1.1 It is recognized d1at d1e effectiveness of nondestructive testing ( NDT) applications depends upon me capabilities
of d1e personnel who are responsible for, and perfonn, NDT.111is Recommended Pracctce has been prepared
10 establish guidelines for the qualification and certification of NDT personnel whose specific jobs require
appropria1e knowledge of d1e cechnical principles underlying tl1e nondesO'Uctive ceslS mey perfom1, wimess,
monitor, or evaluace.
1.2 This docwnent provides guidelines for lhe establishmenl of a qu,~i6cation and certification progrnm.

in recognizing the essential factors IQ be considered in qualifying personnel engaged in any of me NOT me1hods
listed in Section 3.0.
1.1 It is recognized d1at these guidelines may not be appropriate for ce1tain employer's circumstances and/or
applications. In developing a written pwctice as required in Se(.'tion 5.0, lhe employer should review lhe detailed
recommendations presented herein and modify tl1em, as necessary, to meet particular needs. Such modification
may aher but shall not eliminate basic provisions of the program such a~ training, experience, 1esting, and
recertification. Supporting technical rationale for modification of de1ailed recommendations should be provided
in an Am1ex to the written practice.
2.0 Deflnltlons

2.1.15 Nondestructive Testing (NOT): the developmenc and application of technical med1ocls to examine
materials or components in ways d1at do 1101 impair future usefulness and serviceabilicy in order co detect,
locate, measure, and evaluate Oaurs; to assess integrity, properties, and composition; and to measure
geometrical cl1aracte1istics.
2. 1.16 Outside Agency: a company or individual \\110 provides NOT Level Ill services and \\11ose qualifications

2. I.I7 Personalized Instructioru ,nay consisl of blended classroom, supervised labora1ory, and/or hybrid
online compe1ency-based course delivery. Modular comen1 is covered d1rough online presentations,
in the classroom, and/or in small groups. Personalized instruction also enables students to achieve
competency using so-ategies d1a1 align with their l01owledge, skiUs, and lean1ing scyles.
2.l.l8 Predictive Maintenance (Pclh<I): evaluates d1e condition of equipment (typically in service) by
perfo1ming periodic or continuous (0111ine) equipment condition monitoring. Condition monitoring
evaluates leading perfonnance indicators of specified machinery, components, and assen1blies (including
structures in whole and in part such as buildings and bridges, etc.), detectable via the applied method.
PdM uses principles of statistical process cono-ol 10 assess d1e condition by focusing on leading indicators
tha1 n,ay signify deterioration in performance or potential equipment, s1n1c1ural, or material failure. The
ultimate goal of PdM is co perfo1m maintenance based upon the condition such that the maintenar1ce
activity is cost-effective and before the equipment loses optimmn perfonnance or fails.
2. 1.19 Qualification: demonsoa1ed skJII, demonscra1ed knowledge, documented training. and documented
expeiience required for personnel to properly perfo1m the duties of a specific job.
2.1.20 Recommended Practice: a set of guidelines co assist d1e employer in developing uniform procedures for
the qualification and certification of NOT personnel 10 satisfy the employer's specific requiremenlS.
2.1.21 S1andardization, Instrument: the adjuso-nent of an NOT insn,nnent using an appropiiate reference
standard, to obtain 01· establish a known and repwducible response. (TI1is is usually done prior to
perfo,m ing any NOT but can be canied out anytime there is concern about the performance of NOT or

