FOREWORD

The Livestock and Poultry Quarterly Bulletin presents the estimates on the volume of
production, inventory, and average farmgate price for livestock and poultry
commodities, namely, carabao, cattle, goat, swine, dairy, chicken, chicken egg, duck,
and duck egg for January to March 2025. These commodities are highlighted in the
reports on the Value and Volume of Production in Philippine Agriculture and Fisheries
that the Philippine Statistics Authority (PSA) releases quarterly.

The data in this report are the results of the Livestock and Poultry Survey: Household
(LPS: H) and Livestock and Poultry Survey: Establishment (LPS: E), formerly known
as Backyard Livestock and Poultry Survey (BLPS) and Commercial Livestock and
Poultry Survey (CLPS), which are conducted quarterly by the PSA nationwide.
Administrative reports from Philippine Carabao Center and National Dairy Authority
supplement the LPS: H and LPS: E results for dairy.

HIGHLIGHTS

Carabao

The volume of carabao production from January to March 2025 was recorded at
28.52 thousand metric tons, liveweight. This indicates an annual decline of 0.2 percent
from the 28.58 thousand metric tons, liveweight output in the same period of 2024.
This level of production was a drop from the 1.0 percent increase observed in the
same quarter in 2024. (Figure 1 and Table 1)

Eastern Visayas was the top producer of carabao with 2.93 thousand metric tons,
liveweight or 10.3 percent share to the total carabao production during the period.
Completing the top five regions with the highest volume of carabao production at
liveweight in the first quarter of 2025 were the following:
a. Negros Island Region (NIR), 2.67 thousand metric tons;
b. Northern Mindanao, 2.39 thousand metric tons;
c. Zamboanga Peninsula, 2.14 thousand metric tons; and
d. Cagayan Valley, 2.00 thousand metric tons.
These regions accounted for 42.5 percent of the country's total carabao production
during the quarter.
Relative to their outputs in the first quarter of 2024, five regions posted decreases in
their production during the period. In terms of level, Central Visayas recorded the
highest decrease of 0.41 thousand metric tons, from 1.62 thousand metric tons in the
first quarter of 2024 to 1.21 thousand metric tons in the same quarter of 2025.

As of 31 March 2025, the total carabao inventory was estimated at 2.64 million heads.
This indicates a decline of 2.3 percent from its previous year’s same period count of
2.70 million heads. About 99.3 percent of the country’s carabao population came from
smallhold farms, while the remaining 0.5 percent and 0.1 percent were from
semi commercial and commercial farms, respectively. (Figure 2 and Table 2)

Bicol Region recorded the highest carabao population with 328.34 thousand heads as
of 31 March 2025. This was followed by Central Luzon and Cagayan Valley with
corresponding inventories of 246.47 thousand heads and 205.43 thousand heads.
These three regions shared 29.5 percent to the country’s total carabao population
during the period. (Figure 3 and Table 2)

The average farmgate price of carabao for slaughter was quoted at


PhP 179.91 per kilogram, liveweight during the quarter. This reflects an increase of
10.2 percent from the previous year’s same period average farmgate price of
PhP 163.19 per kilogram, liveweight. (Figure 4 and Table 3)

In the first quarter of 2025, the highest average farmgate price was observed in
January at PhP 180.46 per kilogram, liveweight, while the lowest average farmgate
price was recorded in February at PhP 178.95 per kilogram, liveweight. (Table 3)

Cattle

The volume of cattle production from January to March 2025 was estimated at
54.79 thousand metric tons, liveweight. This indicates a faster annual increment of
1.3 percent from the same quarter of the previous year's level of
54.06 thousand metric tons, liveweight. This level of production showed continuous
improvement from the 0.3 percent annual increase in the same quarter in 2024.

Northern Mindanao was the top producer of cattle with 11.65 thousand metric tons,
liveweight or 21.3 percent share to the total cattle production during the reference
quarter. Completing the top five regions with the highest volume of cattle production
at liveweight during the quarter were the following:

a. Ilocos Region, 5.68 thousand metric tons;


b. CALABARZON, 4.61 thousand metric tons;
c. SOCCSKSARGEN, 3.94 thousand metric tons; and
d. NIR, 3.38 thousand metric tons.

