FOREWORD
Th is Re<..-ommended Practice establishes the general framework fo r a qualification and ce1tification program. In addition, the
document provides the educational, expe1ience, and training reco1nmendations for the different test methods.

TI1is Recomn1ended Practice is not intended to be used as a snict specification. It is recognized, however, that contracts require
programs, \\11ich meet d1e intent of d1is document. For such contracts, purchaser and supplier must agree upon acceptability of
an employer's program.

·111e verb "should" has been used d1roughouc d1is document to emphasize die recommendation presenced herein. It is the
employer's responsibility 10 address specific needs and 10 modify these guidelines as appropriate in a wriuen practice. In the
employer's wrinen practice, the verb "shall" is to be used in place of "should" to emphasize dle employer's needs.

LO Scope
1.1 It is recognized d1at d1e effectiveness of nondestructive testing ( NDT) applications depends upon me capabilities
of d1e personnel who are responsible for, and perfonn, NDT.111is Recommended Pracctce has been prepared
10 establish guidelines for the qualification and certification of NDT personnel whose specific jobs require
appropria1e knowledge of d1e cechnical principles underlying tl1e nondesO'Uctive ceslS mey perfom1, wimess,
monitor, or evaluace.
1.2 This docwnent provides guidelines for lhe establishmenl of a qu,~i6cation and certification progrnm.
1.3 111ese guidelines have been developed by '01e Ame1ican Socieiy for Nondesouctive Testing Inc. co aid employers
in recognizing the essential factors IQ be considered in qualifying personnel engaged in any of me NOT me1hods
listed in Section 3.0.
1.1 It is recognized d1at these guidelines may not be appropriate for ce1tain employer's circumstances and/or
applications. In developing a written pwctice as required in Se(.'tion 5.0, lhe employer should review lhe detailed
recommendations presented herein and modify tl1em, as necessary, to meet particular needs. Such modification
may aher but shall not eliminate basic provisions of the program such a~ training, experience, 1esting, and
recertification. Supporting technical rationale for modification of de1ailed recommendations should be provided
in an Am1ex to the written practice.

2.0 Deflnltlons
2.1 Teims included in chis document are defined as follows:

2.J.10 Experience: wori< activities accomplished in a specific NOT me1hod under 1he direction of qualified
supervision including the pe1fom1ance of the NOT med1od and related activities buc not including time
spenc in organi1£d o-aining programs.
2.J.11 False Call: when an ac~-eptable indication or unOawed grJding unit is identified as being a defe<-t or a
flawed grading unit
2.1.12 Grading Unit a qualification specimen can be divided inco sections called grading units, which do 1101
have co be of equal length or be equally spaced. Grading unitS are unflawed or Oawed, and the percen1age
of Oawcd/unfiawed grading units required should be approved by d1e NOT Level Ill.
2. I. 13 limited Certification: nondestructive test me1hods may be further subdivided in10 limited disciplines or
techniques to meet specific employers' needs; d1ese are NOT Level TI certifications, but co a limited scope.
2.1.14 Method: one of lhe disciplines of NOT; for example, ulo-asonic testing, within which various 1est
techniques may exist.
2.1.15 Nondestructive Testing (NOT): the developmenc and application of technical med1ocls to examine
materials or components in ways d1at do 1101 impair future usefulness and serviceabilicy in order co detect,
locate, measure, and evaluate Oaurs; to assess integrity, properties, and composition; and to measure
geometrical cl1aracte1istics.
2. 1.16 Outside Agency: a company or individual \\110 provides NOT Level Ill services and \\11ose qualifications
co provide 1hese services have been reviewed by 1he employer engaging the company or individual.
2. I.I7 Personalized Instructioru ,nay consisl of blended classroom, supervised labora1ory, and/or hybrid
online compe1ency-based course delivery. Modular comen1 is covered d1rough online presentations,
in the classroom, and/or in small groups. Personalized instruction also enables students to achieve
competency using so-ategies d1a1 align with their l01owledge, skiUs, and lean1ing scyles.
2.l.l8 Predictive Maintenance (Pclh<I): evaluates d1e condition of equipment (typically in service) by
perfo1ming periodic or continuous (0111ine) equipment condition monitoring. Condition monitoring
evaluates leading perfonnance indicators of specified machinery, components, and assen1blies (including
structures in whole and in part such as buildings and bridges, etc.), detectable via the applied method.
PdM uses principles of statistical process cono-ol 10 assess d1e condition by focusing on leading indicators
tha1 n,ay signify deterioration in performance or potential equipment, s1n1c1ural, or material failure. The
ultimate goal of PdM is co perfo1m maintenance based upon the condition such that the maintenar1ce
activity is cost-effective and before the equipment loses optimmn perfonnance or fails.
2. 1.19 Qualification: demonsoa1ed skJII, demonscra1ed knowledge, documented training. and documented
expeiience required for personnel to properly perfo1m the duties of a specific job.
2.1.20 Recommended Practice: a set of guidelines co assist d1e employer in developing uniform procedures for
the qualification and certification of NOT personnel 10 satisfy the employer's specific requiremenlS.
2.1.21 S1andardization, Instrument: the adjuso-nent of an NOT insn,nnent using an appropiiate reference
standard, to obtain 01· establish a known and repwducible response. (TI1is is usually done prior to
perfo,m ing any NOT but can be canied out anytime there is concern about the performance of NOT or
insmm1enc response.) (See also Calibration, Instrument}
2.1.22 Technique: a category within an NOT med1od; for example, ulo-asonic d1ickness tesong,

