This pertains to the Urgent Advisory dated December 21, 2024 regarding the above
mentioned subject.
The DILG Secretary was invited by the Senate of the Philippines through a letter
dated December 4, 2024, from Senator Maria Lourdes Nancy S. Binay, Chairperson
of the Committee on Electoral Reforms and People’s Participation. The invitation
was to attend the Senate Inquiry scheduled on December 16, 2024, regarding
Proposed Senate Resolution No. 1228.The resolution is entitled:
“Resolution Directing the Proper Senate Committee to Conduct an Inquiry, in
Aid of Legislation, on the Indiscriminate Issuance of Barangay Certifications,
for the Purpose of Voter Registration or Transfer of Registration, Which
Undermines the Integrity of the Electoral Process and Circumvents Election
Further, The Commission on Elections (COMELEC) reported to the Senate
Committee the results of investigations involving some Punong Barangays who
issued or sold Barangay Certifications as proof of residency. This irregular practice
led to an influx of flying or multiple registrants in certain areas, undermining the
electoral process.
In response, the Senate Committee, directed the Department through the National
Barangay Operations Office (NBOO), to remind all barangays to comply with the
following directives:

1. Stop Irregular Practices:
○ All Punong Barangays/Barangay Officials shall cease irregular
issuance of Barangay Certifications/Certificates of Residency for
purposes of voter registration and transfer of registration.
○ Administrative and criminal charges may result from such irregularities.
2. Ensure Proper Issuance and Accounting:
○ Issuing of Barangay Certifications is the responsibility of the Punong
Barangay.
○ Always require official receipts for fees charged and ensure financial
transactions are properly recorded.
○ Financial records must be transparent, accessible to government
agencies and the public, and posted on the Barangay Full Disclosure
Policy Board under “Itemized Monthly Collection and
Disbursement.”
3. Maintain Records for Free Certifications:
○ Barangays shall use logbooks, journals, or ledgers for certifications
issued free of charge, recording requester details (name, address, and
years of residency).
4. Verify Residency Before Issuance:
○ Ensure that barangay certificate should bear/indicate the
legitimate/truthful purpose or reason for the issuance of the same and
to retain copy of the proof of residence as presented by requester/
resident (e.g. government ID or proof of billing or other MOV)
5. Submit Reports for 2024:
○ All barangays are required to submit reports on the number of
Barangay Certifications issued for purposes of voters registration
and/transfer of registration from January to December 2024.
6. Monthly Reporting for 2025:
○ Starting in CY 2025, all barangays are required to submit monthly
reports (on or before the 15th of the following month) on the
issuance of Barangay Certifications/Certificates of Residency.
7. Update RBIs:
○ Ensure the updating of the Barangay Registry of Barangay Inhabitants
(RBIs) and record the total number of inhabitants and submit it to the
respective DILG Field Officers.
Attached herewith is the monitoring format for the issuance of Barangay
Certifications for CY 2024. All barangays are directed to submit the required
details as indicated in the attached document to their Municipal Local Government
Operations Officers (MLGOOs) no later than January 10, 2025.
The MLGOOs shall then submit the consolidated data through the Bulletin Board
System (BBS) entitled: Submission of Relevant Data related to the Issuance of
Barangay Certification.
