that has a maximum of Step 5 MacAdam
ellipses.

g. The overall Luminaire optical efficacy shall be not less than 85llm/cctW ( at 50deg
C, 95% RH) De-rating the efficacy from laboratory tests at 25 degrees C or 35
degrees C is not allowed.
h. Effects of over temperature of controlgear Tc temperatures shall also be included
in the test report, temperatures above 50 degrees C shall be identified.
3. LED Life Expectancy and Lumen Depreciation
a. The LEDs shall have a minimum rated life expectancy of 50,000hrs at a Ta of
50 degrees C as defined by LM80-08 and TM-21 at a drive current of less than
700mA.
b. The LEDs shall be tested for 10,000hrs in accordance with LM 80-08 to prove that
they have a minimum lumen depreciation of 80% of initial Llm/CCT W at the end of
the rated service life. This figure is normally quoted as L80.
c. The Lumen maintenance shall be a minimum of 70% over 100,000 hours of life and
shall have 95 % survival rate at 100,000 hours.
d. All Life (L70) extrapolations must be based upon IES LM-80-08 or equivalent test
results provided by the LED source manufacturer.
e. All individual or multi LED modules comply with IEC62717 type B.
f. The luminaire shall be designed with LED modules to allow the replacement of
individual modules. The design of the module should be that the failure of one LED
does not affect the performance of the other LEDs on the module or other modules
within the luminaire.
4. LED Mortality
a. The LEDs shall have a through life random failure rate of not more than 10% over
the minimum rated life of 50,000hrs at a Ta of 50 degrees C. This figure is normally
quoted as F10.
5. LED Operational Ranges
a. The above performance criteria shall be met when the LEDs are in operation for
the ambient temperature range of -40 degrees C to +50 degrees C at 95%RH.
b. The LED chips and associated components shall be capable of being stored or
suffering no detrimental loss in performance when de-energized for the ambient
temperature range of -40 degrees C to +85 degrees C at 95%RH.
c. The luminaire manufacturer shall provide JEDEC JESD22-A108C test reports or
agreed equivalent test procedure for all the environmental testing including
temperature humidity and corrosion tests.
D. Control Gear and Drivers
1. Driver/ LED Compatibility
a. All drivers shall be dimmable utilizing the DALI protocol and have a minimum
dimming range of 10-100%.
b. All drivers shall be fully certified by DALI-AG as being fully compatible with the DALI

protocol and give full diagnostic messages and failure alarms. The drivers and any
other components shall be marked permanently with the DALI Logo.
c. The Driver shall be 1-10 V / DALI dimmable and have a minimum operating
efficiency of 90% measured in accordance to IEC 62442-3 and IEC 62386.
d. The driver shall provide multiple driver currents up to 700mA. If the additional
driver currents above 500mA are present, then these driver currents shall be
disabled or marked as being as not to be used.
e. The Driver shall be a constant current type with a range of 350 mA to 700 mA. The
output current shall have a maximum tolerance value of 5 %.
f. The Driver shall have a minimum Power Factor (PF) of λ >0,90 and Total Harmonic
Distortion (THD) ≤15% at the maximum operating load.
g. The Driver shall be protected against any abnormal operating condition such as
overload, overheat and short-circuit, and it shall withstand voltage spike and must
be designed in accordance with IEC 61547.
h. Casing part must be protected by connection to electrical earth for protection as
Class I.
i. The Driver shall be suitable for use in no-load operation.
j. The Driver shall be housed in a separate gear compartment to LED modules. The
Driver(s) compartment shall be suitable for outdoor installation and shall be
protected against sand, water in accordance with a degree of protection not less
than IP66 of IEC 60529, under normal operating conditions.
k. The rated case temperature (Tc 85 degrees C) must be higher than the measured
temperature at ISTMT and the minimum Delta T shall be 5 degrees C.
l. The acceptable current ripple value shall not exceed 10%.
m. The Driver shall have a nominal lifetime not less than 50,000 hours at an ambient
temperature (Ta = 50 degrees C) and with a failure rate ≤ 0.2 % per 1,000 hours.
n. The driver shall not cause visible flicker at 50-60Hz and shall not cause sub-visual
flicker at 100Hz or other 50 or 60Hz harmonics. The driver shall be tested to EN
6147 and report included in the submission. Flicker shall be checked at 10%, 30%,
50% and 70% of the drivers quoted dimming range.
o. The drivers shall be matched with the LED supplier’s requirements for incoming
electrical supply as provided by the local supply infrastructure with a nominal
single-phase voltage of 230V 50-60Hz.
p. All drivers are to be a constant current device utilizing solid state electronic
components with no wire wound components.
2. Driver Electrical Characteristics
a. The following electrical characteristics are the minimum accepted characteristics
for the LED driver. The Manufacturer shall complete the column with any variation
or improvement in the electrical characteristics identified.