These regions accounted for 53.4 percent of the country's total cattle production in the
first quarter of 2025.

In comparison to their levels in the first quarter of 2024, nine regions posted
increments in their production during the quarter. In terms of level, Ilocos Region
posted the highest increase of 0.94 thousand metric tons, from
4.74 thousand metric tons in the first quarter of 2024 to 5.68 thousand metric tons in
the same quarter of 2025. (Table 4)

As of 31 March 2025, the total cattle inventory reached 2.55 million heads. This
indicates a decline of 2.2 percent from the previous year’s same period count of
2.61 million heads. About 84.4 percent of the country’s cattle population during the
period came from smallhold farms, while the remaining 13.2 percent and 2.4 percent
were from semi-commercial farms and commercial farms, respectively.

Ilocos Region recorded the highest cattle population with 269.29 thousand heads. This
was followed by Central Visayas and Bangsamoro Autonomous Region in Muslim
Mindanao (BARMM) with corresponding inventories of 267.97 thousand heads and
233.56 thousand heads. These three regions shared 30.2 percent to the country’s total
cattle population as of 31 March 2025. (Figure 7 and Table 5)

The average farmgate price of cattle for slaughter was quoted at


PhP 195.08 per kilogram, liveweight during the quarter. This indicates an increase of
10.3 percent from the previous year’s same quarter average farmgate price of
PhP 176.79 per kilogram, liveweight. (Figure 8 and Table 6)

In the first quarter of 2025, the highest average farmgate price was noted in March at
PhP 199.36 per kilogram, liveweight, while the lowest average farmgate price was
observed in February at PhP 190.93 per kilogram, liveweight. (Table 6)

Goat

The volume of goat production from January to March 2025 was registered at
14.49 thousand metric tons, liveweight. This indicates an annual growth rate of
1.2 percent from the 14.32 thousand metric tons, liveweight output in the same period
of 2024. (Figure 9 and Table 7)

Ilocos Region was the top producer of goat with 1.62 thousand metric tons, liveweight
or 11.1 percent share to the total goat production during the quarter. Completing the
top five regions with the highest volume of goat production at liveweight in the
first quarter of 2025 were the following:

a. Northern Mindanao, 1.55 thousand metric tons;


b. Davao Region, 1.51 thousand metric tons;
c. BARMM, 1.35 thousand metric tons; and
d. NIR, 1.33 thousand metric tons.

These regions accounted for 50.8 percent of the country's total goat production during
the quarter.

Relative to their outputs in the same quarter of 2024, nine regions registered
increments in their production during the reference quarter. In terms of level,
CALABARZON registered the highest increase of 0.19 thousand metric tons, from
1.00 thousand metric tons in the first quarter of 2024 to 1.18 thousand metric tons this
first quarter of 2025. (Table 7)

As of 31 March 2025, the total goat inventory was estimated at 3.76 million heads.
This reflects a decrease of 3.4 percent from its previous year’s same period count of
3.90 million heads. Around 99.4 percent of the country’s goat population came from

The volume of hog production from January to March 2025 was noted at
403.79 thousand metric tons, liveweight. This indicates an annual decline of
3.7 percent from the 419.37 thousand metric tons, liveweight output in the same period
of 2024. The hog production is a slower decline from the 4.3 percent decrease

Northern Mindanao was the top producer of hog with


57.99 thousand metric tons, liveweight or 14.4 percent share to the
total hog production during the period. Completing the top five regions with the highest
volume of hog production at liveweight during the quarter were the following:

a. CALABARZON, 57.36 thousand metric tons;


b. Central Luzon, 50.66 thousand metric tons;
c. Central Visayas, 40.86 thousand metric tons; and
d. Davao Region, 31.72 thousand metric tons.

These regions accounted for 59.1 percent of the country's total hog production during
the quarter.

Relative to their outputs in the same quarter of 2024, 11 regions registered decrements
in their production during the quarter. In terms of level, CALABARZON recorded the
highest decrease of 6.14 thousand metric tons, from 63.50 thousand metric tons in the
first quarter of 2024 to 57.36 thousand metric tons in the same quarter of 2025.