6.1 It is recognized d1at expanded training programs at educational institutions and colleges may include additional
hands-on application and lab hours in applicable methods and/or techniques beyond the required minimum
training hours. Those additional hours may be considered toward the required expeiience hours as approved
by d1e NOT Level Ill and documented within the e1nplo)<erS \\ainen practice. Additionally, the maximum credit
for these hours should no1 exceed 25% of the required experience hours. A minimum of 75% of1he required
e.,perience hours shall be gained in d1e field.
8.0 Examinations
8.1 Administration and Grading
8. I. I All qualification examination questions shall be approved by the NOT Level 111 responsible for d1e
applicable method and documenced.
8.1.2 An NOT Level ID shottld be responsible for d1e administration and grading of examinations specified
in paragraphs 8.3 dirough 8.8 for NOT Level I, II, or oilier Level Ill personnel. ·nie administration
and grading of examinations may be delegated 10 a qualified representative of1he NOT Level Ill and
documented. Training shottld be provided to the individual administering d1e ex.-uninations. This training
and qualification shall be documented. A qualified representative of d1e employer may perfomi me acmal
administration and grading ofNOT level mexaminations specified in ))(tr"6'Taph 8.7.
8.1.2.1 To be designated as a qualified representative of the NOTLevel ID for the adrninistration
and grading ofNOT Level I, Level II, and Level Ill personnel qualification examinations,
the designee should have documented, appropriate instruction by the NOT Le\<el Ill in the
proper achninistration and grading of qualification exanlinations prior to conducting and
grading independenc qualification examinactons for NOT personnel. Additionally, die Practical
examination should be administered by a person certified in the applicable NOT method as
NOT Level II or Ill. Tiie NOT Le\'el II Practical examination specified in paragraph 8.5 shall be
administered I)), a qualified NOT Level Ill.
8.J.3 Ali NOT Level I, II, and ID written examinations should be closed-book except that necessary data, such
as graphs, cables, specifications, procedu1-es, codes, ecc., may be provided wid1 or in me exanlination.
Questions utili,Jng such reference materials should require an understanding of the inlo1mation rather
than 1nerely locating d1e appropriate answer.
8.1.4 For NOT Level I and II personnel, a composite grade should be decennined by simple averaging of the
results of d,e General, Specific, and Practical examinations described in the follo"ong sections. For NOT
Level ID personnel, me composite grade shottld be determined by siniple averaging of me results of d1e
Basic, Method, Specific, and Practical (if applicable) e.xamlnations described in d1e following sections.
8.J.5 Examinations administered by the employer for qualification should result in a passing composite grade
of at lease 80%, widi no individual wriccen examination having a passing grade less man 70%. Tiie Practical
examination should ha,,e a passing grade of at least 80%.
8.J.6 vVhen an examination is achninistered and graded for the employer by an outside agen~-y and the outside

8.2 Vision Examinations
8.2.1 Near-Vision Acuity. '11ie exainination shottld ensure namral or corrected (no phannacological
agents) near-distance acuity in a1 least one eye such 1haL the applicant is C-Jpable of reading a minimum
of Jaeger No. 2 or equivalent cype and size letter at die distance designated on die chan but not less man
12 in. (30.5 cm) on a standard Jaeger test chan. The ability co perceive an Ortho-Rater minimum of8 or

8.5.4.2 Evaluation. The NOT Level I should ev-dluate the results to the degree of responsibility as
desciibed in the employer's wrinen practice. TI1e candidate shottld detect all discontinuities and
conditions specified and documented by die NOT Level Ill. The wrinen practice should address
the acceptable detection rate as well as the maximum number of false calls acceptable.
8.5.4.3 Grading. A d1ecldist containing at least 10 different d1eckpoints requiting an understanding of
test variables and die employer's procedural requirements shottld be included in diis Practical
examim,tion. \Vhile it is no1111al to S<.'Ore the Practical on a percentile basis {80% required), the
Practical exrunination d1ecldist shottld also contain a single d 1eckpoint or mttltiple cllcckpoints
that failure 10 successfully complete will result in failure of the examination. This requirement
shottld be cleady marked on the checkpoint(s ).
8.5.5 NOT Level U Practical E.xa1nination
8.5.5.1 Specimens. Proficient,•should be demonstrated in sele<-"ting and perfo1ming the applicable NOT
technique within the method ruid intetpreting and e,,aJuating d1e resttlts on one or more flawed
specimens as appropriate for die mediod ruid approved and documented by die NOT Level Ill
(Grading Key).
8.5.5.2 evaluation. 111e cruididate shottld detect all discontinuities ru1d conditions specified ruid
documented by the NOT Level 111. The written practice should address die acceptable detection
rate as well as the maximum number of false ,-aHs acceptable.
8.5.5.3 Grading. A d1ecldist containing at lease IOdifferent d 1eclqXlints requiting rui understanding of
NOT variables and the emplO)<er's procedural requirements should be included in this Practical
examination. \Vhile it is nom1al to score the Practical on a percentile basis {80% required), the
practical exmnination d1ecldist should also contain a single checkpoint or mttltiple checlqXlints
that failure to successfully complete will result in failure of die examination. This requirement
should be cleady mru·ked on the checkpoint(s).