2.3 LIGHTING MANAGEMENT SYSTEM INTERFACING
A. General/ LMS Design Status and Performance
1. The functionality of the LMS system is not fully agreed at the time of writing this
document. The parameters that have been finalized are covered by the clauses in this
section.
B. Stand-alone Mode
1. The luminaire shall be supplied by the manufacturer in a form that is both capable of
working in a stand-alone mode or in the final LMS compatible mode with minimum
modification to the luminaire.
2. The stand-alone shall be capable of being commissioned and reprogrammed by a hand
held device with suitable software supplied by the luminaire manufacturer.
3. The stand-alone mode shall include as a minimum :
a. External illuminance sensing.
b. Constant illuminance control of the LEDs.
c. Programmable time control with adjustable set back levels.
d. Report of DALI fault diagnosis and operational messages wirelessly to the hand held
device.
C. Luminaire LMS Compatibility
1. The luminaire shall be supplied fully compatible with all DALI operations or be converted
utilizing components provided by the LMS supplier to ensure full compatibility. This shall
include illuminance sensors occupancy sensors, temperature sensors etc.
2. The luminaire shall be adapted by the luminaire manufacturer to include LMS
components to allow the luminaires to be fully functional with the final chosen LMS
system via DALI. The luminaire manufacturer shall be responsible for undertaking all
testing of the luminaire with all LMS components included within or adjacent to the
luminaire (if not normally housed within the luminaire). The LMS components shall be
commissioned and be operating correctly throughout the test durations. Any failures or
faults during the test duration shall be noted within the test report provided by the
accredited test laboratory. The manufacturer shall warrant the overall luminaire including
LMS alterations and components.
D. LMS Protocols and Communications
1. The luminaire shall be capable of providing 2 way DALI communication by both mains
frequency communication or by secured radio frequency communication to the local area
control cabinet mounted within 1.5 kM of the luminaire location.
E. Manufacturers Responsibilities for LMS Functionality
1. The manufacturer shall obtain a fully warranted sign off from the LMS supplier for the
final converted luminaire stating that it is compatible with the LMS operational
parameters.

2.4 LIGHTING CALCULATIONS
A. Roadway Lighting Design
1. All lighting designs Shall be submitted in Dialux design software (Version 4.11 or later).
2. The calculation printout report shall indicate the measurements and results achieved for
the following after a maintenance factor of 0.86 has been allowed for:
a. Photometric and Colorimetric Measurements: Average Luminance (Lav), overall
uniformity (U0), Longitudinal uniformity (UI), Threshold increment (TI), Surround
Ratio (SR), spectral power distribution, intensity distribution (polar curves),
intensity table for horizontal and vertical angles, zonal lumens, glare factor,
chromaticity coordinates (x, y), color rendering index (CRI), Correlated color
temperature (CRT).
b. Electrical Measurements: test voltage, test current, efficacy, lamp wattage, power
factor.
c. Road and Luminaries installation data.
d. Lumen depreciation curves.
3. Lighting design for each procurement shall be provided free of charge.
4. Minimum uniformities shall be achieved:
a. Overall Uniformity: As per required roadway classes.
b. Longitudinal Uniformity Lmin/ Lmax : As per required roadway classes.
5. Further detailed design will generally be required during the technical evaluation to
ensure the appropriate luminaires are being provided for the road types.

PART 3 - EXECUTION
3.1 GENERAL
A. The Contractor shall provide all materials, equipment and labor as deemed necessary for
complete and proper execution of the work.
B. After the installation is complete and properly adjusted, the Contractor shall conduct operating
tests. The various equipment and systems shall be demonstrated to operate in accordance with
the requirements of the specifications. Tests shall be performed in the presence of the Royal
Commission's representative. The Contractor shall provide electric power, instruments and
personnel necessary for performing the various tests.
3.2 INSTALLATION OF EQUIPMENT
A. General
1. All installation details, write-up on handling of the equipment, instruction manuals and
latest revised drawings furnished by manufacturer shall be available at site prior to
installation of the equipment. These details shall be reviewed by Royal Commission’s
representative. The details and instructions furnished in these documents shall be
followed carefully during installation of the equipment.

2. All the facilities required for transportation of electrical equipment from store to site such
as competent manpower, crane and trucks of adequate capacities shall be supplied by
the Contractor.
3. All equipment moved to the site shall be inspected for damage or deterioration during
storage. Tag numbers and nameplates shall be verified with the details given on the
Contract Drawings.
4. Installation of outdoor lighting system shall be in accordance with the NEC,
manufacturer’s instructions and as shown on the Contract Drawings.
B. Concrete Bases for High Masts Lighting Poles
1. For excavation, mass structure backfill under bases, unclassified structure backfill around
bases, disposal of surplus and unsuitable material, refer to SECTION 31 23 00.
2. Any soft, spongy or other unstable ground at a concrete base shall be removed and
replaced with compacted mass structure backfill as specified in SECTION 31 23 00.
3. Refer to SECTION 03 41 00 for construction of concrete bases.
4. Excavated holes for concrete bases shall be formed to dimensions as required for the
concrete bases and shall be free from loose materials. When placed, the concrete shall
be well consolidated to fill all voids in the hole.
5. Embedded conduits and anchor bolts shall be secured in place firmly to prevent their
displacements when the concrete is poured.
6. Bearing surfaces on concrete bases shall be accurately leveled.
7. The exposed top surfaces of concrete base beyond pole steel base shall be slightly sloped
away and finished off smooth with outer edges eased by rounding to prevent
accumulation of liquid on top of the concrete base.
C. High Mast and Roadway Poles
1. The Contractor shall layout the high mast lighting work in conformance with the typical
details shown on the Contract Drawings/Documents and within the specified tolerances.
2. All manufacturers’ instructions shall be followed while erecting the high mast and
roadway poles.
3. The poles shall be assembled according to the instructions given below to avoid
complications in rigging of the cables:
a. The poles shall be laid on blocks, elevating them above the grounds, to prevent dirt
and other contamination from entering them. The top end of the pole shall be at
least 1.5 m above the ground to permit installation of the equipment.
b. The sections of the poles shall be placed in order of matching piece marks.
c. The sections shall be properly aligned and then forced together until the average
gap between overlapping sections is 0.75 mm or less. The telescoping shall be done
section by section starting at the base.
d. In case of high mast:

1) Installation of head frame assembly, transition assemblies, support ring,
luminaires, power cables, hoist cable and winch shall be completed as per
instructions.
2) The alignment of the support ring shall be done correctly to avoid any
problem during operation of lowering devices.
e. The pole shall be erected carefully. The joints of the pole shall be secured together
by suitable means preventing them from slipping apart.
f. The poles shall be leveled carefully by leveling nuts so that the poles do not vary
from a true plumb line by more than 20 mm in case of high mast and 5 mm in case
of roadway poles from base to tip when measured under still air conditions. The
use of shims and wedges shall not be permitted for leveling the pole.
g. In case of roadway poles, mast arms shall be positioned with an accuracy of ± 2° of
the angle required with respect to the pole vertical axis. At curves, each mast arm
shall be parallel to the arc radial line through the pole centerline, within ± 2°.
h. Luminaires shall be located vertically within accuracy of ± 20 mm above the finished
grade of the roadway. Measurement shall be along a plumb line through the
geometric centerline of the luminaire.
i. Pole position may be adjusted, as approved by the Royal Commission, to prevent
conflicts with existing and proposed utility and drainage structures.
4. Grounding of non-current-carrying parts of equipment including metal poles, luminaires,
mounting arms, brackets, metallic enclosures and accessories shall be as specified in
SECTION 26 05 26.
D. Wall Mounted Luminaires
1. All wall mounted lighting fittings shall be fixed by approved methods, at mounting heights
shown on the Contract Drawings/Documents. The wiring system for lighting circuits shall
be looped in with junction boxes as required.
2. Junction boxes shall be mounted at uniform heights and shall match other equipment and
be fixed with appropriate cover plates installed on the junction boxes.
3. All boxes concealed in walls shall have their edges flush with the surface of the wall.
3.3 TESTING AND COMMISSIONING
A. General
1. Refer to Section 26 08 00 - Commissioning of Electrical Systems for testing and
commissioning general guidelines
B. Luminaire Test and Checkouts
1. Check for damages to any of the installations including lamp holders.
2. Check the signs of damages, if any, within the luminaires due to overheating.
3. Visually check the insulation of cables, especially at the point where it enters the
luminaires and wiring inside the luminaires.

4. Test luminaire enclosures for continuity to grounding system.
5. Manually operate switches and contactor a minimum of 10 times and check for the
freedom of all moving parts.
6. Test that the operation of automatic controls for switching off of luminaires are as per
control schematics shown on the Contract Drawings.
7. Check that the initial illumination levels on working plane in various areas are in
conformance with the design.
3.4 MARKING AND IDENTIFICATION
A. General
1. Refer to Section 26 05 53 - Identification for Electrical Systems
B. Luminaire Label
1. Each luminaire shall have a barcode or a Service Tag securely attached internally within
the gear compartment identifying the luminaires reference/catalogue number, total
wattage and LED current setting and other attributes as required by the Royal
Commission. The barcode type shall be compatible with the handheld device chosen and
utilized by the Royal Commission
2. Internal label shall include, but not be limited to, the following information:
a. Name of Manufacturer / Trade Mark.
b. Country of Manufacturer / Plant Location.
c. Manufacturer's Type reference No. / Catalog number / Model number / Serial
number.
d. Line input voltage.
e. Frequency.
f. Driver type (if applicable) / Driver output current / Driver output adjustment.
g. LED Lamp type/ wattage and voltage.
h. Descriptive wiring diagram showing input terminals.

3.5 EVALUATION PERIOD
A. General
1. The client will require an evaluation period of 8 weeks from receipt of the submission to
evaluate the manufacturer’s information and samples.

2. If successful the RC will add the manufacture’s submitted luminaires to applicable product
lists for designers and contractors to utilize for their installations on RC roadway
contracts.
3. Only specific products submitted by the manufacturer obtaining sign-off will allowed to
be used on RC projects.
4. Updates/changes in design or components of products will be required to go through the
submission process. The nature of any re-testing or additional product evaluation will be
at the behest of the client. The amount of testing will be dependent upon the changes
made i.e. changes in optical performance, LED supplier, driver supplier will always require
a full re test to the specification with laboratory certification.