As of 31 March 2025, the country's total swine inventory was noted at


8.84 million heads. This was 11.3 percent lower from its previous year’s same period
count of 9.96 million heads. About 71.1 percent of the country’s swine population came
from smallhold farms, while the remaining 26.1 percent and 2.8 percent were from
commercial and semi-commercial farms, respectively. (Figure 14 and Table 11)

During the quarter, CALABARZON was the top producer of dairy with
2.42 thousand metric tons or 25.2 percent share to the total dairy production.
Completing the top five regions with the highest volume of dairy production in the
first quarter of 2025 were the following:

a. Northern Mindanao, 1.67 thousand metric tons;


b. Central Luzon, 1.65 thousand metric tons;
c. Western Visayas, 1.43 thousand metric tons; and
d. Central Visayas, 0.77 thousand metric tons.

These regions accounted for 82.8 percent of the country's total dairy production during
the quarter.

Relative to their outputs in the same quarter of 2024, seven regions registered
increases in their production during the quarter. In terms of level, Northern Mindanao
registered the highest increase of 0.77 thousand metric tons, from
0.89 thousand metric tons in the first quarter of 2024 to 1.67 thousand metric tons in
the same quarter of 2025. (Table 13)

As of 31 March 2025, the total count of dairy animals was estimated at


157.93 thousand heads. This indicates an increment of 9.2 percent from the
previous year’s same period count of 144.65 thousand heads. Of the total
dairy animals inventory as of 31 March 2025, the dairy carabao accounted for
52.5 percent. This was followed by dairy goat with 25.2 percent share and
dairy cattle with 22.3 percent share. (Figure 18 and Table 14)

PhP 92.49 per liter, which was the highest farmgate price among the dairy animals.
This was followed by dairy carabao at PhP 82.75 per liter, while the lowest average
farmgate price was noted in dairy cattle at PhP 47.64 per liter. (Table 15)

The volume of total chicken production from January to March 2025 was recorded at
550.50 thousand metric tons, liveweight. This indicates a faster annual increase of
8.7 percent from the 506.28 thousand metric tons, liveweight output in the same period
of 2024. Chicken production exhibited positive growth rates of 3.3 percent, 7.7 percent,
and 8.7 percent from 2023 to 2025. (Figure 21 and Table 16)

Central Luzon was the top producer of chicken with 187.92 thousand metric tons,
liveweight or 34.1 percent share to the total chicken production during the
reference quarter. Completing the top five regions with the highest volume of
chicken production at liveweight in the first quarter of 2025 were the following:

a. CALABARZON, 104.91 thousand metric tons;


b. Northern Mindanao, 46.57 thousand metric tons;
c. Central Visayas, 27.70 thousand metric tons; and
d. SOCCSKSARGEN, 24.52 thousand metric tons.

These regions accounted for 71.1 percent of the country's total chicken production
during the quarter.

Relative to their outputs in the same quarter of 2024, 14 regions reported increases in
their production during the reference quarter. In terms of level, Central Luzon recorded
the highest growth of 17.00 thousand metric tons, from 170.92 thousand metric tons
in the first quarter of 2024 to 187.92 thousand metric tons in the same quarter of 2025.

Of the total chicken production, broiler chicken accounted for 86.1 percent. This was
followed by native/improved chicken with 12.0 percent share, culled layer chicken with
1.5 percent share, and gamefowl (for breeding) with 0.4 percent share.

Central Luzon recorded the highest production of broiler chicken and


culled layer chicken with 178.52 thousand metric tons, liveweight and
3.34 thousand metric tons, liveweight, respectively. Meanwhile, Northern Mindanao
had the highest native/improved chicken production with
14.93 thousand metric tons, liveweight and CALABARZON had the highest culling of
gamefowl for breeding with 0.44 thousand metric tons, liveweight. (Table 17)

As of 31 March 2025, the total chicken inventory reached 218.81 million birds. This
was 0.9 percent higher from its previous year’s same period count of
216.90 million birds. Broiler and layer chicken stocks both registered expansions of
1.4 percent and 6.7 percent, respectively. Meanwhile, the populations of
native/improved chicken and gamefowl for breeding declined by 2.3 percent and

As of 31 March 2025, the country's total chicken laying flock was estimated at
72.54 million birds. This represents an increment of 2.4 percent from the
inventory level of 70.87 million birds in the same period of the previous year. The
layer chicken laying flock inventory expanded by 3.0 percent. Meanwhile, the
native/improved chicken and broiler breeder laying flock inventories recorded a
decrease of 2.7 percent and 20.1 percent, respectively.

