Subject: - Scheme for conservation and development of Indigenous Cattle and Murrah Development for the year 2025-26 (N) ‘Memo This scheme in principle stands approved by the Government in the State Revenue Budget for the year 2025-26 for which an amount of Rs. 800.00 lakh is earmarked. It is a non- staff scheme and will be implemented with the help of the existing staff. 1, Brief Background:- Haryana holds a significant place in Livestock sector of the India, Haryana is having 2.1 % bovine population of country, The annual milk production of Haryana for the year 2023-24 is 122.20 Lakh tonnes which is more than 5.11 % of the nation’s total milk ‘production and latest per capita per day availability of the milk in the State is 1105 Gms. 2, Justification of Scheme:- > This scheme is being implemented by the department in the State with the objective of conservation and development of the breeds of Indigenous cows and buffaloes. > Being the home tract of famous cow and buffalo breeds, the State is under moral, social and national obligation to undertake integrated developmerit of buffalo breed ‘Murrah and Hariana, Sahiwal & Belahi breed of cattle. The potential to enhance the productivity of Indigenous cattle through professional management and appropriate nutrition is immense, For this, it is essential to promote conservation and development of Indigenous breeds, > In spite of having quality genetic resources, the productivity of Indigenous cows in the State has not increased up-to the desired level, mainly because of indiscriminate breeding, poor management conditions and unscientific feeding practices. > Itneeds no emphasis that India possesses more than half of the buffalo population of the world with a majority of the recognised breeds. Haryana, being the home tract of the world famous Murrah buffaloes, has a prominent place on the animal husbandry and dairying map of the country. Prior to start of Integrated Murrah Development scheme, high yielding Murrah buffaloes were used to be selectively purchased by middlemen and sold to dairi¢s in metro cities. After end of lactation, on becoming dry, these buffaloes usually ended up in slaughter houses of te metro cities. In this way a highly valuable germplasm of such an important breed of buffaloes was being lost. > Murrah buffaloes are great milk producers with high fat content (6.5 - 9 %) and in addition, efficient feed converters even when fed on poor quality roughages. > Further, it is source of quality lean meat and valuable draught power. Most of the States procure their breeding stock from Haryana for up-gradation of their low producing buffalo population. The fast genetic improvement of Murrah is not only the top priority for our State but also a national concern. The top quality Murrah germplasm presently available in the State needs to be identified through performance recording for preservation and further multiplication, Therefore, to encourage the farmers to conserve and up-grade the valuable genetic resource, this Scheme is being implemented, . Long term objectives:- i. Conservation and up-gradation of valuable germplasm available in the State. ii, Increase in milk production and overall productivity. 1. Medium term objectives (5 years Horizon):~ i, Identification of top quality germplasm of breeds of Cow and buffalo and their insemination with high quality semen for sustainable genetic improvement. ii, Encouraging the farmers to rear and breed high yielding animals of genetic merit. . Description of Scheme:- ‘Murrah buffaloes meeting the bench mark of 18 kg daily peak yicld would be properly identified (with ear tags) along with their progeny, Cash incentives ranging from Rs, 20,000/- to Rs. 40,000/- would be provided to owners of these buffaloes. Hariana, Sahiwal and Belahi cows, meeting the bench mark of 8 kg, 10 kg and 5 Kg peak yield respectively would be properly identified (with ear tags) along with their progeny. The cash incentives ranging from Rs. S000/- to Rs. 25,000/- would be provided to owners of these cows. In lieu of the cash incentive provided, the owner would be under obligation (through an affidavit) not to sell his/her recorded buffalo and its male progeny at least for one year. He would be further bound to look after the male calf properly and the department will have the first right to purchase duly identified male progeny of the recorded buffaloes in 22-25 kg category and above and these young bull will be purchased at an age of 12-18 months by the Government through a committee of departmental officers. Prior to- purchase, each young bull will be checked for breed characteristics, sexually transmitted