Question 2 (25 marks)
Read the case study below and answer the question that follows.
AstraZeneca Case
Under intense pressure during the global pandemic, AstraZeneca met the global need for
Covid-19 vaccines by leveraging PMI standards. AstraZeneca partnered with the University
of Oxford to address the vaccine problem; this work included managing clinical trials while
simultaneously ramping up manufacturing capacity. As customers were mainly governments
seeking to immunize their populations, each government brought its own regulatory
requirements and compliance framework challenges.
At the outset, AstraZeneca’s initial focus was on establishing the necessary collaborations,
defining objectives and setting the groundwork for large-scale vaccine production, while also
addressing key risks. Careful planning ensured that clinical trials could proceed swiftly, with
detailed strategies for scaling manufacturing and securing global regulatory approvals.
Execution became a major focus as AstraZeneca ramped up production alongside clinical
trials. This included not only managing trial data but also setting up the internal government
contracting organisation to streamline negotiations and distribution logistics with
governments across the world. Continuous adjustments were made based on trial outcomes,
regulatory changes and the evolving nature of the pandemic.

AstraZeneca Case
AstraZeneca’s team established an internal project management infrastructure to address
these challenges, including the rapid setup of the R&D division’s first PMO office, which
provided oversight and ensured that all project elements—from clinical results to
manufacturing output—were closely monitored and controlled. Throughout the process,
they adapted their strategies in response to ongoing data and stakeholder feedback.
By July 2021, AstraZeneca had successfully delivered 1 billion doses to 170 countries, having
navigated the complexities of a global, multi-faceted project in record time, with key lessons
learned informing future initiatives.

Using the AstraZeneca case study as an example, describe how the team may have experienced
each of these stages throughout the vaccine development project. For each stage, explain the
typical activities or challenges faced by team members and provide specific examples from the
AstraZeneca project to illustrate how the team navigated these phases to meet their project
goals.
Question 3 (25 marks)
3.1 Using the AstraZeneca case study, develop a Work Breakdown Structure (WBS) for the
Covid-19 vaccine development project. The WBS should include three levels of detail,
breaking down the project into its key deliverables and sub-deliverables. (15)

In a project to develop a new pharmaceutical product, the Planned Value (PV) for the
work scheduled to be completed by a certain date is R500,000. However, the Earned
Value (EV) for the work actually completed by the same date is R450,000.
Calculate the Schedule Performance Index (SPI) and explain what this value indicates
about the project's schedule performance. (5)

In the same project, the Earned Value (EV) for the work completed is R450,000, but
the Actual Cost (AC) incurred to complete this work is R480,000.
Calculate the Cost Performance Index (CPI) and explain what this value indicates about