3.0 Nondestructive Testing Me1hods

4.0 Le,<els of Qualification
4.1 1here are three basic levels of qualification. The employer may subdi,,jde these levels for situations where
additional levels are deemed necessary for specific skills and responsibilities.
4.2 \'Jhile in the process of being initially trained, qualified, and certified, an indi,adual should be considered
a o-ainee. A n•ainee shottld work widi a certified individual. The O'ainee shottld not independently conduc~
interpre~ evaluate, or report die results of any NOT.
4.3 The recommended technical kno\\iedge and skill sets for the three basic levels of qualification are as follows:
<1.3.1 NOT Level I. An NOT Level I individual shottld have sufficiem technical knowledge and skills 10 be
qualified to properly perform specific srandardi111tions, specific ND·1; and specific evaluations for
acceptance or rejection de1e111linations according to written instructions and to record resttlts. The ND1
Level I should recei\,e die necessary insm,ction and supervision from a certified NOT Level II or Ill
individual.
1.3.2 NOT Level II. An NOT Level II indi\adual shottld have sufficie111 technical kno\\iedge and skills 10 be
qualified 10 set up and standardize equipme111 and to illlerpret and evaluate resttl!S ""di respect to
applicable codes, standards, and specifications. The NOT Level U should be thoroughly familiar ,vith the
scope and limitations of the mediods for which qualified and shottld exercise assigned responsibility for
on-die-job o-aining and guidance ofo-ainees and NOT Level I personnel. The NOT Level II shottld be able
to organize and report the results ofNOT tests.
<1.3.3 NOT Level Ill An NOT Level m individual should have sufficie111 tedinical knowledge and skills 10 be
capable of developing. qualil)1ng. and approving procedures; establishing and approving techniques;
interpreting codes, standards, speciJications, and procedures; and designating the particular NOT
methods, techniques, and procedures 10 be used. ·nie NOT Le\-el Ill should be responsible for the NOT
operations ror which qualified and assigned and should be capable orinterpreting and evaluating resullS
i.n te1ms of existing ~-odes, srdndards, and specifications. The NOT Level III should have sufficient practical
background in applicable materials, fab1ication, and product technology to establish tediniques and to
assist in esrablishing acceptance cri1eria when none are otherwise available. The NOT Level mshould
have general fruniliarity with other approp1ime NOT mediods, as demonsn·ated by an ASNT Level fll
Basic examination or odier means. The NOT Level III, in the mediods in "1lich cenified, should ha,,e
sufficient 1echnkal knowledge and skills to be capable or training and examining NOT Level I, JI, and III
personnel for cenification in those mediods.

5.0 \\fritten Practice


5.1 The employer shall establish a wrinen practice for the control and administration ofNDT personnel training.
examination, and certification.
5.2 The employer's written practice should describe die responsibility of each le\<el of certification for determining
the acceptability or materials or components in accordance with the applicable codes, srandards, specifications,
ru1d procedures.
5.3 The employer's written practice should describe the training. experience. and examination requiremenlS for each
level of certification by method and technique, as applicable.
5.4 TI1e employer's written practice should identify the test techniques tvithin each test method applicable 10 ilS
scope of operations.
5.5 The employer's written practice shall be reviewed and approved by the employer's NOT Level UL
5.6 TI1e employer's written practice shall be maintained on file.