diseases and subjected to basic Andrological combination such as for size and consistency of testicles. These young bulls would be transported to the centres located at Hisar & Bhiwani and would be reared under scientific management. While being reared at these centres, these young bulls will be monitored for growth rate and tested against all the diseases of concern. They would also be subjected to regular andrological evaluation and karyotyped for cytogenetic abnormalities. In case, the farmer does not abide by the contract i.e., disposed of the identified buffalo and or its male calf, he would have to return the cash incentive received by him. The owners of the recorded buffalo would be required to breed their animals through artificial insemination. The identified animals would be insured and part of insurance premium will be borne under the prevailing insurance scheme if any, and rest will be paid by the beneficiary as per insurance scheme. If no Livestock Insurance Scheme is in operation then the beneficiary would have to arrange for the insurance of the animals on its own and the insurance premium shall be paid by the beneficiary. Cash incentive at the following rates in different slabs would be provided to the owners of the recorded Murrah Buffaloes as below: ‘Slabs of Lactation yield in Kg : (Peak Yield in Kg) Incentive Money 18 to 22 Kg. Annual Objective and Targets:- A target to identify 850 Murrah buffaloes and 1600 Indigenous cattles has been laid down by the department for the year 2025-26, however, the benefit under the scheme would not be denied to any eligible owner of Murrah buffalo / Indigenous cattle simply because of the reason of achievement of cent-percent targets. This target would not restrict milk recording of more buffaloes/ cattle, if otherwise found eligible. The department intends to implement this scheme with an outlay of Rs. 800.00 lakh (Rs. Eight Crore) in the current Annual Plan 2025-26. , 7. The expected impacts are as follows > Migration of quality germplasm will be reduced if not stopped altogether. > ‘In situ’ Murrah/ Indigenous cattle Germplasm Benk would become available from where other States and organization can meet their demand for good quality genetic material required to upgrade their stock, , 8, Brief of Achievements under the Scheme for last three years:- SrNo Breed 2022-23 2023-24 2024-25 1 Murrah Buffalo 1012 1125 782. 2 Hariana + Sahiwal + Belahi Cow 1826 2011 1799 3 Total 2838 3136 2581 9. Process of submission of online application by the applicant: - Any eligible owner having true to breed Murrah buffalo / Indigenous Cattle (Hariana, Sahiwal, Belahi) and desirous of participating under the scheme would have to apply online on the SARAL Portal: http://saralharyana.gov.in. The PPP ID is must for applying on Saral Portal. The applicants may submit application themselves on the portal or through Common Service Centres, Antodaya Kendra, Atal Sewa Kendra, e-disha Centres ete.The applicants shall also be required to upload following documents during submission of their online applications: - i Aadhar Card Copy of PAN Card Copy of Bank Pass Book / Copy of Cancelled Bank Cheque iv. Tag No. of Animal ‘ 10. Eligibitity conditions for an Applican’ © The applicant must be a resident of Haryana of having age more than 18 years. * Any group/firm/ organization would not be permitted to apply under the Scheme, as the Scheme being an individual beneficiary oriented. « A Cow or Buffalo eligible to be recorded must be between 05 to 90 days of date of its Calving as on date of application. © A maximum of 4 animals (in any combination of numbers of Cow/Buffalo) could be recorded under one Family ID for each financial year under the Scheme for conservation and development of Indigenous Cattle and Mureh Development. However, the recordings of more than 4 animals of an applicant may be carried out for collecting the data of the top quality Murrah Buffaloes / Indigenous Cattle, but incentive money would be provided only for 4 animals (in highest slabs) of that applicant in a particular year, * The beneficiary of recorded buffalo under Scheme for conservation and development of Indigenous Cattle and Murrah Development, will submit an affidaviv undertaking as per scheme that he/she will take care of male buffalo progeny and will not sell it tll one year. The Department shall have the first right to purchase this buffalo male calf of the dam recorded under Scheme for conservation and development of Indigenous Cattle and Murrah Development in category of 22 Kg-25 Kg and above, will be purchased through Departmental Committee as mentioned below: - 1. Representative