Of the total laying flock, layer chicken shared 60.6 percent. This was followed by
native/improved chicken with 31.2 percent, broiler breeder with 5.4 percent share, and

Central Luzon was the top producer of duck with 1.42 thousand metric tons, liveweight,
or 22.0 percent share to the total duck production during the quarter. Completing the
top five regions with the highest volume of duck production at liveweight in the
first quarter of 2025 were the following:

a. SOCCSKSARGEN, 1.04 thousand metric tons;


b. Cagayan Valley, 0.68 thousand metric tons;
c. BARMM, 0.66 thousand metric tons; and
d. Western Visayas, 0.64 thousand metric tons.

These regions accounted for 68.9 percent of the country's total duck production during
the quarter.

Relative to their levels in the same quarter of 2024, 12 regions reported increases in
their duck production during the quarter. In terms of level, Western Visayas recorded
the highest increase of 0.11 thousand metric tons, from 0.53 thousand metric tons in
the first quarter of 2024 to 0.64 thousand metric tons in the same quarter of 2025.

As of 31 March 2025, the total duck inventory was recorded at 14.13 million birds. This
was 2.1 percent lower than the previous year’s same period level of 14.43 million birds.
About 75.3 percent of the country’s duck population came from smallhold farms, while
the remaining 22.7 percent and 2.0 percent were from semi-commercial and
commercial farms, respectively. (Figure 32 and Table 25)

Central Luzon recorded the highest duck population of 4.60 million birds as of
31 March 2025. This was followed by SOCCSKSARGEN and Cagayan Valley with
corresponding duck population of 1.64 million birds and 1.41 million birds. These
three regions accounted for 54.1 percent of the country’s total duck population during

The average farmgate price of duck for meat in the first quarter of 2025 was quoted at
PhP 194.68 per kilogram, liveweight. This indicates an increase of 12.1 percent from
the previous year’s same quarter average farmgate price of
PhP 173.59 per kilogram, liveweight. (Figure 34 and Table 26)

In the first quarter of 2025, the highest average farmgate price was recorded in March
at PhP 200.24 per kilogram, liveweight, while the lowest average farmgate price was
quoted in January at PhP 190.05 per kilogram, liveweight. (Table 26)

The volume of duck egg production from January to March 2025 was noted at
12.50 thousand metric tons. This indicates a slower annual decline of 2.2 percent from
the 12.79 thousand metric tons output in the same period of 2024.

Across regions, Central Luzon was the top producer of duck egg with
6.87 thousand metric tons, or 54.9 percent share to the total duck egg production
during the quarter. Completing the top five regions with the highest volume of
duck egg production in the first quarter of 2025 were the following:

a. Northern Mindanao, 0.84 thousand metric tons;


b. NIR, 0.71 thousand metric tons;
c. SOCCSKSARGEN, 0.66 thousand metric tons; and
d. Western Visayas, 0.57 thousand metric tons.

These regions accounted for 77.1 percent of the country's total duck egg production
during the quarter.

Compared with their outputs in the first quarter of 2024, 10 regions recorded decreases
in their duck egg production during the period. In terms of level, Central Luzon
recorded the highest decline of 0.44 thousand metric tons, from
7.31 thousand metric tons in the first quarter of 2024 to 6.87 thousand metric tons in
the same quarter of 2025. (Table 27)

As of 31 March 2025, the total duck laying flock inventory was estimated at
8.11 million birds. This was 3.1 percent lower than the previous year’s same period
count of 8.36 million birds. (Table 28)

Central Luzon recorded the highest duck laying flock population with 3.57 million birds
as of 31 March 2025. This was followed by Bicol Region and SOCCSKSARGEN with
corresponding inventories of 0.64 million birds and 0.63 million birds. These
three regions accounted for 59.7 percent of the country’s total duck laying flock
population during the period. (Figure 36 and Table 28)

TECHNICAL NOTES

I. Introduction

The Livestock and Poultry Quarterly Bulletin presents the industry situation in terms of
volume of production, inventory by classification, and monthly average farmgate
prices. It serves as a ready reference for the various clients and stakeholders of the
Philippine Statistics Authority (PSA).

