EXERCISE Assessment (Assessor Copy) Example

The document outlines an exercise plan for a Ship Handling and Maneuvering assessment at the Zamboanga State College of Marine Sciences and Technology. It details the scenario of a man-overboard situation, including initial conditions, required equipment, and the assessment criteria for the Williamson turn maneuver. The plan also includes a performance checklist and guidelines for assessing student competency in handling emergency situations at sea.

Learning Outcomes given situation
11.3 Person Missing Action
Simulate a man-overboard (MOB) situation where the candidate must perform the
Scenario Description
Williamson turn to recover the person.
Initial Condition a. The exercise will take place on a Bridge simulator. The environment should be
realistic and replicate actual ship operations.
b. The scenario will simulate a person falling overboard, without prior warning. The
student will not know the exact timing of the MOB event.
c. The vessel will be traveling on a straight course at a speed of approximately 10 knots
in moderate sea conditions (e.g., calm seas with light winds).
d. Moderate weather conditions with clear visibility (e.g., no heavy rain or fog).
Conditions should be typical of an average sailing day.
e. The vessel will maintain a constant course of 270° (west) and a speed of 10 knots
prior to the MOB event.
f. The bridge team and necessary crew members will be present and aware of the
exercise. They will follow the student’s instructions as if it were a real MOB situation.
g. All navigation equipment, communication devices, and lifesaving equipment must be
checked and operational before the exercise begins.
h. The student will have access to standard communication systems (radio, intercom)
and must effectively use these for the exercise.
i. Safety protocols and emergency procedures will be reviewed with the student before
the exercise starts. Ensure that everyone understands their roles in case of an
emergency.
j. The exercise will begin with the student performing routine watchkeeping tasks. The
MOB event will be simulated by the examiner at a random time during the exercise.
k. The MOB situation will be triggered by the assessor/instructor through visual or
audible indicators to represent the person falling overboard.
l. The student should be familiar with the performance standards for the Williamson
turn and the assessment criteria used to evaluate their actions during the exercise.
m. The student should complete the Williamson turn maneuver within a reasonable
time frame, simulating real-world decision-making pressures.
n. After the simulation, a debriefing session will be conducted to review the
candidate's performance, discuss what was done well, and identify areas for
improvement.