of Director General, Animal Husbandry & Daiyring 2. Representative of HLDB 3. Concemed Deputy Director, Animal Husbandry & Daiyring 4, Concemed SDO, Animal Husbandry & Daiyring 5. Concerned Veterinary Surgeon 6. Concerned BLEO/ VLDA (The committee will also decide the rate for the purchase of male buffalo calf of the above mentioned category, as per the guidelines of RGM and NDDB.) “Cow or Buffalo once recorded could be further recorded 2 more times (total 3 timés) under Scheme for conservation and development of Indigenous Cattle and Murrah Development in its complete life span. Note:- In case‘an applicant lives at a place other than where the animals are kept or intended 10 be kept, than the jurisdiction area will be the place where animals are kept (Within state of Haryana only). * The last date for applying under Scheme for conservation and development of us Indigenous Cattle and Murrah Development would be 15" March at the fag-end of financial year. Procedure after submission of online application by an Applicant:- ‘© Once the applicant has applied online on SARAL portal the application would stand submitted to Sub Divisional Officer (Animal Husbandry) of the concemed Sub Division who would examine the application and if found not in order the same would be rejected. However, if application is found in order then the Sub Divisional Officer (Animal Husbandry) would accept the application online and the print-outs of the same would be taken along with enclosures. ’ ‘Within three working days of acceptance of online application of the applicant, Sub Divisional Officer (Animal Husbandry) would intimate and ask concerned Veterinary Surgeon, I/C Government Veterinary Hospital for verification of the breed of buffalo (Murrah) / Indigenous cattle (Hariana, Sahiwal, Belahi) of the applicant in the format annexed at Annexure-} “After receipt of which the Veterinary Surgeon would report to Sub Divisional Officer (Animal Husbandry) within three working days in the format annexed as Annexure-II. ‘© After receipt of breed verification report from Veterinary Surgeon; the Sub Divisional Officer (Animal Husbandry) would intimate the Deputy Director of concerned district and request for fixing dates of Milking (through Saral Portal Only). The Date of Milking for applications received from 1-15 of any month may be provided in 16-30 of the same month and for applications ieceived from 16-30 of any month maybe provided in 1-15 of the next month or as per local circumstances by keeping in view the RTS time limit, © Thereafter Deputy Director of concemed district would write to Committee and the applicants for recording milk intimating date and venue of Milk Recording in the format annexed as Annexure-IIT. “> The scheme is under Right to service Act, 2014 with a time limit of 30 days. 12. Ficld performance recording for production performance:- © Identification of bull mothers and their categorization according to production otential is the preferred strategy under our conditions where record keeping by farmers is * totally missing, The present practice of recording the peak milk production at a Public Institution (in full public view) following a prior notice of one/two weeks by the following committee would continue, ‘The committee for recording peak milk yield of the buffaloes would be as follows- i, Deputy Director, Animal Husbandry or his/her representative not below the rank of Sub Divisional Officer (AH) Semen Bank Officer / any Veterinary Surgeon deputed by Deputy Director Area Veterinary Surgeon Concemed BLEO or area VLDA v. Representative of Village Panchayat- Sarpanch or Ward Member or ‘Nambardar Only the animals possessing true breed characteristics will be allowed to participate in the performance recordings will be ensured by the committee. Milk production shall be recorded for four consecutive timings (Morning and Evening) and ‘an average of the last three milking would be counted for calculation of the peak yield ‘in the format annexed as Annexure-IV. The first recording would be treated as “Emptying/Stripping milk yield”, If the buffalo/cow of an applicant qualifies for any of the slabs of milk yield then the applicant would have to submit a Self-Declaration to the Committee in the format annexed as Annexure-V undertaking for not selling the recoded buflalo/cow and its progeny for at-least one year. ° After the milk recording by the committee, monthly recordings of milk yield + would continue by Veterinary Livestock Development Assistant of concerned Government Veterinary institution. ‘°° "The records will be pooled and complied at the levels of sub division, district and