The data for this report were collected by PSA through the two surveys, namely,
Livestock and Poultry Survey: Household (LPS: H) and the Livestock and Poultry
Survey: Establishment (LPS: E). The title of surveys were modified from Backyard
Livestock and Poultry Survey (BLPS) and Commercial Livestock and Poultry Survey
(CLPS) to LPS: H and LPS: E, following the approval of PSA Board Resolution No. 16,
series of 2024, identified as Annex BR 16-20241115, titled Approving and Adopting the
Updated List of Designated Statistical Activities on 15 November 2024. This
modification is implemented starting First Quarter of 2025. Both surveys are conducted
quarterly in all provinces, including National Capital Region (NCR). Moreover, the
commodities covered in the surveys include: cattle, carabao, swine, goat, chicken,
chicken egg, duck, duck egg, and other animals raised/tended by households and
establishments.

The LPS: H aims to generate estimates on the supply and disposition of livestock and
poultry commodities at the household level. In the first quarter of 2025, the number of
sample households covered was 22,918 from the 1,164 selected sample barangays
nationwide. On the other hand, the LPS: E seeks to generate estimates on the supply
and disposition of livestock and poultry commodities from sample establishments.
There were 98 sample establishments for carabao; 282 sample establishments for
cattle; 203 sample establishments for goat; 699 sample establishments for swine;
85 sample establishments for dairy; 818 sample establishments for layer chicken;
957 sample establishments for broiler chicken; 145 sample establishments for
native/improved chicken sample establishments; 206 sample establishments for
gamefowl, and 168 sample establishments for duck covered in the first quarter of
2025.

For dairy estimates, the data were sourced from the administrative records of the
National Dairy Authority (NDA) and Philippine Carabao Center (PCC). The data on
volume of production for dairy cattle and dairy goat were sourced from the
administrative records of NDA, while data for dairy carabao was obtained from the
PCC-assisted dairy cooperatives. These are supplemented by data generated from
the LPS: H and LPS: E.

II. Data Collection

A. Livestock and Poultry Survey: Household

1. Data collection procedure

The field data collection for the first quarter of 2025 was conducted from
01 to 08 April 2025. The data collection was undertaken by hired

Statistical Researchers (SRs) through face-to-face interview with qualified


respondents of the sample households using Computer-Assisted Personal
Interviewing (CAPI) method of data collection. Prior to data collection, training
of selected personnel from Field Offices, including SRs, was conducted to
ensure uniform understanding of concepts and proper implementation of survey
procedures. Field and manual editing of the accomplished questionnaires were
done to ensure completeness, consistency, and reasonableness of the
information gathered.

2. Survey Questionnaire

The LPS: H Questionnaire is a 31-page form composed of 17 blocks that aims


to gather information on the basic characteristics and operations of
the household.

The data items included in the survey are as follows:

d. Supply indicator (number of births, received/acquired)
e. Slaughtered/Dressed in the household

B. Livestock and Poultry Survey: Establishment

1. Data collection procedure

The schedule of field data collection for the first quarter of 2025 was during the
last 10 days of March 2025. The data collection was undertaken by hired SRs
through face-to-face interview with qualified respondents of the establishments
using CAPI method of data collection. Prior to data collection, training of Field
Office personnel, including SRs, was conducted to ensure that the procedures
and concepts of the survey are understood and properly implemented. Field
and manual editing of the accomplished questionnaires were done to ensure
completeness, consistency, and reasonableness of the information gathered.

2. Survey Questionnaire

The LPS: E Survey Questionnaire aims to gather necessary information on


supply and disposition of animals tended/raised in commercial establishments.

C. Compilation of Administrative-based Data on Milk Production and


Farm Prices from PCC and NDA

1. Data collection procedure

The PCC and NDA monitor and regularly record the monthly data related to
dairy. Every quarter, the PSA-Central Office (CO) through the Livestock and
Poultry Statistics Division (LPSD) provides a form to PCC and NDA for the
consolidation of report. The PCC and NDA accomplish the form and submit to
PSA-LPSD through email every 20th day after the reference quarter.