6.0 F.ducation, Training, and Experience RequiremenlS for Initial Qualificallon


6.1 Candidates for certification in NOT should have sufficient education, !raining. and experience 10 ensure
qualification in those NOT mediods in which they are being considered for certification. Oocrnnentation of prior
certification may be used by an employer as evidence of qualification for comparable levels of certification.
6.2 Documented O'aining,md/or expe1iencegainecl in positions and activities comparable 10 those or Levels I, 11,
ruid/or Ill prior 10 establislunem of the employer's wriuen practice ma)' be considered in satisfying die criteria of
paragraph 6.3.

6.1 It is recognized d1at expanded training programs at educational institutions and colleges may include additional
hands-on application and lab hours in applicable methods and/or techniques beyond the required minimum
training hours. Those additional hours may be considered toward the required expeiience hours as approved
by d1e NOT Level Ill and documented within the e1nplo)<erS \\ainen practice. Additionally, the maximum credit
for these hours should no1 exceed 25% of the required experience hours. A minimum of 75% of1he required
e.,perience hours shall be gained in d1e field.

7.O Training Progrruns


7.1 Personnel being considered for initial certification should complete sufficient organized training. The organized
training may include ins111.1ctor-led training, personalized ins111.1ction, virtual insrructor-led training, computer-
based training. or web-based training. Computer-based training and web-based training shottld track hours
and content of training widi student examinations in accordance with paragraph 7.2. The sufficiently organized
u-aining shall be sucl1 as to ensure the smdent is d1oroughly fruniliar wid1 the principles ru1d practices of d1e
specified NOT mediod related to d1e level of certification desired, and applicable to the processes to be used
and the products to be 1es1ed. All trJining programs should be approved by the NOT Level m responsible for 1he
applicable med1od.
7.2 The trainingprogramshould include suftlcient examinations to ensure understanding of die necessary
information.

8.0 Examinations
8.1 Administration and Grading

8.1.2.1 To be designated as a qualified representative of the NOTLevel ID for the adrninistration
and grading ofNOT Level I, Level II, and Level Ill personnel qualification examinations,
the designee should have documented, appropriate instruction by the NOT Le\<el Ill in the
proper achninistration and grading of qualification exanlinations prior to conducting and
grading independenc qualification examinactons for NOT personnel. Additionally, die Practical
examination should be administered by a person certified in the applicable NOT method as
NOT Level II or Ill. Tiie NOT Le\'el II Practical examination specified in paragraph 8.5 shall be

8.J.3 Ali NOT Level I, II, and ID written examinations should be closed-book except that necessary data, such

8.2.1 Near-Vision Acuity. '11ie exainination shottld ensure namral or corrected (no phannacological
agents) near-distance acuity in a1 least one eye such 1haL the applicant is C-Jpable of reading a minimum
of Jaeger No. 2 or equivalent cype and size letter at die distance designated on die chan but not less man

8.4.J The Specific examination should address the equipmen~ operating procedures, and NDT techniques that
d1e individual may encoumer during specific assignments described by me employer's wrinen practice
and me applicable elements of the outline in ANSI/ASNT CP-105.
8.4.2 The Specificexa1nination should also cover me procedures, specifications or codes, and acceptance
criteria used in d1e NOT conducted by d1e employer.
8.4.3 The minimum number of questions that should be given is shown in Table 8.3.3.
8.4.4 A valid ACCP. ASNT NDT, or ASl'IT 9712 Level II certificate may be accepted as fulfilling me Specific
examination criteria for each applicable med1od if d1e NDT Level III has detem1ined d1a1 d1e ASNT
examinations meet me requirements of the employer's written practice. This acceptance should be
documented. If mis assessment cannot be accomplished, an employer-administered Specific examination
should be completed.
8.5 Practical (for NOT Level I and II)
8.5.1 The candidate shotdd demonstrate familiarity wid1 and ability to operate d1e necessruy NOT eqttipmen~
record, and anali,,e me resultant infom,ation 10 the degree required.
8.5.2 At least one Hawed specimen or component should be tested, Md the results of me NDT analyzed by me
candidate.
8.5.2.1 Phased Array UltraSOnic Testing and Time of Flight Diffraction Practical Examination. Flawed
samples used for practical examinations should be representative of d1e components alld/or
configurations that d1e candidates would be testing under mis technique ru1d approved by d1e
NDTLevel m.
8.5.2.2 Film lnte1precation Limited Certification. The Practical exrunination shotdd consist of review
and grading of a sufficient number of radiographs tO demonstrate satisfactory performance to
the satisfaction of me NDT Level m.The number or radiographs should be addressed in me
employer's wrtnen practice.
8.5.3 The description or the specimen, the NDT procedure, including checkpoinrs, and me results of me
examination should be documented.
8.5.4 NOT Level I Practical Examination
8.5.4.1 Specimens. Proficienty should be demonstr.Jted in performing the applic-.ible NOT technique on
one or more flawed specimens as appropriate for d1e memod alld approved and documented by
die NOT Level III (Grading Key).