headquarters and all data will be computerized. . The concerned Veterinary Surgeon will upload the data of all the animals recorded under the scheme on Bharat Pashudhan App. 13. Verification of Recorded Cow/ Buffalo after four months of Peak Milk Recording before releasing Incentive money:- After four months of peak yield recording by the Committee the recorded cow/Buffalo would be physically verified by the Deputy Director/Sub-Divisional Officer/Veterinary Surgeon/BLEO/VLDA (Any three) of concemed Area jurisdiction and Verification Certificate would be submitted to Deputy Director of the district in the format annexed as Annexure-VI. After receipt of the Verification Certificate the Deputy Director of the district would release incentive money in the bank account of the beneficiary. * ‘The incentive money for Murrah Buffaloes/ Indigenous Cows recorded under + this Scheme shall also be payable after four months of date of recording subject to verification of animals as above. 14, Provision of Publicity and Extension under the Scheme:- * Block Level Extension Officer (B.L.E.O.) shall be responsible for wider publicity of the Scheme in the concerned block. The B.L.E.O, shall identify and encourage the owners of quality Murrah buffaloes / indigenous cows for applying under the Scheme and also assisting them in online application submission on SARAL portal. * Veterinary Surgeon and Veterinary Livestock Development Assistant of the area will also be responsible for publicity of the Scheme in areas under their jurisdiction, The livestock owners would be provided information and encouraged during various Health Care Camps, Kisan Gosthis etc. ‘© Publicity and Extension Branch at Headquarter would be responsible for wider publicity and extension of the Scheme through printing of pamphlets, booklets and through other extension materials, For CM Budget Announcement No.- 62 dated 07.03.2022 for Year “To include a component of Embryo Transfer Technology (ETT) — Livestock farmers would be encouraged 10 adopt ETT for Indigenous Cattle and would be provided incentive of Rs. 10000.00 for indigenous cattle calves born out of ETT” ‘To implement this Budget Announcement Rs. 100.00 Lakh would be utilized from total out lay of Rs. 800,00 Lakh under this Scheme, The complete detailed scheme will be circulated after submission of project by Lala Lajpat Rai University of Veterinary and Animal Sciences (LUVAS), Hisar and approval from competent authority, 16. Cash flow Requirement as per Roll out Plan:- ‘The incentive money shall be provided on the basis of peak milk yield recorded. Subsequently, cumulative monthly milk recordings will also be taken into account for more accurate assessment of the lactation yield. In lieu of the cash incentive provided, the owner would be under obligation not to sell the recorded buffalo/ indigenous cows and its male progeny at least for one year, The beneficiary would be further bound to look after the male calf properly and the Department will have the first right to purchase it (in the category of 22-25 ke and above). In case, the beneficiary does not abide by the contract i.e. disposes of the identified buffalo/cow and/or its male calf, he would not be eligible for further participation in scheme. ‘The owners of the recorded buffaloes/cow would be required to breed their animals through artificial insemination through semen / sex sorted semen supplied by government to propagate high genetic pool. Any pending committed liability created in this scheme during previous year will also be met from the scheme during this year. In the light of the aforementioned proposal, Government is requested to accord approval of the scheme for Rs. 800.00 lakh (Rupees Eight Crore only) for the F-Y. 2025-26 with administrative-cum-financial sanction of 25 percent of total budget amount for the 1st quarter to implement this scheme. The expenditure involved shall be debited to the budget grant on following head:- 2403 - Animal Husbandry 102 - Indigenous Cattle & Buffalo Development (66) Scheme for Conservation and Development of Indigenous cattle and Murrah Development 2025-26 (N) Director General, Animal Husbandry & Dairying, Haryana, Panchkula will be the overall controlling and Drawing & Disbursing Officer for the scheme. Besides this, the Deputy Director, Intensive Cattle Development Project, Ambala, Karnal, Kurukshetra, Bhiwani, Sirsa, Jind, Gurugram and Deputy Director, Animal Husbandry & Dairying, Charkhi Dadri, Fatehabad, Faridabad, Hisar, Jhajjar, Kaithal, Namaul, Panchkula, Palwal, Panipat, Rewari, Yamunanagar, Rohtak, Sonepat and Nuh will be the Drawing & Disbursing Officers of the scheme.