2. Consolidation form

The consolidation form aims to gather information on the performance of dairy


in assisted/monitored dairy farms in covered areas of PCC and NDA.

The data items included in the form are as follows:

a. Total inventory of dairy animals


b. Number of breeder animals
c. Number of animals in the milkline
d. Volume of production
e. Average farmgate price

III. Sampling Design

A. Livestock and Poultry Survey: Household

1. Sampling Frame

The LPS: H sampling frame is based on the results of the 2017 Listing of
Farm Households (LFH) and 2012 Census of Agriculture and Fisheries (CAF).
For barangays not covered in the 2017 LFH, the list of households was taken
from the 2012 CAF. The sampling frame is updated quarterly based on
the status of the sampled households using structured Frame Maintenance
Form (FMF) submitted by the Provincial Statistical Offices every quarter.

2. Sample Selection Procedure

The LPS: H uses two-stage sampling design. The first stage is the selection of
sample barangays or Primary Sampling Units (PSUs) using probability
proportional to size where the measure of size is the total animal inventory.

The second stage is the selection of sample households or Secondary


Sampling Units (SSUs) that are engaged in livestock and poultry raising in the
sampled barangays using systematic sampling.

The number of sample households per selected barangay is 20 but this could
be less if the selected barangay has less than 20 households. The sample
households per quarter are independent.

The sample size was determined based on a five percent (5%) target coefficient
of variation.

3. Domain

The domain of the survey is the province. In the case of NCR, the region is the
domain.

B. Livestock and Poultry Survey: Establishment

1. Sampling Frame

The LPS: E frame is based on the results of the 2023 Updating of the List of
Establishments (ULE). It is updated quarterly based on the results of visit of the
sample establishments using the FMF.

2. Sample Selection Procedure

The LPS: E uses stratified probability proportional to size sampling design,


where the establishment is the primary sampling unit. The animal type serves
as a stratification variable and the size measure is the maximum farm/housing
capacity of the establishment. Per animal type, the establishments are sorted
by maximum farm/housing capacity and sample establishments are selected
using systematic sampling. A panel sample establishment is maintained for a
year and a new set of samples is selected during the first quarter of the next
year.

Complete Enumeration (CE) is applied for provinces with less than


25 commercial establishments, otherwise, sampling is used.

3. Domain

The domain of the survey is the province. In the case of NCR, the region is
the domain.

a.2.1. The provincial farmgate prices are computed by aggregating up


the product of farmgate prices and volume of production by survey. The
result is then divided to the sum of the volume of production. The formula
is given as follows:

a.2.2. The computation for regional and national farmgate prices is


similar with that of the provincial farmgate price.

IV. Consolidation of Dairy Estimates

To estimate the dairy production, the data generated from LPS: H and LPS: E are then
aggregated to the administrative data obtained from PCC and NDA. To avoid
duplicates in the recording of data, the PSA only includes the milk produced that were
not sold to PCC and NDA-assisted cooperatives.

V. Concepts and Definitions of Terms

Farmgate price refers to the price received by raisers for their produce at the location
of farm. Thus, marketing costs, such as the transport and other marketing costs
(if any) incurred in selling the produce, are not included in the farmgate prices.

Inventory refers to the actual number of animals present in the farm as of a specific
reference date.

Volume of production refers to the number of tended/raised animals disposed for


slaughter/dressing, including those which were shipped out for slaughter. This is
expressed in metric tons, liveweight.

PSA Board Resolution No. 04, series of 2022, and PSA Board Resolution No. 11,
series of 2023:

VII. Dissemination of Results and Revision

The PSA disseminates the Livestock and Poultry Quarterly Bulletin regularly and is
uploaded in the PSA Website.
The livestock and poultry statistics follows the revision policy as stipulated in the PSA
Board Resolution No. 1, Series of 2017-119 approving the revision of quarterly
estimates on agricultural production, prices, and related statistics to be limited to the
immediately preceding quarter and for the past three years with quarterly breakdown
to be done only during May of the current year.
