National Ayush Mission in Tamil Nadu
2885 Shri R. Dharmar:
Will the Minister of Ayush be pleased to state:
(a) the details of funds allocated and utilized under the National Ayush Mission (NAM) in
Tamil Nadu during the last three years;
(b) the number of Ayush health facilities established or upgraded in Tamil Nadu under the
Mission;
(c) the steps taken to promote Ayush-based preventive and curative healthcare among rural
and urban populations of Tamil Nadu;
(d) the initiatives taken for training and capacity building of Ayush practitioners in the State;
and
(e) whether Government has conducted any impact assessment or evaluation of the Mission’s
effectiveness in improving health outcomes in Tamil Nadu?
ANSWER

(a) The status of the funds allocated/ released and utilized as reported by the State
Government of Tamil Nadu under Centrally Sponsored Scheme i.e. National Ayush Mission
(NAM) during the last three years is furnished as Annexure-I.
(b) As per the information furnished by the State Governments of Tamil Nadu, 650
Ayushman Arogya Mandir (Ayush), 5 Integrated Ayush Hospitals (50 Bedded), 7 Ayush
Education Institutions, 126 Co-located Ayush OPDs at Primary Health Centres (PHCs), 26
Co-located Ayush OPDs at District Hospitals (DHs) & 2 Standalone Ayush Dispensaries
have been supported under NAM.
(c) & (d) Public Health being a State Subject, the primary responsibility regarding training &
capacity building of Ayush practitioners and promotion of Ayush-based preventive &
curative healthcare in the country including rural and urban populations of Tamil Nadu, lies
with the respective State Government. However, under Centrally Sponsored Scheme i.e.

National Ayush Mission (NAM), there are various provisions, in this regard. Details of major
provisions are enclosed as Annexure-II. Further, to avail the financial assistance suitable
proposals are required to be submitted through State Annual Action Plans (SAAPs) as per the
provisions of the NAM guideline.
Further, the Ministry of Ayush is also implementing a Central Sector Scheme namely
Ayurgyan since 2021-22 having a component of ‘Capacity Building & Continuing Medical
Education in Ayush’ under which there is a provision to support the eligible organizations
across the country, including the State of Tamil Nadu, for training & capacity building
program in the field of Ayush with the aim to encourage Ayush personnel to undergo need-
based professional training and bridge the knowledge gaps.
As reported by State Government, following training and capacity building
programmes are conducted in Tamil Nadu:
1. Capacity Building Programme for Ayush Doctors at State level
2. Continuing Medical Education (CME) - Training on Varma Management for
Musculoskeletal Disorders
3. Continuing Medical Education (CME) - Capacity Training on Pain Management
through Yoga & Naturopathy.
(e) In order to assess the impact & evaluate the Mission’s effectiveness in improving health
outcomes in the country including Tamil Nadu, field visits by the Central team, one to one
meeting, Regional Review Meetings, National level Conferences etc. are carried out apart
from third party evaluations and NABH assessment. It has been observed by visiting teams
that footfall of the beneficiaries visiting to Ayush facilities including AAM (Ayush) has been
subsequently increased after strengthening & upgradation of these facilities. In case of AAM
(Ayush) substantial increase in the footfall of patients has been observed because, in addition
to OPD services, these facilities are also providing various other services like Prakriti
Parikshan, Yoga related activities at the level of facility as well as community, awareness
about uses of common medicinal plants etc. Further, State/UT Governments have been
suggested by the visiting team for appropriate training & capacity building of AAM (Ayush)
team, strengthening of referral linkages with other public health facilities, effective
involvement of field level workers specially ASHAs etc. for better outcome of the activities
being conducted through different Health facilities including AAM (Ayush).

Annexure-II
The details of the major provisions under National Ayush Mission (NAM):
(i) Operationalization of Ayush Health & Wellness Centres (AHWCs) now renamed as
Ayushman Arogya Mandir (Ayush).
(ii) Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health
Centres (CHCs) and District Hospitals (DHs)
(iii) Upgradation of existing standalone Government Ayush Hospitals
(iv) Upgradation of existing Government/Panchayat/Government aided Ayush Dispensaries/
Construction of building for existing Ayush Dispensary (Rented/dilapidated accommodation)
/Construction of building to establish new Ayush Dispensary
(v) Setting up of 10/30/50 bedded integrated Ayush Hospitals
(vi) Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and
Government/Government aided Teaching Institutional Ayush Hospitals
(vii) Ayush Public Health Programs
(viii) Behaviour Change Communication (BCC)
(ix) Establishment of new Ayush colleges in the States where availability of AYUSH
teaching institutions is inadequate in Government Sector
(x). Infrastructural development of Ayush Under-Graduate Institutions and Ayush Post-
Graduate Institutions/add on PG/ Pharmacy/Para-Medical Courses.
(xi) Training and capacity building for teaching staffs, Medical officers and other
paramedical staffs working in the educational institution and Ayush Hospitals / Dispensaries
(under flexipool).