8.5.4.2 Evaluation. The NOT Level I should ev-dluate the results to the degree of responsibility as
desciibed in the employer's wrinen practice. TI1e candidate shottld detect all discontinuities and
conditions specified and documented by die NOT Level Ill. The wrinen practice should address
the acceptable detection rate as well as the maximum number of false calls acceptable.
8.5.4.3 Grading. A d1ecldist containing at least 10 different d1eckpoints requiting an understanding of
test variables and die employer's procedural requirements shottld be included in diis Practical
examim,tion. \Vhile it is no1111al to S<.'Ore the Practical on a percentile basis {80% required), the
Practical exrunination d1ecldist shottld also contain a single d 1eckpoint or mttltiple cllcckpoints
that failure 10 successfully complete will result in failure of the examination. This requirement
shottld be cleady marked on the checkpoint(s ).
8.5.5 NOT Level U Practical E.xa1nination
8.5.5.1 Specimens. Proficient,•should be demonstrated in sele<-"ting and perfo1ming the applicable NOT
technique within the method ruid intetpreting and e,,aJuating d1e resttlts on one or more flawed
specimens as appropriate for die mediod ruid approved and documented by die NOT Level Ill
(Grading Key).
8.5.5.2 evaluation. 111e cruididate shottld detect all discontinuities ru1d conditions specified ruid
documented by the NOT Level 111. The written practice should address die acceptable detection

8.5.6 A valid ACCP or ASNT 9712 Level II certificate may be accepted as fttlfilling die Practical examination
oiteria for each applicable method if the NOT Level m has dete1m ined that the ASNT examinations
meet d1e requirements of the employer's wrinen practice. This acceptru1ce should be documented. If
d1is assessment crumot be accomplished, an employer-adn1inistered Practical e.xa,nination should be

8.5.7 An example of a Practical exa1nination checklist is attached as Appendix A to mis Recomn1ended Practice.

8.6 NOT/ PdM Level Ill Exa1ninations
8.6.1 Basic Examinations

shOldd be documented. If this assessment cannot be accomplished, an employer-adntinlstered
Specific examination should be completed.
8.6.4 Pracrical Examination (for each method).
8.6.4.l 1he candidate should prepare an NDT procedure appropriate to the employer's needs; howevet
if documenced experience demonstrates that the candidate has previously prepared acceptable
NDT procedures in the method using the specifications, oodes, and standards that are applicable
to d1at employer, a w1i11en Practical exrunination (for example, preparation of a procedure) is not
required. If e:1.-perience is substituted for d1e wrinen Practical examination, d1e employer should
document the pertinent practical experience of1he NOT Level m candidate.
8.6.4.2 If the NOT Level III will be required 10 perfonn NOT or evaluate NOT resulrs, d1e Practical
examination should include d1e same demonstrations of die candidate's ability to perfonn
the required acrivi1y(ies) as required in paragraph 8.5 .5. For NOT Level Ill personnel certified
under d1e employer's cun·ent wrinen practice, d1is requirement should be met p1io1· co d1e next
recertification date, in d1e applicable med1od.
8.6.4.3 If the NOT Level UJ needs to meet the recommendations in paragraph 8.6.4.2, a v,did ACCP or
ASNf 9712 Level Ill certificate may be accepted as fulfiJiing the practical examination criteria in
paragraph 8.5.5 for each applicable method if the NOT Level Ill has determined that the ASNT
exantinations meet the requi1-ements of d1e employer's writcen practice. 11tis acceptance shottld
be documenced. If d1is assessment cannot be accomplished, an employer-ad111inistered Practical
examination should be completed.
8.6.5 A valid endorsement on an ASNT NOT. ACCP Professional, or ASNT 9712 Level Ill cettificate fi.dfills the
examination criteria described in paragraphs 8.6. t and 8.6.2 for each applicable NOT method. A valid
ACCP Professional or ASNT97J2 Level m cenificme also fulfills the examination criteria described in
paragraph 8.5.5.
8.7 Reexamination
8.7.1 TI1ose failing to anain the required grades should wait at least thiny(30) days or receive suitable
additional o•aining as detc1mined by the NDT Level Ill befo1-e reexrunination.

