AM happy to write this foreword in commendation of this
1 realistic study of the tariff, and especially the Hawley-Smoot
Tariff in the post-war period. T h e r e are specific points in this
study with which I might find myself in a certain amount of dis-
agreement, but the attitude as a whole seems to me to be decidedly
healthy.
W e have in M r . Jones an educated and well trained American
who, as a result of the fellowship abroad, finds it possible to hold
up to us a mirror so that we can see ourselves as others see us.
No one can read this book without being struck with the mutual
insanity of the different nations of the world with respect to in-
ternational trade. Whether she likes it or not, the United States
must make certain decisions as to international policy and this
book is a real contribution toward enabling the people of this
country to make such a decision intelligently.

 AUTHOR'S PREFACE
HIS book was originated as a study of foreign tariff retalia-
tion against the United States growing out of the Tariff A c t
of 1930. As the study progressed it became evident that the reper-
cussions of the H a w l e y - S m o o t A c t were far wider and far more
profound than appeared in the more obvious cases of foreign
tariff retaliation; it was found, indeed, that this Act, together
with the widespread retaliation and discrimination to which it
gave rise, had largely contributed to a serious undermining of
m a n y of the established principles and practices of the commer-
cial policies of the m a j o r i t y of the nations of the world and to the
substitution of new, or the revival of old principles and practices.
T h e s e developments, in turn, necessitated a practical reconsid-
eration of the principles of American commercial policy and of
their adequacy to cope with a changed world situation. T h i s being
the natural order of events, I had no alternative, once embarked
upon a study of the repercussions of the H a w l e y - S m o o t T a r i f f ,
save to follow it, not only in the general orientation of this book,
but in the construction of the chapters themselves.

T h i s study largely owes its existence to the faculty and officers

of the University of Pennsylvania, and to the Penfield F u n d ad-
ministered b y them. W i t h o u t the Penfield T r a v e l l i n g Fellowship
which enabled me for t w o years to devote m y full time to re-
search abroad, the study could not have been made. Further,
the faculty of the D e p a r t m e n t of Political Science, and particu-
larly Dr. H a r r y T . Collings and D r . James T . Y o u n g , w h o were
most closely associated with this w o r k , consistently have offered
me invaluable encouragement, assistance, and criticism. T o the
faculty and officers of the University of Pennsylvania, therefore,
I render homage and gratitude.