d1is assessment crumot be accomplished, an employer-adn1inistered Practical e.xa,nination should be
completed.
8.5.7 An example of a Practical exa1nination checklist is attached as Appendix A to mis Recomn1ended Practice.
The example cliecldisc has been provided as guidance on the development of practical examinations for
any method and level.
8.6 NOT/ PdM Level Ill Exa1ninations
8.6.1 Basic Examinations
8.6.1.1 NDT Basic Examination (does not need to be retaken to add anod1er test med1od as long as the
candidate holds a currem NOT Level Ill ce1tificate or certification). '!he minimum nmnber of
questions that should be given is as follows:
8.6.1.1.1 Fifteen (15) questions relating to understanding the SNf-TC.lAdoctunent,
8.6.I. 1.2 1\venty {20) questions relating to applicable materials, fabrication, and product
technology, and
8.6. I. 1.3 Twenty (20) questions that are similar to published NDT Level II questions for other
appropriate NOT med1ods.
8.6.1.2 PdM Basic Examination (does not need to be retaken to add another test method as long as
die cruididate holds a current La,el IJI certificate or certification.). llie 1ninimmn nmnber of
questions that should be given is as follows:
8.6.1.2.1 Fifteen (15) questions relating to understanding the SNT-TC-IA doctu11ent,
8.6.1.2.21\venty (20) questions relating to applicable machinery technology, problems, ruid
corrective actions, and
8.6.1.2.3 Thirty (30) questions d1at are silnilar to published NOT Level D questions for od1er
appropriate PdM and reliability mediods.
8.6.2 Method Examination (for eacll method).
8.6.2.1 TI1iI ty (30) questions relating to ftmdamentals ru1d principles mat are similar to published ASNf
NOT Level Ill questions for each memod,
8.6.2.2 Fifteen (15) questions relating to application and establishment of techniques and procedures
d1at are similar to the published ASNT NOT Level Ill questions for each med1od, ruid
9.0 Certification
9.1 Certification of NOT personnel 10 all levels of qualification is the responsibility of the employer
9.2 Certification of NOT personnel should be based on demonstration of satisfacto1y qualification in accordm1ce with
Sections 6.0, 7.0, ru1d 8.0, as desoibed in the employer's wri11en practice.
9.3 At 1he option of 1he employer, an ouiside agency may be engaged 10 provide NOT Level Ill se,vices. In such
instances, the 1-esponsibility of certification of the employees shall be retained by the employet
9.4 Personnel certification records should be maintained on file by d1e employer for the duration specified in d1e
employer's written prnctice and should include die foUowi.ng:
9.4.1 Nan1e of certified individual.
9.4.2 Level of certification, NOT method and/or technique, as applicable, and limitations (if an1•), as applicable.
9.4.3 Educational background and ex-perience ofcertified individuals.
9.4.4 Statement indicating satisfactory completion of training in accordance wid1 the employer's wrinen
practice.
9.4.5 Resu.hs of the vision examinations preS<.Tibed in paragraph 8.2 for the current certi.fication period.
9.4.6 Current examination copy(ies) or evidence of successfi.d completion of exantinations.
9.4.7 Compositegmde(s) or sui1able evidence of grades.
9.4.8 Signan,re of the NOT Level III d1at verified qualifications of cru1didate for certification.
9.4.9 Daces of certification and/or recertification.
I L O Interrupted Service
11.1 The employer's written practice should include mies covering the types and dw11tion of interrupted service that
requires reexa1nination and recertification.
11.2 The wriuen practice should specify d,e requirements for reexamination and/or recertification for the intenupted
service.
12.0 Recertification
12.1 All levels of NOT personnel shall be recertified periodically in accordance with one of the follO\\ing cri1e1ia:
12.1.1 Evidence of continuingsatisfacto,y technical perfomiance.
12.1.2 Examination in diose portions of die examinations in Section 8.0 deemed necessary by die employer's
NOT Level III.
12.2 The reconimended maximum recertification inte1val is five (5) years from the date d1e Certifying Autho1icy signs
die certification record for all certification levels. Certifications expire on die last day of dle mondi of e.xpiration.
13.0 Termination
13.1 1he employer's certification shall be deemed rewked when employmem is temlinated.
13.2 An NOT Levell, Level II, or Level HI whose certification has been terminated may be ce11ified to d1e fonner
NOT level by a new employer based on examination, as described in Section 8.0, provided all of the following
conditions are met to !he new employer's satisfaction:
13.2.J The employee has proof of prior certification.
13.2.2 TI1e employee was working in !he capacily to which certified wid1in six (6) mondis of te1mination.
13.2.3 The employee is being recertified within six (6) months of termination.
13.2.4 Prior to being examined for certification, employees not meeting the above requirements shot~d =-eive
additional u-aining as deemed appropriate by !he NOT Level Ill.
14.0 Reinstatement
14.1 An NOT Level I, Level U, or Level ID whose certification has been terminated may be reinstated to the former
NDT level wid1out a new examination, provided all of d1e following conditions are met:
14.1. I TI1e employer has maintained d1e personnel certification records required in paragraph 9.4.
14.J.2 The employee's certification d id not expire during termination.
14.1.3 TI1e employee is being reinstated within six (6) months of tennination.