9.0 Certification
9.1 Certification of NOT personnel 10 all levels of qualification is the responsibility of the employer
9.2 Certification of NOT personnel should be based on demonstration of satisfacto1y qualification in accordm1ce with
Sections 6.0, 7.0, ru1d 8.0, as desoibed in the employer's wri11en practice.

9.5 Dates of certification and expiration.
9.5. 1 The date of certificacion should be a dace afcer which the employer's requirements for education, training.
~perience, and examinations have been met for each method and/or technique, as specified in the
employer's ,mnen practice.

9.6 Certification certificaces and wallec cards. The follo\\1ng recommendations are considered best practice and
should be followed:
9.6.1 The legal name of the employer should be clearly identified followed by the documenc number and
revision/edition number of the wriccen practice.
9.6.2 The certi6cate should indicate "SITT-TC-IA" followed by the four-digic year of the applicable edition of
SNT-TC-IA thac d1e written practice was developed to follow.
9.6.3 Full legal name of the certified individual in the ISO basic Latin alphabet. Additional characters may also
be used where custorna1y to acco,nmodate local languages.
9.6.4 Level of cenification, NOT mediod and/or cechnique, as applicable, and limitations (if any).
9.6.5 Limitations of certification aud1orization should be clearly defined, when appropriate for the employe~
which may include resaictions on product fonns, industry sectors, codes, standards, and exrunination
procedures.
9.6.6 The full printed legal name and signarure ofbodi the designated NOT Level Il l thac verified the
qualifications of d1e candidace for certification and d1e designated Certifying Aud1oricy \\11en d1e Level Ill
and Certifying Audioricy are identified as separate positions in the employer's wriuen practice.
9.6.6.J If applicable, the ASNT-issued Level Ill identifit-ation number, when either or both of the signers
holdASNTLe\<el mcertifications.
9.6.7 The certificate or wallet card should be folly compleced at die time ofsigning by die designated NDT
Level ID and/or Certifying Auth01icy so that no fill-in-the-blank data remains to be completed by others.
9.6.7.1 ~Vhen changes or alterations to certificaces or wallet cru-ds are needed, d1e issuing of a ne\v card
or cercificate is required.

10.2 Periodically, as defined in the employer's written practice, NOT Level I and II personnel shottld be reevaluated by
die NOT Level Ill administering a Practical examination. 11ie Practical examination shmtld follow the format and
guidelines desc,ribed in par.igmph 8.5.
10.2.1 If the NOT Level Ill needs to meet die recommendations in paragraph 8.6.'l.2, the requirements in
para&>raph I 0.2 should be met.

I L O Interrupted Service
11.1 The employer's written practice should include mies covering the types and dw11tion of interrupted service that
requires reexa1nination and recertification.
11.2 The wriuen practice should specify d,e requirements for reexamination and/or recertification for the intenupted
service.

12.0 Recertification
12.1 All levels of NOT personnel shall be recertified periodically in accordance with one of the follO\\ing cri1e1ia:
12.1.1 Evidence of continuingsatisfacto,y technical perfomiance.
12.1.2 Examination in diose portions of die examinations in Section 8.0 deemed necessary by die employer's
NOT Level III.
12.2 The reconimended maximum recertification inte1val is five (5) years from the date d1e Certifying Autho1icy signs
die certification record for all certification levels. Certifications expire on die last day of dle mondi of e.xpiration.

13.0 Termination
13.1 1he employer's certification shall be deemed rewked when employmem is temlinated.
13.2 An NOT Levell, Level II, or Level HI whose certification has been terminated may be ce11ified to d1e fonner
NOT level by a new employer based on examination, as described in Section 8.0, provided all of the following
conditions are met to !he new employer's satisfaction:
13.2.J The employee has proof of prior certification.
13.2.2 TI1e employee was working in !he capacily to which certified wid1in six (6) mondis of te1mination.
13.2.3 The employee is being recertified within six (6) months of termination.
13.2.4 Prior to being examined for certification, employees not meeting the above requirements shot~d =-eive
additional u-aining as deemed appropriate by !he NOT Level Ill.

14.0 Reinstatement
14.1 An NOT Level I, Level U, or Level ID whose certification has been terminated may be reinstated to the former
NDT level wid1out a new examination, provided all of d1e following conditions are met:
14.1. I TI1e employer has maintained d1e personnel certification records required in paragraph 9.4.
14.J.2 The employee's certification d id not expire during termination.
14.1.3 TI1e employee is being reinstated within six (6) months of tennination.
